The Relationship between Impulsive Buying Stimulus and Buying Experience in Cable TV Home Shopping (CATV 홈쇼핑에서의 충동구매 자극 요인과 구매 경험과의 관련성)

  • Cable TV Home Shopping is one of the popular distribution channels in modem society because of purchasing convenience and saving in shopping time. However, in spite of these advantages, there are some problems because of marketing strategies of many Cable TV shopping companies which stimulate impulse purchases. This study is aimed to find the relationship between buying experience and reaction to impulsive buying stimulus. This study can give a valuable insight in consumer education regarding impulsive purchase behavior in Cable TV home shopping. Study results can also give useful information on the direction of consumer campaign and consumer protection policies. The data was collected by using a questionnaire and the final 496 cases were analyzed by SPSS Win 10.0 program. The major finding were that: 1. Younger, more educated and unmarried consumers tend to response more to impulsive purchasing stimulus. 2. consumers with higher response to impulsive purchasing stimulus had more buying experience, higher shopping frequencies and spent more money in Cable TV home shopping than consumers with lower response. These study results showed that there are some relationship between impulse purchasing stimulus and buying experience in Cable TV home shopping. Therefore, Cable TV Home Shopping companies should provide correct information to the consumers, so they can make resonable decisions. And the consumers should also try to restrain themselves from purchasing impulsively. A law that will regulate all false or exaggerated ads should be provided. To reach righteous and beneficial home shopping culture for both consumer and companies, all these means should be cooperated.

Development of the Integrative System to Categorize Damaged Areas for Participatory Restoration by Local Residents (주민참여형 복원을 위한 훼손지의 통합적 유형 구분 체계 개발)

  • Despite its high level of symbolic and ecological values, BaigDooDaeGahn, about 684km long stretch of mountains in the eastern part of Korean peninsular, has been widely destroyed and barely recovered. While Korean government enacted a special law in 2005 to protect these areas and designated about 2,658 $km^2$ as the protection zone in 2007, there were a number of sites inside that had been disturbed by mining, illegal crop cultivations, stone quarry, development of resort facilities, construction of roads, and other human activities. To restore these damaged areas in a sustainable manner, the integrative system to categorize damaged areas for participatory restoration by local residents was suggested by this study. The most distinguished feature of the proposed system was to integrate the existing restoration approach focusing on biophysical conditions into the sustainability-building approach to reactivate socio-economic conditions of local society, called 'restoration of eco-cultural community'. As an entry stage to design the new restoration system including processes and procedures, the damaged areas had to be re-categorized by two characteristics, their physical conditions in terms of possibility of public participatory restoration and the readiness of local society required for pursuing endogenous development. More detailed considerations regarding these two characteristics and three different categories has been suggested and discussed.

A Study on the Slope Ecological Restoration and Revegetation Models of the Baekdu-Mountain Range (백두대간 절토 비탈면의 생태복원녹화 모델에 관한 연구)

  • Since enactment of the Baekdu-Mountain Range protection law in Dec. 31st 2003, great interest arose in recovery of the natural environment in the Baekdu-Mountain Range. Since the Baekdu-Mountain Range has formed boundaries between different regions and it is the mountain that crosses our country from East to West, there are so many roads that penetrate this area. Slopes made by the construction of roads have poor foundation for the growth of vegetation and it takes a long period to restore only with natural restoration force. For this reason, various methods of revegetation to restore the damages are implemented but until now, revegetation of domestic soil cutting slopes are mainly covered by foreign import grasses to stabilize and cover grounds early. As we depended upon foreign import grasses for slopes revegetation, the landscape did not match in harmony with surrounding vegetation and therefore, we could see that these foreign grasses are withered in 2~3 years after the revegetation works and slopes become barren again. However, currently, there are no applicable standards for designs of green hill, desirable revegetation methods for the hill areas, roads and recovery models. Therefore, in this study, we investigated the status of revegetation plants and revegetation methods for the hill areas of the Baekdu-Mountain Range (azimuth, degree of tilt, and tilted places). Based on this, we attempted to find the desirable recovery models for the hill areas of the Baekdu-Mountain Range.

GIS based Water-pollutant Buffering Zone Management

  • S. Korean Government has accelerating its efforts to enhance the quality of the drinking water. The Ministry of Environment has declared the law of securing water-pollutant buffering zone to minimize the inflow of the point and nonpoint sources into the drinking water sources. As a first phase of installing nationa-wide water-pollutant buffering zone, approximately 300km buffering zone has been delineated along the South and North Han river, the major drinking water sources for the capital area of S. Korea, which has the population of more than 12 millions. The buffering zone has the width of 1,000 meter for the special protection area, and 500 meter for the remaining area from both ends of the river. The major works have been done in three stages. Firstly, the boundaries lines of the buffering zone was delineated on the digital topographic maps. Secondly, the maps were overlayed with the cadastral maps to identify individual land parcels, the street address of the major pollutant discharging facilities, and all different types of pollutants including livestocks. Thirdly, the field work has been done as a verification. Once the buffering zone was generated, all the information for the buffering gone were created or imported from other government agencies including official land price, details of the major manufacturing facilities discharging considerable amount of pollutants, major motels and resorts, not to mention of restaurants, etc. Also, major livestock houses were located to identify the path of the pollutant inflow to the drinking water source. Further works need to be continued such as purchasing private lands within the buffering zone and change the land use in the efforts to decrease the pollutant amount and to provide more environmentally friendly space. Also, high resolution satellite imagery should be utilized in the near future as a cost-effective data source to update all the landuse activities within buffering zone.

Safety Management of Nanomaterials and Nanoproducts: Thinking of Ethical Principles and Guidelines for It (나노 물질 및 제품의 안전 관리: 윤리적 원리 및 행위지침 고찰)

  • Recently as the reports on toxicity of some nanomaterials and the nanoproducts containing these nanomaterials are rapidly increasing, the safety management issues about nanomaterials and nanoproducts are emerging hot. Especially safety in the workplace and that of consumers and the protection of environment, in other words safeties throughout the life-cycle of nanomaterials and products become core issues. Despite the importance of such a safety management, however, it is very difficult to construct the hard regulatory framework for safety, owing to uncertainties and potentialities of nano-risk. In this paper I will look around the ethical principles and guidelines for safety management which are preferentially required before going into the discussion on the construction of hard-regulation such as law and something like that. Under the circumstance that hard-regulations for safety management are not implementable, these principles and guidelines are expected to play a leading part in building the responsible risk-governance framework for nanomaterials and nanoproducts, and finally to become a cornerstone of the hard risk-governance framework.

Risk Assessment of 30 MeV Cyclotron Facilities (30 MeV 사이클로트론 시설 위험성 평가)

  • A cyclotron is a kind of particle accelerator that produces a beam of charged particles for the production of medical, industrial, and research radioisotopes. More than 30 cyclotrons are operated in Korea to produce $^{18}F$, an FDG synthesis at hospitals. A 30-MeV cyclotron was installed at ARTI (Advanced Radiation Technology Institute, KAERI) mainly for research regarding isotope production. In this study, we analyze and estimate the items of risk such as the problems in the main components of the cyclotron, the loss of radioactive materials, the leakage of coolant, and the malfunction of utilities, fires and earthquakes. To estimate the occurrence frequency in an accident risk assessment, five levels, i.e., Almost certain, Likely, Possible, Unlikely, and Rare, are applied. The accident consequence level is classified under four grades based on the annual permissible dose for radiation workers and the public in the nuclear safety law. The analysis of the accident effect is focused on the radioactive contamination caused by radioisotope leakage and radioactive material leakage of a ventilation filter due to a fire. To analyze the risks, Occupation Safety and Health Acts is applied. In addition, action plans against an accident were prepared after a deep discussion among relevant researchers. In this acts, we will search for hazard and introduce the risk assessment for the research 30-MeV cyclotron facilities of ARTI.

A Study on an Efficient and Robust Differential Privacy Scheme Using a Tag Field in Medical Environment

  • Recently, the invasion of privacy in medical information has been issued following the interest in the secondary use of mass medical information. The mass medical information is very useful information that can be used in various fields such as disease research and prevention. However, due to privacy laws such as the Privacy Act and Medical Law, this information, including patients' or health professionals' personal information, is difficult to utilize as a secondary use of mass information. To do these problem, various methods such as k-anonymity, l-diversity and differential-privacy that can be utilized while protecting privacy have been developed and utilized in this field. In this paper, we discuss the differential privacy processing of the various methods that have been studied so far, and discuss the problems of differential privacy using Laplace noise and the previously proposed differential privacy. Finally, we propose a new scheme to solve the existing problem by adding a 1-bit status field to the last column of a given data set to confirm the response to queries from analysts.

  • The financial industry, which guarantees a credible transaction and can not permit forgery of its transaction information, has hitherto adhered to a traditional centralized ledger management method. However, the blockchain technology has a decentralization which has been regarded as unsafe for the time being, and the more reliable transaction agreement and data integrity are guaranteed The world's financial industry and the IT world is causing the wave. Nevertheless, the inherent characteristics of the blockchain, such as the irreversibility of block information within a blockchain and the sharing of blocks between blockchain participants, can not avoid conflicts with the privacy laws. The purpose of this study is to investigate the problems related to deletion and the third party supply of personal information by focusing on these characteristics of the blockchain and to suggest the technical alternatives of the applicable blockchain and the improvement direction of the personal information protection law for using of blockchain technology.

Critical Contemplation on the Naming of Older Persons in Legal Provisions (법규정상에 나타난 고연령자 명명(命名)에 대한 비판적 고찰)

  • Korean laws use several different terms to refer to seniors. This study looks into how older persons are defined in the laws with an aim to critically review the implications of the naming of older persons. For this goal, the laws that have been enforced since 1948 and those effective as of October 20 in 2011 were subject to analysis. The findings of this research are as the following. Korean laws have used a number of terms, including the terms meaning the old and infirm (nosoeja), old individuals (noin, goryeongja, noyeonja), and the old and weak (noyakja). However, such naming does not seem to be based on age. An analysis of noin and goryeongja, two most common terms used in Korea's legal provisions, shows the difference between social perceptions of seniors and the semantic formation of the terms. For example, noin is used in the context in which seniors are viewed rather negatively as subjects of social protection while goryeongja, a relatively neutral term, is preferred when the law sees the elderly as productive resources. It can be said that the perceived social values on senior citizens are reflected in the laws.

  • The The ROK military announced a reform proposal for the National Defense Reform 2.0 in 2018 in order to substantially guarantee the constitutional rights and human rights of the soldiers and to meet the demands of the military judicial reform. In order to establish a fair and independent military judicial system through such reforms, the Supreme Military Court was abolished to eradicate the controversy in the army and to abolish the system of the judges' And professionalism is systematically ensured so that judges can be judged only by law and conscience. This military reform proposal is so dramatic that it has a vocal voice of opposition, but the military should no longer be an exception to democracy and should try not to get caught in the stigma of human rights blindness.
