Purpose - This paper attempts to identify the problems and limitations of a market maintenance project conducted according to the 「Special Act for the Development of Traditional Markets and Shopping Street」 and to present a revised direction for the special law and lay the groundwork for market maintenance projects to be promoted smoothly. Research design, data, and methodology - The revised direction for the legislation and the proposal were written based on an investigation of the problems and the legal system, and proposed measures for market maintenance operation and system improvements to derive the improvements needed for market maintenance projects. Results - A market maintenance project has been conducted as a means to reinvigorate traditional markets that are economically depressed, and to revive the local economy. It was largely conducted in the form of reconstruction and redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to contribute to the gradual disappearance of traditional markets. First, as part of a market maintenance project, many companies are building multipurpose buildings or high-rise residential buildings to increase profits. In these high-rise buildings, they can raise rents, which may not be affordable for some existing small businesses. To solve such problems, the large-scale store registration requirement needs to be relaxed or abolished once the market maintenance project is completed. If the large-scale store registration requirement is to be abolished, the term 'large retail store' should be changed in the 「Special Act for the Development of Traditional Markets and Shopping Street」. After registration, the Small and Medium Business Administration should train merchants, offer consultations, and support events, to the extent that the existing traditional market management modernization project permits, and further continue to manage and support its ongoing activities. However, unless large-scale store registration is abolished, adding an exception clause in the special law to relax large-scale store registration criteria, and permitting changes to building use is another option. At the end of a market maintenance project, empty stores should be purchased by the Small and Medium Business Administration, and local government, etc., at the actual construction cost, to utilize them as public rental shopping areas, which in turn may be re-utilized as a temporary market for another market maintenance project. The second problem in market maintenance projects is merchant-protection. Currently, the special law prescribes that a temporary market be created for merchants to conduct business during the rental period of a market maintenance project. Conclusions - In reality, a market maintenance project is conducted usually in big metropolitan cities with 500,000 residents or more. The main building type created under these projects is a multipurpose building. For this reason, it is very difficult to secure a location for a temporary market in the surrounding area of such a project. To solve this problem, this study suggests 'public rental shopping areas' as mentioned above.
An optical current sensor device that measures electric current by the principle of the Faraday effect was designed and fabricated. The polarization-rotated reflection interferometer and the quadrature phase interferometer were introduced so as to improve the operational stability. Complex structures containing diverse optical components were integrated in a polymeric optical integrated circuit and manufactured in a small size. This structure allows sensing operation without extra bias feedback control, and reduces the phase change due to environmental temperature changes and vibration. However, the Verdet constant, which determines the Faraday effect, still exhibits an inherent temperature dependence. In this work, we tried to eliminate the residual temperature dependence of the optical current sensor based on polarization-rotated reflection interferometry. By varying the length of the fiber-optic wave plate, which is one of the optical components of the interferometer, we could compensate for the temperature dependence of the Verdet constant. The proposed optical current sensor exhibited measurement errors maintained within 0.2% over a temperature range, from 25℃ to 85℃.

Of safety check regulation, 'Construction Technology Promotion Act' and 'Special Act on the Safety Control of Public Structures' contain provisions about the content of safety in construction works and the items of safety checks in the maintenance aspect and thus contribute to accident prevention in the construction industry. Of the regulations responsible for the practical safety of workers, the safety check regulation of Ministry of Employment and Labor demand for safety check from the start of construction based on an agreement with a concerned agency to the completion of construction solely based on 'Guidance Standards for the Specialized Disaster Prevention Instruction in Article 32 of Occupational Safety and Health Act' and 'Appropriation and Usage Standards of Safety and Health Management Costs in the Construction Industry'. There is, however, a huge gap, as well, in them according to client agencies. In small construction sites ordered by a private organization, checks are done formally with no detailed regulations. As a result, the costs of checks continue to drop with only the contract kept intact. This study examined the forms of safety checks practically done in the Jeju region, distinguished and compared them by the construction costs, calculated proper costs based on each construction act, and further proposed improvement measures for the detailed regulations.
The study area is local river of 671 (total length 3,741 km) in Gyeongnam prefecture, the results are as follows. Total number of river-crossing structures was investigated as 7,730, and it was found that structures were installed in 2.1 sites per 1 km (river length) on average. Diversion weirs for agriculture were 4006 (51.82%) and drop structures for channel bed maintenance were 3670 (47.48%), but the rest (riverbed road etc.) were 54 (0.70%). The number of high structures (height > 1.0 m) that affect many impact in upstream and downstream was investigated as 3,897 (51%), and the number of low structures (height < 0.5 m) that affect negligibly was 1109 (14%). Fish ladders have been installed on 640 (8%) structures in 153 (23%) rivers. In flood control and environment conservation, river-crossing structures brought about various impact that flood water level is raises and the eco-corridor is intercept. In order to improve these problems, we proposed a few engineering measures that can be realize with respect to river-crossing structures.
In this paper, we analyzed and analyzed the entry path and the capacity of translation competent personnel who participated in the translation project for the last 5 years. For this purpose, the entry path of the translation workforce is classified as 'employee', 'research course', 'vt', and 'external expert'. And the number of manpower and the amount of translated manuscripts were examined by year. In addition, the average amount of manpower for one translator was also examined. As a result of the research and analysis, the proportion of the total translation companies in the translation business was in the order of external experts - from the research course - from the qualification examination - from the staff. Each of these measures must be validated and validated through detailed analysis and research. To minimize the damage from chemical accidents, a risk management plan (RMP) has been implemented since 2015. According to this regulation, operators who handle more than the designated quantity of the accident preparedness chemicals should provide emergency response information to the public within the affected areas of accidents. The information, including chemicals, affected areas and evacuation instructions should be provided to the public in advance so that they can evacuate immediately in the event of a chemical accident. Currently, the information notification can be provided in various methods by being registered in the notification system, sent with written documents or delivered directly to the public. To examine the status of the operation method, this study analyzed similar cases overseas, investigated the degree of awareness of providing information through the number of the annual visitor of the Information Provision System, and obtained survey results from some residents. This current operation method are problems because the public, who do not have sufficient information about chemicals, do not understand the emergency information properly or it is difficult to recognize where the residents should find this information because of the convenient operation based on the information provider. In this study, measures were proposed to minimize the damage by making it easier for the public to understand the emergency information and the information communicated appropriately in advance by dividing them into an information providing method and post management.
As Korea declared that the entire country is free from ISA (Infectious salmon anaemia) based on the OIE aquatic code in 2019, it is necessary to improve the import quarantine system that meets the level of ISA management in Korea. Currently, Korea imports Atlantic salmon and rainbow trout from countries which have history of ISA outbreak such as Norway and the United States, so there is a constant possibility that trade with these countries will bring ISAV (Infectious salmon anaemia virus) into Korea. Therefore, some amendments to the Aquatic Life Diseases Control Act (ALDCA) are needed to prevent the entry of ISAV into the Korea through international trade. The amendment to the ALDCA should contain a list of countries, zones or compartments that the Korean competent authority has allowed or banned imports of ISA-susceptible fish. In addition, the subordinate statutes or administrative rules of the ALDCA need to be revised so that on-site inspections/audit can be conducted for the evaluation of the ISA management system in exporting countries. After the revision of the subordinate statutes or administrative rules, it is necessary to strengthen the present import conditions in line with those that meet the level of ISA management in Korea. As for the strengthened import conditions, the competent authorities of exporting countries must export only salmonid fish produced in zones or compartments declared freedom of ISA to Korea, and must prove through lab-testing that ISAV should not be detected in the fish exporting to Korea. In addition, official veterinarians/fish health professionals of the exporting country should check the health status of the fish within 72 hours prior to export. Also, competent authorities of the exporting countries must attest that fish storage containers and water, ice and other equipment used for transportation should be cleaned and disinfected to avoid contamination with pathogens, including ISA. Therefore, the proposed measures presented here will further improve the current import condition for salmonid fish and assist decision-making on strategies to reduce the risk of ISA introduction into Korea. Also, it is expected to contribute to maintain the status of ISA-free country.
Intense artificial selection has been imposed to Luzhong mutton sheep population in the past years. Improvements on growth and reproductive performance are two breeding goals in the present herd. Although some progresses were phenotypically observed possibly due to inbreeding induced by strong selection in terms of these traits, the genomic evaluation was poorly understood. Therefore, a high-density SNP array was used to characterize the pattern of runs of homozygosity (ROH), estimate inbreeding and inbreeding depressions on early growth performance and litter size based upon ROH, and scan positive selection signatures of recent population. Consequently, a low inbreeding level was observed which had negative effects on litter size, but not on early growth performance. And 160 genes were under selection, of which some were reported to be linked to several traits of sheep including body weight, litter size, carcass and meat quality, milk yield and composition, fiber quality and health, and the top genes were associated with growth (growth hormone [GH]- growth hormone receptor [GHR]- Insulin-like growth factor 1 [IGF1] axis) and litter size (bone morphogenic proteins [BMPs]-associated). The effectiveness of previous breeding measures was highlighted, but purging selection was proposed to alleviate the inbreeding depression on litter size, providing some genomic insights to breeding management of Luzhong mutton sheep.
Economic analysis is a basic step in establishing disaster mitigation measures, but it is difficult to verify the results due to uncertainty. Therefore, the scope of investigation and analysis is wide. However, it is difficult to predict the amount of damage caused by flooding because the collection of relevant data is limited in the ungauged basin. In this study, distributed runoff analysis and flooding analysis were performed, and a method of estimating the amount of flood damage in the ungauged basin was proposed using collectible social and economic indicators and flood analysis results. For distributed runoff analysis and flooding analysis, GRM (Grid based Rainfall-runoff Model) and G2D (Grid based 2-Dimensional land surface flood model) developed by Korea Institute of Civil engineering and Building Technology were used. The method of substituting collectible social and economic indicators into the simple method and improvement method was used to estimate the amount of flood damage. As a result of the study, it was possible to estimate the amount of flood damage using satellite data and social and economic indicators in the ungauged basin.
This study presented a plan to improve the life satisfaction and leisure status of the elderly in the With COVID-19 era, and the life satisfaction of the elderly. For this purpose, we investigated life satisfaction and leisure life for 107 senior citizens at the Gyeonggi Senior Welfare Center, and the following results were obtained.
