Variation of design flood according to the temporal resolution and periods of rainfall (강우의 시간해상도와 자료기간에 따른 설계홍수량의 변동성)

  • Most hydrological analysis such as probability rainfall and rainfall time distributions have typically carried out based on hourly rainfall and rainfall - runoff analysis have carried out by applying different periods of rainfall time distribution and probability rainfall. In this study, to quantify the change of design flood due to the data type (hourly and minutely rainfall data) and the probability rainfall and application of different data period to the rainfall time distribution, probability rainfall is calculated by point frequency analysis according to data type and period and rainfall time distribution was calculated by Huff's quartile distributions. In addition, the change analysis of design flood was carried out by rainfall - runoff analysis applying different data periods of design rainfall time distribution. and probability rainfall. As a result, rainfall analysis using minute rainfall data was more accurate and effective than using hourly rainfall data. And the design flood calculated by applying different data period of rainfall time distribution and probability rainfall made a large difference than by applying different data type. It is expected that this will contribute to the hydrological analysis using minutely rainfall.

Priority assessment and estimation of annual power generation for potential development site of hydroelectric dam in North Korea (북한지역 수력발전댐 개발가능지점에 대한 연간가능발생전력량 분석 및 개발 우선순위 평가)

  • In North Korea, hydropower which occupies about 63% of power generation is a major electric power source, and North Korea has many advantages in the geographical for developing hydroelectric power. In this study, Information on the basin and dam capacity for 33 potential development site of hydroelectric dam was analyzed using DEM, and potential annual power generation was estimated by applying results of long-term runoff simulation with MWSWAT model for recent 30-year. The potential annual power generation at 33 dam was estimated to be about 28% of the current hydroelectric power in North Korea. In addition, a priority of dam development in each province was assessed by estimating the scale of an industry and prospecting the population change in the future. And a priority for dam development within the province was estimated based on the dam capacity and the potential annual power generation. The priority of each province was ranked in order of Pyeongannamdo, Hamgyungnamdo, Hamgyungbukdo, Hwanghaebukdo, Pyeonganbukdo, Jagangdo, Ryanggangdo, Hwanghaenamdo, and Gangwondo. The results of this study can be used as an initial review data for advancing to hydropower development project in North Korea.

The Development of Classification System of Medical Procedures in Korea (한국표준의료행위 분류체계 개발)

  • In recent years, the Korean Medical Association has undertaken the feat of establishing the Korean Standard Terminology of Medical Procedures with the dedicated help of 32 medical academic societies. However, because the project is being conducted by several different circles, it has yet to see a clear system of classification. This thesis, therefore, proposes the three principles of scientific properties, usefulness and ideology as the basis for classification system and has developed the Classification System of Medical Procedures in Korea upon their foundation. The methodology and organization of this thesis as follows. First, by adopting scientific classification system of Feinstein(1988), an analysis of the classification systems of the medical procedures in the United States, Japan, Taiwan, WHO was carried out to reveal the framework and the basic principles in each system. Second, the direction of classification system has been constructed by applying the normative principle of medical field in order to show the future direction of the medical field and realize its ideology. Third, a finalized framework for the classification system will be presented as based on the direction of classification system. Of the three basis principles mentioned above, the analysis on the principles of usefulness was left out of this thesis due to the difficulty of establishing specific standards of analysis. The results of the study are as follows. The overall structure of the thesis is aimed at showing the 'Prevention-Therapy-Rehabilitation' quality of comprehensive health care and consists of six chapters; I. Prevention and Health Promotion II. Evaluation and Management III. Diagnostic Procedures IV. Endoscopy V. Therapeutic Procedures VI. Rehabilitation Chapter three Diagnostic Procedures is divided into four parts : Functional Diagnosis, Visual Diagnosis, Pathological Diagnosis, Biopsy and Sampling. Chapter five Therapeutic Procedures is divided into Psychiatry, Non-Invasive Therapy, Invasive Therapy, Anaesthesia and Radiation Oncology. Of these sub-divisions, Functional Diagnosis, Biopsy and Sampling, Endoscopy and Invasive Therapy employs the anatomical system of classification. On the other hand, Visual Diagnosis, Pathological Diagnosis, Anesthesia and Diagnostic Radiology, namely those divisions in which there is little or no overlapping in services with other divisions, used the classification system of its own division. The classification system introduced in this thesis can be further supplemented through the use of the cluster analysis by incorporating the advice and assistance of other specialists.

  • The iSTMS is a web-based integrated information system supporting Pre-Service and In-Service Inspection(PSI/ISI) processes for the nuclear power plants of KHNP(Korea Hydro & Nuclear Power Co. Ltd.). The system provides a full spectrum coverage of the inspection processes from the planning stage to the final report of examination in accordance with applicable codes, standards, and regulatory requirements. The major functions of the system includes the inspection planning, examination, reporting, project control and status reporting, resource management as well as objects search and navigation. The system also provides two dimensional or three dimensional visualization interface to identify the location and geometry of components and weld areas subject to examination in collaboration with database applications. The iSIMS is implemented with commercial software packages such as database management system, 2-D and 3-D visualization tool, etc., which provide open, updated and verified foundations. This paper describes the key functions and the technologies for the implementation of the iSIMS.

  • This note provides technical guide on three issues associated with establishing and automatically running regional ocean forecasting systems: (1) a strategy for continuous production of hourly-interval three-day ocean forecast data, (2) the daily download of ocean and atmospheric forecasting data (i.e., HYCOM and NOAA/NCEP GFS data), which are provided by outside institutions and used as initial condition, surface forcing, and boundary data for regional ocean models, and (3) error notifications to numerical model managers through the Short Message Service (SMS). Guidance on dealing with these three issues is illustrated via solutions implemented by the Korea Hydrographic and Oceanographic Agency, since in embarking on this project we found that this procedural information was not readily available elsewhere. This technical guide is based on our experiences and lessons learned during the process of establishing and operating regional ocean forecasting systems for the East Sea and the Yellow and East China Seas over the 5 year period of 2012-2016. The fundamental approach and techniques outlined in this guide are of use to anyone wanting to establish an automatic regional and coastal ocean forecasting system.

Expanding the Substances of Water Quality Standard for the Protection of Human Health Based on Risk Assessment (인체 위해성기반 수질환경기준 항목 확대를 위한 연구)

  • Water quality standards (WQS) are mandatory to guarantee the human health and protection of aquatic ecosystems, and maintain the condition of suitable water quality. The present WQS for the protection of human health in Korea contain nine substances (As, Cd, $Cr^{6+}$, CN, Pb, Hg, ABS, organophosphorus compounds and PCBs), but it is insufficient to preserve the human and aquatic ecosystem from a variety of chemicals. Therefore, it is necessary to expand the substance of WQS for the protection of human health. In this study, we chose the 20 chemicals from 43 chemicals of the project entitled 'Development of Integrated Methodology for Evaluation of Water Environment'. The methodology for calculating water quality criteria was amended from the US Environmental Protection Agency (US EPA)'s equation for deriving ambient water quality criteria for the protection of human health. The factors including fish intake, drinking water intake, and human body weight used in the equation reflected Korean situations. The monitoring values were derived from the water quality monitoring data in Korean four main rivers. The orders of priorities of chemicals were evaluated by human health risk assessment, and the proposed WQS was derived by technical and economic analyses. These results were reflected to expand the WQS for the protection of human health.

A Study on Analysis of Factors Affecting Technology Transfer Performance of Universities : An Approach to Different Types of Korean Universities (대학의 기술이전성과 영향요인 분석 : 대학의 유형별 접근)

  • This paper aims to analyze factors affecting technology transfer performance according to different types of Korean universities and to conduct the research for the channel and extent of impact between these factors, utilizing 5 - year data for the technology transfers of 110 universities based on the survey by National Research Foundation of Korea. According to the analysis, incentive for researchers is the most crucial factor in local universities and small & medium-sized private universities located in the capital area. And numerical value of intellectual property rights owned by university is the key factor in universities specializing in science & engineering / industry. Also, Big-sized universities are heavily affected by the number of full-time faculty. In case of private universities, government subsidy relating to patents is critical factor for technology transfer performance. The mean value of all variables is a lot higher in participant universities than non-participant ones in CK(Connect Korea) project. In summary, it is suggested that steady financial support provided by the government is required and that mutual cooperation for industry-university-government is also needed for the commercialization of the technologies held by universities.

Priority of Modularization in Weapon System by using Grey Relational Analysis (GRA를 활용한 무기체계 모듈화 우선순위선정)

  • In the defense industry, national security takes priority over economic sense and this has translated into high cost and long-term research and development. However, the exponential growth of technology and rapid changes in the security situation in recent years have resulted in a call for the development of systems at a low cost within a short period of time. In order to implement a modularization strategy in the field of defense, the introduction of line replaceable units in OO systems needs to be prioritized. This study selects six criteria following a literature review and prioritizes 11 modules for OO systems using the project evaluation method, Grey Relational Analysis (GRA). Based on the GRA results, the grey relational grades were derived as 0.83, 0.81 and 0.80 for the M11 (Main board), M8 (EMI module), M3 (Single board computer) modules, respectively. The cost and time of development is expected to be reduced in accordance with the grey relational grade. The results of this research could be utilized for decision making on adopting modularization in similar system development or product improvement programs (PIPs).

  • This study shows evaluation of how much OASIS meets "the korean web content accessibility guidelines" and analysis of some of the accessibility problems and their solutions in OASIS(Oriental Medicine Advanced Searching Integrated System) which is the only web site that offers papers and project information related to Traditional Medicine in Korea. The evaluation criteria to determine if OASIS is accessible is classified into four sub items; Perceivable - if information and user interface components is presentable to users in ways they can perceive, Operable - if user interface components and navigation are operable, Understandable - if information and the operation of user interface are understandable, Robust - if content is robust enough that it can be interpreted reliably by a wide variety of user agents, including assistive technologies. Based on the measured results, OASIS has just been redesigned and implemented in more accessible and effective way. OASIS that improves web accessibility for the disabled is expected to help them study oriental medicine more easily and conveniently by providing equal access and equal opportunity to use the web.

  • Nowadays the context-aware systems have been regarded as a promising opportunity to create differentiated e-marketplaces. Context-aware system aims to provide personalized services by understanding the user's current situation which is automatically acquired from the context data. This aim naturally leads us to a motivation to evaluate to what extent a system is context-aware. Even though lots of endeavors have stated about the level of context-aware system, a structured evaluation has been so far very rare. Hence, the purpose of this paper is to propose a two-phased methodology for assessing context-aware systems. In the first phase, we perform a requisite analysis to discriminate a context-aware system from general or context-based systems. Once an information system is recognized as context-aware system, then level of collaboration, mobility and embeddedness is derived to determine the level of context-aware system in the second phase. To do so, device collaboration diagram (DCD) is proposed to visualize the system architecture. Moreover, readiness and level of system are Jointly considered in the phase to provide a development strategy for each context-aware system development project. To show the feasibility of the idea proposed in this paper, legacy context-aware systems are actually analyzed and evaluated.
