Construction VE activities has occupies an important position as a key tool of the project in terms of budget and performance improvements. Reflecting this situation, VE application scope is being expanded than before. Thus, construction projects are required the continued research and development for effective use of construction VE. VE target choice method is the central part in the construction VE work. But, this has a problem with low utilization in practical terms. Accordingly, this study was developed the new methodology(PVTCM) for VE target selection of the construction VE work. Its contents are as follows: First, to analyze practical problem for VE target choice method through VE practical data. Second, to extract the high potential VE object based on the cost model and ideas similarity by excellent VE cases analysis. Third, to implement standardized VE object item by using affinity diagram for each construction type items. This research were conducted to experts interviews for comparison analysis with the cost model as one of a representative target selection method. As a result, proposed method were implemented significantly higher performance in terms of practical effectiveness than conventional method.

It has been 10 years Since December 1996 when CM method was institutionalized by Construction Industry Fundamental law. Even though construction market has been in stagnant of business activities till now, CM in Korea started to be activated by the introduction of CM method i.n public construction. In the end of 2005, the number of CM order's contract is 6.7 times , an amount of CM order's money is 9.2 times more than operation plan of CM system announced in 2001. Therefore, CM market has been dramatically growing. However, it is judged that the shortage of faith in CM project and necessity of CM method are not recognized and study on a owner who affects successful settlement of CM has not been performed. When considering those points, in introduction and practical use of CM, CM is suggested to the field which is necessary for a client through the task performance level research and analysis of a owner who act a important role to activate Construction Management. As result of studying pre-existing papers to i.nvestigate of owner's capability level, the task function of a client is classified into 10 types and a public opinion poll was performed based on the 10 types of function.

Recent construction projects are becoming larger, more complex and higher rising. Accordingly, necessity of the VE is emphasized as more suitable for expense, function and quality. However, the VE is not functional because of difficulty of application process or of the methods in use in the field of construction. One of the alternative is to introduce the incentive system to activate the VE in the field of construction. By using the incentive system, employers can reduce the relevant project's prime cost and builders will maximize profit creation. In domestic case, they presented the systematic support policy 'Technical development compensation system' which is similar to the 1992 American's VE incentive system about builder's technical development effort but the result was not positive. This study investigates both domestic and other country's construction VE incentive system and reported problems in the construction VE incentive system to executives and construction VE experts. From this survey, conclusions were drawn about problems in the domestic construction VE incentive system's similarity system: 'Insufficiency of the construction VE incentive's article and standards', 'Insufficiency of the appraiser of the construction VE and of the full charge department' etc. I had interviews with the experts of the construction VE which were based on the above-mentioned problems and then presented 'Improvement of the construction VE's incentive system relevant law and system', 'Construction VE experts and construction formation' etc. for ways to bring acceptance of the construction VE in the construction industry.

The importance of process improvement under construction has arisen from recent issue, lower productivity in the construction site. The various 3D modeling program is utilized in the procedure of construction as an alternative solution. However, it's still shortage of the consideration about a specific technical application. The purpose of the study in this paper is helpful to improve the productivity of construction site using 3D realization of constructing place as one of extensive modeling technologies, which leads to not only efficient management of construction site allowing people to check the real time situation in the place but also the revitalization of information flow about building process control and prgress, Therefore, I research into modeling algorithm and extensive construction site realization technology. 3D realization of building place would reduce the safety concerns by providing the real time information about construction site, and it could help to access easily to similar project through collecting and appling the database of sites. Furthermore it can be an opportunity to develop the procedure of production in construction industry and to upgrade the image of this field.

This paper presents the core technology of Construction Business Process Automation to model and automate construction business processes. Business Process Reengineering (BPR) and Automation (BPA) have been recognized as one of the important aspects in construction business management. However, BPR requires a lot of efforts to identify, document, implement, execute, maintain, and keep track thousands of business processes to deliver a project. Moreover, existing BPA technologies used in existing Enterprise Resource Planning (ERP) systems do not lend themselves to effective scalability for construction business process management. Application of Workflow and Object Technologies would be quite effective in implementing a scalable enterprise application for construction business processes by addressing how: 1) Automated construction management tasks are developed as software components, 2) The process modeling is facilitated by dragging-and dropping task components in a network, 3) Raising business requests and instantiating corresponding process instances are delivered, and 4) Business process instances are executed by using workflow technology based on real-time simulation engine. This paper presents how the construction business process automation is achieved by using equipment reservation and cancellation processes simplified intentionally.

The interest in traditional Korean housing has greatly increasing in Korean housing market. However, it is difficult to wildly disseminate for a high construction cost reason. In order to effectively facilitate the Hanok construction, Korean government has initiated a project that develops a new style Korean housing, which meets the requirements of low cost and modernized life style. Cost of building is mainly affected by materials and construction methods. Hanok has some special commodities those significantly impact the cost. In order to effectively cut down the costs, well-organized planning for costs is very important. Also, improving the productivity by utilizing new materials and methods can result in cost down. In this context, this paper compared and analyzed two different types of Korean housing; one is a modernized Korean house which used new materials and methods, the other is a traditional Korean house which was build up by purely traditional methods. Productivity has also been compared and analyzed for 5 major commodities between two types of models. Based on these comparative data, effect of cost down by new model has been analyzed. As a result it is confirmed that by using the new materials and methods could highly effect to increasing productivity and cost down. Especially, the cost of Roofing have been more influenced by using new material while the Wood and Finishes have been influenced by new construction method. Construction cost of Foundation (Earthwork, Concrete, Masonry) and Openings were influenced both factors, changing of materials and methods.

Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

Gyeongju, with its thousand-year-old history of the Silla Dynasty, is an impressive historical city where beautiful nature of mountains in the background and rivers in its front is getting along with the city landscape. The historic landscape of Gyeongju is divided into three groups: the old town, the ruins preservation region in the southeast of old towns, and the natural landscape region surrounding these regions. The old town region shows a common landscape of which general small cities in Korea may have, while its surroundings display the overlaps of natural and historic landscapes. The special city landscape is presented only in Gyeongju. Nevertheless, the northern area of the old town was built based on the concept of new towns without any height restriction of buildings, damaging the historic landscape of Gyeongju. It is misjudgment by interpreting the cultural heritage as the individual artifact rather than the continuous historic landscape. Since the 1970s when rapid industrialization and urbanization appeared along with the comprehensive development for Gyeongju tourism, the historic landscape has been slowly damaged. There were not enough financial and political supports from the central government, because the project for Gyeongju tourism was focused on the investment on the tourist industry. Now, in order to preserve the historical city like Gyeongju which represents the culture of Korea, the central government should actively engage in its protection. Policies of the central government should be focused on educating people that the historical restoration of Gyeongju is a way of recovering the national pride, and drawing the agreement of people. For its accomplishment, the government should change its policy from economy-oriented to culture-oriented. That is, the cultural policy should be emphasized.

The construction of Daedeok Science Town, located in Yuseong ward of Daejeon metropolitan city, began in the early 1970s. It started out as a national project to form an agglomeration of the major central government research institutions. Since that time Daedeok Science Town has also attracted private research institutions, mainly during the 1900s. This study geographically analyzes this research institutions to clarify the regional identity of Daedeok Science Town through an integrated approach of existing new regional geography approach, which is characteristics of labour market as the regional pattern of its laborers' residences, spatial labour division, its research network with other institutions, and networks of university, research institution, and corporations, through the spatial spread of intellectual right of property and through network of technology business incubator relationship with spin offs which is appeared to spatial interaction. The results of the study are as follows: First of all, Daedeok Science Town was not only self-sustenance with marketing garden of agricultural regions in the suburb of Daejeon city but also was consign of agricultural products to Daejeon city before 1972. Since that time, the identity of Daedeok Science town has been formed by externally factors of the science development, by the local decentralization of population and public offices in Seoul metropolitan area in terms of the world economy system, and by the internally accessibility maximization of the central location in Korea between 1992 and 1999. On the part of Daedeok Science Town it has some merits of in-migration from nation-wide, and of mother city's Daejeon. Lastly at the period of the venture business beginning after 1999, the role of institution, developing the existing high technology, made great contribution to an attraction of ventures business to here in need of high technology industry growth, including knowledge-based industry in the informated society. On these bases, Daedeok Science Town seems to grow spontaneously as a science park.

This paper is to analyse a changing space of energy flows in Northeast Asia from geopolitical and geoeconomic perspectives that have been recently promoted for energy security of countries in this region. The research is based on an analytical framework in an integration of political ecology and political economy. Because of an ever-increasing input of energy resources for economic growth and of dramatically increasing price of crude oil and recent instability of oil market, South Korea, China and Japan have been deeply concerned with energy security and conducted very actively geopolitical strategies. And hence the space of energy flows in the region is now in a process of dynamic reconfiguration, in which the project for development of oil and natural gas fields in East Siberia and construction of pipelines to transport them can be seen as one of competitive issues among these countries. In spite of worrying about stagflation due to rapid increase of oil price, such geo-strategies for energy security and reconfiguration of space of energy flows seem to keep the accumulation of capital in this region continue with generation of huge privatized oil companies.
