This article introduces and briefly examines the Uniform Rules for Forfaiting (URF)(ICC Publication No. 800), which were prepared by a joint project of the Banking Commission of the International Chamber of Commerce (ICC) and the International Forfaiting Association (IFA), and became effective on January 1, 2013. Forfaiting is a kind of trade financing technic performed by way of a sale and purchase of payment claim between its seller and its buyer, the forfaiter, on a without recourse basis. URF is designed to facilitate global trade finance and embraces all the international payment instruments which are currently used and will be newly developed in the future. URF is expected to be a set of standardized terms and conditions for both the primary and secondary forfaiting markets. In this context, this article first looks into the concept of the forfaiting and certain features and structure of forfaiting transactions. Then this article moves to discussing URF itself. For this it examines (i) the nature and scope of URF and some important definitions provided in URF, (ii) some provisions of URF that apply to the delivery of documents to the forfaiter, the examination, and the acceptance or refusal, of such documents by the forfaiter, and (iii) the payment of purchase price by the forfaiter to its seller, including the matter of "payment under reserve" and repurchase by the seller from the forfaiter. Finally, this article examines liabilities of the parties concerned, before conclusion.
Singapore, a city state with less than 6 million population, has continued successful cooperative development and become one of the most successful Asian countries in exporting expertise in urban and real estate development. This research aims to analyze Singapore's cooperative development with socialist countries including China and Vietnam from Singapore's perspective as an investor. For cooperative development projects in China, Singapore adopted Singapore-style physical urban planning concepts as well as its own institutional and administrative systems. Singapore-Vietnam cooperative development managed to acquire profitable land and diversify its portfolio in terms of industry types and rents. This made Singapore's industrial parks more competitive than other parks in Vietnam. By showcasing successful project implementation in China and Vietnam, Singapore has proved that its model for industrial park and urban development is transferable. Singapore's success in cooperative development with socialist countries provides important implications for future cooperative development between South and North Korea. For example, phased development approaches starting from individual industrial parks expanding to mixed-use townships will be very useful to realize sustainable urban planning in North Korea and reduce financial risks. Singapore dominated development opportunities in advance when socialist countries opened their economy. To pattern ourselves after Singapore, we should not only improve our relationship with North Korea but also prepare with practical components such as financing and organizational structure.

The article clarifies the conditions for information, digital and educational accessibility for higher education seekers with disabilities in terms of distance learning caused by quarantine restrictions. It is established that such conditions are regulated by international and Ukrainian legal documents (The Standard Rules on the Equalization of Opportunities for Persons with Disabilities, Convention on the Rights of Persons with Disabilities, Sustainable Development Goals, Law of Ukraine "On Education", Law of Ukraine "On Higher Education", Strategy for the Development of Higher Education in Ukraine 2021-2031, Development Strategy areas of innovation for the period up to 2030, Development strategy of the sphere of innovation activity for the period up to 2030). As a part of information barrierlessness, Higher Education Institutions (HEI) should provide access to information in various formats and using technologies, in particular Braille script, large-type printing, audio description (audio descriptive commenting), sign language interpretation, subtitling, a format suitable for reading by screen access programs, formats of simple speech, easy-to-read formats, means of alternative communication. The experience of Pavlo Tychyna Uman State Pedagogical University is described. In particular, special attention is paid to the study of sign language: in view of this, the initiative group implemented the project "Learning to hear and overcome social isolation together" with the financial support of the British Council in Ukraine. Within the framework of digital accessibility, the official website of the Faculty of Social and Psychological Education has been adapted for the visually impaired in accordance with WCAG 2.0 World Standards. In 2021, Pavlo Tychyna Uman State Pedagogical University implemented the project "Cultural, Recreational and Tourist Cherkasy Region: Inclusive Social 3D Map" funded by the Ukrainian Cultural Foundation; a site with available content for online travel in the region to provide barrier-free access to the historical and cultural heritage of Cherkasy region was created. Educational accessibility is achieved by increasing the number of people with special educational needs, receiving education in inclusive groups; activities of the Center for Social and Educational Integration and Inclusive Rehabilitation Social Tourism "Bez barieriv" ("Without barriers"); implementation of a research topic for financing the Ministry of Education and Science of Ukraine: "Social and psychological rehabilitation of children and youth with special educational needs by means of inclusive tourism"; implementation of the project "Social inclusion of distance educational process"; development of information campaigns to popularize the ideas of accessibility, the need for its implementation, ongoing training programs and competitions, etc.
With the penetration of the Internet and e-commerce, a 'crowdfunding' has emerged as a new way of financing. Crowdfunding has the advantage for a person to able to a simple way to finance her/his an innovative product or service from crowd. However, the success rate for crowdfunding projects is less than half. In this study, we introduce social exchange theory to explore the impact of trust and perceived psychological risk on the intention to participate in a crowdfunding website. Different from previous studies that have focused on a crowdfunding creator, we consider two different perspectives of a project creator and a project supporter. In addition, we compare perceptions of crowdfunding in different cultural contexts by conducting survey in two different countries Korea and Austria. Result shows that trust in recommendation and trust in website have different impacts on the intention to participate from two different perspectives. It also shows that perception of the quality and transparency of information provided by crowdfunding website has greater impact on trust in Korea than that in Austria. In case of perception of psychological risk, it has a negative impact on Austria's intention to create or support a project. On the other hand, it has relatively small impact on the intention to support and does not affect the intention to create a project in Korea.

The Yellow Sea Ecoregion Conservation Project is a joint international project which is carried out under the purposes of conserving the habitats in the Yellow Sea Ecoregion and biodiversity from various threats that damage ecosystems, informing the importance and value of the Yellow Sea Ecoregion, and promoting the understanding and interests of Korea, China and Japan. Subsequent to the Yellow Sea Ecoregion Planning Programme which had been performed during the period from 2002 to 2006, the Yellow Sea Ecoregion Support Project has been performed over 7 years in total from 2007 to 2014. Panasonic is sponsoring the financing of the project, and the organizations in charge of the project by country are Korea Institute of Ocean Science & Technology for Korea and World Wide Fund for Nature branches for China and Japan. While the Yellow Sea Ecoregion Planning Programme was focused on the biological assessment and the selection of potential priority area by scientific review, the Yellow Sea Ecoregion Support Project is oriented toward practical activities targeting more diversified stakeholder. Especially, this project plans to support direct conservation activities in the region and participation and cooperation from local residents. The project plan is comprised of 3 phases. During the first period from 2008 to 2009, small grant projects were operated targeting 16 institutions of Korea and China, and for the second period from 2010 to 2012, one place each was selected as demonstration site for habitat conservation in Korea and China respectively and supported for three years to introduce the conservation method based on international standards such as the management of marine protected areas, ecosystem-based management and community-based management and simultaneously to develop habitat conservation activities suitable for national and regional characteristics. During the period from 2013 to 2014 which is the last phase, the project plans to distribute the performance of small grant projects and demonstration site activities through a series of forums among stakeholder. Through the activities described above, the recognition of general public on the conservation of the Yellow Sea Ecoregion was changed positively, and community-based management began to be reflected in the policies for the marine protected areas of central and local government.

Recently private procurement projects for urban infrastructure have been emphasized and introduced by government(both central and local) as an important method to supplement public budget shortage and to improve creativity and efficiency in its construction and operation, and hence to promote regional development. But these private procurement projects seem to be implemented under the neoliberal condition of urban policy for private capital to extend its sphere of investment and to ensure its opportunity of profit. Such private procurement projects for urban infrastructure have been legislated and widely applied since 1994 in S. Korea, but in recent years they have triggered out a variety of serious problems. In results of this study on the private procurement for construction and operation of Burnan Road in Daegu, it can be pointed out, it has led serious problems such as overestimation of traffic volume in plan, over-appropriation of construction cost and appurtenant business, irYational operation and account of the operating firm, problem in refinancing and change in contents of practical agreement, and over-compensation of minimum operation revenue. Some measures that can be considered as alternatives to resolve those problems and to operate more rationally the Buman Road include those of increasing traffic revenues, of reducing supports of public financing, and withdrawal of (part or whole of) operational right from the private firm.

After the financial crisis in 2008, the financial market still seems to be unstable with expanding the insolvency of the financial companies' real estate project financing loan in the aftermath of the lasted real estate recession. Especially after the illegal actions of people's financial institutions disclosed, while increased the anxiety of economic subjects about financial markets and weighted in the confusion of financial markets, the potential risk for the overall national economy is increasing. Thus as economic recession prolongs, the people's financial institutions having a weak profit structure and financing ability commit illegal acts in a variety of ways in order to conceal insolvent assets. Especially it is hard to find the loans of shareholder and the same borrower sharing credit risk in advance because most of them usually use a third-party's name bank account. Therefore, in order to effectively detect the fraud under other's name, it is necessary to analyze by clustering the borrowers high-related to a particular borrower through an analysis of association between the whole borrowers. In this paper, we introduce Analysis Techniques for detecting financial loan frauds in advance through an analysis of association between the whole borrowers by extending SNA(social network analysis) which is being studied by focused on sociology recently to the forensic accounting field of the financial frauds. Also this technique introduced in this pager will be very useful to regulatory authorities or law enforcement agencies at the field inspection or investigation.

After IMF bailout crisis in Korea, project financing has been employed as a major funding vehicle for the housing development. In 2008, the recession of housing market due to the global financial crisis had an significant impact on the increasing insolvent site of PF based housing development project, resulting in serious impact to whole economy as a chain effect. In order to resolve this vicious circle of bankruptcy, the major construction companies were urged to take over the insolvent sites and invest to them for normal project exit, and finally play a critical role in normalization of market. Therefore, this study aims to define the core factors for decision making to invest to insolvent site and find out differences among constructors, developers, financial lenders. The results from AHP analysis, the profitability was the most important factor to constructors. Moreover, even though the location merit is little less, through competitive price, we can assure that stable profitability is most important factor to decide to invest in insolvent site. In conclusion, the price is cheap, is highly feasible, if the land secured, major construction company will participate in a PF business investment. These findings were verified by the investment case of major construction company.
Multilateral Development Banks (MDBs) have actively responded to global climate change, and developed and operated the Common Principles for Climate Finance Tracking. They estimate climate finance in a granular manner with a conservative view. In other words, the MDBs track their financing only for those elements or proportions of projects that directly contribute to or promote climate adaptation or mitigation. The MDBs have reported jointly on climate finance since the first edition in 2012, which reported for 2011 and up to the 10th edition in 2021, which reported for 2020. MDBs apply two difference methodologies for adaptation and mitigation. For adaptation, the methodology is based on a context and location specific approach and captures the amounts associated with activities directly linked to vulnerability to climate change. For mitigation, it is evaluated in accordance with a comprehensive list of activities thatreduce greenhouse gas emissions. The result of climate risk assessment is one of the major due diligence items for MDBs alongside with that of environmental and social impact assessment. Under the circumstance that many countries endeavor to deal with climate change at project level, it is meaningful to understand how MDBs have addressed climate change issues in their project approval process. This would be a good reference to establish a methodology for responding to climate change and to expand scope of environmental and social impact assessment.

With rapid industrialization since the 1960s, development projects have contributed to the development of the national economy. In addition to the development projects promoted by the government, private project operators are also promoting development projects for reasons such as increased public convenience, insufficient financing of SOC assets, and expansion of their own development projects other than public orders. However, as the economy has been stagnating due to several factors such as continued supply of facilities for decades and recent COVID-19, the success of the development projects are unsure these days. Therefore, this study attempted to analyze project costs through the case of such development projects, and to present a plan to judge and manage the risks of each project cost item in advance. The AHP technique, which is widely used as a risk factor selection method for existing development projects, was used, and items were determined through interviews with experts related to development projects in order to stratify the upper and lower subjects of the risk. We analyzed how the derived risk factors affect the business performance through sensitivity analysis, and finally substituted the risk factors management plan into the risk response strategy and suggested.
