Efficiency of the construction process is one of the most important factors to project success. However efficiency is not well defined or measured in construction projects in general. More importantly, efficiency of the construction should be viewed through the life-cycle of the whole production system not in a single phase of the construction process. Therefore, this study defines the concept of efficiency and suggests the efficiency measurement model in construction. As a case study, the suggested model was applied to the curtain wall construction process of the high rise buildings as well.

With the intensifying of price competition and structural diversifications, the uncertainty of the domestic housing market has been increased. This highlights the importance of the planning stage of construction projects, and the increased need for a higher level of accuracy in approximate estimates. Currently, a number of research and development programs to calculate construction cost at the initial planning stage are being conducted. However, there are few cases in which local characteristics are considered in deriving the results. If local calibration can be conducted during estimates, more accurate cost estimates will be enabled. This could also play a major role in ensuring the success of a project. Therefore, the purpose of this research is to develop a calculation methodology and a model for a local index based on the historical data of public apartment buildings, and to derive a local index that supports accurate construction cost estimates.
This study was carried out in order to understand the plan, design, constructing and actual condition of management of modernized horticultural facilities in Kyungpook Province which had been constructed from 1992 to 1995 funded by Government support. The aim of this study is to provide reference data for success of the forth project. It was performed by making up a question about driving of project and management condition of equipment after constructing. The results obtained from this study are as follows: 1. 73.5% of facilities horticulture farmhouse recognized that the prospect of greenhouse is bright, but 92.5% of the farmhouse also recognised that they need technical consultation on protected horticulture farming. Therefore, technical educations would must be enhanced about foundation of greenhouse and cultivation technique. 2. The holding times of explanatory meetings, cause of understanding to farmhouse, were one or two times in greenhouse construction, and 62.5% of the farmhouse expressed the insufficiency at the explanation and educational data. For this reason, it was judged that the construction contract had been delayed more than 5 months in 49.3% of the farmhouse after the decision of project budget. 3. In constructing after a contract, the rates of construction delay is 53.4% and defect occurrence is 41.1%. The biggest reasons of construction delay was insufficiency of worker and materials supply. Each percentage is 29.1%. And the reason of defect occurrence is badness of machinery equipment(62.9% ). 4. In management of greenhouse, a pipe-constructed plastic film greenhouse changes plastic film every one and three years because of sticking dust on plastic film. It was needed to about in cleaning technique of coverings. Because that used 3-5 years only half of the expected life span. 5. The order of broken rating in the subsidiary equipment is like this lollop ventilator (42.8%), a general control system(33.3%) especially, in the case of a general control system, the rate of all family can control is 52.7%. so, it is time to develop easy control equipment which every one could use as soon as possible. 6. When choose heat generator as decide capacity, the most priority is the mount of heat generator the percent is 45.5% heat generator and as decide model, the private purchase's percent is 77.3%. It is higher than a public bidding heat generator the percent is 22.7% heat generator when it compare with a public bidding. In the case of $CO_2$ generator, using rate is only 19.0%. The using rate is very low, so it needs education how to use depends on the way of the subsidiary equipment. 7. In the case of seedlings, it is asked to use factory-processed seedling effectively. because it's difficult to get security of labors(58.8%), hoped crops (55.9%) access same crops(29.4%) much more and changing of crops depends on market situation. that is the main reason the lack of knowhow.

One of key success factors in PPI(Public Private Investment) is the structure of risk sharing between the public and the private, and the determination mechanism of fair return to private participants relative to the risk that private participants undertake. In Korea, two basic types of PPI exist. One is BTO and the other is BTL. In BTO, most risks are taken by the private whereas the opposite is the case in BTL. No intermediate form exists. As a result, BTO type projects had difficulty in attracting private participants because of the excessive risks. In this study, one intermediate form is studied where demand risk is shared between the public and the private. In the setting where the public authority takes all the project revenues and then pays ladder type payments to private participants depending upon the level of project revenues, appropriate level of fixed payments is endogenously derived using the real option pricing model. From the fixed payments, expected investment returns are calculated based upon a certain distributional assumption. The results of this study is expected to help introducing diverse forms of PPI in Korea.
In this study, we developed a sustainability education program employing a project-based learning strategy for prospective teachers and investigated its effectiveness. A total of 23 senior students from a university of education participated in the study. The investigation involved a pretest on their pro-environmental behavior and attitudes, followed by a five-week implementation of the program, during which students individually engaged in energy-saving projects. Following the program, a post-test, which used the same questionnaire as the pretest, was administered. In addition, we conducted individual interviews with nine students who actively engaged in the projects. We analyzed the interview contents, portfolios, and reports; identified sub-concepts related to the program's effectiveness and its causes; and then organized them into subcategories. Then, we extracted recurring relationships among the subcategories to formulate a tentative explanatory model. The results indicate that the program positively impacted students' pro-environmental behavior and values/attitudes. Notably, the students' "sense of achievement gained through success" emerged as a significant factor influencing their pro-environmental behavior. Furthermore, some causes were found to indirectly affect pro-environmental behavior through pro-environmental values and attitudes.
BIDANI is the action-research program. BIDANI aims to be truly a people's program embodying their own activities and aspiration. BIDANI sees an integrated development approach at the community level with participatory services embodied in a Barangay Integrated Development Plan(BIDP) designed by the people themselves. Community situational analysis is conducted by the people to identify the priority problems and potential resources in the barangay. Participatory planning, using the “bottom up” apporach, is exercised to formulate a BIDP. Proper motivation and advocacy encourage barangay people's participation. Accessibility and efficiency in the use of various services and resources of government and private agencies increase. Family groups who are at high-risk to malnutrition become aware of the importance of nutrition through their participation in development program activities. Integration of political and socio-economic concerns at the lowest level is operationalized. Implementation and sustainability of the program on a wider scale from a model project to a model program is facilitated through institutionalization at the municipal/city level with the mayor as the project director. “Top to bottom” planning through a City/Municipal Integrated Development Program(C/MIDP) interacts with “bottom up” planning at the barangay level. The establishment of a local Training School for Barangay Development(TSBD) in each municipality and city for continuing education of indigenous village workers and barangay people is a vital component for success and viability. The role of non-political entities such as academic institutions and non-government organizations, as catalytic agents of development, is stressed.

Korean construction companies first advanced to the international markets in 1960's and so far have brought more than 4,900 projects which account for 193 billion dollars approximately. With the large increase of national employment and income being followed by the achievement, Korea's construction industry has made an enormous contribution to the improvement of domestic economy for the last 40 years. However, recently the increased risk in international markets as well as the sharpening competition with foreign companies promising in terms of advanced technologies and low labor cost have been driving Korean construction away from the market shares. According to ENR (Engineering News Record, 1994~2003), it is revealed that 15.1% of top 225 global contractors are suffering from loss in international construction markets. This phenomenon is largely due to the highly uncertain characteristics of international projects, which are inherently exposed to various and complicated risky situations. Furthermore, especially for Korean construction companies, it is often the case that the failure in an international construction project cannot be offset by even a sufficient number of successful domestic achievements. Therefore, not only the selective screening among the nominated projects which have strong possibility of collapse but the systematic strategies for controlling potential risk factors are also considered indispensable in international construction portfolio management. The purpose of this study is to first analyze the causal relationships of the profit-influencing variables and the project success, and develop the profitability forecasting model in international construction projects.
Despite the increase in the demands on collaboration between health and social welfare, the success of such schemes have been limited. The extant literatures tends to be dominated by explanations for needs or short-term outcomes of collaboration rather than systematic follow-up research to apply to the frontline. At the same time, there is no attempt to apply the theories related to collaboration in order to discuss the situation. This study explores the factors hindering such collaborative working in the frontline, through semi-structured interviews with practitioners involved in two pilot projects. A theoretical framework (Equilibrium Model-Sensemaking, E-S model) which combined Equilibrium Model of 'Interorganizational Network' of Benson(1975) and 'Sensmaking' of Weick(1995) for conceptualiing aspects of collaborations such as working atmosphere and agency was applied to the empirical study of the Public Health and Welfare Office(1995-1999) and the Social Welfare office(2004-2006) pilot projects. Data were collected over three months from 8 pilot project areas with practitioners and managers from health and social welfare. The findings show significant regional differences between pilot areas, such as the presence of active leaders and co-location, had a major impact on the ability of practitioners to effectively integrate services. In other words, active leaders tended to influence practitioners' motivation, while co-location encouraging communication between both practitioners, and thus seemed to influence the practices of collaborative working. Furthermore, through E-S model, it is interpreted that this kind of positive experiences about collaborations may impact on the current practitioners' comprehensive perspective towards health and social welfare services in general. The findings could help policy makers consider the practical ways to break down the barriers between health and social welfare.
The success of a software development project can be determined by the use of QCD. And as a software's size and complexity increase, the importance of early quality assurance rises. Therefore, more effort should be given to prevention, as opposed to correction. In order to provide a framework for the prevention of defects, defect detection activities such as peer review and testing, along with analysis of previous defects, is required. This entails a systematization and use of quality data from previous development efforts. FMEA, which is utilized for system safety assurance, can be applied as a means of software defect prevention. SW-FMEA (Software Failure Mode Effect Analysis) attempts to prevent defects by predicting likely defects. Presently, it has been applied to requirement analysis and design. SW-FMEA utilizes measured data from development activities, and can be used for defect prevention on both the development and management sides, for example, in planning, analysis, design, peer reviews, testing, risk management, and so forth. This research discusses about related methodology and proposes defect prevention model based on SW-FMEA. Proposed model is extended SW-FMEA that focuses on system analysis and design. The model not only supports verification and validation effectively, but is useful for reducing defect detection.

The global energy paradigm is rapidly changing by centering on carbon neutrality, and wind energy is positioning itself as a leader in renewable energy-based power sources. The success of onshore and offshore wind energy projects focuses on securing the economic feasibility of the project, which depends on securing high-quality wind resources and optimal arrangement of wind turbines. In the process of constructing the wind farm, the optimal arrangement method of wind turbines considering the main wind direction is important, and this is related to minimizing the wake effect caused by the fluid passing through the structure located on the windward side. The accuracy of the predictability of the wake effect is determined by the wake model and modeling technique that can properly simulate it. Therefore, in this paper, using WindSim, a commercial CFD model, the wake diffusion pattern is analyzed through the sensitivity study of each wake model of the proposed onshore wind farm located in the mountainous complex terrain in South Korea, and it is intended to be used as basic research data for wind energy projects in complex terrain in the future.
