  • A number of construction projects tied to the concerns and decision-making is also very complicated. In addition, more than any other industry, is inherent in many risk factors. In the course of the construction project on risk factors that exist in the early stages of project risk factors to predict in advance and prepare a project by shortening the construction period and project cost as you can to maximize performance. In this study, I proposed risk management processes and how they are used in web-based schedule risk in the process of change management system, and between 3D CAD, 4D CAD taking into account the linkages, risk management strategy process in the BIM environment.

성능발주방식의 개념 정의 및 활용방안에 관한 연구 - 공동주택 성능표시 제도를 바탕으로 한 발주자를 위한 체크리스트 - (A Study about Improvement Idea for Performance-based Project Delivery system)

  • 성능발주방식은 발주자가 건축물의 요구성능만을 시공자에게 제시하여 시공자가 자유로이 재료, 기술, 공법을 선택할 수 있게 하는 발주방식으로, 공사의 입찰단계에서 확정되지 않은 부분의 시공방법 등에 대한 기술제안을 널리 모집 심사하여 경쟁참가대상을 결정한 후, 가격경쟁에 의해 낙찰자를 결정하는 방식의 기술제안형 입찰과 시설물 준공이후 일정기간 동안 미리 결정한 일정수준의 성능을 유지하는 것에 대한 책임을 전적으로 시공자가 부담하는 성능보증계약제도의 상위 개념이라고 할 수 있다. 성능체계의 미비, 발주자의 성능에 대한 무지가 성능발주방식의 활용 저해요인으로 보고 이를 해결하기 위해 ECRS기법을 사용하여 성능체계를 구축하고, 발주자의 편의를 위한 공동주택 성능표시 제도를 활용한 발주자용 요구성능 체크리스트를 제안한다. 요구성능 체크리스트는 발주자와 시공사의 의사소통수단으로 사용되며 일종의 증거자료로 계약 등의 프로젝트 절차 수행이 수월해진다.

프로젝트 관리체계 기반 재난안전 R&D 성과관리 체계 구축 (Development of R&D Performance Management System in Disaster and Safety based on the PMS)

  • 재난 안전 R&D는 현재 사업목표 및 성과달성을 위한 효과적인 운영 관리체계가 미흡한 실정이다. 따라서 재난안전 분야 R&D 사업에 대한 실무적 차원의 성과관리 체계가 마련되어야 하고 이를 위해서는 성과관리 프로세스 수립을 위한 연구가 필요한 실정이다. 본 연구에서는 국제공인 프로젝트 관리 지식체계 지침서인 PMBOK(Project Management Body of Knowledge)에 제시된 프로젝트 관리체계를 도입하여 재난안전 R&D 성과관리 매트릭스를 정의하였고 업무프로세스 분석과 성과실적 검토를 통해 부처 내 R&D 성과관리체계의 취약부분을 도출하였다. 과학기술기본법, 재난 및 안전관리기본법 등 재난안전 R&D 관련 법에 명시된 성과관리 관련 업무를 바탕으로 5개 프로세스 그룹, 7개 성과관리 지식영역 및 47개 프로세스로 재난안전 R&D 성과관리 매트릭스를 구성하였고, 업무분석을 통해 성과확산 환류 지식영역 관련 프로세스가 현행 재난안전 R&D 성과관리 업무의 취약프로세스로 평가되었다. 따라서 본 연구에서는 업무 취약부분인 성과확산 환류 지식영역에 대해서 PMBOK에서 프로세스를 정의하는 방식과 동일하게 ITO(Inputs-Tool&Techniques-Outputs)를 정의하고 데이터 흐름도를 개발하여 재난안전 R&D 성과확산 및 환류를 위한 업무에 활용할 수 있도록 제안하였다. 본 연구를 통해 제안한 재난 안전 분야 R&D 성과확산 관련 프로세스는 부처 내 R&D 성과확산 활용 업무 전문성을 확보하기 위한 기초자료로 활용되고 더 나아가 재난안전 R&D 사업을 통해 개발된 기술이 기술이전 및 기업 매출액 증대 등 사업화 성과의 확산을 위한 초석을 다지는데 기여할 수 있을 것이라 판단된다.

대·중소 상생형 스마트공장 구축 지원 사업 도입기업에 대한 성과분석 (Support Project for the Establishment of a Smart Factory for the Win-win between Large and Small Businesses Performance Analysis of the Adopting Company)

  • The smart factory is an important system that can reduce defects, maximize productivity, and respond to customer needs, from the labor-intensive era of traditional small and medium-sized manufacturing companies through the automation era to CPS using ICT. However, small and medium-sized manufacturers often fall short of the basic stage due to economic and environmental constraints, and there are many companies that do not even recognize the concept of a smart factory. In this situation, to expand the smart factory of small and medium-sized enterprises, the project to support the establishment of a smart factory for the win-win between large and small enterprises. The win-win smart factory construction support project provides a customized differentiation program support project according to the size and level of the company for all domestic manufacturing SMEs regardless of whether or not they are dealing with Samsung. In this study, we analyze the construction status and introduction performance of companies participating in the win-win smart factory support project to find out whether they have been helpful in management and to find efficient ways to improve support policies, and to suggest the direction of continuous support projects to improve the manufacturing competitiveness of SMEs in the future.

중소건설기업을 위한 웹 기반 성과관리시스템 구축 (Development of a Web-based Performance Management System using Benchmarking for Small and medium-sized Construction Companies)

  • 오늘날 건설기업은 정보화, 국제화로 인해 국내뿐만 아니라 해외 건설기업들과도 경쟁을 해야 하는 상황이다. 무한경쟁에서 살아남기 위해서 건설산업의 특성을 반영한 타산업과는 다른 체계적인 성과관리가 필요함에도 불구하고, 국내건설기업의 많은 비중을 차지하는 중소건설기업들은 자체적인 성과관리시스템 구축 및 운영이 미비한 실정이다. 이러한 시스템 기반이 미비한 중소건설기업을 위한 시스템 구축에 앞서, 현존하는 건설 성과관리시스템을 분석하여 시스템 구축에 필요한 핵심요소들을 도출하고자 하였다. 이에 영국의 KPI, 미국의 CII BM&M, 칠레의 NBS-Chile Project, 브라질의 SISIND-NET Project 사례들을 분석 하였다. 본 연구에서는 이들 해외사례분석을 통해 도출한 핵심 요소를 바탕으로 효과적인 성과관리 전략인 벤치마킹을 이용한 성과관리시스템의 개념모델을 제안하였다.

Critical Success Factors of Large Design-Build Projects in Vietnam

  • Design-build (D&B) has been broadly perceived as an effective project delivery method and become popular in the world. However, the implementation process of this innovative procurement method in Vietnam encounters difficulties due mainly to unfamiliarity and inexperience with the approach. Critical success factors (CSFs) which could be used to enhance the project execution are useful to practitioners in Vietnam if identified. A questionnaire survey was employed to identify CSFs of D&B projects in Vietnam. Parties' competence, especially financial capability, and contract documentation are the most important factors significantly affecting project success. It was also shown that the perspectives of two principal parties in D&B projects on the CSFs are statistically correlated. The identified CSFs were then validated with some various D&B projects. The execution results of CSFs' were compared with the projects' performance measured try key performance indicators (KPIs). The most important success factors of this study were also compared with other countries'. The validation and comparison results provide project participants with some useful information to perform D&B projects better. Practitioners should well perform the identified CSFs to enhance the chance of the success of D&B projects in Vietnam. The findings of this study are useful not only to Vietnamese practitioners but also to others who are concerned about D&B method and plan to employ it in Vietnam in future.

TOWARDS A RELATIONAL CONTRACTING FRAMEWORK IN THE AUSTRALIAN CONSTRUCTION INDUSTRY: AN INITIAL FRAMEWORK

  • The Australian construction industry is characterized as being a competitive and risky business environment due to lack of cooperation, insufficient trust, ineffective communication and adversarial relationships which are likely lead to poor project performance. Relational contracting (RC) is advocated by literature as an innovative approach to improve the procurement process in the construction industry. Various studies have collectively added to the current knowledge of known RC norms, but there seem to be little effort on investigating the determinants of RC and its impact on project outcomes. In such circumstances, there is lack of evidence and explanation on the manner on how these issues lead to different performance. Simultaneously, the New Engineering Contract (NEC) that embraced the concept of RC is seen as a modern way of contracting and also considered as one of the best approaches to the perennial problem of improving adversarial relationships within the industry. The reality of practice of RC in Australia is investigated through the lens of the NEC. A synthesis of literature views on the concept, processes and tools of RC is first conducted to develop the framework of RC. A case study approach is proposed for an in-depth analysis to explore the critical issues addressed by RC in relation to project performance. Understanding the realities of RC will assist stakeholders in the construction industry with their investment in RC.

Improving the Contractor-subcontractor Relationship Through Partnering on Construction Projects in Zambia

  • With the increased dependence on subcontracting in the construction industry, the operational relationship between main contractors and subcontractor plays an imperative role in successful project delivery. Consequently, improving this relationship increases the probability of project success and enhancing project performance. A wide range of research has confirmed that partnering improves the main contractor-subcontractor relationship. Though the positive impact of partnering on project performance is supported by a plethora of evidence, the guiding theory on practical partnering process steps is limited. The study aimed at improving subcontracting in the construction industry through a partnering process relevant to Zambia guided by factors obtained from industry expects. Questionnaire surveys and Semi-structured interview were adopted to investigate the perception of construction industry professionals and academics towards the main contractor-subcontractor relationship along with improvement factors. The findings showed that the relationship between main contractors and subcontractors on most projects in Zambia is unsatisfactory therefore justifying attention. Top factors that can enhance the main contractor-subcontractor relationship were identified. From the factors deduced and guidelines on partnering best practices, a project partnering model was developed.

QUALITY ASSURANCE IN ROADWAY PAVEMENT CONSTRUCTION

  • In the current pavement construction practice, the state agencies traditionally determine the quality of the as-constructed pavement mix based on individual mixture material parameters (e.g., air voids, cement or asphalt content, aggregate gradation, etc.) and consider these parameters as key variables to influence payment schedule to the contractors and the present and future quality of the as-constructed mixture. A set of empirically pre-determined pay adjustment schedule for each parameter that was differently developed and being used by the individual agencies is then applied to a given project, in order to judge whether each parameter conforms to the designated specifications and consequently the contractor may either be rewarded or penalized in accordance with the payment schedule. With an improved quality assurance system, the Performance Related Specification, the individual parameters are not utilized as a direct judgment factor; rather, they become independent variables within a performance prediction function which is directly used to predict the performance. The quantified performance based on the prediction model is then applied to evaluate the pavement quality. This paper presents the brief history of the quality assurance in asphalt pavement construction including the Performance Related Specifications, statistical performance models in terms of fatigue and rutting distresses, as an example of the performance prediction models, and envisions the possibilities as to how this Performance Related Specification could be utilized in other infrastructures construction quality assurance.

Dynamic Sustainability Assessment of Road Projects

  • Traditionally, road projects are initiated based on an assessment of their economic benefit, after which the environmental, social and governance effects are addressed discretely for the project according to a set of predetermined alternatives. Sustainable road infrastructure planning is vital as issues like diminishing access to road construction supplies, water scarcity, Greenhouse Gas emissions, road-related fatalities and congestion pricing etc., have imposed severe economic, social, and environmental damages to the society. In the process of addressing these sustainability factors in the operational phase of the project, the dynamics of these factors are generally ignored. This paper argues that effective delivery of sustainable roads should consider such dynamics and highlights how different aspects of sustainability have the potential to affect project sustainability. The paper initially presents the different sustainability-assessment tools that have been developed to determine the sustainability performance of road projects and discuss the inability of these tools to model the interrelationships among sustainability-related factors. The paper then argues the need for a new assessment framework that facilitates modelling these dynamics at the macro-level (system level) and helping policymakers for sustainable infrastructure planning through evaluating regulatory policies.
