지방자치단체·LH 협력사업 도출을 통한 거버넌스 구축방안 : 제주특별자치도를 대상으로 (Establishment of governance through development of LH cooperation project with local government: Focusing on Jeju Area)

  • Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

단계적 최적화 기법을 통한 관광지역 내 궤도교통수단의 요금결정 연구 (A Study on Determining Fares for Rail Transit in Tour Regions Using a Stepwise Optimization)

  • 관광지역 내 궤도교통수단 요금은 사업 타당성 판단의 중요한 변수가 되는 요소이다. 기존 운영자 위주의 요금 결정에서 벗어나, 이용자 측면까지 동시에 고려된 요금을 산출함으로써 운영자와 이용자를 동시에 만족시키는데 본 연구의 목적이 있다. 본 연구의 대상은 인천광역시 중구 월미도 일대를 순환하는 월미은하레일이다. 본 연구에서는 요금의 적정 범위를 판단하기 위해 운영자 비용과 이용자 비용을 최적화하는 모형을 구축하였다. 최적화된 모형을 활용하여 각 변수의 값을 산출한 결과, 정류장 간격은 0.532km, 운행 간격은 0.206시, 정류장 수는 12개소, 운행 대수는 3대로 도출되었다. 이렇게 도출된 변수들을 활용하여 이용자가 지불해야하는 최소요금과 운영자가 징수해야 하는 최소요금을 산출하고, 이를 근거로 요금의 적정범위를 분석한 결과 최소 1,261원에서 최대 5,063원인 것으로 분석되었다. 관광교통수단의 경우 정류장 자체가 관광지 내에 위치하므로 모형 적용시 접근거리 감소폭이 매우 적어 접근비용의 변화폭이 미미하다는 점을 확인할 수 있었다.

현행 환경영향평가 제도의 문제점과 개선방안 - 실무자적 관점에서 검토 - (A Study on the Issues and Improvement of the Existing Environmental Impact Assessment System - Evaluation in an operator Viewpoint -)

  • The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the 'Standard for Estimate of Agency Fee for Environmental Impact Assessment.' This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.

인버스 모델링을 이용한 지표면 이산화탄소 플럭스 추정 향상을 위한 항공기 관측 이산화탄소 자료동화 체계 개발 (Development of the Aircraft CO2 Measurement Data Assimilation System to Improve the Estimation of Surface CO2 Fluxes Using an Inverse Modeling System)

  • In order to monitor greenhouse gases including $CO_2$, various types of surface-, aircraft-, and satellite-based measurement projects have been conducted. These data help understand the variations of greenhouse gases and are used in atmospheric inverse modeling systems to simulate surface fluxes for greenhouse gases. CarbonTracker is a system for estimating surface $CO_2$ flux, using an atmospheric inverse modeling method, based on only surface observation data. Because of the insufficient surface observation data available for accurate estimation of the surface $CO_2$ flux, additional observations would be required. In this study, a system that assimilates aircraft $CO_2$ measurement data in CarbonTracker (CT2013B) is developed, and the estimated results from this data assimilation system are evaluated. The aircraft $CO_2$ measurement data used are obtained from the Comprehensive Observation Network for Trace gases by the Airliner (CONTRAIL) project. The developed system includes the preprocessor of the raw observation data, the observation operator, and the ensemble Kalman filter (EnKF) data assimilation process. After preprocessing the raw data, the modeled value corresponding spatially and temporally to each observation is calculated using the observation operator. These modeled values and observations are then averaged in space and time, and used in the EnKF data assimilation process. The modeled values are much closer to the observations and show smaller biases and root-mean-square errors, after the assimilation of the aircraft $CO_2$ measurement data. This system could also be used to assimilate other aircraft $CO_2$ measurement data in CarbonTracker.

발주자의 요구사항을 고려한 발주방식 선정 방법에 관한 연구 (A Study on the Selection Method of Project Procurement System based on Owner's Requirement)

  • 현행 공공공사에서는 예산에 맞추어 공사를 진행하는 방식을 취하고 있기 때문에 발주자(발주기관)의 요구사항을 충분히 만족시키지 못하고 있다. 따라서 발주자의 요구사항에 맞춘 발주방식 선정에 관한 연구가 필요하다. 이에 본 연구에서는 우선, 발주방식의 정의 및 특성과 미국, 영국, 일본 등 국내 외의 발주시스템을 고찰하였다. 이를 통해 발주방식을 선정하기 위해서는 최고 가치를 지향해야 된다는 결론을 도달하였다. 최고 가치를 지향하는 발주방식을 선정하기 위해서는 가장 우선적으로 발주자의 주요요구사항인 비용, 품질, 일정에 대한 고려를 해야 한다. 이에 본 연구에서는 발주자의 주요요구사항인 비용, 품질, 일정의 상관관계를 분석하였으며, 이를 통하여 여러 가지 발주방식 중 성능발주, 대안발주, Turn Key, 사양발 주의 주요선정요인을 비용, 품질, 일정으로 분류하였으며, 이에 대한 발주방식 선정 방법을 제시하였다.

  • 본 연구는 트랜스미션에 들어가는 부품인 차동기어에 대한 자동 검사 장비를 개발하고자 하는 것이다. 본 기술개발은 Micro Vision 자동 검사 장비와 마이크로레이저 자동 검사 장비를 사용하여 만들 것이다. 이는 작업자가 부주의하게 가공한 제품을 전수검사 단계에서 불량률 0를 만들고자 한다. 본 연구를 통해 개발된 장비를 여러 분야 사업에 적용할 것이다. 포장회사, 너트 볼트 가공업체, 정밀 반도체 상단에 인쇄를 위한 업체, SMT 업체 등 다양한 분야에 비전검사 장비를 판매하고자 한다. 본 기술개발을 통해 불량률 0를 실현하면 모기업으로부터 안정적 물량 확보, 나아가 제품 신뢰도를 바탕으로 수출을 할 수 있는 기반마련의 기회도 가능하다. 자동검사시스템을 국내 자동차 부품 가공업체에 적용할 경우 우리나라 자동차의 신뢰도 또한 크게 상승 할 것으로 생각된다.

  • 현재까지 피크완화 및 에너지 절감을 위해 한국전력공사 120여개 사옥에 K-BEMS (KEPCO Building Energy Management System)가 운영 중이다. 이 시스템은 PV, PCS, BESS, EMS 등으로 구성되어 있으며 건물에너지 수요예측을 기반으로 BESS, PV 등을 활용하여 에너지 관리를 도모하고 있다. 이 시스템은 단기 과거데이터에 신경망기법을 단순 적용하여 수요를 예측함에 따라 예측 정확도가 높지 않고 운영자 수작업을 통한 BESS 충방전으로 피크 저감이 곤란하며 운영 경제성 제고가 어려운 실정이다. 이러한 문제를 해결하기 위해 전력연구원에서는 2016년부터 3년간 연구과제를 수행하였는데 이를 통해 에러를 최소화하며 높은 신뢰도를 가지는 실시간 수요예측기법과 이에 기반한 BESS충방전 최적화 자동화 기술 개발, 성능을 검증하였기에 이를 본 논문에서 소개하고자 한다.

큰글자책 제작 및 보급 현황과 서지적 특성 분석 - 2009년부터 2022년까지를 중심으로 - (Analysis of the Production and Distribution Status and Bibliographic Characteristics of Large Print Books from 2009 to 2022)

  • 본 연구는 문화체육관광부에서 추진하고 있는 큰글자책 보급 지원 사업에 보조 사업자로 참여하고 있는 한국도서관협회가 제작 및 보급하고 있는 큰글자책의 현황과 서지적 특성을 분석하는데 목적이 있다. 연구 목적 달성을 위해 2009년부터 2022년까지의 제작도서 목록을 분석한 결과 평균 종수는 20.5권이고 책수는 21.7권이었다. 선정된 도서의 주제 분야는 '문학(39.5%)'이 가장 많았고, 번역서의 비중은 19.9%였으며, 가장 많은 책이 선정된 저자는 총 6권의 법륜 스님이었다. 또한 큰글자책이 보급된 공공도서관은 매년 평균 454곳이었는데, 향후 이 사업이 안정적으로 지속되면서 더 높은 성과를 거둘 수 있도록 연구 결과를 바탕으로 정책적 측면, 선정의 측면, 제작을 위한 측면, 안내의 측면에서 각각 적정 방안을 모색해 제언하였다.

  • The study of human erroneous actions has traditionally taken place along two different lines of approach. One has been concerned with finding and explaining the causes of erroneous actions, such as studies in the psychology of "error". The other has been concerned with the qualitative and quantitative prediction of possible erroneous actions, exemplified by the field of human reliability analysis (HRA). Another distinction is also that the former approach has been dominated by an academic point of view, hence emphasising theories, models, and experiments, while the latter has been of a more pragmatic nature, hence putting greater emphasis on data and methods. We have been developing a method to make predictions about error modes. The input to the method is a detailed task description of a set of scenarios for an experiment. This description is then analysed to characterise thd nature of the individual task steps, as well as the conditions under which they must be carried out. The task steps are expressed in terms of a predefined set of cognitive activity types. Following that each task step is examined in terms of a systematic classification of possible error modes and the likely error modes are identified. This effectively constitutes a qualitative analysis of the possibilities for erroneous action in a given task. In order to evaluate the accuracy of the predictions, the data from a large scale experiment were analysed. The experiment used the full-scale nuclear power plant simulator in the Halden Man-Machine Systems Laboratory (HAMMLAB) and used six crews of systematic performance observations by experts using a pre-defined task description, as well as audio and video recordings. The purpose of the analysis was to determine how well the predictions matiched the actually observed performance failures. The results indicated a very acceptable rate of accuracy. The emphasis in this experiment has been to develop a practical method for qualitative performance prediction, i.e., a method that did not require too many resources or specialised human factors knowledge. If such methods are to become practical tools, it is important that they are valid, reliable, and robust.

계획설계 BIM 템플릿의 구성 및 활용에 관한 연구 (A Study on the configuration and utilization of the schematic design BIM Template)

  • The projects are becoming more complicated and amplified as the design and development technology is advancing. Thus, existing architectural processes and methods are revealing limitations. The technology of BIM is an IT applied to construction, that provides the state-of-the-art tools to overcome these limitations to improve on architectural designing, technology, cost, etc. Therefore, it it necessary to converge the advises and collaboration from the various experts at the initial step in a common processing platform. In this research project with Korean Education Development Institute, configuration and utilization of EDU BIM template is studied because setting an anchor point from the initial phase is necessary for such processes at the perspective of the operator. The purpose of this study is to prevent time consumptions at the initial phase of BIM foundation, to ensure accurate information inputs within the repetitive tasks, and for effective information management that will produce consistent results through utilization of BIM technology.
