This work aims to highlight the importance and role of the theme and message of BIE exhibitions in the 21th century, and to suggest essential points concerning the preparation of the Expo 2012 Yeosu which would focus on the theme and urban development. After the Expo '98 Lisbon, the theme and message of Expo has been changed from focusing on the progress of technology itself to rethinking of progress itself and focusing on the future of the globe. This change also reflects the need to solve the problems of global environment problem in today's human society and to pursue the new technology which enable to make sure sustainable development. Because the Expo Yeosu, whose theme is the sea and coast, is compared to case of Expo Lisbon whose theme is ocean, we need to make a benchmarking the case of the Expo Lisbon and to make efforts to differenciate the case of the Expo Lisbon. This article suggests concerning the theme and urban development plan of the Expo Yeosu as follows: First, to propose current and future cutting edge technology to utilize the resources of the ocean and the coast and to propose the Yeosu Project, a capacity-building program designed to address various challenges confronting developing countries. Second, to propose a different urban redevelopment plan of capital Lisbon, ie to propose sea port cities network to link the advent of the Namhaeansidae.

Innovative cluster theory promotes cluster growth as the tacit knowledge and know-how approach becomes easier through industry-academia cooperation. Industry-academia cooperation is an innovation network policy that supports joint research between industry and academia. In this respect, The Flow of recent government policy is activating I-U support office in university & research institute for enable I-U Cooperation ecosystem. Then SMB Administration was first performed "research village support program", to support SMEs in industry-university cooperative research capabilities by integrating the research, development and commercializatin of the university or research institution with excellent research base in 2013. However, I-U Cooperation R&D must be based the link strategy of Localization in order to be better composition at research village. In the case of research villages where specialized discovery strategies are well reflected, integration of similar companies in specialized fields will naturally create clusters and create synergy of research. This study searching and summarizing through a recent Hanbat National University research village. Finally, we propose the implications of government policy.

Recently, software industry regarding national defense increases system development of distributed simulation system of M&S based to overcome limit of resource and expense. It is one of key technologies for offering of mutual validation among objects and reuse of objects which are discussed for developing these systems. RTI, implementation of HLA interface specification as software providing these technologies uses Federation Object Model for exchanging information with joined federates in the federation and each federate has a characteristic that is supposed to have identical FOM in the federation. This technology is a software which is to provide the core technology which was suggested by the United state's military M&S standard framework. Simulator, virtual simulation, and inter-connection between military weapons system S/W which executes on network which is M&S's core base technology, and it is a technology which also can be used for various inter-connection between S/W such as game and on-line phone. These days although RTI is used in military war game or tactical training unit field, there is none in Korea. Also, it is used in mobile-game, distribution game, net management, robot field, and other civilian field, but the number of examples are so small and informalized. Through this developing project, we developed the core technique and RTI software and provided performance of COTS level to improve communication algorithms.
Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.
This study aims to develop a framework to estimate mobile source emissions with the macroscopic travel demand model including enhanced estimates of intra-zonal travel emissions using Space Syntax analysis. It is acknowledged that "the land-use and transportation interaction model explains the influence of urban structure on accessibility and mobility pattern". Based upon this theory, the estimation model of intra-zonal travel emissions is presented with the models of total travel distance, total travel demand, and average travel speed of intra-zonal trips. Thess statistical models include several spatial indices derived from the Space Syntax analysis. It explains that urban spatial structure is a critical factor for intra-zonal travel emissions, which is lower in compact zone with smaller portion of land area, lower sprawl indicator, and more grid-type of road network. Also the suggested framework is applied in the evaluation of the effectiveness of bicycle lane project in Suwon, Korea. The estimated emissions including intra-zonal travel is as double as the results only with inter-zonal demands, which shows better performance of the suggested framework for more realistic outcomes. This framework is applicable to the estimation of mobile source emissions in nation-wide and the assessment of transportation-environment policies in regional level.

In order to monitor greenhouse gases including $CO_2$, various types of surface-, aircraft-, and satellite-based measurement projects have been conducted. These data help understand the variations of greenhouse gases and are used in atmospheric inverse modeling systems to simulate surface fluxes for greenhouse gases. CarbonTracker is a system for estimating surface $CO_2$ flux, using an atmospheric inverse modeling method, based on only surface observation data. Because of the insufficient surface observation data available for accurate estimation of the surface $CO_2$ flux, additional observations would be required. In this study, a system that assimilates aircraft $CO_2$ measurement data in CarbonTracker (CT2013B) is developed, and the estimated results from this data assimilation system are evaluated. The aircraft $CO_2$ measurement data used are obtained from the Comprehensive Observation Network for Trace gases by the Airliner (CONTRAIL) project. The developed system includes the preprocessor of the raw observation data, the observation operator, and the ensemble Kalman filter (EnKF) data assimilation process. After preprocessing the raw data, the modeled value corresponding spatially and temporally to each observation is calculated using the observation operator. These modeled values and observations are then averaged in space and time, and used in the EnKF data assimilation process. The modeled values are much closer to the observations and show smaller biases and root-mean-square errors, after the assimilation of the aircraft $CO_2$ measurement data. This system could also be used to assimilate other aircraft $CO_2$ measurement data in CarbonTracker.
Despite the increase in the demands on collaboration between health and social welfare, the success of such schemes have been limited. The extant literatures tends to be dominated by explanations for needs or short-term outcomes of collaboration rather than systematic follow-up research to apply to the frontline. At the same time, there is no attempt to apply the theories related to collaboration in order to discuss the situation. This study explores the factors hindering such collaborative working in the frontline, through semi-structured interviews with practitioners involved in two pilot projects. A theoretical framework (Equilibrium Model-Sensemaking, E-S model) which combined Equilibrium Model of 'Interorganizational Network' of Benson(1975) and 'Sensmaking' of Weick(1995) for conceptualiing aspects of collaborations such as working atmosphere and agency was applied to the empirical study of the Public Health and Welfare Office(1995-1999) and the Social Welfare office(2004-2006) pilot projects. Data were collected over three months from 8 pilot project areas with practitioners and managers from health and social welfare. The findings show significant regional differences between pilot areas, such as the presence of active leaders and co-location, had a major impact on the ability of practitioners to effectively integrate services. In other words, active leaders tended to influence practitioners' motivation, while co-location encouraging communication between both practitioners, and thus seemed to influence the practices of collaborative working. Furthermore, through E-S model, it is interpreted that this kind of positive experiences about collaborations may impact on the current practitioners' comprehensive perspective towards health and social welfare services in general. The findings could help policy makers consider the practical ways to break down the barriers between health and social welfare.

The success of a construction project depends on efficient construction supply chain and service informationalization as types and quantities of materials in construction industry geometrically increase because the size of the construction industry increasingly becomes huge, high-rise, and complex. However, the omission of data for each step and the lower effect occurs because of uncertainty and inaccuracy of information as compared to other industries. In addition, it takes many hours to manage the present material states. Currently, IT technology and various mobile devices are being developed through the automation system of next generation intelligent construction supply chain management for the effective supply chain information management but the confusion regarding the recognition and transmission of the supply chain information between the multiple materials and transportation equipment using the IT and wireless network technology occurred. Therefore, the objective of this study is to propose the recognition mechanism which can deduce processes which caused the confusion of the recognition and transmission with supply chain information and solve the problems originated from the processes so as to solve the problems related to the confirmation and the communication of the correct supply chain information.

In this paper, we propose an asynchonous ICI (Inter-Cell Interference) mitigation techniques for 3GPP LTE MIMO-OFDMA down-link receiver. An increasing in symbol timing misalignments may occur relative to sychronous network as the result of BS (Base Station) timing differences. Such symbol synchronization errors that exceed the guard interval or the cyclic prefix duration may result in MAI (Multiple Access Interference) for other carriers. In particular, at the cell boundary, this MAI becomes a critical factor, leading to degraded channel throughput and severe asynchronous ICI. Hence, many researchers have investigated the interference mitigation method in the presence of asynchronous ICI and it appears that the knowledge of the SCM (Spatial Covariance Matrix) of the asynchronous ICI plus background noise is an important issue. Generally, it is assumed that the SCM estimated by using training symbols. However, it is difficult to measure the interference statistics for a long time and training symbol is also not appropriate for MIMO-OFDMA system such as LTE. Therefore, a noise reduction method is required to improve the estimation accuracy. Although the conventional time-domain low-pass type weighting method can be effective for noise reduction, it causes significant estimation error due to the spectral leakage in practical OFDM system. Therefore, we propose a time-domain sinc type weighing method which can not only reduce the noise effectively minimizing estimation error caused by the spectral leakage but also implement frequency-domain moving average filter easily. By using computer simulation, we show that the proposed method can provide up to 3dB SIR gain compared with the conventional method.

As the Fundamentals of Construction Business Act was revised in December 2004 and its implementing ordinances and enforcement regulations were adjusted in June 2005, the screening system of low price subcontracting has been an obligation to the public owners, having brought about arguments for and against since it enacted in 1983. The statutes for low price subcontracting have been reinforced from this year; for example, it underlines to submit to a project and builds an information network of subcontracting works. The system's original intention was that prevents shoddy and fraudulent constructions caused by low price subcontracting and precludes disturbances of fair trade by screening that whether it satisfies the conditions or not in advance. But, the criterion for the existing low price subcontracting has several issues having held up a true mirror to the real situation. It is arguable to discharge an important task with the primary purpose. This dissertation have researched the problem with a deposit of subcontract and the low price subcontracting basic rate are being used by the criteria for deciding whether it is a low price subcontracting or not, so showing the plan of reformation based on the findings, it wishes to contribute toward making the most of the system's essential intent.
