국가연구개발사업 중간평가방법 연구-선도기술개발사업에의 적용사례-

  • This paper addresses a methodology for monitoring the first phase('92-94') progress and its implication fo Highly Advanced National R&D Projects (HAN or G7 project) in Korea. The authors suggest a three-stage life cycle model for the management of national R&D program; planning stage, implementing & monitoring stage, and evaluating & harvesting stage. The interim evaluation, the main focuses of this paper, is one of the key issues for the effective management of national R&D program at the implementing & monitoring stage. The conceptual framework of the interim evaluation was developed both through reviewing related literature and considering the characteristics of the HAN program. A stepwise procedure of interim evaluation was introduced: 'initial screen' and 'detailed examination'. At initial screen all 11 projects were reviewed in terms of both their relevance and performance in order to decide whether further detailed scrutiny is needed or not. If there exist critical problems on the relevance or on the intermediate progress of each project, it is to be under further detailed examination. Evaluation was initiated by the G7 Planning and Evaluation Committee, which was established for advising, directing, and monitoring the HAN Projects, with the help of large number of experts from industries, universities, and research institutes. The monitoring results were reported to the related ministries and project coordinating agencies, and reflected in the second phase.

Follow-up Monitoring & Adaptive Management after Ecological Restoration for the Stream - Focused the Hakui Stream in Anyang City - (생태하천 복원 후 모니터링과 적응관리 - 안양시 학의천을 중심으로 -)

  • Recent years, nationwide projects for ecological restoration are implemented with emerging issues on the stream ecosystem. In order to enhance effectiveness of the ecosystem restoration and reduce negative impact, the appraisal of effectiveness through the follow-up monitoring and the adaptive management process are executed in consecutive phase. In this study, planning phase, monitoring and adaptive management in Hakui stream which is part of An Yang stream restoration project is introduced as representative ongoing case of effective adaptive management. The aim of this study is to verify the adaptive management process and suggest direction of effective restoration. Restoration project of Hakui stream resulted in increasing number and diversity of species (vegetation, fish, bird, invertbrates, amphibian and reptilia) according to monitoring from 2004 to 2013, and enhancing natural river landscape by evaluation of river naturalness among 2001(before restoration), 2007 (after), 2015 (recent). However, excessive vegetation expansion or sediment deposition on channel over time caused unexpected results such as terrestrialization or degradation of habitats. Adaptive management action such as removing disturbance species (Humulus japonicus)(2007), coppicing willow (2007), release of march snail (2007), creation of wetland (2014) were implemented based on monitoring results. And then appraisal of management action was discussed.

  • Project Monitoring and Control is one of the required activities in project management. This activity provides the information about whether a project is making a progress as it is planned. It is usually performed in weekly meetings or milestone meetings where the project manager checks the project's current status based on project measures such as schedule, cost and work performance. One of the popular method for project monitoring and control is EVM(Earned Value Management). The major characteristic of EVM is that it uses only one measure 'cost' for schedule and work performance so that it enables 2 independent graphs to be illustrated in one integrated graph based on cost. For applying EVM to a project, it is essential to break whole work to work packages and to assign value of cost to each work package at the initial stage of the project. Therefore EVM is well matched with the lifecycle which requires whole plan at the beginning of project. However, in XP(eXtreme Programming), whole customer requirements are difficult to define and to make a complete plan at the beginning and are more detailed in each Iteration. Therefore EVM is not comfortable method for XP. Therefore in this research we suggest 3 layer EVM which can be applied in XP, and develop a process guidelines based on CMMI(Capability Maturity Model Integration) PMC(Project Monitoring and Control) process area.

  • This paper presents an integrated real-time monitoring and control framework that facilitates decision making by enabling project managers to take corrective actions right after any deviation happens and mitigate the damage to the ongoing steel projects. The proposed framework employs the High Level Architecture (HLA) as its infrastructure. It is composed of several individual monitoring and control components called "Federates," which cooperate and interact with each other through the Real-time Infrastructure (RTI). Reusability, interoperability and extendibility of federates in the proposed project control system make this a unique system.

  • Government R&D Project Management in Korea has had considerable difficulties because of the lack of project monitoring systems and insufficient communication. The National Program for Tera-level Nanodevices (TND Program) is a ten-year R&D program for commercialization in the area of nano technology. Collaboration and communication among the various participants such as business companies, universities, and government R&D institutes are key success factors in this R&D program. TND Program office has developed a Web-based project management system. This system consists of mostly four sub-management functions: (1) Milestones management of all R&D projects; (2) DR (Design Review) management as the mechanism for checking the performance against milestones; (3) Project activity management using the WBS (Work Breakdown Structure); (4) Budget management. Additionally, it also has many R&D supporting functions such as technology information bulletin board, community management, and visual summary of project progress and performance. This system is effective for monitoring research project as well as measuring project performance of the overall research program. This Web-based system has become the useful tool of R&D moving target mechanism and effective communication and collaboration tool. System features and adoption process of the system are also suggested.

Design of Near Real-Time land Monitoring System over the Korean Peninsula

  • To provide technological foundation for periodic and real-time land monitoring over the Korean peninsula where the land cover changes are prevailing, the Land Monitoring Research project was initiated as one of five core projects within the Intelligent National Land Information Technology Innovation Project operated by the Korean Land Spatialization Group (KLSG). This four year project can be categorized into two research themes with nine sub-projects. The first research theme is dealing with the real-time data acquisition from aerial platform and in-situ measurements by ubiquitous sensor network (USN), ground video camera, and automobile-based data collection systems. The second research theme is mainly focused on the development of application systems that can be directly utilized in several public organizations dealing with land monitoring over the nation. The Moderate Resolution Imaging Spectroradiometer (MODIS)-based land monitoring system that is currently under development is one of such application systems designed to provide necessary information regarding the status and condition of land cover in near real-time.

  • This study is significant by suggesting the plan of urban regeneration strategy, selection of vitalization area and build basic DB for establishing a plan of urban regeneration vitalization and draw measures to evaluate and monitor as urban regeneration project is promoted in earnest. For the process of study, basic DB and evaluation monitoring index were examined based on collaboration proposal of 13 leading areas and (the agenda of) the plan of urban regeneration vitalization in 4 areas(Seoul, Changwon, Busan, Yeongju). This study can be concluded as follows; First, general information system which can support regeneration strategy vitalization plans for smooth promotion of the project and manage regeneration vitalization project and all kinds of city maintenance projects systematically are necessary. Second, monitoring of regeneration project should be firstly institutionalized. thrid, it's necessary to secure that city or county foundational management plan and the relations during the establishment of strategic vitalization plan. Finally, it's necessary to introduce and evaluate modularized plan suitable for Bottom-up regeneration project.

A Study on the Post-management and Improvement of Ecosystem Conservation Fund Return Projects (생태계보전협력금 반환사업 사후관리 실태와 개선 방안)

  • This study reviews the current conditions of the completed 'Ecosystem Conservation Fund Return Project' sites to suggest management methods for their conservation and sustainability. For the scope of the study, five microsites of completed return projects in Seoul were selected and their project planning documents were reviewed to help with site surveying and analysis. To increase the accuracy of the site surveying and analysis, and to evaluate the management problems from different perspectives, the site managers were interviewed in-depth. The experts were surveyed as well to develop a realistic and practical improvement method. The survey results helped to categorize the post-management problems, and separate improvement methods were suggested for each category. First, the post-management guidelines are proposed for the ecosystem-based environment/ecosystem environment, user management, and monitoring. These guidelines will increase the expertise and practicality of the management principles. Second, the regulations for the participation of expert management enterprises and the development of separate monitoring or maintenance management team are suggested. These regulations will improve the participation of experts and consistency of management systems. Third, the post monitoring or maintenance management during the year after the project completion should be set as a separate project to secure budget. Furthermore, policies and/or institutions should be established to set a portion of ecosystem conservation return fund or a grant for post monitoring and maintenance management. Forth, as a way of adaptive management, at least more than three years of post-management should be evaluated under detailed categories and vigorous standard to improve the institutional operation for 'Ecosystem Conservation Fund Return Projects'.

Temporal and spatial variation analysis on nutritive salt of Hongze Lake

  • This paper mainly focuses on the research of the monitoring data about the total nitrogen (TN), total phosphorus (TP) of ten monitoring points of Hongze Lake in 28 years. Our study adopts the technical methods such as difference comparison, correlation analysis, Mann-Kendall, etc. to analyze the statistical characteristics, regional differences, and temporal and spatial variation condition of ten monitoring points of Hongze Lake in 1986-2013 as well as the reason for the time and space variation of TN and TP. The results show that the TN and TP of Hongze Lake change dramatically during the period of 1994-2004. In all the monitoring periods, TN and TP of the HZ5, HZ6, HZ7, HZ8 monitoring points in the estuary surrounding the Huaihe River are the highest, which suggests that TN and TP of Hongze Lake should not be ignored for the pollution along the Huaihe River. The TN concentration in the core area is the highest, but that in the development control area is the lowest. In most of the years, TN concentration is higher than 2 mg/L, and the water quality is V class and poor V class water quality in China's Environmental Quality Standards for Surface Water (GB3838-2002). TP concentration of the three areas is basically close, that is lower than 2 mg/L in most of the years, and the water quality is within the V class. The TN and TP concentration of Hongze Lake decreased and intensifying trend of eutrophication is controlled after 2004.

A Case Study of the Sea Area Utilization Consultation for the Conservation of Marine Protected Seagrass Species (보호대상해양생물종인 잘피의 보전을 위한 해역이용협의의 사례연구)

  • This study diagnosed the status of marine environmental impact assessment(MEIA) for project near the habitat of marine protected seagrass species such as Zostera caespitosa, Zostera asiatica, Phyllospadix iwatensis. For the preparation of a marine environmental impact statement, different monitoring parameters are used without any specific guideline for the assessment of current status. And also, both tools and techniques for MEIA are needed to improve for implementing. The monitoring plans and parameters are not considered well with the accuracy of the environmental predictions and effectiveness of any applicable mitigation measures. This study suggested the reasonable standard of the MEIA for the conservation of the marine protected seagrass species which have the habitat located near affected area. The inshore seagrasses need to be monitored including shoot count based on the "No Net Loss of Seagrass" as part of the monitoring parameters to assess the status of marine environment of environmental impact statement. In a process of effect prediction, we suggested a concentration of 10 mg/L suspended solids which added by the new developmental project near seagrasses habitat, referring to study of overseas case. But a further study for an appropriate standard is necessary effectively. In a mitigating process, priority needs to be considered in order of avoidance, minimization, reduction, compensation. In a post-monitoring process, it is necessary to monitor the seagrass species abundance to identify the variation of b/a (before and after) project. And in a case of implementing transplantation, survival rate need to be included to determine a success of project.
