Analysis of Factors Affecting Job Competency of Quality Management for a Construction Manager (건설사업관리자의 품질관리 직무 역량에 영향을 미치는 요인 분석)

  • Today, the United States, Europe and other advanced organizations are utilizing the concept of competency-based HR management. Recently, many organizations in Korea are also managing workforces by introducing the concept of job competencies in personnel management. However, in spite of the current trend, domestic human resources management methods for construction managers continues to operate by asking about work experience, licensing, education level, etc. This is a seniority system and it functions separately from an assessment of practical job competencies for the business. Moreover, construction management work has been very fragmented in terms of expertise and capacity depending on the type of management work and project progress. Therefore, it is necessary to develop a competencies management system for each business segment to effectively manage job competencies that reflect the the characteristics of a construction manager' s work. As such, the aim of this study is to analyze human resources management methods pertaining to domestic construction managers and present challenges and limitations in current practices. In particular, factors affecting the job competencies of construction managers are analyzed statistically. The results of this study will be used as the basis for future research into development of a construction manager competency management system.

Analyzing the impact of Consultant and Project Manager Competencies on Business Performance Mediated by Consulting Performance (컨설턴트 역량과 프로젝트 관리자 역량이 컨설팅 성과를 매개로 경영성과 간의 구조적 관계분석)

  • This empirical analysis investigates the impact of consultant competency and project manager (PM) competency on business performance. Two hundred and twenty four chief executive officers and executive members at small and medium sized firms in the manufacturing sector were surveyed, yielding several outcomes. First, consultant competency positively affects consulting performance. Second, consultant competency positively affects business performance. Third, PM competency does not have a significant influence on consulting performance. Fourth, PM competency does not have a significant impact on business performance. Fifth, consulting performance does not have a significant effect on business performance. Finally, regarding the mediation effect of consulting performance on the influence of consultant competency and PM competency on business performance, consulting performance had no significant impact. Thus, expertise and insight are crucial for a consulting business to enable the growth of professional consultants. Furthermore, this study is expected to enhance the consulting performance of small and medium sized manufacturing firms by providing useful data to consultants and project managers when carrying out consulting projects.

  • This paper has explored the analyzing and defining the core competencies of IT consultants who carry out IT consulting projects which desperately are needed by companies to survive in business competitions. Many companies have used IT consultants for their IT projects to achieve their project objectives. The problem of this is the results of IT projects carried out by IT consultants from the recognized consulting firms are quite often criticized by many clients who pay high price for hiring IT consultants. The purpose of this paper is that to weight of capability evaluation model for IT consultants. To define the capability model, I conducted the surveys from the IT professionals by the interview and e-mails. The result of this, this paper defines what core skills IT consultants should have to perform well when they carry out the IT projects. There are 6 major skills and 17 sub skills IT consultants should have in succeeding IT projects. 6 major skills are job competence skill, communication skill, business attitude, vocational values, job performance skill, leadership skill and related 17 sub skill are defined. With the capability evaluation model, the managers who are in the charge of incubating and enhancing the capability of IT consultants in the large corporation and also small, medium companies will utilize their companies' strength to get the advantage on the business competition.

  • As the global business environment is rapidly changing due to the 4th industrial revolution, new jobs that did not exist before are emerging. Among them, the job that companies are most interested in is 'Data Scientist'. As information and communication technologies take up most of our lives, data on not only online activities but also offline activities are stored in computers every hour to generate big data. Companies put a lot of effort into discovering new opportunities from such big data. The new job that emerged along with the efforts of these companies is data scientist. The demand for data scientist, a promising job that leads the big data era, is constantly increasing, but its supply is not still enough. Although data analysis technologies and tools that anyone can easily use are introduced, companies still have great difficulty in finding proper experts. One of the main reasons that makes the data scientist's shortage problem serious is the lack of understanding of the data scientist's job. Therefore, in this study, we explore the job competencies of a data scientist by qualitatively analyzing the actual job posting information of the company. This study finds that data scientists need not only the technical and system skills required of software engineers and system analysts in the past, but also business-related and interpersonal skills required of business consultants and project managers. The results of this study are expected to provide basic guidelines to people who are interested in the data scientist profession and to companies that want to hire data scientists.

Education Needs Assessment of Managers for Learning Organization in Small and Mum Enterprises (중소기업 학습조직 담당자의 교육 요구조사)

  • In this study, to figure out the demands for learning, a survey was conducted on learning organization agents participating in learning organization project supported by public fund, through measuring their awareness level of the role and tasks drawn from the precedent study. This questionnaire was developed with four roles and twenty competencies drawn from the precedent study. After conducting the survey on over 200 small and medium corporations participated in learning organization project, the data was analyzed about the role and competency from 123 answer sheets collected. The results were as following First, the awareness of role importance was higher(4.36) than present level(3.73), and was important in order of innovator, operator, spreader, promoter. Second, in competitive importance of learning organization agents, the role of spreader was high, that of promoter was low. Third, in awareness level of learning organization agents, the demand level was generally high(4.1), but acquired level was generally low, so there was a wide gap between the demand level and acquired level. Forth, From the analysis result of those data about work competency of learning organization agents, learning organization promoter and learning leader, KMS operator ability and outcome were come out to be necessary, and next administrative ability about organization changes were come out to be necessary.

The Effect of Start-up Accelerating Manager's Enabling Characteristics on Their Full Commitment & Performance to Start-up Support Groups: In The Center of Manager's Self-Efficacy (창업지원 매니저의 역량 특성이 창업지원단 몰입도와 업무성과에 미치는 영향: 매니저의 자기효능감을 중심으로)

  • Korean Government Budget Supports for startups have been spiked and resulted in increasing the number and scaling up Startup Accelerating managers. It have skyrocketed the strong demand for their qualified roles. However, unclear role description and gap between required role and their capability have discouraged startup manager's self-efficacy resulted in declining their full commitment and causing poor role performance. The focus of this research falls on empirical analysis to the effect of startup accelerating manager's capability characteristics on their full commitment and performance to start-up support groups. This research is expected to deliver diverse policy alternatives to build up manager's core competencies to accelerate their self-efficacy leading their full role commitments and finally pushing up policy performance. In addition, this research will found more strong literature review for the following researches in this emerging fields. This research is brought four highlighting results with respect to four research problems. First, it propose proper concept of startup accelerating manager based upon its legal entitlement. Second, it drive required core competencies of manager for successful their accountability. Third, it analyze the unique features of startup accelerating manger's capabilities against business incubation manger. Fourth, it empirically analyze in coming with government startup funding, the effect of self-efficacy including employment status, job environment, etc. on their organizational commitment and job performance. This research reveal the required unique core competencies of manger into founder sourcing ability, project managing ability, startup proving and pivoting ability, consulting ability for successful investment raising. As of this empirical research results, First, manager's ability have positively effect on their job performance, full commitment, and self-efficacy. Second, self-efficacy have a mediating effect on manager's ability, job performance, full commitment. This research derive key policy implication of requiring to build up more accelerating ability, of manager from the basics to advance level by customized and algorithm based traing program. This accelerating ability buildup program will not only surge self-efficacy of manger resulting in making full commitment and better job performance, but also devote to categorizing the unique new feature and position of manger as seed investment and supporter.
