The Effects of Project-Based Organizational Resources on the Business Performance (프로젝트 조직자원이 경영성과에 미치는 영향)

  • The purpose of this study is to examine the effect of project-based organizational resources on the business performance in the resource-based view (RBV) and dynamic capability one and analyze their relationship through an integrated model. The RBV argues that firms get competitive advantages when they have VRIN characterized resources but dynamic capability view argues that RBV has its limitation under volatility so it enables them to obtain competitive advantages in ever changing environments. This study analyzes data collected from 270 survey questionnaires on the project management related staff at the project-based organization among major companies in Korea. The result demonstrates that two project organizational resources on strategic and executional management with VRIN characteristics are found to bring positive effects on the organizational dynamic capabilities and also the dynamic capabilities such as integration & reconfiguration, organizational learning are verified to bring meaningful positive effects on the business performance. On the other hand, unlike previous studies, ambidexterity has quite a weak effect on the business performance. Therefore, we expect that the resources of the project-based organization with VRIN lead to strengthen the firm's business performance through organizational dynamic capabilities and produce high performance through the integrated model of RBV and dynamic capability one. The study has academic meanings that widely confirm the effects and characteristics of main elements of VRIN project organizational resources on the business performance of competitive advantage through the dynamic capabilities of the organization by the regression on the precedent studies regarding the project management resources and their relationship with the VRIO characteristics. The practical implication is that it is preferentially necessary for the organization to obtain VRIN resources and organizational dynamic capabilities, especially organizational learning to have sustainable competitive advantages.

  • In order to accomplish large-sized information systems successfully, one of the most important factor is the system integration(SI) of individual software projects which consist of the systems. Developers of each project should consider aspects of SI through the development cycle, and managers of the entire system should manage, control, and evaluate each from an SI point of view. In this research, management models for the system managers, development models for the developers of unit projects, and standardized output documents for the management and evaluation purpose are presented based on the SI concepts.

  • Living culture, which is a pattern of peoples' everyday living, is influenced by the socio-economic conditions as well as ideology of the society. South and North Korean societies have been segregated during the past 50 years with different socio-economic conditions and idelogies, resultsing different living cultures, even though those two societies share the same traditional culture. This project was developed to identify the differences in living cultures between South and North Korean societies, and to make suggestions for their successful integration. The second part of the project was concentrated on finding out the current living culture of North Korean families. Based on indepth interview with ten people who escaped from North Korea after 1990, empirical survey with 158 subjects was conducted. The subjects with various demographic backgrounds were asked about lifestyles concerning family living, child rearing, consumption, time management that they experienced when they were in North Korea. This study revealed differences in many aspects of living cultures of South and North Korea, and relationships were suggested in four lifestyles. This study was intended to provide ground for more information to the following study that will explore the cue of integration between South and North Korean societies in living culture.

Performance Evaluation of Smart Intersections for Emergency Response Time based on Integration of Geospatial and Incident Data

  • The major objective of this research is to evaluate performance of improved intersections for response time to emergency vehicle preemption. Smart technologies have been introduced to civil infrastructure systems for resilient communities. The technologies need to evaluate their effectiveness and feasibility to confirm their introduction. This research focuses on the performance of emergency vehicle preemption, represented by response time, when smart intersections are introduced in a community. The response time is determined by not only intersections but also a number of factors such as traffic, distance, road conditions, and incident types. However, the evaluation of emergency response has often ignored factors related to emergency vehicle routes. In this respect, this research synthetically analyzes geospatial and incident data using each route of emergency vehicle and conducts before-and-after evaluations. The changes in performance are analyzed by the impact of smart intersections on response time through Bayesian regression models. The result provides measures of the project's performance. This study will contribute to the body of knowledge on modeling the impacts of technology application and integrating heterogeneous data sets. It will provide a way to confirm and prove the effectiveness of introducing smart technologies to our communities.

Probabilistic Project Duration Estimation by Combination of PERT and PLET in High-Risk Project (고위험 사업에서 PERT와 PLET기법 결합에 의한 확률적 사업공기 추정)

  • PERT(Project Evaluation and Review Technique) is typical method in order to probabilistically establish the schedule plan for large scale complex project or mega project. PERT technique is impossible to estimate relationship of each activity probabilistically when there are overlapping relationships because it is limited to Finish-to-Start(FS) relationship. In order to overcome this kind of limitation of PERT technique, PLET(Probabilistic Linkage Evaluation Technique) has been suggested to probabilistically estimate project duration for various overlapping relationships for each activity. However, estimating project duration by PLET technique only considers uncertainty of relationship between activities and not activity time, thus it is not the perfect duration estimating method. The main objective of this research is to propose the integration model of PERT and PLET and verify its probabilistic validity. By verifying application of time calculation method of integration model in practical case, this research will suggest probabilistic project duration estimating method in schedule plan of high-risk construction industry.

  • High-Rise Building Construction Project which has high uncertainty and complexity, causes lots of problems under construction. In particular, the integration between design phase and construction phase highly affects a construction project in terms of cost and time. To possibly make the flexible response and preliminary verification against the construction planning problems in high rise building project, this paper proposes the Engineering-Construction Management System based on 4D CAD that put the time factor together with 3D CAD. The usefulness of this system has been verified through the actual project. It could helps the reducing trials and errors during construction phase by catching the factors on problems of project. Ultimately it will allow users to save project cost and duration by field application.

  • 5G AgiLe and fLexible integration of SaTellite And cellulaR (5G-ALLSTAR) is a Korea-Europe (KR-EU) collaborative project for developing multi-connectivity (MC) technologies that integrate cellular and satellite networks to provide seamless, reliable, and ubiquitous broadband communication services and improve service continuity for 5G and beyond. The main scope of this project entails the prototype development of a millimeter-wave 5G New Radio (NR)-based cellular system, an investigation of the feasibility of an NR-based satellite system and its integration with cellular systems, and a study of spectrum sharing and interference management techniques for MC. This article reviews recent research activities and presents preliminary results and a plan for the proof of concept (PoC) of three representative use cases (UCs) and one joint KR-EU UC. The feasibility of each UC and superiority of the developed technologies will be validated with key performance indicators using corresponding PoC platforms. The final achievements of the project are expected to eventually contribute to the technical evolution of 5G, which will pave the road for next-generation communications.

Challenges and Future of Prefabricated Pipe Spools

  • Prefabrication is a construction technique that is increasingly being applied to different building components due to its many benefits, including higher quality and lower waste. Despite these advantages, there are challenges in execution of these components on projects, due to transportation logistics, skilled labor requirements, and project management techniques. This paper investigates the current landscape of prefabricated pipe spools and potential solutions for minimizing these challenges. The scope of this research includes a proposed workflow, to standardize implementation of these components. Semi-structured interviews were conducted with industry professionals to assess current industry practices and the validity of the proposed workflow. Findings of this paper indicate that greater integration between design, fabrication and transportation is required to minimize inefficiencies when implementing prefabricated pipe spools on projects.

Exploring Control in Bottom-Up Information System Development Projects to Improve Software Development Performance

  • Recently, bottom-up information systems (BUIS), developed according to the requirements of individual user departments, have become popular. However, effective management of BUIS projects is not enough, with many organizations having experienced integration challenges with such individual projects. BUIS projects are relatively small and limited in scope, as opposed to the large, complex systems developed through traditional top-down information system development projects. Due to these differences in characteristics, the control modes as well as the aspects to improve development performance in each type of project are also different. Therefore, it is difficult to apply the results of prior research on control in system development projects to improve BUIS project performance. The purpose of this study is to derive a new theory of control to improve BUIS project performance. The results contribute to the improvement of firm performance through effective control of BUIS projects in modern enterprises.

  • It is still difficult to share and utilize the information generated at each phase of a steel box girder production process due to the spatial gap and different level of management information. The physical distance results in the inefficiency of the information transmission, the accidental omission and typos of the relative information, and so on. Various levels of management information make it difficult to embody a new management system. Eventually, these factors incur the loss of cost and schedule and interrupt development of a new management system. This paper analyzes a current process and presents graphical process flow by using IDEF0. Based this analysis, the research for new production process and work breakdown structure (WBS) is conducted. At the end of this paper, the conceptual design of this system is suggested. Through new management system, it is expected that the model proposed in this study will improve the management process in the steel box production, and the improved process will reduce the redundant cost and schedule information, transmission and deposit generated by manual paper.
