A Project Competency Assessment Model for Small and Medium Enterprises (중소기업을 위한 프로젝트 수행역량 평가모델)

  • The competitiveness of modern organizations highly depends upon organizational competencies rather than individual competencies. However, most of previous studies on project success focused on individual competencies, such as project manager's competency and leadership. Even though there are some assessment models for the organizational project competencies, they are limited in specific organizations and industries. Furthermore, it is difficult to apply them to domestic companies, especially to small and medium enterprises because some assessment items are inappropriate for them. The purpose of this study is to propose an organizational project competency assessment model that is suitable for evaluating small and medium enterprises. First, the assessment areas and items for each area are determined through extensive investigation of previous models including OPM3, CMMI, and PMBOK. Next, the weights of assessment areas and items are decided by AHP analysis of experts response in the field of the project management. Finally, a project competency assessment model with assessment sheets is proposed. The model proposed in this study might support managers of small and medium enterprises to find pros and cons of project competencies and to establish improvement plans.

International PMC Project Competency Enhancement Strategies for Domestic Engineering Companies (국내 엔지니어링 기업의 해외 PMC 사업 역량강화 방안)

  • Korea's construction engineering companies are facing difficulties in deterioration of international construction profitability because they focus on traditional engineering fields such as design and construction supervision. Therefore, it is necessary to strengthen competency of high-add-value engineering field such as Project-Management-Consultancy (PMC). This paper aims to suggest the strategies to enhance the international PMC competency. This study identified the competency factors for international PMC, using Borich needs assessment and Locus for focus model. As a result, step-by-step strategies were suggested according to the competency level in domestic engineering companies. The results of this study will assist Korean engineering companies to consider the important competencies for international PMC projects. Furthermore, enhancement strategies are going to be proper references for domestic engineering companies which prepare the international PMC project.

The Development and Application of Integrating Instruction with Evaluation Materials for Strengthening of Independent Living Competence: Focused on Technology and Home Economics Education (기술·가정과 생활자립역량 함양을 위한 교수학습-평가 연계 자료 개발 및 적용)

  • The purpose of the study was to analyze the home economics education experts' and teachers' perception of ways to align instruction with evaluation, based on the 2015 revised technology and home economics curriculum for the purpose of developing the independent living competencies, and to provide examples of alignment in practice. The analysis is based on the data from a Delphi study (10 experts) and a survey of technology and home economics teachers(n=422). The results of survey indicated that experts and teachers perceived the instruction-assessment alignment to be most appropriate for project learning-project assessment, followed by project learning-portfolio assessment, problem solving learning-portfolio assessment, and problem solving learning-project assessment, in order. Based on the survey results, a model of instruction-assessment alignment and a teaching-learing plan were presented, based on 'Development task of life cycle and Life plan' unit. This was considered to be a proper method of instructional alignment for the purpose of developing 'independent living competence' with project-learning/project-assessment. The model focuses on consistency between instruction and evaluation, unity in methods, and the availablility of feedbacks of assessment for the improvement of independent living competencies. In conclusion, this study contributes as foundational information for teaching and learning-assessment alignment. Diverse methods of instruction-evaluation alignment is expected for future research.

Analysis of Competency Assessment Using BSA for ODA Loan Construction Projects (BSA기법을 활용한 ODA건설사업 역량 요인 도출 및 분석)

  • Recently, with achieved US$ 500 Billion international cumulative construction order, the Korean government presented overseas construction industry visions for international orders of US$ 100 Billion and entering the top five countries in global construction market. Also, Korean companies are developing strategies for expansion of international markets. However, ODA loan projects are low risk for the Korea Construction companies trying to advance their overseas business. This study provides data-based advice on securing competence for Korean construction companies entering the global market through the ODA loan projects. To analysis construction firm's competitiveness for ODA loan project, FGD was utilized and BSA model was applied to the valuable analysis. Competencies highly assessed were construction quality control, relationship building through high-level diplomatic activities, and project management. Competencies requiring urgent improvement were handling risks of local countries, financing projects, and developing know-how within participating companies.
