A Study on the Performance Evaluation of G2B Procurement Process Innovation by Using MAS: Korea G2B KONEPS Case (멀티에이전트시스템(MAS)을 이용한 G2B 조달 프로세스 혁신의 효과평가에 관한 연구 : 나라장터 G2B사례)

  • It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.

Primary Production and Litter Decomposition of Macrophytes in the Sihwa Constructed Wetlands (시화호 인공습지에서 수생식물의 유기물 생산과 낙엽 분해)

  • To provide the information for the wetland management considering the water treatment ability of macrophytes, the growth characteristics and primary production by reed (Phragmites australis) and cattail (Typha angustifolia), and the decomposition rate of organic matter produced were investigated in two sub-wetlands (Banweol and Donhwa wetlands) of the Sihwa Constructed Wetland (CW) with different chemistry of inflows. The shoot height of P. australis and Typha angustifolia began to increase in March, and reached its peaks in July and August (340cm and 320cm, respectively). The shoot density of P. australis ranging $100{\sim}170EA/m^2$ was higher than that of T. angustifolia (max. $78EA/m^2$). Standing biomass of P. australis ranged from $1,350{\sim}1,980gDM/m^2$, with maximal biomass in Banwol Upper Wetland. And it was larger in upper wetlands than lower wetlands. On the other hand standing biomass of T. angustifolia ($1,940gDM/m^2$) was similar to that of P. australis in Banwol Upper Wetland. Primary productivity of P. australis was in the order of Banwol Upper Wetland ($2,050gDM/m^2/yr$) > Donghwa Lower Wetland ($1,840gDM/m^2/yr$) > Banwol Lowerr Wetland ($1,570gDM/m^2/yr$) ${\fallingdotseq}$ Donghwa Lower Wetland ($1,540gDM/m^2/yr$), and that of T. angustifolia ($2,210gDM/m^2/yr$) was higher than P. australis. Annual production of organic matter produced by P. australis and T. angustifolia was 845 ton DM/yr (423 ton C/yr), and about 90% was comprised of that by P. australis. From the litter decomposition rate (k) (P. australis: leaf 0.0062/day, stem 0.0018/day; T. angustifolia: leaf 0.0031/day, stem 0.0018/day), leaf was rapid degraded compare to stem in both P. australis and T. angustifolia. The litter decomposition rate of leaf was two times rapid P. australis than T. angustifolia, whereas that of stem was same in both. Annual litter decomposition amount of P. australis than T. angustifolia was 285 ton C/yr(67.3% of organic matter produced by macrophytes), indicating that 32.7% of organic matter produced by macrophytes is accumulated in the Sihwa CW.

Weed Population and Rice Yield in Organic Rice-Green Manure Crops Rotation System (녹비작물 이용 유기벼 재배지의 논잡초 발생과 벼 수량)

  • The use of green manure crop is one of the methods for alternative of chemical fertilizer as well as maintain of soil sustainability, therefore we evaluated the effect of green manure crops on rice growth and weed occurrence in rice-green manure crop double cropping system. The treatments consisted of incorporation of hairy vetch, barley or combined hairy vetch and barley without any agrochemical or fertilizer. In hand weeding, rice yield in hairy vetch only or hairy vetch and barley incorporated fields was attained by 90% and 93% of the conventional practice, respectively, while the value in barley incorporated fields was just 79%. Although the rice yields were lower than the hand weed control, similar trends in non-weed control were observed among all treatments. At maximum tillering stage, occurred weeds in hairy vetch, barley or hairy vetch and barley incorporated fields were five, five and two species, respectively, while those in conventional practice were six species. Also, the dry weight of weeds in hairy vetch and barley incorporated fields was decreased by 33% and 53% compared to it of conventional practice, while the value in hairy vetch and barley incorporated field was increased by 34%. Among all treatments, although occurrence density of Echinochloa crus-galli was lower than another weed species, the dry weight of it significantly increased. These results suggested that although continuous incorporation of proper amount of legume green manure crops was possible to productivity insurance of crop, but to attain it was essential to the effective management of weeds.

Estimation of the Total Terrestrial Organic Carbon Flux of Large Rivers in Korea using the National Water Quality Monitoring System (수질측정망을 이용한 국내 대하천 하구를 통한 총유기탄소 유출량 산정과 비교)

  • Rivers continuously transport terrestrial organic carbon matter to the estuary and the ocean, and they play a critical role in productivity and biodiversity in the marine ecosystem as well as the global carbon cycle. The amount of terrestrial organic carbon transporting from the rivers to ocean is an essential piece of information, not only for the marine ecosystem management but also the carbon budget within catchment. However, this phenomenon is still not well understood. Most large rivers in Korea have a well-established national monitoring system of the river flow and the TOC (Total Organic Carbon) concentration from the mountain to the river mouth, which are fundamental for estimating the amount of the TOC flux. We estimated the flux of the total terrestrial organic carbon of five large rivers which flow out to the Yellow Sea, using the data of the national monitoring system (the monthly mean TOC concentration and the monthly runoff of river flow). We quantified the annual TOC flux of the five rivers, showing their results in the following order: the Han River ($18.0{\times}10^9gC\;yr^{-1}$)>>Geum River ($5.9{\times}10^9gC\;yr^{-1}$)>Yeongsan River ($2.6{\times}10^9gC\;yr^{-1}$)>Sumjin River ($2.0{\times}10^9gC\;yr^{-1}$)>>Tamjin River ($0.2{\times}10^9gC\;yr^{-1}$). The amount of the Han River, which is the highest in the Korean rivers, corresponds to be 4% of the annual total TOC flux of in the Yellow River, and moreover, to be 0.6% of Yangtze River.

Productivity and Density Control of Stands of Japanese Larch (일본잎갈나무 임분(林分)의 생산력(生產力)과 밀도관리(密度管理)에 관(關)한 연구(硏究))

  • Japanese larch (Larix leptolepis) is one of main timber species in Korea that could find much plantation and growing stands on all over the country. It is thought to be in meaningful that a guiding diagram for density control of Japanese larch stands is made to estimate easily the density conditions in the quantitaive, ecological and economic viewpoint. Sample plots for this study are selected from the stands that have not been thinned in recent years, and mean height, mean diameter, dominant height, tree numbers per hectare and stem volume of mean tree are calculated from the each sample plots among total 165 plots In this study, especially, the theory of slenderness of mean tree are applied, that have been identified through the results of the spacing trial. Relative growth characteristics of this species are calculated from the general logistic curve and its formula is $Y=ax^b$. Relatwion between the measured items are found out as follows: 1. Relation between the mean height and tree numbers per hectare by slender class is showing the high correlation as table 1 and fig. 2, and between mean diameter and tree numbers per hectare is also high correlation as table 1 and fig 3. 2. The stem volume can be correctly estimated from height in case that slender class may be known, as showing in table 3 and fig. 4. 3. The stem volume can be more correctly estimated from the relation with $D^2H$ as formula, $Log_e\;V=0.9569\;Log_eD^2H-9.8431$, and relation between stem volume of single tree or volume per hectare and tree numbers per hectare are as following formulas: $Log_e$ stem volume=9.5026-1.6800 $Log_e$ tree numbers per hectare $Log_e$ stem volume per hectare=9.4911-0.6784 $Log_e$ tree numbers per hectare. Stem volume of mean tree, tree numbers per hectare and stem volume per hectare correspond to the mean tree height are calculated to slender class as table 5, 6, 7. Through the above steps, the diagram for density control of Japanese larch are produced as fig. 9. It is thought that this diagram could be applied to control the density of Japanese larch stands.

The Evaluation of Carbon Storage and Economic Value Assessment of Wetlands in the City of Seoul (서울시 습지지역의 탄소저장 및 경제적 가치 평가에 대한 연구)

  • The ecosystem and landscape conservation areas of Seoul were designated according to the Natural Environment Conservation Act and the Natural Environment Conservation Ordinance. With the adoption of the "Rapid Assessment of Wetland Ecosystem Service (RAWES)" approach and the "wetland ecosystem service" for the Ramsar Wetland City Accreditation at the 13th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands in 2018, the need for data evaluating wetland ecosystem services has become a necessity. Therefore, in this study, we selected five wetlands from the ecosystem and landscape conservation areas in Seoul, having high ecological conservation values, and evaluated their carbon sequestration and economic value assessment using the InVEST model, which is an ecosystem service evaluation technique. The evaluation results for carbon storage in each wetland are as follows: Tancheon Wetland: 3,674.62 Mg; Bamseom Island in the Hangang River: 1,511.57 Mg; Godeok-dong Wetland: 5,007.21 Mg; Amsa-dong Wetland: 7,108.47 Mg; and Yeouido Wetland: 290.27 Mg. Particularly, the Tancheon Wetland showed the lowest carbon sequestration of 1,130.37 Mg, as compared to the results acquired in 2013, of 4,804.99 Mg. When the average effective carbon rate of $16.06 (US) was applied to the decreased carbon sequestration value, a loss of $15,910.58(US) was calculated. Furthermore, if the average social cost of carbon ($204 (US)) is considered, which includes the impact of climate change on productivity and ecosystems, the total loss is equivalent to $202,101.97 (US). This study aims to examine the natural resource value of urban wetlands by evaluating selected major wetlands in Seoul. This study can be utilized as basic data to plan for the protection and management of the ecosystem and landscape conservation areas. Additionally, because wetland value assessment is considered essential, the results of this study can be used in future research to provide measures for evaluating ecosystem services in the Ramsar Wetland City Certification System. Moreover, this study can be utilized for selecting important wetlands as Ramsar sites, and to raise awareness about the significance of conserving urban wetlands, and for expanding international exchange among the Ramsar Wetland sites.

Industrial Policy as a Development Strategy: Cuba' s Experience and Policy Implications (개발전략으로서 산업정책: 쿠바의 경험과 정책적 시사점)

  • This paper analyzes Cuba's market-oriented reforms to alleviate essential problems with socialist countries such as soft budget constraints and incentive problems. It also discuss about effectiveness of industrial policy as a development strategy. The soft budget constraints and incentive problems resulted in the collapse of Soviet bloc and COMECON in early 1990s. After the collapse, Cuban economy suffered a steep dive, and national income tumbling down rapidly. Cuban faced serious shortages of food, gasoline, and other basic necessities of life. To halt and partially reverse economic downturn and dire austerity in the 1990's, the Cuban government made some partial reforms to the inherited Soviet system of cental planningand faced severe shortage in food, energy, and daily necessities. In response to the economic crisis. Cuba introduced economic reforms and implemented industrial policy as a development strategy as long as Cuba maintained a strong socialist country. Cuban government established the economic free zone law and attempted to induce foreign direct investment by implementing export-led industrial policy. Fiedel Castro approved the Law No. 165 "Free Zones and Industrial Parks", in 1996. However, Cuba's ESZ strategy seems to have failed because of the U.S. sanctions, but also because of Cuba's own policies, which do not allow foreign investors to hire workers directly and impose a high implicit tax on wages. By limiting advanced techniques of personnel and organization management, indirect employment can result in lowering work efforts and productivity of workers, and aggravating production efficiency in the ESZs. Another reason to fail comes from the double wage structure due to the double monetary-exchange rate system. Most of the high non-wage costs result from the double exchange rate system. Due to Cuba's imbalanced industry and production structures, concentrated labor force, and urbanization and centralization of agriculture production, the industrial transformation development model suggested by Lewis has not been successful unlike other Asian agriculture-led development model. Cuba has to overcome many difficulties in implementing industrial policy as a development strategy.

Cloud Computing Adoption and Job Performance based on Diffusion of Innovation Theory (한국 중소기업의 클라우드 컴퓨팅 오피스환경 도입에 따른 확산요인이 업무성과에 미치는 영향)

  • This research highlights the process of adopting cloud computing technology from users' perspective. Concentrating on perceived mechanism from employees side that lead to job performance at work. Cloud computing, the new player in our modern business environment, authors employ diffusion of innovation theory to capture how this new technology affect employees in workplace in terms of job performance. Education for this new system and managerial support by firm were used as moderating variable to test dependent variable, job performance. Research was done through survey from total 284 people working in metropolitan area at South Korea. The result shows that cloud computing system affect positively on work efficiency, and the extent of diffusion factors that influence from the most to least are as follow: 1. Users' Skill, 2. System Quality, 3. Information Quality, 4. Group Awareness, 5. Attitude towards New System. To test diffusion factors of cloud computing and job performance, South Korean people actually felt that cloud computing help their job performance and the extent of diffusion factors that influence from the most to least are as follow: 1. Users' Skill, 2. System Quality, 3. Information Quality, 4. Attitude towards New System, 5. Group Awareness. As for diffusion factors of cloud computing and productivity, result proved that cloud computing really helps firms, and the extent of diffusion factors that influence from the most to least are as follow: 1. Information Quality, 2. Attitude towards New System, 3. Group Awareness, 4. System Quality, 5. Users' Skill. Two moderating variables, employee education and managerial support were tested to prove whether these two variables affect the job performance and the result displays positive affect for both two factors. To conclude, adopting cloud computing helps firms by increase employees' work efficiency and job performance. In order to accelerate the process employees education really matters because users' skill is the most crucial among diffusion factors.

A Comparison Study of Cost Components to Estimate the Economic Loss from Foodborne Disease in Foreign Countries (국외 식중독으로 인한 손실비용 추정을 위한 항목 비교 연구)

  • Foodborne outbreaks frequently occur worldwide and result in huge economic losses. It is the therefore important to estimate the costs associated with foodborne diseases to minimize the economic damage. At the same time, it is difficult to accurately estimate the economic loss from foodborne disease due to a wide variety of cost components. In Korea, there are a limited number of analytical studies attempting to estimate such costs. In this study we investigated the components of economic cost used in foreign countries to better estimate the cost of foodborne disease in Korea. Seven recent studies investigated the cost components used to estimate the cost of foodborne disease in humans. This study categorized the economic loss into four types of cost: direct costs, indirect costs, food business costs, and government administration costs. The healthcare costs most often included were medical (outpatient) and hospital costs (inpatient). However, these cost components should be selected according to the systems and budgets of medical services by country. For non-healthcare costs, several other studies considered transportation costs to the hospital as an exception to the cost of inpatient care. So, further discussion is needed on whether to consider inpatient care costs. Among the indirect costs, premature mortality, lost productivity, lost leisure time, and lost quality of life/pain, grief and suffering costs were considered, but the opportunity costs for hospital visits were not considered in any of the above studies. As with healthcare costs, government administration costs should also be considered appropriate cost components due to the difference in government budget systems, for example. Our findings will provide fundamental information for economic analysis associated with foodborne diseases to improve food safety policy in Korea.

A Machine Learning-based Total Production Time Prediction Method for Customized-Manufacturing Companies (주문생산 기업을 위한 기계학습 기반 총생산시간 예측 기법)

  • Due to the development of the fourth industrial revolution technology, efforts are being made to improve areas that humans cannot handle by utilizing artificial intelligence techniques such as machine learning. Although on-demand production companies also want to reduce corporate risks such as delays in delivery by predicting total production time for orders, they are having difficulty predicting this because the total production time is all different for each order. The Theory of Constraints (TOC) theory was developed to find the least efficient areas to increase order throughput and reduce order total cost, but failed to provide a forecast of total production time. Order production varies from order to order due to various customer needs, so the total production time of individual orders can be measured postmortem, but it is difficult to predict in advance. The total measured production time of existing orders is also different, which has limitations that cannot be used as standard time. As a result, experienced managers rely on persimmons rather than on the use of the system, while inexperienced managers use simple management indicators (e.g., 60 days total production time for raw materials, 90 days total production time for steel plates, etc.). Too fast work instructions based on imperfections or indicators cause congestion, which leads to productivity degradation, and too late leads to increased production costs or failure to meet delivery dates due to emergency processing. Failure to meet the deadline will result in compensation for delayed compensation or adversely affect business and collection sectors. In this study, to address these problems, an entity that operates an order production system seeks to find a machine learning model that estimates the total production time of new orders. It uses orders, production, and process performance for materials used for machine learning. We compared and analyzed OLS, GLM Gamma, Extra Trees, and Random Forest algorithms as the best algorithms for estimating total production time and present the results.
