This study proposed a method to apply risk management standards to a product safety management program and reviewed cases where a risk management cycle is applied to the product safety management program. Comparing the four product safety management programs suggested by several authors yielded common features of the risk management cycle: (1) organization for product safety, (2) risk identification, (3) risk evaluation, (4) risk treatment, (5) monitoring/communication, and (6) documentation. A Japan company(Ricoh)'s case showed that the risk management cycle to treat product liability risks can be used as a successful product safety management program.

This study reviewed the national standards for risk management to judge whether they are suitable for a product safety management program. Among the standards issued from Australia, New Zealand, Canada, Japan, and UK, the risk management guideline (AS/NZS 4360: 2000) issued jointly from both Australia and New Zealand have better features for product safety management program than any other risk management standards in view point of broad definition of risk concept including opportunities of loss and gain, stepwise composition of management processes applicable iteratively, and integrable form of structure addible to existing management practice. Comparing the three product safety management programs suggested by several authors yielded common features of product safety management program model: (1) organization for product safety, (2) risk identification, (3) risk evaluation, (4) risk treatment, (5) monitoring/communication, and (6) documentation. All of these activities can be performed within risk management framework proposed by AS/NZS 4360.

Since the introduction of product liability law from America in 1960s, product liability has been on the rise as an important problem to the quality management of company and consumer's safety. Together with this, before the legislation of product liability system in Korea, the sense and level of company and consumer about product safety are rapidly changing, In times like the present, ensuring more systematic product safety and consumer safety, and the buildup need of competitive power in accordance with product liability prevention of company grows raising. Therefore, this study presents the most effectively manageable ways of product liability the side of safety management of consumers and companies through the ensuring ways and activity models of product safety and certification system in company.

In this study has investigated and considered product planning methods at the existing product design process and being used the safety evaluation methods at the product planning stage, and has deduced the 16 safety evaluation elements to have to be considered for executing the safety evaluation at the product planning stage. When the safety evaluation is executed from the product planning stage, more safe products will be designed.

Product liability(PL) is the producer's compensation to customers for damage incurred by product defects. This paper studies on the organizational culture, promotion process, system construction, system level, product safety review, product safety assurance, system operation, and its effectiveness and necessity of recognition for the PL system of small and medium-sized firms in Gangwon-Do province. The results show that the firms have product safety regulations, but the number of firms which its employees understand the regulations is less than the number of firms which do not understand. Also the number of firms which is preparing PL prevention and insurance, and counterplan for accidents seems to be not in large numbers.

In 2002 Product Liability Act newly got into effect in Korea so that efforts for Product Safety got a new chance to promote safety standardization. Under the supervision of the Korean Agency for Technology and Standards (ATS) and the Korea Standards Association (KSA), the enterprise titled "Standardization of Product Safety" took the first step in 2000. Thenceforth a lot of standards and guidelines for product safety have been developed. The results of the enterprise were in the type of technical manual as well as report, technical guidelines, and specific technical safety standards. In this paper, the authors narrated those sequential efforts for Product Safety, and introduced the basic concept on which standardization of Product Safety Management System was conducted and individual safety standard has been developed. Based on this systematic concept, a global road-map as well as specific road-maps for developing safety standards in individual industry were supplied. Finally, suggestions for proceeding to the whole risk management system including other risky factors were appended.

In the recent business environment, risks related to product safety problems are increasing. These are arising from various factors such as increasing product and production complexity, supply chain diversification, enhanced PL (product liability) law and strengthening regulations of the government. Accordingly, ISO (international organization for standardization) published standards of PSMS (product safety management system) for suppliers such as ISO 10377 and ISO 10393. Meanwhile, the ISO 9001 QMS (quality management system) was revised in 2015, and it has established itself as an effective tool that can consistently meet the various requirements of stakeholders and promote customer satisfaction. This study aims to suggest an integration framework of QMS and PSMS based on the recent ISO international standards. To this end, firstly, the relationship between QMS and PSMS is studied based on the quality and product safety definitions, PDCA (plan-do-check-act) cycle and risk-based thinking. Secondly, the requirements of ISO 10377 and ISO 9001 are compared and classified as the common and ISO 10377 specific requirements. Finally, integration steps of two systems are suggested and guidelines that can systemize the integrated requirements are presented in the aspect of processes and documentation. This study is expected to be used as a guideline that helps companies those have already acquired QMS certification to build an international-level product safety management system early.

This study includes definitions and major issues relating to product safety, and reviews about product safety laws of Korea and of other countries. In addition, this study suggests several ideas for a future governmental policy concerning product safety and the government policies to guide in securing consumers' safety of products. First, we need to set up consumer safety policies and laws dealing with complex consumer safety issues and to integrate existing laws for the safety of products. Second, opening a consumer safety agency and training workers who have relation to the safety policy, as a profession, are necessary. Third, it is required to redefine the product safety guidelines, strengthen the safety policy and to minimize safety regulations by the government directly. Fourth, each product of the safety management policies must be regularly evaluated and given feedback for improving its effectiveness. Fifth, information gathering, disclosing, and having a feedback system related to product safety should be rebuilt for the effective management of unsafe products. In addition, laws and the aims of product safety management being changed to focus on the consumers, control on imported products, collaboration with network and mutual-assistance systems of product safety-related agencies including international organizations and major countries and taking leading roles in the world are essential.

Product Liability is concerned with liability of a product itself. But, viewing from the management standpoint, Product Liability may have more significant influence on additional sales of the product after it has been supplied into the market. With regard to this, this study tried to make the following: First, this study examined the concept of 'Product Liability and enterprises' management attitude toward Product Liability. Secondly, through the case-analyses of Product Liability, a correlation study had been attempted to know the influence of corporate cultures and product safety activities on business management. Thirdly, this study tried to find the directions of Product Liability at the level of total management strategy.
