A Study on the Rules of Origin of Outward Processing and Its Implication - focused on the EU CCC and Origin Protocol - (EU 역외가공규정의 주요 내용과 한-EU FTA에 대한 시사점 - EU CCC and Origin Protocol 역외가공규정을 중심으로 -)

  • In modern manufacturing practice it is sometimes necessary to send products to another country for special processing which cannot be performed inside the territory of the zone and Outward Processing(OP) covers such situation. What's more, process and Rules of Origin(RoO) of OP is implicated in Korea' Free Trade Agreement(Korea-Singapore, Korea-EFTA and Korea-Asean FTA) because of the goods to be producted in Kaesong Industrial Complex. Thus, In this paper analyse a implication of OP's process and RoO focused on the two fold : (1) provide an overview of the objectives, types, effects of Outward Processing described in customs law and FTA provisions of EU and Korea; (2) present a comparative analysis of EU and Korean rules; (3) offer an appropriate proposal to Korea-EU FTA negotiation.

  • Purpose - The purpose of this study is to analyze cases and suggest implications regarding the exclusion of the agreement tax rate according to the processing process standards of the FTA rules of origin. Design/methodology/approach - In this study, cases in which export and import companies were excluded from applying the agreed tax rate due to the application of processing operation standards after the application of the FTA were analyzed, focusing on the Tax Tribunal precedents, and a literature study was conducted. Findings - The results of this study analyzed through cases of appeal and verification of exclusion from application of the agreement are as follows. Research implications or Originality - Research on FTA cases is active, but this study is differentiated in that it focuses on analyzing cases of exclusion from application of negotiated tax rates based on meeting the processing process standards applied to fields such as textiles and chemicals in FTA.

  • Livestock is considered central component in agricultural sector of Pakistan, provides employment to more than 8 million families. Meat and meat products holds pivotal significance in meeting dietary requirements serving as major protein source and provide essential vitamins and minerals. Globally, consumer demand is increasing for healthy, hygienic and safe meat and meat products due to growing population, income level and food choices. As, food choices are mainly influenced by region, religion and economic level. However, religion is one of the major factor to influence the food choices. In this context, halal foods a growing trend, trade estimated to cross USD $ 3 trillion and among this, meat sector contribute about US$ 600 billion. Halal meat and allied products is requirement from Muslims but it is also accepted by non-Muslims due to safe and hygienic nature, nutritious value and superior quality. Pakistan meat industry is vibrant and has seen rigorous developments during last decade as government also showed interest to boost livestock production and processing facilities to meet increasing local and global demand. The industry has potential to grow owing to its natural animal rearing capability, muslim majority country (96% of total population), improvisation of market and consumer preference towards halal meat. Current review debates Pakistan meat industry scenario, production trend, global trade as well as future potential with respect to modernization, processing, distribution and trade. The data presented here is useful for meat producers, processors and people involved in export of Pakistani meat and meat based products.

Analysis of Chinese Vegetable Industry's International Competitiveness (중국 채소산업의 경쟁력 분석)

  • This study is to provide a comprehensive overview of the changing vegetable sector of Chinese agriculture and to analyse the competitiveness of Chinese vegetable production. China now produces more than 60% of the world's vegetable supply and that 150 million people are engaged in vegetable production, processing and marketing since the reform of vegetable industry structure started in the late 1980s. As a labour abundant industry, China also features more comparative advantages in the vegetable trade. Although China's vegetable exports still accounts for only 1% of total production, the 5 million tons of export in 2003 makes China one of the largest vegetable players in the international markets. When estimating competitiveness of China's vegetable industry, China's producers' prices for vegetables are founded to be only from 10%~40% of what they are in Korea, while most of China's vegetables have also strong competitiveness in quality. As China joined the WTO in 2001 and expects to increase market share in vegetable trade, the development strategy for Korea's vegetable industry are suggested as follows; 1) focusing on the technology for the growth of vegetable productivity, 2) developing the higher value added vegetable industry through processing, 3) expanding the exported area and leading vegetable varieties.

  • The trend for the development of radar is the active phased-array radar system. The trade-off between the processing speed and the number of the signal process board for the real time signal processing has to be optimized particularly in multichannel radar system. This paper introduces a transmission technique in order to transmit a large amount of received data from an Antenna Part to Signal Process Part. As a result, the number of the S/L board(COTS board) is reduced to one half, and the margin of the data transmission rate is about 2 times higher than the original method.

  • One of the important problems of OFDM system is the large PAPR of the output signal, which can result the significant signal distortion in presence of nonlinear amplifiers. To reduce the PAPR, we use fundamentally the level clipping and propose the modified mapping/demapping method for effective reducing the PAPR of the OFDM signals with level clipping. We can significantly improve the BER performance characteristics for the OFDM system. We discussed, through extensive computer simulations, the effects of level clipping and modified mapping/demapping method on the performance of OFDM system including the trade off between bandwidth expansion and BER performance and between bandwidth efficiency and BER performance.

  • Multicast is an important system-level one-to-many collective communication service. A key issue in designing software multicast algorithms is to consider the trade-off between performance and portability. Based on the LogP model, the proposed parameterized communication model can more accurately characterize the communication network of parallel platforms, Under the parameterized model, we propose an efficient architecture-independent method. OPT-tree algorithm, to construct optimal multicast trees and also investigate architecture-dependent tuning on performance of the multicast algorithm to achieve the truly optimal performance when implemented in real networks. Specifically, OPT-mesh which is the optimized version of the parameterized multicast algorithm for wormhole-switched mesh networks is developed and compared with two other well-known network-dependent algorithms.

  • Korea, a resource-scarce country, has been undergoing export-led economic growth in the form of processing and intermediary trade for the past several decades. In Korea, which has an export-led economic structure centered on processing trade, the export economy precedes the domestic economy, so Korea's monthly export performance has been used as an important indicator of economic indicators in itself. In recent decades, small and medium-sized enterprises (SMEs), which account for 99% of the total number of domestic enterprises, account for about 35% of exports as of 2021. In this study, from the viewpoint of emphasizing the export contribution of SMEs, the Small and Medium-sized Enterprise Export Business Index is developed based on the actual export performance of SMEs, through which this paper could present alternative index differentiated from the existing Business Survey Indexes.

  • This paper is to review the Uniform Rules for Bank Payment Obligations(URBPO 750E) which were developed by the Banking Commission of the International Chamber of Commerce and to present the implications. The rules were unanimously adopted during Lisbon meeting of the ICC Banking Commission on April 17th, 2013 and taken effect as of July 1, 2013. A BPO is an irrevocable undertaking given by an Obligor bank to a Recipient bank to pay a specified amount under the condition of a successful electronic matching of data or acceptance of mismatches. It is an alternative instrument for trade settlement, designed to complement existing solution and not to replace them(ICC,750E). The BPO enables banks to provide sellers and buyers with advanced risk mitigations and enhanced financing services. The BPO will improve trade processing efficiency such as increased transaction times, reduced handling cost, and others. It is believed that the BPO will have an important role to play in supporting the development of Supply Chain Finance in international Trade. So, This study will review the provisions and application of the URBPO 750E based on documentary materials including swift com and icc.org and so on.

An Analysis of the Korean manufacturing export firms' Competitiveness in EU market by Export Competitiveness Index (수출 경쟁력 지수에 의한 EU시장에서의 한국 제조 기업의 경쟁력 분석)

  • The objective of this paper is to examine the competitiveness of Korean export firms in EU market. In this study, market share index, RCA index, trade specialization index, and market competitiveness index were used as an analytical tool. On the market share index, Korea had a large market share in the SITC section 7(machinery and transport equipment) market in EU. On the RCA index, Korea appeared to have high export competitiveness in the electrical machinery, apparatus and appliances, n.e.s.(not elsewhere specified[stated]), and electrical parts thereof (77), travel goods, handbags and similar containers(83), textile yarn, fabrics, made-up articles, n.e.s., and related products(65), and iron and steel(67) division. On the trade specialization index, however, Korea appeared to tend to decline generally. On the market competitiveness index, Korea appeared to have competitive advantage in the iron and steel(67), machinery specialized for particular industries(72), office machines and automatic data-processing machines(75), electrical machinery, apparatus and appliances, n.e.s., and electrical parts thereof(77), road vehicles(78), and other transport equipment(79) division; but in 29 divisions, the index indicates that Korean firms' competitiveness was low. Finally, the authors discuss the implications of these findings and offer directions for future study.
