The quantitative evaluation method of the safety management cost was suggested to prevent a gas accident as a major industrial accident. In a gas governor station, process risk assessments such as the fault tree analysis(FTA) and the consequence analysis were performed. Based on process risk assessments, potential accident costs were estimated and the cost-benefit analysis(CBA) was performed. From the cost-benefit analysis for five classification items of safety management cost, the order of the cost/benefit ratio was estimated.
This research presents an implementation strategy of Process Capability Index (PCI) according to the types of process characteristics. The types of process feature are classified as four perspectives of variation range, time period, error position, and process stage. The paper examines short-term or long-term PCI, within or between variation, position of precision or accuracy, and inclusion of measurement or calibration stage. Moreover, the study proposes normality test of unilateral PCI.
As safety-related regulations for signaling systems are standardized to IEC 61508/62278/62425, and others at the international level, safety activities and its assessment are required to be performed. And also there is the need to develop technologies for safety improvement to secure safety signaling systems in terms of technologies for safety activities on each life-cycle. In this paper we have developed the safety activity processes and technologies each steps of proposed processes respectively for railway signaling systems. And the proposed process and technologies are applied to the safety activities for mock-up signaling systems.
In weapon systems development, live fire tests have been frequently adopted to evaluate the performance of the systems under development. Therefore, it is necessary to ensure safety in the test ranges where the live fire tests can cause serious hazards. During the tests, a special care must be taken to protect the test and evaluation (T&E) personnel and also test assets from potential danger and hazards. Thus, the development and management of the range safety process is quite important in the tests of guided missiles and artillery considering the explosive power of the destruction. Note also that with a newly evolving era of weapon systems such as laser, EMP and non-lethal weapons, the test procedure for such systems is very complex. Therefore, keeping the safety level in the test ranges is getting more difficult due to the increased unpredictability for unknown hazards. The objective of this paper is to study on how to enhance the safety in the test ranges. To do so, an approach is proposed based on model-based systems engineering (MBSE). Specifically, a functional architecture is derived utilizing the MBSE method for the design of the range safety process under the condition that the derived architecture must satisfy both the complex test situation and the safety requirements. The architecture developed in the paper has also been investigated by simulation using a computer-aided systems engineering tool. The systematic application of this study in weapon live tests is expected to reduce unexpected hazards and test design time. Our approach is intended to be a trial to get closer to the recent theme in T&E community, "Testing at the speed of stakeholder's need and rapid requirement for rapid acquisition."
In the current domestic, many industrial accidents have happened. And these are analyzed according to several factors. But it is difficult that they evaluate their business safety. Thus, we conducted a study on business specific safety assessment techniques in order that business know their safety level and perform appropriative safety activities. Study methods are survey and AHP (Analytic Hierarchy Process). Each specific weighting factors to calculate the survey was conducted for safety and consulting experts (20 persons). Weight factor was used to AHP decision support as one of the ways through a number of alternatives to the ratings for the Minesota Multiphasic. Factors are each type of industry, specific industrial scale, disaster type and strength, worker age and tenure period, and region. First, survey was conducted with 20 professionals to estimate the weighting factors. Weights between factors using the AHP analysis tool based on the mean values were calculated. Second, last 3 years between the industrial accidents statistics were used to calculate the weights for each of the rating factors in the Occupational Safety and Health Agency. Grade weights between each factor which was based on the rating of each factor was calculated as the average of three years. Finally, the weights between each factor and the grade weights for each factor using the safety level of the enterprise were calculated so that you can evaluate the weighting.
With the increasing use of chemicals in domestic businesses, the possibility of fire explosion and poisonous material leakage accidents is also increasing. Accordingly, the Korea Occupational Safety and Health Agency(KOSHA) has implemented the process safety management (PSM) system for a long time. However, process safety report submission has been providing and operating e-PSM since 2016 to address these problems as it is difficult to increase budget spending due to the need for professional capabilities and commissioning the report to consulting institutions. Therefore, this study conducts questionnaires on whether e-PSM system that is well utilized in the field, focusing on existing PSM business sites. In order to find out the activation method that can solve the deficiency factors by analyzing various inconveniences and problems accurately, we propose three improvement methods as educational aspect, promotional direction of e-PSM system, and institutional aspect.
연구목적: 우리나라는 1990년대 이후 중대 산업사고 예방을 위해 유해 위험방지계획서 시행, 공정 안전관리 제도 시행 등 여러모로 노력해 오고 있으나 최근의 일련의 중대 산업사고는 그 한계를 보여주고 있다. 그래서 본 연구는 PSM 대상사업장의 안전관리 개선을 위한 대책을 제시하고자 한다. 연구방법: 산업재해 현황, 선행연구조사, PSM 대상사업장 재해 현황과 사고 발생 현황, PSM 대상사업장 안전관리 개선에 관한 선행연구와 사례를 조사하여 기존의 안전관리를 기반으로 PSM 대상사업장 안전관리에 대한 개선방안을 수립하였다. 연구결과: PSM대상사업장의 안전관리 개선을 위한 조직문화구축, 재난발생시 대응시스템, 체계적 안전관리, 노후설비교체 및 점검강화, 안전에 대한 경영자의 확고한 의지등의 대책을 제시하였다. 결론: 본 연구를 통하여 소중한 생명과 피해를 줄이기위한 안전확보 체계화방안을 제시한 것으로 의미를 가지며 각 사업장별로 PSM개선방향을 고찰하는데 활용성을 가질것으로 기대한다.
Objectives: Along with the several cases of pulmonary disorders caused by exposure to indium that have been reported in Japan, China, and the United States, cases of Korean workers involved in processes that require handling of indium compounds with potential risk of exposure to indium compounds have also been reported. We performed biological monitoring for workers in various target manufacturing processes of indium, indium oxide, and indium tin oxide(ITO)/indium zinc oxide(IZO) in domestic factories. Materials: As biological exposure indices, we measured serum concentrations of indium using inductively coupled plasma mass spectrometry, and Krebs von den Lungen 6(KL-6) and surfactant protein D(SP-D) using enzyme-linked immunosorbent assays. We classified the ITO/IZO target manufacturing process into powdering, mixing, molding, sintering, polishing, bonding, and finishing. Results: The powdering process workers showed the highest serum indium level. The mixing and polishing process workers also showed high serum indium levels. In the powdering process, the mean indium serum concentration in the workers exceeded $3{\mu}g/L$, the reference value in Japan. Of the powdering, mixing, and polishing process workers, 83.3%, 50.0%, and 24.5%, respectively, had values exceeding the reference value in Japan. We suppose that the reason of the higher prevalence of high indium concentrations in powder processing workers was that most of the particles in the powdering process were respirable dust smaller than $10{\mu}m$. The mean KL-6 and SP-D concentrations were high in the powdering, mixing, and polishing process workers. Therefore, the workers in these processes who were at greater risk of exposure to indium powder were those who had higher serum levels of indium, as well as KL-6 and SP-D. We observed significant differences in serum indium, KL-6, and SP-D levels between the process groups. Conclusions: Five among the seven reported cases of "indium lung" in Japan involved polishing process workers. Polishing process workers in Korea also had high serum levels of indium, KL-6, and SP-D. The outcomes of this study can be used as essential bases for establishing biological monitoring measures for workers handling indium compounds, and for developing health-care guidelines and special medical surveillance in Korea.
Since it is really hard to construct process models based on prior process knowledges, various statistical approaches have been employed to build fault diagnosis models. However, the crucial drawback of these approaches is that the solutions may vary according to the fault magnitude, even if the same fault occurs. In this study, the parameter monitoring approach is suggested. When a fault occurs in a chemical process, this leads to trigger the change of a process model and the monitoring parameters of process models is able to provide the efficient fault diagnosis model. A few important variables are selected and their predictive models are constructed by partial least square (PLS) method. The Euclidean norms of parameters of PLS models are estimated and a fault diagnosis can be performed as comparing with parameters of PLS models based on normal operational conditions. To improve the monitoring performance, cumulative summation (CUSUM) control chart is employed and the changes of model parameters are recorded to identify the type of an unknown fault. To verify the efficacy of the proposed model, Tennessee Eastman (TE) process is tested and this model can be easily applied to other complex processes.
Compared to a batch reactor, where all reactants are initially charged to the reactor, the semi-batch reactor presents serious advantages. The feed of at least one of the reactants provides an additional way of controlling the reaction course, which represents a safety factor and increases the constancy of the product quality. The aim of this study was to investigate the characteristics of thermal hazard such as a feed time, catalysis concentration and solvent concentration in methylthioisocyanate(MTI) synthesis reaction process. The experiments were carried out by the Multimax reactor system and Accelerating rate calorimeter(ARC). The MTI synthesis reaction process has many reaction factors and complicated reaction mechanism of multiphase reaction. Through this study, we can use as a tool for assessment of thermal hazard of other reaction processes by applying experiment method provided.
