  • Best value in value engineering has relation to cost and performance. But a severe problem in VE study of a project is to reduce value due to loss of performance, caused by focusing on cost reduction. Also a lack of understanding performance concept, no trial VE workshop as well as cost saving-based policy have not satisfied customer needs. A efficient and practical methodology for accomplishing best value in construction projects is proposed. This study developed a more objective approach for performance measurement approach of mega projects and suggested a systematic process of performance quantitative analysis verifying value improvement. The proposed performance measurement method would be very useful for better communication and consensus between stakeholders and VE team especially through value engineering.

  • Competitiveness of a firm essentially depends on the value of the product or service the firm supply. Product or service of high value derives customer purchase activity. Service mix is the process which creates competitiveness by value creation for customers through optimal combination of physical characteristics of product and service. This research is to contribute competitiveness increase of Korean manufacture industry by study of the effect of service mix as to the business competitiveness. Usually competitiveness advantage approach relies on the industry structure competition theory and the resource-based approach. However, it is said that, while the industry structure competition theory helps finding attractive industry, it rarely helps finding which companies succeed or fail in the specific industry. The resource-based viewpoint approach is limited in that this cannot provide any theory or systematic frame for the analysis even though it has contributed a lot to the competitiveness increase. Power process approach is applied to this study in order to overcome this limit and to Increase the business competitiveness. Power process is the process to create the value, the source of power by interaction of power elements, value, needs, environment and relation, the five power determination elements. Power process is a process that creates value to satisfy the power objective for the attainment of the goals of the power subject. This study is to contribute for the manufacture industry by establishing service mix strategy from the power process viewpoint.

The Publicness of Public Institutions: Case Study on the Korea Medical Dispute Mediation and Arbitration Agency (공공기관의 공공성 이행 검토: 의료분쟁조정중재원 사례를 중심으로)

  • Background: Based on the fact that the Korea Medical Dispute Mediation and Arbitration Agency is a public institution established by social demands for medical disputes, this study reviews the publicness of public organization and discusses its policy implications. Methods: Through Moore's strategic triangle, which consists of legitimacy and support, public value and operational capacity, the process of creating public value is examined. For the analysis, case studies were conducted using related literature data from 2012, when the agency was established, to the present. Results: As a result of the analysis, first, the related law examined in the operational capability has been revised dozens of times, but the revised law has its own contradictions and limitations. The human resource system is also being improved, but there is a problem with the fairness and reliability of the arbitration process, especially due to the limitations of the appraiser system. Second, in terms of legitimacy and support, a regional gap occurred despite efforts to improve accessibility through the expansion of the organization. And the arbitration agency failed to reconcile conflicts caused by stakeholders' perception of each other as a trade-off relationship. Third, the public value result shows that, despite many explicit (statistical) achievements, citizens' use of the past dispute resolution means (litigation) has not decreased. Likewise, the perception of value makers (citizens) is important for creating public value as an invisible result, but it has not yet been formally investigated, so the performance can not be recognized. Conclusion: While the organization's efforts for continuous change and improvement are encouraging, it is not perceived as a better means of resolving disputes and improving quality of services. Therefore, it is necessary to reconsider the institutional design centered on value creators.

Derivation of Indicators for Value Assessment of School Gardens

  • Background and objective: The boom in urban agriculture has also resulted in the creation of many school gardens. With the increase in various hands-on education programs, people are interested in assessing the value of school gardens. This study was conducted to derive indicators for service value assessement of educational farming experience using school gardens. Methods: Through literature review, we selected assessment items and sub-factors. The indicators for evaluating the effectiveness of school gardens are classified using the Delphi method that involve a focus group experts. In order to increase the reliability and validity of the selected and classified items, an exploratory factor analysis was conducted. In addition, the relative importance and priority of each factor in each field were assessed using the analytic hierarchy process (AHP). Results: We classified the indicators into 4 criteria and come up with 13 items and 33 sub-factors in educational value, health value, economic value, and ecological and environmental value. Most of the items for the 4 value criteria derived were significant for assessing the value of agricultural experience services with content validity ratio (CVR) higher than 0.59 and reliability higher than .6 . In the value criteria, the experts rated educational value as the most important, followed by health value, ecological and environmental value, and economic value. In the assessment items, the most important was improvement of social functions. In the sub-factors, the most important was strengthening of ties (friendly interactions). Conclusion: Among the derived indicators assessing the value of school gardens, 4 criteria, 12 evaluation items and 29 sub-factors showed significance. The schematic index would be useful for the assessment.

The Analysis on the Value of Yongsan National Park and its Economic Effect

  • This study estimated economic value and benefits of Yongsan National Park, which will be constructed by financial investment of the government and objectively estimated the real value of it by understanding the value of the park from a user's view of the park. For this, the value of Yongsan National Park is divided into using value such as carbon reduction and the function of relieving urban heat island as an environmental material and non-using value based on willingness to pay of the public according to the construction of the park. As a result of the analysis, it was found out that the using value of Yongsan National Park would reach 130 million won up to maximum level of 450 million won per year, and the non-using value was analyzed to be worthy of 2,344 won per capita every month. Besides, economic ripple effect that can be expected in the process of the park construction project was analyzed to be a national policy that creates effect on production inducement of 2.6 trillion won and value added of 809.6 billion won and new jobs for 25,620 persons. Considering the value of Yongsan National Park and the effect of the project based on the result of this study, it was found that it could sufficiently secure the validity of implementing the project compared to the financial investment by the government. Therefore, it must be emphasized that diffusion strategy is necessary for national understanding and for a nation to make it understood its appropriateness widely in respect to the construction of Yongsan National Park for the successful construction of Yongsan National Park and to raise its using value in the future.

A Study of Spring-back Effect According to the Number of Roll Passes in the Roll Forming Process (롤 포밍 공정에서의 롤 패스의 수에 따른 스프링 백 영향 연구)

  • This study was analyed V-bending in order to analyze the spring-back phenomenon in the roll forming process. The material of forming sheet used in the roll forming process is high tension steel and the product name of sheet material is POSTEN 60. The most important variable is the number of roll passes (3-Pass, 4-Pass, 5-Pass, 6-Pass and 10-Pass) and other roll forming process variables were fixed. To determine the characteristics of the tension and compression, the forming sheet was analyzed by dividing the layer (Upper and Bottom) in the thickness direction from the center line. The results of FEM simulation analysis was derived to von-mises stress equivalent strain, and the spring-back value was calculated according to the final forming shape. The more number of the roll pass, von-mises stress and equivalent strain value of forming sheet were lowed. Also, spring-back values tended to decrease. The results of this study can be utilized for prediction and trend of spring-back value in the roll forming process applied to high tension steel sheet. So, development time and cost of the roll forming process is expected to be reduced.

  • Since the concerns for safety of highway traffic safety facilities inherent in various environmental risk is increased, systematic performance, cost, and effect analysis process is needed for this. In case of median barrier among various traffic safety facilities, quantitative risk assessment is inevitable because it has lots of direct/indirect risk factors. Thus, this study suggests an advanced VE(Value Engineering) approach incorporating quantitative risk analysis. For the applicability, suggested VE approach considering alternative 1(140cm) and 2(127cm) is applied to median barrier in fields. Also, major improvement objects are extracted from governing factors of cost and performance based on functional analysis. It is concluded that the proposed risk assessment methodology will provide rational and practical solutions for best value and the approach could effectively applied for various traffic safety facilities by slight modification of suggest process.

  • Manifold could apply stainless steel with light weight and durability to improve fuel efficiency at automotive industry. This study is analyzed and compared by heat transfer and deformation according to the materials of cast iron and stainless steel. The heat transfer at manifold of cast iron at the distribution of heat temperature is more than that of stainless steel. But the value of maximum heat deformation in case of stainless steel is 1.5 times as great as that in case of cast iron. The value of maximum heat equivalent stress in case of stainless steel is 2.7 times as great as that in case of cast iron. This maximum stress at manifold is shown at the part assembled with engine body.

  • Risk management has been a crucial part of the daily operations of the financial industry over the past two decades. Value at Risk (VaR), a quantitative measure introduced by JP Morgan in 1995, is the most popular and simplest quantitative measure of risk. VaR has been widely applied to the risk evaluation over all types of financial activities, including portfolio management and asset allocation. This paper uses the implementations of multivariate GARCH models and copula methods to illustrate the performance of a one-day-ahead VaR prediction modeling process for high-dimensional portfolios. Many factors, such as the interaction among included assets, are included in the modeling process. Additionally, empirical data analyses and backtesting results are demonstrated through a rolling analysis, which help capture the instability of parameter estimates. We find that our way of modeling is relatively robust and flexible.

  • A proform for engine valve was designed by finite element method. In the preform design of engine valve, various initial billets are simulated for better preform to get sound final product. Here a preform is design to get desirable metal flow in the forming so that the final product has more uniform strain distribution. after forming. The analysis of the micro-structure of the value formed through the designed process was also performed and result was compared with that of simulation.
