Dynamic Sustainability Assessment of Road Projects

  • Traditionally, road projects are initiated based on an assessment of their economic benefit, after which the environmental, social and governance effects are addressed discretely for the project according to a set of predetermined alternatives. Sustainable road infrastructure planning is vital as issues like diminishing access to road construction supplies, water scarcity, Greenhouse Gas emissions, road-related fatalities and congestion pricing etc., have imposed severe economic, social, and environmental damages to the society. In the process of addressing these sustainability factors in the operational phase of the project, the dynamics of these factors are generally ignored. This paper argues that effective delivery of sustainable roads should consider such dynamics and highlights how different aspects of sustainability have the potential to affect project sustainability. The paper initially presents the different sustainability-assessment tools that have been developed to determine the sustainability performance of road projects and discuss the inability of these tools to model the interrelationships among sustainability-related factors. The paper then argues the need for a new assessment framework that facilitates modelling these dynamics at the macro-level (system level) and helping policymakers for sustainable infrastructure planning through evaluating regulatory policies.

Business Strategy, Corporate Governance and Sustainability Reporting: An Analysis of the Fit Contingency Approach

  • This study discusses the role of Board Monitoring Effectiveness (BME) on managers' decisions regarding the business strategies that fit the external business environmental conditions by using a contingency analysis approach. Furthermore, this study will examine how fit strategies affect Sustainability Reporting (SR) of listed companies on the Indonesia Stock Exchange (IDX) from 2014 to 2017. This study uses Conditional Mixed Process (CMP) technique. This CMP method is claimed to be more efficient in analyzing the TSL models. This study found that in highly uncertain conditions, BME had a positive influence on the probability of managers to choose prospector and defender strategies rather than analyzers. These results indicate that BME shows positive impact on the contingency fit between business strategies and environmental uncertainty. In addition, the study documents that only prospectors have a positive impact on SR, however this study failed to document that defenders have positive impact on SR. Meanwhile the unexpected result is analyzers have a significantly positive effect on SR. This study is the first study to investigate the role of BME in contingency fit between business strategies and environmental uncertainties and how it produces effects up to the level of SR.

  • This study proposed development method for practical use techniques compromise data storage layer, data processing layer, data analysis layer, visualization layer. Data of storage, process, analysis of each phase can see visualization. After data process through Hadoop, the result visualize from Mahout. According to this course, we can capture several features of customer, we can choose recommendation of financial item on time. This study introduce background and problem of big data and discuss development method and case study that how to create big data has new business opportunity through financial item recommendation case.

Intellectual Capital: A Review from the Literature

  • Purpose - The purpose of this paper is to get a clear concept about intellectual capital and reports on intellectual capital in different entities based on the literature review. Research design, data, and methodology - This study was mainly written in a way of descriptive research. The current studies deal with the theoretical and reporting aspects on intellectual capital. Thus, this research is developed on the basis of previous descriptive and empirical research papers. Results - This study finds that intellectual capital is the combination of human capital, structural capital and relational capital but there is no unique measurement system or process to define intellectual capital. The findings also indicates that the measurement for intellectual capital varies based on the measurement process, time period, firms, industries and country to country perspectives. It can be also observed that firms have the tendency not to disclose the intellectual capital information. Conclusions - This study recommends that intellectual capital should be presented in a fixed format and human, relational and structural capital should be included as intellectual capital. Additionally, it suggests that mandatory requirement of legislation, effective corporate governance mechanism and stock exchange listing requirement might increase the quality of intellectual reporting.

  • 최근 기업의 비즈니스 가치 증대를 위해 IT의 전략적 활용과 정보시스템과 비즈니스 프로세스간의 연계와 통합에 대해 중요성이 강조되고 있다. 이에 따라 다양한 IT 서비스와 자신들을 효과적으로 관리하기 위한 IT 거버넌스 개념 재정립의 필요한 시점이나, 학계와 산업계의 높은 관심에 비해 국내 기업의 실증적인 사례연구가 부족한 실정이다. 본 연구에서는 사례 연구를 통해 IT 거버넌스와 관련하여 현재 기업에서 수행 중인 의사결정 체계와 활동, 유형 및 결정 요인 등을 살펴봄으로써 IT 거버넌스 구축의 현주소 및 향후 활성화 요인을 제시하고자 한다. 비교 분석을 위해, 동일 산업군에서 매출액 규모가 유사하고 IT 투자율이 높은 국내 대기업 2개 업체를 선정하였으며, Structure, Process, Relational Mechanism 관점에서 관련업체의 IT 부서 주요 관계자들과의 인터뷰와 여러 내부 자료들을 활용하여 심층적인 사례 분석을 수행하였다. 'A'사와 'B'사의 IT 거버넌스 사례 분석을 통해 의사결정 메커니즘과 요인을 파악하고 이를 바탕으로 보편적인 적용이 가능한 의사결정 영역별 특성 및 구성요소를 구체적으로 제시함으로써, 향후 기업의 환경에 맞는 IT 거버넌스 체계 구축 및 Reference로서 활용을 기대한다.

  • Even though there are growing numbers of IT utilization in many organizations, they are required to use only constrained amount of resources due to the decrease in IT Investment, following economic recession. Besides, the CEOs in those organizations are required to assess how IT Investment, which has been gradually increased during the industrial growth, affects their organizational performances. Thus, they began to enforce IT governance so as to measure IT efficiency and minimize business risks. As a result, they improved the decision making process of IT Investment, enforced IT value assessment, and established the IT Investment-performance evaluation process as well. In this article, I aimed to make it clear how IT Investment affects the IT Performance by analyzing the effects of the factors constituting the IT Investment managing system and the Process Maturity on the User Satisfaction. This analysis can suggest a practical IT Investment-performance model, which can increase organizational performances.

Limits to the Institutional Formation and Operation for the Network City : A Case Study of Daegu-Gyeongbuk Free Economic Zone (네트워크 도시의 제도적 구성과 운영의 한계 - 대구경북경제자유구역을 사례로 -)

  • The aim of this paper is to explore limits to the institutional formation and operation for network city as a case study of Daegu-Gyeongbuk Free Economic Zone (DGFEZ) in the introductory context. The legal and institutional framework of FEZ in Korea can be characterized by multi-dimensional, vertical or horizontal governance. However, in terms of its implementation process of DGFEZ, the density of the public-private network becomes relatively week, and consequently, the level of participation by local people was not institutionalized in a more collaborative way. With respect to the network city for DGFEZ, while at the initial stage its plan was highly focused upon the conceptual framework of the city, the process of its implementation was based upon a polarization strategy of individual unit and a performance-oriented type. Other evidence for it is that administrative organization in DGFEZ changed from development-based throughout investment attraction-focused up to region-based department. Therefore, there are limits to the institutional formation and operation for the network city in the context of DGFEZ.

  • Lately innovation is perceived as a systemic, horizontal phenomenon and requires a new governance for innovation. Subsequently, broader societal questions enter the domain of innovation policy and coordination and integration between innovation policy and various other policy domains, such as economic, educational, social, regional and environmental policies become crucial. Definitions of policy integration include terms such as coherence, cooperation, coordination and put great emphasis on joint working to promote synergies among policies and reduce duplication and the use of the same goals to formulate policy. As innovation capabilities of the private sector have improved and it has become unclear who to catch up with, the Korean government, a leading player in the process of "catch-up," is likely to have more difficulties in maintaining the old way of planning and executing policies. The Korean government is now under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries longer, which in turn reveals various limits of the existing policy framework. Policy integration involves a continual process demanding changes in political, organizational and procedural activities. To ensure long term and cross sectoral innovation policy, overall change and improvement in policy and its implementation needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

An Inquiry into the Triple Helix as a New Regional Innovation Model (새로운 지역혁신 모형으로서 트리플 힐릭스에 대한 이론적 고찰)

  • Following the emergence of a knowledge-based economy, the triple helix model has been recognized as a new - regional and national - innovation model. This model seeks to understand the innovation process that is centered upon the university-industry-government interactions. The governance of the triple helix innovation system can be divided into three models according to the structure and depth of university-industry-government interactions. In the context of evolution, the triple helix can be established through the following three processes of development; i) internal transformation of each helix, ii) impacts of one helix on another helix, and iii) horizontal interactions among three helices. In theory, the triple helix model can be covered as part of the innovation system perspective. Compared to the innovation system perspective, the triple helix model tends to pay, however, more attention to the incompleteness of innovation system and the role of university in the process of knowledge creation. In view of regional innovation, the triple helix can be sustained when the triple helix spaces, including knowledge space, consensus space and innovation space, are created and the three triple helix spaces interact with one another. The existing literature on the triple helix model tends to make selectively use of only a single method between the qualitative method and the quantitative method, although both have shortcomings to reveal the dynamic characteristics of university-industry-government relations. Therefore, research on the triple helix is required to reconcile with two research methods, which are distinct but complementary in nature.

  • Current business environment asks the fundamental changes about business security. The essences of these changes are that the security management of today's global business is important task of managers and the security practitioner is professional who needs very specialized education and training with business thinking. Rapid process of globalization of global village tore down the business limit that was restricted on the geological areas' limitation. Rapid business environments' change that is driving depends on development of science and technology with globalization needs new paradigm to keep business continuity. With the process of globalization, Korea, which importance is gradually increasing in the national economy, has trade dependent economic system, which keeps power of national economy through trade, so Korean economic tendency is accelerating. To keep competitiveness in global market, new strategy that is different with existing domestic business management is necessary. That is, capacity of coping with outside risk in domestic business management is established in some degree, but business activities in foreign countries faces at numerous unexpected risks that differ from country to country such as difference with the custom, changes of corporate governance etc. To cope with these new risks effectively, new paradigm for business risk is necessary. Especially, flexibility of thinking like new paradigm is necessary to cope with new security risk effectively. To cope with security risk that occurs in the new business environment effectively and competes against international company in global market, company management and members' changes of cognition about security and innovative changes in security policy is necessary. In the basement of these changes, there is expansion of business security tasks, improvement of report line, enhancement of professionalism and status of security officers, variation of hands-on workers and increasing of investment to the security etc.
