A CASE STUDY OF TAIWAN'S FRAMEWORK TO EVALUATE UNSOLICITED PUBLIC/PRIVATE PARTNERSHIP PROPOSALS

  • The acceptance of unsolicited proposals (a private-initiated process) has been viewed by several governments as a means of encouraging innovative initiatives. However, the ramifications of this mechanism are still poorly understood. This paper analyzes a framework used by the Taiwanese government to evaluate unsolicited proposals. Taiwan's experience demonstrates the need for an improved framework in which key issues such as building consensus, maintaining a transparent procurement process, ensuring sufficient competition, and protecting intellectual property rights shall be addressed. In addition, the case study suggests that the roles of participants, the relationships and interfaces of activities, information flows, and decision making points should all be well defined. Some fundamental differences between solicited and unsolicited proposals are also discussed.

  • The purpose of this study is to analyze the programs and the roles of Architectural Centers by their types in terms of the main body of organization. In order to figure out the programs and the roles, we examined the possibility to have different roles and varied collaboration ways depending on their main body types : central, municipal, architectural associations, and other private sectors. We also investigated the process of establishment of the Centers, their programs to promote the public and private partnerships focusing on the quality improvement of public architecture, research & investigations, education & publication, and cultural exchange & events. From this study, we could find out the differentiated management strategies and the ways of collaboration in public & private sectors for architectural centers and understand which aspects should be taken into consideration in the establishment of architectural centers. Centers initiated by public sectors generally have been focusing on supporting funds and centers initiated by private sectors relatively have developed the field oriented programs activating collaborative network and public participation.

Strategies for Vitalizing Private Participation in the Land Development in Korea (지역공공개발사업에 있어 민간참여 활성화 방안 연구 -택지개발 사례를 중심으로-)

  • In Korea large scale land development projects have been initiated, in general, by public sector. Due to the on-going liberalization and deregulation trends, however, the need for the land development by private enterprizes is growing very fast. Nontheless, the present situation including institutional setting is not favorable enough for the private participation. The purpose of this study is to provide necessary strategies for vitalizing private participation in the land development. The main contents of this study are devided into four parts. First, the background logic of the private participation in land development is investigated theoretically through reference review. Second, the present situation especially in terms of institutional aspects in analysed and criticized. Third, similar experiences of foreign countries, such as Japan, Germany, France, England, are reviewed in short. Finally, some measures and strategies for improving the present institutional settings are provided and recommended. These include the simplification of the complicated planning system, alleviation of the restraints against private land development, diversification of land development methods and etc.

The Changing Roles of Ownership in the Economic Growth in China

  • This paper examines the changing roles of ownership in the economic growth by using a panel data set of 30 provinces in China for the period (1999-2010). With the use of absolute and relative presence variables, this study shows that private enterprises have emerged as the engine of economic growth in China in the later period (2005-2010). The growing size and number of private enterprises are positively linked to growth. However, though foreign-invested enterprises have been acclaimed as the main contributors to economic growth in China, they have minimal effect on the economic growth in the later period. State-owned enterprises have a significant and negative effect on the economic growth in the later period. The results can be interpreted that the engine of growth in China has been changed over time from other ownerships to private ownership. Private companies have developed a lot in every respect and started to lead the economy for long-run growth. China initiated its economic growth by adopting foreign capital and it is still the top destination for foreign direct investment among developing countries. However, to sustain the growth over a long period, private sector should be of great importance and perform a key role in the view of catch-up economics.

Tensions between Secondary Mathematics Teachers and Educational Policy Regulating Academic Acceleration in Korea

  • The Korean government initiated an educational policy regulating academic acceleration in schools (e.g., regulating teaching or assessing above-grade-level content) in order to normalize public education and prevent the growth of private tutoring. To analyze whether the policy is achieving its intended goals, this study examined how high school mathematics teachers responded to the policy. The findings indicate four distinct teacher responses: the teachers would teach above-grade-level lessons in classes, but not assess them on a test; the teachers sought academic acceleration to prevent excessive private tutoring, although the policymakers thought that teachers' academic acceleration results in an excessive demand for private tutoring; the teachers were willing to teach above-grade-level content for students, but they were reluctant to teach below-grade-level content due to the time constraints; and the teachers recognized that the policy limited their curricular autonomy, even though it was intended to ensure their autonomy. Implications for mathematics teacher educators and policymakers are discussed.

A Study on Developing Qualification Criteria in the Private Security Industry (민간경비 자격검정 개선방안에 관한 연구)

  • As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.

The Characteristics and meanings of the Agricultural Extension Work during the Period of Japanese Rule (일제시대 농촌지도사업의 성격과 의의)

  • Objective of the study was to investigate characteristics and meanings of the agricultural extension work during the period of Japanese $rule(1906{\sim}1945)$ through historical review on the work. The agricultural extension work during the period of Japanese rule was categorized into six patterns such as agricultural extension work by (1) government agricultural administration system, (2) agricultural experiment/research institute, (3) public school, (4) through the movement of rural development(Nong-chon-Jinheung Undong), (5) pro-government private organization, and (6) pure private organization. In conclusion, the characteristics of the extension work were defined; 1) a tool and/or method for colonial rule, 2) non-democratic and top-down extension work by administration, 3) authoritative and coercive work initiated by governmental system, 4) nation wide work of cooperation with public and private organization, 5) extension work focused on production increasing food and industrial materials, and 6) extension work initiated by government system without participation of pure private organization. The meanings of the extension work were reviewed in two ways. Firstly, in macro point of view, the work has negative meaning that was utilized as a tool and/or method for Japanese colonial rule, since the extension work was implemented under the direction of agricultural policy and was also directly related to the policy of Japanese colonial government. Secondly, in micro point of view, the work has significant meaning either negative or positive such as 1) beginning of modernized extension work based on experiment and research, 2) introduction of forcible agricultural extension work, 3) inducement of distrust tendency to agricultural policy and agricultural extension work, 4) establishment of basis in hardware of agricultural extension work, 5) production of experience in software of agricultural extension work, and 6) improvement of recognition toward scientific farming and improvement of level in agricultural techniques.

Effects of Child-Initiated Cooking Activity on Young Children's Self-Efficacy and Learning Interest (유아주도 요리활동이 유아의 자기효능감 및 학습흥미도에 미치는 영향)

  • The aim of this study was to examine the effects of child-initiated cooking activity on young children's self-efficacy and learning interest. To achieve this, the child-initiated cooking activity and teacher-initiated cooking activity were performed on an experimental group and comparative group, respectively. A total of sixty-eight subjects in 2 classes of 34 four and five year old children in private child-care centers in Chungnam from September 9 to December 31, 2013 were evaluated. The results were as follows. First, the general self-efficacy of the comparative group increased slightly, but that of the experimental group increased significantly, which showed a statistically significant difference in the general self-efficacy. In addition, the child-initiated cooking activity had an effect on the improvement of the cognitive domain, social-emotional domain and physical domain by each sub-factor. Second, the general learning interest of the comparative group increased slightly, but that of the experimental group increased significantly, in which there was a statistically significant difference in the general learning interest. In addition, the child-initiated cooking activity had an effect on the improvement of attention, interest, confidence, conscientiousness and activity interest by each sub-factor. In the findings stated above, the child-initiated cooking activity was an education activity that had a positive effect on the young children's self-efficacy and learning interest.

Issues and Solutions of Restructuring Private Universities (사립대학의 구조조정을 둘러싼 쟁점과 합리적 해결 방안)

  • The purpose of this study is to conceptualize some issues around university restructuring in Korea, and explore rational-practical solutions ensuring the survival of higher education institutes confronting many challenges like rapid decreasing rate of birth, global open market of higher education system, and the phenomena of concentration on capital city area etc.. In order to achieve study goals, higher education policies and provisions of past governments from DaeJung Kim's to current MeongBak Lee's were analyzed, and also characteristics and directions of university restructuring of each government were identified. Through this analysis, it was evident that the main concern of university restucturing discourse was primarily focused on how to make public universities have high level of competitiveness. On the other hand, private universities had been totally alienated from university restructuring discourse since 1990's, despite their historical and great contributions to national development of our country. Based on some criticisms of educational policies of national government and partial revision proposal of the higher education act initiated by a few assemblymen, this study suggested eight solutions for developmental restructuring of private universities; constructing comprehensive framework of university restructuring, keeping market-friendly restructuring principle to allow universities take an autonomous position, revising methods, criteria and indexes of university evaluation, reducing the number of enrolling students, not the number of universities and colleges, a new policy to develop local universities allying with universities located at capital city area, differentiating private universities into two types of semi- or quasi-national university and complete autonomous university, legislating financial supports to private universities, and lastly, equal treatment of public and private universities in pursuit of half price tuition.

The Private-Initiated Park Development Project in Terms of Securing Publicity Operation Characteristics Analysis - Busan Metropolitan City as a Case - (공공성 확보측면에서 민간공원특례사업 운영특성분석 - "부산광역시를 사례로" -)

  • This study examines the process of project promotion in Busan, which introduced the private participation-type consultative body for the first time in the country in the promotion stage of the private-initiated park development project, and introduced flexible application of the system and differentiated policy elements in the implementation process, and examines the operational characteristics and we tried to analyze performance, etc. As a result of the analysis, first, the preferred bidder was selected by introducing a mixed method in the project method, which is an independent project method that cannot be seen in other local governments. Second, by specifying guidelines considering the characteristics of each park and detailed guidelines such as the location, area, and maximum height of non-park facilities, criteria for establishing a rational development plan utilizing regional identity and the basis of evaluation standards were laid. Third, in the project process, transparency was secured through the delegation-type roundtable, in which the private sector performs the functions and roles of key actors, thereby preventing disputes such as suspicion of preferential treatment. Fourth, in order to improve the quality of park facilities to be donated and to secure design adequacy, after approval of the implementation plan, a general planner was introduced and construction project management (design stage) services were performed to promote efficient implementation and specialization of luxury parks in the region. As a result, the city of Busan carried out the project efficiently by conserving 5 parks from sunset, a park area of 2.25km2, and reducing land compensation and park construction costs by KRW 740 billion. Reinforcement of the public nature of the private-initiated park development project was suggested. However, due to the application of these systems and verification procedures, the project period is prolonged, and park services are delayed along with the financial burden on private operators.
