In Korea's ship finance, due to the nature of pro-cyclical investment, the private sector's ship finance greatly shrinks during the shipping recession, and policy financial institutions take the lead in ship finance. Meanwhile, the government established the 「Strategy for the Realization of Shipping Industry Leader」 (June 29, '2) and set a development goal by 2030 through support such as securing new high-efficiency ships. To promote financial investment. However, investment in the shipping industry is not easy to induce due to risks and uncertain market conditions. Therefore, it is necessary to review tax benefits that can induce joint investment of investors at the government level. Therefore, it is necessary to introduce a Korean version of tax lease scheme for ships in order to resolve the liquidity gap in the domestic ship finance market and successfully implement the five-year plan for reconstruction of shipping industry.

The world's leading industrialized nations are improving their national science and technology capacity through the continuous expansion of national R&D investment and the improvement of performance in accordance with the trend of the fourth industrial revolution. As rapid technological development following technological convergence necessitates a preemptive response to a new paradigm, the importance of securing high technology that affects the national competitiveness is increasing day by day. Core technologies and future new technologies that affect national competitiveness can be seen as a measure to upgrade the nation's innovative capabilities. In particular, the core technologies and future new technologies to prepare for changes in a security environment and future battlefields are very important in the defense sector that develops weapons systems. In the defense sector, the core technologies based on the military weapons systems are identified, and future new technologies that use the best technologies of the private sector for national defense, not on the needs of develops weapons systems, are derived. This study examined the characteristics of core technology and future new technology of defense ground unmanned systems, conducted a comparative study through empirical analysis, and concluded that strategic technology planning and research and development are needed according to the core technology and future new technology characteristics.
Although the bottom-up rural area development project was conceived with great expectations, the general evaluation of the project so far reveals that it does not significantly differ from projects carried out in a top-down manner. This paper examines the nature of the bottom-up rural area development project with a focus on its background, including the roles of authority and project participants. Results revealed that the project was designed to be implemented in line with the state affairs ideology of the leader in a negative position of bureaucratic society. Though the form of implementation for the project seemed bottom-up as seen in the process of the roles and authorities in supporting organizations the top-down method of implementation can be seen in the authorities and roles of the central government. It was also noticed that the private sector, designed to elicit participation of various experts, looked to be managed and controlled by public organizations. The abovementioned signifies that the Korea rural area development project has been implemented not in a bottom-up manner but rather in an ever-strong top-down manner, which means that the central government holds more responsibility for the project's results, evaluation, and discussions. Furthermore, as seen in the background of the project, policies have been implemented in a top-down manner without the confidence of the bureaucratic society. Therefore, in order to implement a proper bottom-up rural area development project, there is a need for the bureaucratic society to have confidence in the rural societies.
Objectives: This study aims to develop a community care model in traditional Korean medicine (TKM) by developing a community care participation model for the health of the elderly and deriving tasks to implement it. Methods: This study implemented a group interview with experts. A fact-finding survey was conducted targeting 16 local governments that are implementing a leading project to identify the status of TKM service provision and welfare service linkage in all regions. An expert group interview (FGI) targeted public and private sector experts for each job role, the former represented by those in charge of the central government's health care policy and administrative delivery system, and the latter by professors majoring in social welfare, professors majoring in health, and local TKM societies. After forming the expert groups, three expert group interviews were conducted. Results: Through collective interviews with experts, a model for providing TKM and welfare services in community integrated care was derived by dividing it into local and central government levels. The strategies and tasks for promoting TKM-oriented health welfare services were derived from 3 strategies, 8 tasks, and 20 detailed tasks. Conclusion: The core direction of the TKM health care model is the region-centered provision of TKM and welfare services. To this end, policy support for the use and linkage of health care service resources is required at the central government level, and linkage and provision of health welfare services centered on TKM are necessary through linkage and convergence between service subjects and between government health care projects.

The usual definition of and urban resort was a place vastly different from places of daily life such as a theme park or other tourist destination. At the same time, revival of the combination of usual and unusual spaces, in a way like the mixed "Hare"(Special occasion of public event) and "Ke"(Daily life) spaces of communities of old Japan, is part of the idea of urban resorts. A competition was held to determine the private executor who would be entrusted with the planning, design, construction and management of the project, considering the conditions of the area, the stadium′s relationship to it and local revitalization. This is a study to review provision and production system of social services in European welfare states and find out implications to Korea. Firstly, trends of social service extension and reorganization in welfare state restructuring process, and approaches in interventions to social service system are theoretically discussed. In this discussion, we focus on the discussion of Jessop's workfare in social service extension and reorganization and the concept of innovation in intervention to social service system by state. Then, In order to look at details of reorganization of social service system through restructuring of European welfare states, German case is reviewed. In this review, the reorganization of social service provision and production system in Germany is analyzed through the comparison with the pre-existing system in terms of relationships with public sector as well as between public and private sector respectively. Finally, implications of the European and German experiences to Korea are explored. In order to do so, the state of social services in Korea is examined whilst comparing to the European development process of social services. Odor problem of livestock operation is important issue in a local community. I quantified the property price impact of 199 livestock operations for 3,355 housing sales in the U.S (Colorado). Spatial hedonic model was adopted to deal with spatial autocorrelation in housing market. Small beef and dairy operations, which are the traditional agricultural sector, seem to create a positive rural lifestyle amenity effect. However, the impact of livestock operation on rural residential sales turns to negative if the operation is over a certain size and species. Large hog and sheep operation seems to bring fatal economic loss from the local community perspective if it close to residential area. Livestock odor is one of the negative externality, the results provide the potential social cost of the livestock sector in the region. Policy makers may incorporate this social cost in the regional planning to minimize the social and maximize the development effect. In the field of architecture, the sustainable architectural concept, "green buildings," has been suggested as an alternative to solve the environmental problems; however, the concept has not yet been converted to awareness and development of related technology. The leading role of public sector has been socially and economically influential in the nation, hence green public buildings are significant to stimulate the spread of green buildings in the nation. This study is to draw an appropriate method of implementing the green building concept to the two main government office buildings of Jeju Special Self-Governing Province based on the plan to improve the work environment; it is also to provide long-term directions of implementing policies and reference for the public and private sector to utilize the green building concept. Its research methodology was the survey method. A total of 142 questionnaires were returned by government employees of the two buildings. It accounts for 20% of the total number of 711 workers of the buildings. According to the analysis of the returned questionnaire, the majority of the surveyed have a positive evaluurned toward the introduction of green buildings due to their expecturned for the possible i the buildingstheir work environment. In addition, they showed more interest in space planning with natural ventilation than automatic systems regarding applied methods for green buildings.
