This paper focuses on the study of a development direction of the industrial security Expert system. First of all, in order to manage Industrial security system, we need to have law, criminology, business and engineering professionals as well as IT experts, which are the multi-dimensional convergence professionals. Secondly, industrial organizations need to have workforce who can perform security strategy; security plan; security training; security services; or security system management and operations. Industrial security certification system can contribute to cultivate above mentioned professional workforce. Currently Industrial Security Expert(ISE) is a private qualification. However, the author argued that it have to be changed to national qualification. In addition, it is necessary that the system should be given credibility with verifying the personnel whether they are proper or not in the their field. In terms of quality innovation, it is also necessary that distinguish the levels of utilization of rating system of the industrial security coordinator through a long-term examination. With respect to grading criteria, we could consider the requirements as following: whether they must hold the degree of the industrial security-related areas of undergraduate or postgraduate (or to be); what or how many industrial security-related courses they should complete through a credit bank system. If the plan of completing certain industrial security-related credits simply through the credit bank system, without establishing a new industrial security-related department, has established, then industrial security study would be spreaded and advanced. For private certification holders, the problem of the qualification succeeding process is important matter. Additionally, it is necessary to introduce the certifying system of ISMS(Industrial Security Management System) which is a specialized system for protecting industrial technology. To sum up, when the industrial security management system links the industrial security management certification, industrial security would realize in the companies and research institutions dealing with national key technology. Then, a group synergy effect would occurs.
The purpose of this study is to investigate the influence of the social welfare service delivery system of Namyangju City on the satisfaction degree of the elderly with welfare services and on their quality of life. This study conducted a survey of the elderly aged 65 and over who were either service users or nonusers of the public-private partnership welfare service delivery system called Hope Care Center. A total of 324 copies including 205 copies of Hope Care Center users and 119 copies of nonusers were analyzed. The analysis shows that the four key elements of welfare service delivery system are statistically significant to the service users of Hope Care Center than the nonusers with the users' higher level of satisfaction with the services. However, in terms of quality of life, there was no meaningful distinction between the two groups. This indicates that services of Hope Care Center increased the satisfaction with welfare services, thereby improving users' quality of life to the level of nonusers. Further studies for the same subjects are expected to be deeper if they compare and analyze the before and after of using Hope Care Center with more comprehensive independent variables.
This case analyzed the efficiency of 79 R&D projects performed within one private research center in machine tools industry. DEA was used for efficiency analysis. Input variables were R&D investment expense and man-month. Output variables were achievement rate on target development period and expected net sales within 5-years. Samples are divided into product development, Prior technology development, and control technology development. The key result is that Prior technology showed the lowest efficiency because of high uncertainty. It was so difficult to determine its goals and to make its specific plans. With respect to scale, the proportions of CRS(constant returns to scale) were 34.6%, 14.3% and 38.9% for product development, prior technology, control technology respectively. As for IRS(increase returns to scale), they were 53.8%, 85.7% and 38.9% for product development, prior technology, control technology respectively. As for DRS(decrease returns to scale) they were 11.5%, 0% and 22.2% for product development, prior technology, control technology respectively. On the whole, in this case, insufficient input was more problematic than excessive input, which means the lack of investment in R&D. Prior technology can be the source of the future competitiveness of companies. To operate inefficient DMU efficiently, the optimal input should be managed and it is derived from comparison with the reference group.

The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties to the government-funded research centers and agencies. These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.

RSA-CRT is one of the commonly used techniques to speedup RSA operation. Since RSA-CRT performs its operations based on the modulus of two private primes, it is about four times faster than RSA. In RSA, the two primes are normally thrown away after generating the public key pair. However, in RSA-CRT, the two primes are directly used in RSA operations. This led to hardware fault attacks which can be used to factor the public modulus. The most common way to counter these attacks is based on error propagation. In these schemes, all the outputs of RSA are affected by the infected error which makes it difficult for an adversary to use the output to factor the public modulus. However, the error propagation has sequentialized the RSA operation. Moreover, these schemes have been found to be still vulnerable to hardware fault attacks. In this paper, we propose two new RSA-CRT schemes which are both resistant to hardware fault attack and support parallel execution: one uses common modulus and the other one perform operations in each prime modulus. Both proposed schemes takes about a time equal to two exponentiations to complete the RSA operation if parallel execution is fully used and can protect the two private primes from hardware fault attacks.

The positive changes in urban space and urban activities resulting from the urban services provided by Smart City is not accomplished by simply creating the physical environment built on ICT but through the cooperation and participation of citizens and private sector, which is in fact key to success. In this study, this research analyzed the role and structure of smart governance, which is a system of horizontal cooperation between public and private sector, and analyze its role in developing Smart City. The study also proposes various ways to facilitate such development in each of critical categories. For this purpose, this research studied 228 smart services across 11 categories registered in the Ministry of Land and Transport in Korea to analyze the spatial distribution of smart services by spatial hierarchy and their characteristics Also, the research conducted a case study of MetroGIS, which is an information collaboration governance system for the greater area of Minneapolis and St. Paul in the state of Minnesota, United States, to explore how governance is formed; its organizational structure; the role of sub-level organization hierarchy and their interrelationship. The results of the analysis suggest that the following conditions are required to create a smart city: first, public sector resource assistance for building community; second, enhanced communication system within the community and with outside the community; securing financial stability and establishing a model of sustainable development to induce the community to evolve into a governance form.

The purpose of this study is to critically evaluate the DPD development plan of Kyungpook province, which was established in 1996 and slightly revised in 1997 in terms of a theoretical framework, fair distribution and ecological sustainability, and the feasibility of capital supply of the proposed plan. The early part of the proposed plan introduces various theories and approaches developed in regional (or local) development planning as a general after the 1970s. However, the theories and approaches mentioned are not used as a guideline to establish the DPD development plan of Kyungpook province as a historically developed particular place. Most of the plans were tourism-oriented and did not seriously take the local characteristics into account. All the DPDs of Kyungpook province are located in the upper parts of the Nakdong River basin. So those regions are ecologically vulnerable. But a lot of problems remain concerning the environmental impacts of the proposed development plan. In terms of fair distribution and ecological sustainability, it seems that the DPD development plan was routinely made by a handful of professors and administrators, based on a standard format of regional (or local) development as a genera]. Finally, capital is the key factor for successfully implementing the DPD development plan. It came from the national and local government and private investors. The government have generally financed the construction of infrastructures, not profit-oriented projects such as tourism and resort businesses. However, the feasibility of private capital was not carefully examined in the plan.
This paper examines the American Civil Liberties Union(ACLU)'s recent legal challenge on patents held by Myriad Genetics on two genes (BRCA1 and BRCA2) associated with a high risk of breast and ovarian cancer. Instead of analyzing the ACLU's objections to the BRCA patents in terms of its legal technicalities and normative ethical principles, this paper seeks to situate this legal case in the broader historical context of the shifting understanding of the relationship between private ownership, economic development, and the public interest in academic sciences. This paper first briefly chronicles a series of scientific developments and key legal decisions involving patenting of life forms, including genetically engineered micro-organisms animals and biological materials of human origins like cell cultures and genes, that led to the US Patent and Trademark Office(USPTO)'s official guidelines on human gene patenting in 2001. At another level, this paper analyzes the expansion of the scope of intellectual property rights in the life sciences in terms of shifting economic and legal assumptions about public knowledge and its role for economic development in the 1970s. I then show how these economic, legal, and ethical ideas that linked private ownership and the public interest have been challenged from the 1990s, calling for revisions in intellectual property laws regarding a wide array of life forms. The tragedy of the anticommons in human gene patenting, according to ACLU, has severely undermined creative scientific activities, medical innovations, access to health care and rights to life among cancer patient groups. ACLU's objection to human gene patenting on several US-constitutional grounds in turn suggests issues regarding intellectual property are critically linked to vital issues pertinent to the creative communities in arts and sciences, such as free exchange of ideas, censorship and monopoly, and free expression and piracy etc.

This paper aims to analyze factors affecting technology transfer performance according to different types of Korean universities and to conduct the research for the channel and extent of impact between these factors, utilizing 5 - year data for the technology transfers of 110 universities based on the survey by National Research Foundation of Korea. According to the analysis, incentive for researchers is the most crucial factor in local universities and small & medium-sized private universities located in the capital area. And numerical value of intellectual property rights owned by university is the key factor in universities specializing in science & engineering / industry. Also, Big-sized universities are heavily affected by the number of full-time faculty. In case of private universities, government subsidy relating to patents is critical factor for technology transfer performance. The mean value of all variables is a lot higher in participant universities than non-participant ones in CK(Connect Korea) project. In summary, it is suggested that steady financial support provided by the government is required and that mutual cooperation for industry-university-government is also needed for the commercialization of the technologies held by universities.
While there were separation, confrontation and conflicts in Yungnam confucian group in seventeenth century, Nampa Jang Hak(1614~1669), was one of the representative figure among Yeoheon's pupils in doing the project of Yeoheon's enshrinement and strengthening the solidarity of Yeoheon's students. His family had close relationship with Yeoheon, and he started to receive instructions from Yeoheon in his early ages. Owing to the close relationship with Yeoheon, Nam pa did the leading role in the memorial projects, such as publishing the collection of works, and enshrining Yeoheon's tablet in Seowon, a private academy. Especially, he defined Yeoheon's scholarstic mantle as 'assertion that does not come from the teacher whom specifies(不由師承論)' and tried to link Yeoheon's work with other confucian saints' works. This linkage functioned as a stepstone for the projects of enshrining Yeoheon in the memorial hall of their private school, Seowon. Accordingly, in this paper, Nampa's life and academic activities are investigated, considering he was in the middle of the turmoil of separation and conflict of Yeongnam confucian group. Specifically, Nampa was most actively involved in the project of enshrining Yeoheon, and he defined Yeoheon's scholaristic mantle as 'assertion that does not come from the teacher whom specifies(不由師承論)'. Basing on this understanding, he pushed ahead the controversial project of enshrining Yeoheon's tablet in Imgo Seowon(臨皐書院). Although Nampa's scholaric key concepts cannot be found clearly, he tried to diffuse Yeoheon's academic thought over other regions, and by this activity, he tried to solidify Yeoheon's scholarstic achievement and status. His activity confirms that he was most distinctive student of Yeoheon. Ultimately, He was the central figure of late times of Yeoheon school, comparing to the most prestigious fifteen scholars(樑頌十五賢) and ten scholars(旅門十哲) who represented the early times of Yeoheon school.
