  • Private consulting firms that are currently participating in rural area development projects with a bottom-up approach are involved in nearly all areas of rural area development, and the policy environment that emphasizes the bottom-up approach will further expand their participation. Reviews of private consulting firms, which started out with high expectations in the beginning, are now becoming rather negative. Expertise is the key issue in the controversy over private consulting firms, and the analysis tends to limit the causes of the problems within firms. This study was conducted on the premise that the fixation on cause and structure results in policy issues in the promotion process. That is because the government authorities are responsible for managing and supervising the implementation of policies, not developing the policies. The current issues with consulting firms emerged because of the hasty implementation of private consulting through the government policy trend without sufficient consideration, as well as the policy environment that demanded short-term outcomes even though the purpose of bottom-up rural area development lies in the ideology of endogenous development focused on the changes in residents' perceptions. Research was conducted to determine how the problems of private consulting firms that emerged and were addressed in this context influenced the consulting market, using current data and based on the firms' business performance. In analyzing the types, firms were divided into three groups: top performers including market leaders (9), excellent performers (36), and average performers (34). An analysis of the correlation between the business performance of each type and managerial resources such as each firm's expertise revealed that there was only a correlation between human resources and regional development in excellent performers, and none was found with the other types. These results imply that external factors other than a firm's capabilities (e.g., expertise) play a significant role in the standards of selecting private consulting firms. Thus, government authorities must reflect on their error of hastily adopting private consulting firms without sufficient consideration and must urgently establish response measures.

  • In India, continuous production of electricity and sweet/potable water from Solar power and desalination plant plays a major role in the industries. Particularly in Copper industry, Solar power adopts Solar field collector combined with thermal storage system and steam Boiler, Turbine & Generator (BTG) for electricity production and desalination plant adopts Reverse osmosis (RO) for sweet/potable water production which cannot be used for long hours of power generation and consistency of energy supply for industrial processes and power generation cannot be ensured. This paper presents an overview of enhanced technology for Solar power and Desalination plant for Copper industry making it continuous production of electricity and sweet/potable water. The conventional technology can be replaced with this proposed technique in the existing and upcoming industries.

  • In India, the current operation of condenser cooling system & effluent disposal system in existing power plants aims to reduce drawal of seawater and to achieve Zero Liquid Discharge to meet the demands of statutory requirements, water scarcity and ecological system. Particularly in the Steam-Electric power plants, condenser cooling system adopts Once through cooling (OTC) system which requires more drawal of seawater and effluent disposal system adopts sea outfall system which discharges hot water into sea. This paper presents an overview of closed-loop technology for condenser cooling system and to achieve Zero Liquid Discharge plant in Steam-Electric power plants making it lesser drawal of seawater and complete elimination of hot water discharges into sea. The closed-loop technology for condenser cooling system reduces the drawal of seawater by 92% and Zero Liquid Discharge plant eliminates the hot water discharges into sea by 100%. Further, the proposed modification generates revenue out of selling potable water and ZLD free flowing solids at INR 81,97,20,000 per annum (considering INR 60/Cu.m, 330 days/year and 90% availability) and INR 23,760 per annum (considering INR 100/Ton, 330 days/year and 90% availability) respectively. This proposed modification costs INR 870,00,00,000 with payback period of less than 11 years. The conventional technology can be replaced with this proposed technique in the existing and upcoming power plants.

Especially, foreign donor countries has fostered the development consulting firm in the private sector with the legal and institutional support. As the result, it has played the important role to create the job opportunity for whoever want to find the way in the international development cooperation. However, South Korea does not yet make the environment as much as foreign donor countries. Hence, this study aims to analyze the case on fostering the development consulting firm in the international development cooperation to draw the political implication for South Korea. With this, the result of the study is significant to rebuild the index on the impact evaluation of the employment that is fit to the international development cooperation. Thus, foreign donor countries suggests that fostering the development consulting firms in the international development cooperation should be based on the political and institutional support, tied network, and sustainable supply of human resources. Indeed, the improvement of the index on the impact evaluation of the employment would contribute to correctly measure the impact from the development consulting firm in the private sector.
