  • 아이디어는 소멸하지 않으며 지식생산과정에 수확체감의 법칙이 작용하지도 않는다. 그럼에도 불구하고, 사적측면만을 고려하는 단순한 내생적 성장모형에서는 지속적 경제성장이 달성되지 않게 된다. 그러나, 지식자본의 비전유성을 고려하여 이를 공적자본으로 간주하게 되면 지속적 경제성장은 달성될 수 있게 된다. 우리 경제에 대한 실증분석 결과가 지식의 공적자본으로서의 성격을 강하게 뒷받침함을 확인할 수 있다. 즉, 제품혁신 생산함수에 대한 모든 함수형태에서 지식자본이 사적재화라는 귀무가설을 모두 기각할 수 있다. 이상의 결과로부터 우리 경제는 제품혁신을 통해 지속적 경제성장을 달성할 수 있다는 시사점을 얻을 수 있다.

우리나라의 교육투자 수익률 분석에 관한 연구 (A Study on the Rates of Return to Education)

  • The purpose of the study was to estimate and analyze the rates of return to educational investment. The study was designed to estimate the social and private rates of return to educational investment by school level and sex in order to measure education's economic value with a viewpoint of human capital theory. The produced result of this study are as follows. The social rates of return to education turned out to be male high school 7.94%, male junior college 3.74%, male university 8.50% female high school 4.30%, female junior college 10.11%, female university 6.92%. The private rates of return to education turned out to be male high school 8.41%, male junior college 3.39%, male university 8.38%, female high school 7.90%, female junior college 10.34%, female university 7.33%, In order to measure economic value of educational investment, rates of return to education were compared with those to physical capital investment. Social rates of return to education turned out to be profitable for female junior college, while for private rates of return to education turned out to be profitable in all school levels except for male junior college.

Revisited Meaning of Gated Community as a Tieboutian Voter: Evidence from Seoul of Private Governance and Local Public Goods

  • Main research question of this study is about whether gated community (GC) as private urban governance gets along with local public goods by locating near to them. We examine this question through testing the Tiebout hypothesis from case study of Seoul, capital city of South Korea, in which GCs are so common to test the assumption empirically. For this, we examine the meaning of GC in 3 Es viewpoints; conceptualize the framework of Tieboutian co-evolution of GC and local public goods by hedonic price modeling. As a result, possibilities are found that GCs are to be seen from different point of view, viz. co-evolutionary mechanism between private and public governance; GCs effectively capture and represent the demand of residents for local public goods through voting by their collective locational choice. It allows us different kind of approach to investigate APTs as a co-evolutionary form of private and public urban order rather than seeing them only as a tool of speculative investment, particularly in rapidly urbanizing countries like Korea.

Capital Structure and Its Determinants: Evidence from Vietnam

  • This paper attempts to investigate the determinants of capital structure of Vietnamese firms and also shed light on some of the factors of the modern theory of capital structure which is relevant for explaining the capital structure in advanced countries which are also relevant in the context of Vietnam. Using panel data from more than 1000 Vietnamese listed enterprises census 2017-2020, the paper finds that leverage ratio of Vietnamese firms is significantly related to probability. The firms have high level of fixed assets which they use as collateral, resulting in higher debt ratio, which is in line with the pecking order theory. The result also confirm that highly targeted debt ratio is positively correlated with the industry characteristics (using real estate firms as a benchmark), in which firm operates. Furthermore, consistent with the trade-off hypothesis, the leverage ratio is positively affected by non - debt tax shield. The result confirms that a large number of companies are state - owned, will have an insignificant impact of firm's size (as reverse proxy for bankruptcy cost) on leverage ratio. We also find that there is no distinction between state-owned enterprises and private enterprises due to strict adherence to the rules set by the Vietnamese government. Distinct from other countries, corporate income tax has slight impact on capital structure in Vietnamese firms.

  • 민간투자사업은 정부에는 민간의 자본과 기술을 도입하고 민간은 정부의 공공재를 안정적으로 사용하여 수익을 창출할 수 있다는 상호이익으로 인하여 계속 활성화되고 있다. 국제적으로는 1980년대, 우리나라의 경우 1990년에 들어 도로, 철도, 항만, 공항 등의 사회간접시설(SOC) 사업이 증가하였다. 본 연구는 민간투자사업의 기본이 되는 민간투자법의 전반적인 부분을 고찰하고 쟁점 사항에 대한 개선방향을 도출함으로써 "민간의 투자를 촉진하고 국민경제 발전에 이바지 한다"는 민간투자법의 목적을 합리적으로 달성하고자 한다.

  • 국내 민간경호는 질적 산업으로 양산화 되기보다는 국내 업체들 간의 과열 경쟁으로 소수 업체를 제외하고 영세한 업체로 난립하는 양상을 보이고 있다. 이런 상황에서 한국계 중국인은 자체적으로 자국민을 위한 업무 영역을 만들어 국내 업체들과의 차별화된 산업으로 전문화되어지고 있는 상황이다. 본 연구는 재한 외국인 민간경호의 성장요인을 분석하고 선의 경쟁을 하는 한국 민간경호와 한국계 중국인 민간경호를 시작으로 협업을 통한 성공적인 활성화 개선방안을 제시하는데 그 목적이 있다. 본 연구에서 도출한 연구결과는 다음과 같다. 첫째, 한국계 중국인 경호활동의 성장을 불안감 없이 인정해야 하는지 둘째, 한국계 중국인 경호활동이 한국 내 필요한 이유를 찾기 위한 분석과 연구 지속적으로 진행되어야 한다. 셋째, 한국계 중국인 경호활동의 장점과 단점을 분석하여 한정되어 있는 국내 경호활동에서 벗어나기 위한 노력 중의 하나로 언어 능력 향상이 필요하다. 어렵다면 언어 구사가 가능한 인재를 발탁하여 경호활동 가능자로 배출해야 한다. 넷째, 한국계 중국인 경호활동과 국내 경호활동의 협업 활성화를 위하여 한국계 중국인에 대한 인식이 우선 변화되어야하며, 경쟁속의 경호활동이 아닌 서로를 이해하고 상부상조하는 회사 대 회사로 인정하는 관계 개선이 시급하다.

Public Housing and Social Capital in Australia

  • This paper addresses the relationship between public housing tenure and social disadvantage. The research examines social capital levels among public tenants in Australia, concentrating on their level of interpersonal trust and confidence in a range of public institutions. Through multivariate analyses of national survey data it also profiles the social and political background of public housing tenants. Although public housing tenants have access to secure and affordable housing, they appear to be less trusting and 'happy' than private renters or homeowners, and exhibit less confidence in some institutions such as the Australian parliament, universities and the ABC (the Australian public television broadcaster). These results probably reflect the residualised nature of public housing in Australia and indicate that public tenants are likely to be 'alienated' from certain aspects of mainstream culture. However, public tenants have higher levels of confidence than homeowners in the Australian defence forces and trade unions. So public housing may 'shore up' confidence and social capital in some areas, and levels of trust would be lower if public housing was not available to disadvantaged citizens.

Start-Up Visa: Rethinking Entrepreneurship and Human Capital in Immigration Policy

  • As industrialized countries transition into knowledge economies, there is a rising demand for talent and innovation. Support for start-ups through incubation, acceleration, and venture capital has turned into a key area of investment, with public and private actors searching for the next unicorn. This article examines start-up visas as an emerging policy tool in the global competition for highly innovative entrepreneurs. The study builds on a sample of eight national start-up immigration programs and applies human-capital citizenship (Ellermann, 2020) as a guiding framework. The article first proposes a conceptualization of start-up visas, suggesting that innovation and entrepreneurship also be considered in the theorization of skills. Second, the study examines the implications of start-up visas for international mobility. By focusing on the logic of entry requirements and subsequent benefits accrued through the status as a start-up founder, the findings of this study highlight the role of start-up visas in expanding privileged pathways to cross-border mobility. The article concludes with a discussion of implications for policy and research concerned with the international mobility of start-ups

민자 SOC사업의 시공단계 업무체계 개선방향 (The Improvement of Work Structure in the Private Investment SOC Project)

  • 국내 건설산업은 국가 경쟁력과 생산성의 확대를 위해 민간자본을 유치하여 SOC시설을 확충하고 있다. 하지만 민간주체가 발주자의 역활을 수행하는 민자 SOC사업의 수행과정 중 시공단계에서 기존의 재정사업과 같은 업무체계의 적용으로 인해 민자 SOC사업의 장점이 충분히 활용되지 못하고 있으며 참여 주체들 사이에 비효율적인 업무 부담이 발생하고 있다. 본 연구에서는 현재 수행 중인 2개 민자 SOC사업의 시공단계를 대상으로 관계법령과 실시 협약서를 분석하여 각 참여주체들간의 계약구조와 업무범위 및 수행체계를 분석하고 문제점을 파악하였다. 민자 SOC사업의 문제점을 개선하는 방향으로서, 감리자의 업무 범위와 체계를 개선하여 과중한 업무부담을 줄이고 주무관청의 총체적 사업관리를 위해 감리를 대신할 전문조직을 설치하여 최적의 업무체계를 구축할 것을 제시한다.

  • The use of school should not be limited to student education any longer but be extended for attaining social benefits. For this reason, school should play central roles not only in education but also in childcare, welfare, culture, physical education, etc. In order for school to accommodate various new functions, it is essential to promote the mixed-uses of school facilities, and this process requires the involvement of private capitals for early achievement of social benefits from school facilities. Thus, this study purposed to examine the necessity of the multiple uses of school facilities through the investment of private capitals, to diagnose the adequacy of build-transfer-lease (BTL) applied currently to the multiple uses of school facilities, and to find obstacles to the activation of private sector investment and suggest solutions for the obstacles. In particular, this study aimed at proposing plans to enhance the efficiency of private sector investment and activate private sector investment projects by suggesting how to promote the multiple uses of school facilities in consideration of profitability for private investors.
