This paper presents a Rotem's methodology for the establishment of train operation plan in Railway system. Train operation plan is the key prior plan to proceed the design of the civil and E&M relevant subsystem. But, due to the limitation of the environmental and project condition, common consensus to the key factors which make up the operation plan have not been accomplished. So, as a result of this comparative review for the general approaching method of train operation plan and application status of the major key factors being performed by Rotem, we will get the opportunities to improve the accuracy of the train operation plan.

Environment-indifferent developments have brought about a great deal of environmental pollution and a destruction of the ecosystem. The global interest in environmental pollution has emerged in accordance with the environmental regulations becoming ever stricter in the international society. Various attempts are being pitched in Korea such as the PERS (Prior Environmental Review System) and EIA (Environmental Impact Assessment) and they practice a significant impact on the construction industry. Recently, there have been cases where large-scale national development businesses are delayed and terminated or re-examined for their feasibility for not having reflected and analyzed the environmental factors of the natural and ecological environment. We must sustain the ecological functions and balance and minimize environmental pollution issues that can be caused by land developments and preserve the natural environment so to induce environmentally-friendly development businesses. Thus, this research paper proposes environmental review categories of the natural ecosystem sector that can be applied to all stages of construction businesses including master planning stages, basic planning and execution designing stage, construction stage, and maintenance stage. The environmental review categories proposed in this paper are expected to offer a great deal of support in terms of inducing environment-sustainable development to decision makers in the master plan stage, designers in the basic planning and execution designing stage, and construction managers in the construction and maintenance stages.
The introduction of Strategic Environmental Assessment (SEA) has strengthened and extended the value of Environmental Impact Assessment (EIA) as a fundamental tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a stand alone approach that is applied relatively late in the decision making cycle. SEA is applied to proposals of policy, plan, and/or programme when major alternatives are open. In Korea, similar to SEA, the Prior Environmental Review System (PERS) was introduced to overcome the limitations of the EIA, by checking the environmental impacts on major policy and administrative actions in the early stage of decision making process. SEA appears in various national, regional and international laws. SEA is addressed specifically in the UNECE SEA protocol to the Espoo Convention on Environmental Impact Assessment in a transboundary context, as well as the European Commission SEA Directive (2001/42/EC). SEA is a valuable tool for integrating sustainability decisions into country's policies, plans and programmes. This paper reviews the policy direction for implementation of the SEA and efficient Environmental Assessment (EA) through integration of the PERS and the EIA.
As Our society's environmental awareness and concern the significant increases, the importance of the legal system for environmental conservation such as the Prior Environmental Review System, Environmental Impact Assessment is growing increasingly. but, still critical issues are present such as reliability. Though there could be various causes such as the system or procedures etc. Above all, basically the environmental data problem is the critical cause. Therefore, this study was trying to improve the environmental data accuracy using the high-resolution color aerial photography, LiDAR data and Object Oriented Classification method. And in this study, classification based on coverage percentage of a particular species was attempted through the multi-resolution segmentation and multi-level classification method. The classification result was verified by comparison with 11 points local survey data. All 11 points were classified correctly. And even though the exact coverage percentage of the particular species did not be measured, It was confirmed that the species was occupied similar portion. It is important that the environmental data which can be used for the conservation value assessment could be acquired.
Purpose: Environmental education-research mainly focuses on the relationship between people and the environment. The purpose of this study is to focus on elaborating on the various ethical behaviors crucial in environmental education-related research. The study utilized a literature review of initial studies conducted on the topic as the primary source of information. Research design, data and methodology: This study has selected the literature content analysis as a research design because this analysis tool provided the present author numerous and tremendous previous works in the realm of authors' ethical issues within environmental education area and prior research already confirmed the high quality of an instrument. Results: Based on the investigation of the literature analysis, the findings emphasize that, while making any choice regarding environmental studies and research, authors and researchers must consider how ethical behavior might be applied to the particular circumstance. There are three ethical behaviors for authors and they can be founded in the section 3 of this study. Conclusions: As a conclusion of this study, three major subfields of environmental ethics-resource ethics, animal ethics, and ethics of nature protection-serve as the foundation for ethical behavior in research on environmental education. The ethical treatment of scarce resources, deployable resources, and environmental media.
This study aims to review the environmental impact assessment systems of Japanese local governments, to compare its outcome with the systems of Korean local governments, and to suggest the development direction for the environmental impact assessment systems of Korean local governments based on the result. The study results showed that, first, due to distinction in the political systems of Japan and Korea, while Japan has bottom-up environmental impact assessment systems, Korea has topdown environment impact assessment systems. Second, although introduction of national systems on planning was put on hold as a future initiative, local governments including Tokyo and Saitama are experimenting evaluation procedures tailored to local features by legislating them as regulations. On the other hand, while 'prior environmental review system' was in effect as a national system, nothing was practiced at all by local governments. Third, in a total of 47 Japanese local governments, about 45 projects and 44 assessment items were added to local government environmental impact assessment only and designated as target projects and assessment items. Fourth, in both national and local environment impact assessment systems in Japan, screening procedures to determine assessment by separating into Type 1 projects and Type 2 projects and scoping procedures to discuss assessment items in advance were introduced and in effect. This Japanese EIA system may serve as a good reference to the Korean national and local government EIA systems.
Background: The association between exposure to extremely low frequency-magnetic fields (ELF-MF) and childhood leukemia has been controversial. There is a need to clarify this relationship by summarizing key conclusions from systematic review articles. Objectives: The major aim of this study is to summarize key conclusions from systematic review articles on the association between exposure to ELF-MF and childhood leukemia based on childhood exposure to ELF-MF, proximity from childhood household to high voltage cables, and parental occupational exposure to ELF-MF. Methods: This study was conducted through a brief literature review focusing on systematic, meta-analysis, and pooled analysis methods. We conducted a literature search in PubMed using the key words "ELF-MF" and "childhood leukemia" singly or combined. Results: In 2002, the World Health Organization (WHO)'s International Agency for Research on Cancer (IARC) reviewed two manuscripts to conduct pooled analysis and concluded that there is a significant association between exposure to >0.3 μT or 0.4 μT and childhood leukemia. We found a total of four manuscripts for systematic or pool analysis that have been published since the IARC's conclusion. They consistently concluded that there was a significant association between exposure to >0.4 μT and childhood leukemia compared to ELF-MF exposure to below 0.1 μT. The proximity of children's households to high voltage cable lines and occupational exposure by their parents to ELF-MF during certain periods prior to or during pregnancy were inconsistently associated with childhood leukemia. The study found that many EU countries have implemented precautionary policies to prevent potential childhood leukemia due to exposure to ELF-MF. Conclusions: This study recommends implementing a precautionary policy that includes legal exposure limits for ELF-MF to minimize exposure to ELF-MF.
This study investigated dynamic causal relationship between CSR implementation and consumption of environmentally friendly fashion products through systems thinking. Based on literature review and empirical research, we drew causal loop diagram for CSR implementation in environmentally friendly fashion product industry. By analyzing feedback loops, we found that companies and consumers interact in the process of CSR activities. In the process of CSR implementation, companies and consumers are closely related and affect each other as stimuli and prior condition. This study suggests that companies adopt push strategy to actively create demand by developing and promoting environmentally friendly fashion products and that companies communicate with consumers in order to be recognized and rewarded by consumers for their CSR activities. In addition, this study suggests that consumers not only support companies of CSR activities but also actively boycott anti-environmental companies by collective action.

Objectives: From a policy perspective, the introduction of confidential information reviews is a vital task for expanding workers' right to know and improving hazardous materials information communication. In this study, rational methods for introducing and administering confidential information reviews were examined as a part of advancing chemical information communication. Methods: The domestic status, social demands, and control cases from other countries about confidential information in material safety data sheets(MSDSs) were all examined. Additionally, principles for introducing MSDS confidential information review, what needs to be revised prior to its introduction, and procedures and manners of reviewing confidential information were suggested. Results and Conclusions: When composition information on MSDS needs to be protected in the EU and Canada, confidential information should be claimed and then approved by competent authorities with a principle of reviewing confidential information prior to rescinding information from MSDS. Applying the same principle, certain information on an MSDS that needs to be protected should be reviewed and approved in Korea. As a result, the MSDS is communicated with approval numbers replacing composition information. MSDS confidential information review has five steps, including deciding whether chemicals claimed to be confidential are excluded from applying for a confidentiality exemption, the names and concentration ranges of ingredients are adequate, and the claimed information is valid in terms of confidentiality.
