Association Rules Analysis of Safe Accidents Caused by Falling Objects (낙하물에 기인한 안전사고의 연관규칙 분석)

  • Construction industry is one of the most dangerous industry. As the construction accidents occur due to the repeated factors found in each accidents, there is a limitation in analyzing all types of occupational accidents by the existing descriptive analysis and statistical test. In this study, we classified safety accidents caused by falling objects among the accident types occurring at construction sites into fatal and nonfatal accidents and deduced the factors. In addition, we deduced the association rules among the safety accidents factors caused by falling objects through the association rule analysis method among the machine learning techniques. Therefore, considering the association rules for fatal and nonfatal accidents proposed in this study, it would be possible to prevent accidents by searching for countermeasures against safety accidents caused by falling objects.

The Characteristics of the Fatal Accidents Caused by Fire, Explosion and Asphyxiation during Welding and Flame Cutting in the Manufacturing Industry (제조업에서의 용접·용단 작업 중 화재·폭발·질식 사망사고 특성)

  • Many accidents have been occurring during welding and flame cutting work related to maintenance and repair as the domestic manufacturing facilities gradually become decrepit. However, it is not easy to find the accurate statistics and analysis data on accidents occurring during welding or flame cutting operations related to maintenance and repair of machinery and equipment. Therefore, in this study, the fatal accident cases of fire/explosion and asphyxiation that occurred during the welding and flame cutting work in the manufacturing industry were collected and their characteristics were analyzed. Then, we tried to find the connection of the accidents according to the machinery/equipment and the work content, and to provide the materials and measures that can be used to prevent the similar accidents. We collected 329 cases of the fatal accidents related to fire/explosion and leakage/contact of chemical substances in the domestic manufacturing industry during the last 10 years (2008 ~ 2017). Among them, 72 accidents occurred during welding or flame cutting were extracted and the related reports were investigated whether they occurred during usual work or unusual work. Also, the machinery/equipment and the work content related to the accidents were classified and analyzed based on the criteria. The analysis results showed that 31 cases of the fire/explosion accidents occurred during usual work and 32 cases during unusual work, and it was found that 9 cases of asphyxiation death occurred during usual work. Then, from the analysis results, the connections of the machinery/equipment and the work contents related to the accidents were schematized into a accident tree.

Analysis on Consciousness of Shifting Responsibility triggering Safety accidents at Construction Sites (건설현장 안전사고를 유발하는 책임전가의식 분석)

  • In spite of many previous studies conducted to prevent safety accidents at construction sites, the frequency of safety accidents has not decreased. And recently, a lot of research has been done to analyze the causes of the accidents resulting from the personal characteristics and behaviors of managers or workers, and eliminate them. However, despite these efforts, safety accidents occur consistently as managers and workers shift their responsibilities for the safety accidents onto someone other than themselves. Therefore, in order to prevent safety accidents, this study investigated the consciousness of shifting responsibility among managers and workers and analyzed the correlation between factors influencing the consciousness of shifting responsibility. In addition, it proposed the quantitative levels of the consciousness of shifting responsibility based on the survey of managers and workers. The results of this study demonstrated that managers tend to the shift responsibility onto workers, whereas workers the shift responsibility onto managers. It was additionally demonstrated that there is a correlation between the consciousness of shifting responsibility and the factors influencing it. The findings of this study are expected to improve the safety awareness among managers and workers and make contributions in the theoretical and practical aspects of construction safety management.

A Study on the Application Plan of the Basic Safety and Health Education for Service Industries (서비스업 기초안전보건교육의 실시방안에 관한 연구)

  • Recently, as Korean industrial structure is moving to the service job, the number of workers engaged in the service job is increasing slowly. According to the statistics by Ministry of Employment and Labor announced in June, 2013, the number of service job workers in Korea was 7,477,135 which accounted for 48.4% of total workers. The trend of this service job is expected to increase continuously in the future. According to the 2013 statistics by Ministry of Employment and Labor, the number of industrial accidents victims of industrial accidents in the service job was 30,526 which was the biggest number among the entire businesses. The victims in the service job accounted for 33.2% among the total number of industrial accidents and represented more than those in the manufacture and construction industry. The service job had various works and employment patterns and most service jobs are petty and are small-sized establishments and it is difficult to try voluntarily to prevent the industrial accidents. However, Korean occupational safety and health act was enacted in accordance with the construction and manufacture in which industrial accidents occurred frequently in the past. The support of the government for the industrial accident prevention is focused on the construction and manufacture. Therefore, the current service job is placed on the blind spot of the safety management. Raising the safety awareness of workers through the safety education is the most important in order to prevent the industrial accidents of the service job with many conventional/repeated disasters such as the conduction by a simple mistake. Accordingly, this study analyzed the features and accidents of the domestic service jobs through the literature survey and analyzed the institutional devices for the safety management of the domestic service job, and the safety management cases of foreign service jobs and compared with domestic systems. Considering demands for the basic safety education for service job workers, a questionnaire was conducted targeting the service job workers and the execution plan of the basic safety & health education targeting the service job workers was carried out through the brainstorming of trainers of worker in the service job.

  • The characteristic of fire and explosion related to electrostatic discharge is that it is difficult to reproduce the electrostatic charge and discharge phenomenon in addition to the large human and material damage. Therefore, in order to prevent accidents and disasters related to electrostatic in fire and explosion hazard areas, it is important to manage the level of electrostatic in a safe manner from the perspective of system between industrial facilities and human bodies. Rule 325 of the Occupational Safety and Health Regulations, "Prevention of Fire / Explosion due to Electrostatic", requires the use of grounding, conductive materials, humidification and electrification in order to prevent the risk of disaster caused by static explosion and electrostatic in the production process. In order to comply with these measures, related technologies, standards and systems are needed from the viewpoint of preventive measures related to electrostatic in fire and explosion hazard areas, but in Korea, it is still insufficient. Therefore, technical, institutional and managerial measures are needed as a precautionary measure to improve the level of ESD safety in fire and explosion hazard areas and prevent electrostatic related injury. In Korea, we analyzed the current status and characteristics of electrostatic related disaster by using the statistics of industrial accident and fire statistics of the Ministry of Employment and Labor. We also analyzed the current status and characteristics of electrostatic related disasters in Japan using JNIOSH accidents and disasters investigation cases and JNIOSH fire accident data of Japan Fire Bureau. The purpose of this study is to compare and analyze the current status of electrostatic related accidents and disasters in Korea and Japan in order to improve the safety management of electrostatic in fire and explosion hazard areas. In order to prevent accidents and disasters in the industrial field, The technical, institutional, and managerial measures to manage the level of electrostatic in a safe state were derived from the system point of view.

Investigation of the Gas Accident Models through the Analysis Gas Accident Occurring Environment (가스사고 발생 환경분석을 통한 사고발생 모형 고찰)

  • Analysis of gas accidents for 11.5 years, from 1998 to June, 2009, by types has been made in this study to prevent the recurrence of accidents through the analysis of gas accident occurring environment. Gas using environment and gas accidents are forced to be closely connected since the number of gas accidents has not only been decreased but occurred steadily and gas using types are changing by time period, weather, etc. in terms of accident contents. Gas accidents have been occurred more in capital areas with larger gas usage and specific local governments. The possibility of the gas accidents hit the highest when the weather is clear, the wind speed is low and the humidity is in the middle. In addition, leakage of gas, fire or explosion are also considered to be closely related with the weather as a result of model observance of gas accidents types. All the gas related possible accidents are also considered to be predictable if this result is to be analysed in association with the weather.

A Study on Accidents for the Aged (노인에게 발생하는 안전사고에 관한 연구)

  • Purpose: It can be said that the aged belong to the group vulnerable to safety accidents. The purpose of this study was to investigate safety accidents to old people and provide basic data to prevent them from being in a safety accident. Result : 1. The number of the aged of traffic accident fatalities per 100,000 persons was 57.8, which was significantly higher than other OECD countries. 2. trauma for the aged, falling accounted for 60.6%, which was relatively higher than other wounds, probably because of decreased capacity of movement and reduced faculty of sensation. 3. accidents to the aged at home, 43.9% occurred in a room, which shows great risk of safety accidents to the aged in a room. 4. the aged generally showed negative awareness of social safety. Suggestion : 1. it is necessary to provide regular education about accidents through the mass media and at social welfare facilities in order for aged people to consolidate safety consciousness repeatedly. 2. it is necessary to make a brief and clear guide to prevention of accidents. 3. the Ministry of Construction and Transportation and the Ministry of Health and Welfare should give priority to designing a building for aged people and authorize construction according to the standards for establishing safety facilities for the aged. 4. it is necessary to change social consciousness. since transportation accidents can be caused not by aged people's insufficient safety consciousness but by that of all the people, it is necessary to provide society-wide education programs against dangerous driving in order to guarantee aged people's safety. 5. legal procedure to secure aged people's safety should be strengthened to reinforce legal protection for them.

A Gas Accident Statistics and Analysis (가스사고 통계 및 분석에 관한 고찰)

  • Among the various cases of fire accident, gas accident which is roost essential have a lot of forms and causes. The quantity consumed of gas is increasing because of increment of gas-using families and variations of gas machinery. The quantity consumed of gas in 2007 was 35078 tons and the average rate of increasement was 9.4%. The amount of gas accident was on the peak at 1995 when 557 accidents occurred in a year. In 2007, 123 gas accidents was occurred and the average rate of diminution was 11.5%. Accidents by LP gas took 80% of the whole accident and city gas and high pressure gas took 20%. In case of LP gas, accidents were usually occurred because of lack of blocking after the removal of gas machinery and moveable butane burner. Especially, the accidents cause by carelessness of a provider is increasing. Gas accidents which generate damage of human life and property, are caused by users' carelessness, providers' carelessness, inferiority of structure and old products. In this thesis, We will classify the gas accidents. Furthermore through the classification of accidents by forms, causes and regions, this thesis going to be a reference to understand and prevent the accidents.

  • The purpose of this study is to prevent school safety accidents by conducting an analytic investigation on safety accidents that occur in elementary, middle and high school during 2010-2014 in Chung-Nam. We used the status of safety accidents in school based on the Chung-nam School Safety and Insurance Association database. Data was analyzed by descriptive Statistics. It was found that the incidence of safety accidents in school has increased, and in the case of elementary schools it was higher than in middle school or high school. Safety accidents occurred most during break time, and in schoolyard, and due to student's carelessness. Safety is one of the most basic human needs. To decrease the incidence of safety accidents, we need to set up with comprehensive safety system including human, physical and environmental factors. Based on the this study, it needs more wide study on various countermeasures and to determine effects.

The Effective Security Management Scheme against the loss in Hypermarket (대형 할인매장의 안전관리 방안에 관한 고찰)

  • We, in Korea, have over two hundred hypermarkets and the number is continuously increasing. We drop into a hypermarket for merchandise, which is an integral part of our life style. So, we should consider safety for employees as well as customers because hundreds of thousands of people use the hypermarket every day. In addition to this consideration, the government should also be a political support relating to accidents that occur in the hypermarket because security and safety matters are important to all of us. But even now, Our security conditions do not match our ideal goal and we take countermeasures after accident or loss. This is a result of not having a security management expert coupled with a chief executive officer that has no idea about security awareness and loss prevention. In addition, we do not have specific laws to address these matters. We also lack reasonable ideas to prevent accident and loss. Now is the right time to revamp the laws and ordinances to improve the quality of civilian life. Prevention of accidents is a needed investment for all security personnel. The best solution for businesses is prevention of accidents. This will increase profits and cost-effectiveness as well as increase customer satisfaction. The company should form a security management department for comprehensive protection of assets. The goal of security management employees should be productive and effective security management. Every employee should have responsibility in mind to prevent accidents in his or her work. In addition, The company should have a systematic organization in place and regular training sessions. The most effective security management comes from cooperation of all members. In the 21st century, we pursue a high standard of living which is a result of our cooperation against any accident and loss. Sennewald says The value of security is better measure by what does not happen rather than what does.
