Organizational Innovation in the Korean Government via an ICT-based IKM Framework: A focus on the MOFA (정보통신기술 기반 지식정보관리 프레임워크를 통한 한국 정부 조직 혁신에 관한 탐구: 외교부를 중심으로)

  • With rapidly changing technological implementation of operating systems of businesses, the Ministry of foreign affairs (MOFA) of the Republic of Korea (ROK) has been undergoing digital transformation to its overall operations with the intent to innovate information and knowledge management (IKM) strategies since the mid-2000s. However, assessment as to the effectiveness of implemented IKM has been inadequately analyzed. This study aims to assess the concepts and limitations of the MOFA's current IKM strategies and the methods it employs to deliver its IKM framework, in light of strengthening the organizational ambidexterity and absorptive capacity, and also fostering organizational innovation through a qualitative study that involves interviews and analysis of reports from MOFA. The MOFA's IKM possesses dynamic capabilities to adapt to changing digital technologies. However, the institution's IKM is constrained by limitations associated with the utilization of the IKM system such as a structure that handles confidential documents and a lack of a collaborative system for IKM, and external limitations such as changes in the domestic political situation governing MOFA's priorities and the hierarchy of government organizations. Consequently, developing the organizational ambidexterity and absorptive capacity was not possible. To develop an IKM framework for organizational innovation, the MOFA must devise a way to minimize the impact of external changes by overcoming internal limitations. To that end, a detailed study on the development of a practically usable IKM system should include establishing a dialogue between job groups and enhancing employee competency in preparation for a changing environment.

  • The effect of potential future climate change on the inflow of agricultural reservoir and its impact to downstream streamflow by reservoir operation for paddy irrigation water was assessed using the SLURP (semi-distributed land use-based runoff process), a physically based hydrological model. The fundamental input data (elevation, meteorological data, land use, soil, vegetation) was collected to calibrate and validate of the SLURP model for a 366.5 $km^2$ watershed including two agricultural reservoirs (Geumgwang and Gosam) located in Anseongcheon watershed. Then, the CCCma CGCM2 data by SRES (special report on emissions scenarios) A2 and B2 scenarios of the IPCC (intergovernmental panel on climate change) was used to assess the future potential climate change. The future weather data for the year, m ms, m5ms and 2amms was downscaled by Change Factor method through bias-correction using 3m years (1977-2006) weather data of 3 meteorological stations of the watershed. In addition, the future land uses were predicted by modified CA (cellular automata)-Markov technique using the time series land use data fromFactosat images. Also the future vegetation cover information was predicted and considered by the linear regression between monthly NDVI (normalized difference vegetation index) from NOAA AVHRR images and monthly mean temperature using eight years (1998-2006) data.

  • According to the studies recently published through advanced maui optical and space surveillance technologies (AMOS) Conference 2021, LEO conjunction assessment revolves around not on operating satellites but space debris such as rocket bodies and non-operational satellites, hence suggesting a solution through space traffic management. Against this backdrop, the issue of active debris removal (ADR) has emerged to the surface as an international challenge throughout the globe. In step with this, the United Nations General Assembly approved a resolution calling on nations to halt tests of direct-ascent anti-satellites, to which U.S. and twelve other nations included Republic of Korea were original signatories. ADR techniques are also actively being researched in the civil sector, and these commercial services, if successfully developed, could possibly be utilized for military use as well. As such, this paper will help readers' understanding for the current status of ADR techniques, space threat assessments, on-orbit rendezvous and proximity operations by looking at previous cases, reflecting on space-faring nations' ADR techniques and its development probability in relation to space weapons. As a conclusion, this study will propose the needs of developing space propulsion system by understanding Space Maneuver Warfare in preparation for the future space battlefield.

TheAssessment of risk of bias in randomized controlled trials published in the Korean Journal of Physical Therapy: A 2018~2022 review (한국 물리치료 학술지에 무작위대조연구의 비뚤림 위험 평가: 2018~2022년 검토)

  • Background: Randomized controlled trials (RCTs) provide evidence on the effectiveness and safety of interventions and inform systematic reviews and guideline preparation for clinical application. However, methodological flaws can occur in many RCTs, and Cochrane's risk of bias version 2 (RoB2) can be used to evaluate RCTs' risk of bias (RoB). However, physical therapy RCTs in Korea did not confirm RoB. Therefore, the purpose of this study was to evaluate RoB using RoB2 in RCTs published in the Korean Physical Therapy Journal. Design: Review. Methods: The RCTs subject to evaluation were RCTs published in 11 physical therapy journals in Korea from 2018 to 2022. RoB2 evaluated a total of five domains: bias arising from the randomization process, bias due to deviations from intended interventions, bias due to missing outcome data, bias in measurement of the outcome, and bias in selection of the reported result. Results: A total of 616 RCTs were evaluated. As for bias arising from the randomization process, high risk was the highest at 555 (90.1%), followed by low risk at 41 (6.7%) and some concerns at 20 (3.2%). For bias due to deviations from intended interventions, the proportion of some concerns was the highest at 390 (63.3%), followed by high risk at 218 (35.4%) and low risk at 8 (1.3%). As for the bias due to missing outcome data, the rate of low risk was the highest at 399 (64.8%), followed by high risk at 159 (25.8%) and some concerns at 58 (9.4%). As for bias in measurement of the outcome, high risk was the highest at 294 (47.7%), followed by low risk at 224 (36.4%) and some concerns at 98 (15.9%). In the bias due to missing outcome data, the ratio of high risk was the highest at 610 (99%), followed by low risk at 4 (0.7%) and some concerns at 2 (0.3%). Conclusion: Most of the RoB evaluation results of RCTs published in the Korean Physical Therapy Journal were rated as high risk. Methodological quality of RCTs needs to be improved.

Analysis of Elementary Teachers' Views on Barriers in Implementing Inquiry-based Instructions (초등학교 과학 탐구 수업 실행의 저해 요인에 대한 교사들의 인식 분석)

  • The purpose of this study was to investigate elementary teachers' views on the barriers in implementing inquiry-based instruction in science education. For this, semi-structured in-depth interviews were performed with 22 elementary school teachers who have served for more than five years in the Gyeonggi province. The interview questions were developed through triangulation of Seidman's phase to achieve reliability in the interview data, then interview questions were modified and completed through an analytic induction method in pre-interviews. In-depth interviews were performed individually and all the interviews were recorded. The data of teachers' views on the barriers were categorized and analyzed into external and internal factors of teachers. The study found that the external factors referred by teachers included the following; the lack of a unit time, lack of materials and equipments, too many students in a class, problems in science curriculum management, difficulty in the assessment of students' inquiry activities, the students' learning, lack of opportunities for teaching inquiry activities, harmfulness of accidents, and so on. Internal factors included the following; lack of preparation for inquiry activities, lack of self-confidence, lack of patience, and so on. The various barriers presented and their causes were analyzed in detail, and possible efforts in activating inquiry activities in elementary science education were suggested.

Application of Nano Fe°-impregnated Biochar for the Stabilization of As-contaminated Soil (비소 오염토양의 안정화를 위한 나노 Fe° 담지 바이오차 적용 연구)

  • In this study, nano Fe°-impregnated biochar (INPBC) was prepared using pruning residues and one-pot synthetic method and evaluated its performance as an amendment agent for the stabilization of arsenic-contaminated soil. For the preparation of INPBC, the mixture of pruning residue and Fe (III) solution was heated to 220℃ for 3hr in a teflon-sealed autoclave followed by calcination at 600℃ under N2 atmosphere for 1hr. As-prepared INPBC was characterized using FT-IR, XRD, BET, SEM. For the stabilization test of as-prepared INPBC, As-contaminated soils (Soil-E and Soil-S) sampled from agricultural sites located respectively near E-abandoned mine and S-abandoned mine in South Korea were mixed with different of dosage of INPBC and cultivated for 4 weeks. After treatment, TCLP and SPLP tests were conducted to determine the stabilization efficiency of As in soil and showed that the stabilization efficiency was increased with increasing the INPBC dosage and the concentration of As in SPLP extractant of Soil-E was lower than the drinking water standard level of Ministry of Environment of South Korea. The sequential fractionation of As in the stabilized soils indicated that the fractions of As in the 1st and 2nd stages that correspond liable and known as bioavailable fraction were decreased and the fractions of As in 3rd and 4th stages that correspond relatively non-liable fraction were increased. Such a stabilization of As shows that the abundant nano Fe° on the surface of INPBC mixed with As-contaminated soils played the co-precipitation of As leaching from soil by surface complexation with iron. The results of this study may imply that INPBC as a promising amendments for the stabilization of As-contaminated soil play an important role.

A Study on Effect of Social support on Baby boomer's Entrepreneurial Opportunity Competence: Focusing on Mediating Effect of Entrepreneurial Self-Efficacy (사회적지지가 베이비부머의 창업기회역량에 미치는 영향에 관한 연구: 창업자기효능감의 매개효과를 중심으로)

  • This study analyzed the effects of social support on entrepreneurial opportunity competence for Baby boomer (born in 1955-1963), focusing on mediating effect of entrepreneurial self-efficacy. The governmental start-up policy and entrepreneurship education are mostly conducted for the college students and young generation mainly through such programs as the youth start-up school. In addition, studies on the effects of social support and institutional support on the entrepreneurial intention of young generation entrepreneurs are being actively pursued. Meanwhile, the study for baby boomers is on the welfare side mainly. Although they are starting to make their living-based business without prior careful preparation for their livelihood after retirement, while there is little study on the effect of social support for this baby boomer on entrepreneurial opportunity competence needed for opportunistic entrepreneurship. Therefore, in this study, in order to investigate the effect of social support on Baby boomer's entrepreneurial opportunity competence, an empirical analysis of the 387 questionnaires collected by the baby boomers living in Seoul and Gyeonggi provinces were conducted. As a result of analysis, First, Social support has a significant effect on both Opportunity recognition and Opportunity assessment of entrepreneurial opportunity competence. Second, In the effects of social support on self-efficacy were found to be significant in Emotional and Instrument support only on Self-confidence, In Emotional support and Feedback support only on Self-regulated efficacy & Emotional support and Instrument support only on Goal challenge were found to be a significant effect. Third, Self-regulated efficacy and Goal challenge in the Entrepreneurial self-efficacy on Entrepreneurial opportunity recognition were found to be a significant effect. All Self-confidence, Self-regulated efficacy & Goal challenge in the Entrepreneurial self-efficacy on Entrepreneurial opportunity assessment were found to be a significant effect. Fourth, Indirect effect of social support on entrepreneurial opportunity competence mediated by Entrepreneurial self-efficacy was found to be partially significant.

Risk Assessment of Operator Exposure During Treatment of Fungicide Dithianon on Apple Orchard (사과 과수원에서 농약살포시 살균제 Dithianon의 농작업자 위해성 평가)

  • BACKGROUND: Dithianon (75%) formulation were mixed and sprayed as closely as possible by normal practice on the ten farms located in the Mungeong of South Korea. Patches, cotton gloves, socks, masks, and XAD-2 resin were used for measurement of the potential exposure of dithianon on the applicators wearing standardized whole-body outer and inner dosimeter (WBD). This study has been carried out to determine the dermal and inhalation exposure to dithianon during preparation of spray suspension and application with a power sprayer on a apple orchard. METHODS AND RESULTS: A personal air monitor equipped with an air pump, IOM sampler and cassette, and glass fiber filter was used for inhalation exposure. The field studies were carried out in a apple orchard. The temperature and relative humidity were monitored with a thermometer and a hygrometer. Wind speed was measured using a pocket weather meter. All mean field fortification recoveries were between 85.1% and 99.1% in the level of 100 LOQ (limit of quantification), while the LOQ for dithianon was $0.05{\mu}g/mL$ using HPLC-DAD. The exposure to dithianon on arms of the mixer/loader (0.0794 mg) was higher than other body parts (head, hands, upper body, or legs). The exposure to dithianon on the applicator's legs (3.78 mg) was highest in the body parts. The dermal exposures for mixer/loader and applicator were 10 and 8.10 mg, respectively, from a grape orchard. The inhalation exposure during application was estimated as 0.151 mg, and the ratio of inhalation exposure was 11.2% of the dermal exposure (inner clothes). CONCLUSION: The dermal and inhalation exposure on the applicator appeared to be 4.203 mg - 25.064 mg and $0.529{\mu}g-116.241{\mu}g$, respectively. The total exposures on the agricultural applicators were at the level of 2.596 mg - 25.069 mg to dithianon during treatment for apple orchard. The TER showed 3.421 (>1) when AOEL of dithianon was used as a reference dose for the purpose of risk assessment of the mixing/loading and application.

Development of a Measuring Tool for Spiritual Care Performance of Hospice Team Members (호스피스 팀원들의 영적 돌봄 수행도 측정 도구 개발)

  • Purpose: This study was conducted to develop a measuring tool for spiritual care performance of hospice team members. The tool may be utilized for providing hospice patients with more systematic and standardized spiritual tares. Methods: The concept and questions of the tool were developed, and then its validity and reliability were tested. For the validity and reliability tests, a self-reported questionnaire comprising 33 questions with 4 point scale ($1{\sim}4$), was developed, and the data were collected from 192 hospice team members from December 2005 to February 2006. Results: Thirty three questions, drafted through literature review and professional consultation, were reviewed by 20 professionals for their validity, were revised and supplemented resulted in the final 33 questions. The questions with a correlation coefficient grater than .30 were selected: all the 33 questions were selected based on this criterion. The reliability coefficient, Cronbarh's ${\alpha}$, was 0.95. The 33 questions were analyzed for factors, and six factors were extracted: relationship formation and communication, encouragement and promotion of spiritual growth, linking with spiritual resources, preparation of death, evaluation and quality control for spiritual intervention, Intervention, and spiritual assessment for intervention. Conclusion: The tool developed in this study includes six factors and has high level of reliability. This tool Will greatly contribute to assess and improve hospice care services, providing systematic and standardized spiritual cares for terminally ill patients and their families.

An Operations Study on a Home Health Nursing Demonstration Program for the Patients Discharged with Chronic Residual Health Care Problems (추후관리가 필요한 만성질환 퇴원환자 가정간호 시범사업 운영 연구)

  • The study was conceived in relation to a concern over the growing gap between the needs of chronic patients and the availability of care from the current health care system in Korea. Patients with agonizing chronic pain, discomfort, despair and disability are left with helplessly unprepared families with little help from the acute care oriented health care system after discharge from hospital. There is a great need for the development of an alternative means of quality care that is economically feasible and culturally adaptible to our society. Thus, the study was designed to demonstrate the effectiveness of home heath care as an alternative to bridge the existing gap between the patients' needs and the current practice of health care. The study specifically purports to test the effects of home care on health expenditure, readmission, job retention, compliance to health care regime, general conditions, complications, and self-care knowledge and practices. The study was guided by the operations research method advocated by the Primary Health Care Operations Research Institute(PRICOR) which constitutes 3 stages of research : namely, problem analysis solution development, and solution validation. The first step in the operations research was field preparation to develop the necessary consensus and cooperation. This was done through the formation of a consulting body at the hospital and a steering committee among the researchers. For the stage of problem analysis, the Annual Report of Seoul National University Hospital and the patients records for last 5 years were reviewed and selective patient interviews were conducted to find out the magnitude of chronic health problems and areas of unmect health care needs to finally decide on the kinds of health problems to study. On the basis of problem analysis, the solution development stage was devoted to home care program development asa solution alternative. Assessment tools, teaching guidelines and care protocols were developed and tested for their validity. The final stage was the stage of experimentation and evaluation. Patients with liver diseases, hemiplegic and diabetic conditions were selected as study samples. Discharge evaluation, follow up home care, measurement and evaluation were carried out according to the protocols of care and measurement plan for each patient for the period of 6 months after discharge. The study was carried out for the period from Jan. 1987 to Dec. 1989. The following are the results of the study presented according to the hypotheses set forth for the study ; 1. Total expenditures for the period of study were not reduced for the experimental group, however, since the cost per hospital visit is about 4 times as great as the cost per home visit, the effect of cost saving by home care will become a reality as home care replaces part of the hospital visits. 2. The effect on the rate of readmission and job retention was found to be statistically nonsignificant though the number of readmission was less among the experimental group receiving home care. 3. The effect on compliance to the health care regime was found to be statistically significant at the 5% level for hepatopathic and diabetic patients. 4. Education on diet, rest and excise, and medication through home care had an effect on improved liver function test scores, prevention of complications and self - care knowledge in hepatopathic patients at a statistically significant level. 5. In hemiplegic patient, home care had an effect on increased grasping power at a significant level. However. there was no significant difference between the experimental and control groups in the level of compliane, prevention of complications or in self-care practices. 6. In diabetic patients, there was no difference between the experimental and control groups in scores of laboratory tests, appearance of complications, and self-care knowledge or self -care practices. The above findings indicate that a home care program instituted for such short term as 6 months period could not totally demonstrate its effectiveness at a statistically significant level by quantitative analysis however, what was shown in part in this analysis, and in the continuous consultation sought by those who had been in the experimental group, is that home health care has a great potential in retarding or preventing pathological progress, facilitating rehabilitative and productive life, and improving quality of life by adding comfort, confidence and strength to patients and their families. For the further studies of this kind with chronic patients it is recommended that a sample of newly diagnosed patients be followed up for a longer period of time with more frequent observations to demonstrate a more dear- cut picture of the effectiveness of home care.
