A Comparative Study on the Rules of Origin and Origin Implementation Procedure in KORCHINA FTA and Main Korea's Existing FTAs - Focused on KORUS·KOREU·KORASEAN FTA - (한·중 FTA와 기(旣)체결 주요 FTA의 원산지 규정과 절차 비교연구 - 미국·EU·ASEAN FTA 중심으로 -)

  • The reviewing of an analysis of the Korea-China FTA due to guidance introduced for the new regulations or exceptional regulations compared to the KORUS, Korea-EU, Korea-ASEAN FTA. Commodity sectors in the Korea-China FTA and the KORUS, Korea-EU, Korea-ASEAN FTA(the majority in the country and trade criteria analysis result) compared and analyzed the results, rules of origin and the customs clearance procedures of origin, preferential tariff rate of origin and the origin preferential specific rules are somewhat difference, but customs and trade facilitation regulations are already quite consistent with the Korea customs system. Relatively important research results were as follows.   • In this study, in relation to "Chapter 3 Support for Priority Purchase of Technology Development Products" of the 「Market Channel Support Act」, this study investigated the positive growth impact of technology development products subject to preferential purchase on small and medium sized enterprises. The data used for empirical verification is for 371 companies that obtained certification for technology development products subject to preferential purchase in 2016 and Data from SMEs were collected from 2017 to 2021, Sales, operating profit, and net profit was identified, and empirical verification. And conducted through statistical analysis to determine whether it had a positive effect on the growth factors of SMEs. In addition, data from 225 technology development product certification companies were collected, and empirical testing was conducted through t-test analysis on the change in growth factors before and after acquiring certification. As a result of statistical analysis, it was found that the total assets, certified sales, operating profit, and net profit, which are the growth factors of a company, are all positively affected according to the type of technology development product certification. However, in the case of authentication types, some authentications showed significant negative results. In addition, significant results were derived that after acquiring certification had a positive effect on growth factors than before acquiring certification. Consistent with this conclusion, I think that it is effective for technology development-based SMEs to enter the public procurement market and utilize the technology development product priority purchase policy for market exploitation and corporate growth. And the government should strengthen the market support policy to create demand so that SMEs can enter the procurement market and actively utilize the preferential purchase system, and come up with an improvement plan so that public institutions can actively utilize the preferential purchase system.

  • A theory for the material transports through ion exchange membrane has been developed on the basis of nonequilibrium thermodynamics by removing the assumption of solvent flow in the previous paper and applied to a detailed study of the ionic transport properties of new charged mosaic membrane(CMM) system. The CMM having two different fixed charges in the polymer membrane indicated unique selective transport behavior then ion-exchange membrane. The separation behavior of ion transport across the CMM with a parallel array of positive and negative functional charges were investigated. It was well-known the analysis of the volume flux and solute flux based on nonequilibrium thermodynamics. Our suggests preferential salt transport across the charged mosaic membranes. Transport properties of heavy metal ions, $Mg^{2+}$, $Mn^{2+}$and sucrose system across the charged mosaic membrane were estimated. As a result, we were known metal salts transport depended largely on the CMM. The reflection coefficient indicated the negative value that suggested preferential material transport and was independent of charged mosaic membrane thickness.

  • Conventional pad- dry-cure(thermo-fixation) process usually produces functional performance on both sides of a fabric. UV curing technique was applied to impart water- and oil-repellent finish effective only on the face of a PET knitted fabric. The preferential one-side coating, by virtue of the limited penetration of UV light, was achieved by W curing after padding of a fluorocarbon agent without special coating or printing equipments. The difference in the functional property of face and back sides was examined by measuring water and oil repellency at each side of the treated fabric. The influence of pre/post-irradiation dose and agent concentration on the performance of the finished fabrics were investigated. While increase in both resin concentration and post-irradiation did not have significant effect on the finish, UV pre-irradiation of PET fabrics caused remarkable influence presumably due to appropriate surface modification of PET fabrics required for facile wetting of the resin. The dimensional stability and color change of the UV cured fabrics measured by FAST and reflectance spectrophotometry showed significantly decreased color difference and increased percent extension compared with the samples pre-irradiated without agent application.

The Operation of Polymer Electrolyte Membrane Fuel Cell using Hydrogen Produced from the Combined Methanol Reforming Process

  • A combined system with PEMFC and reformer is introduced and optimized for the real use of this kind of system in the future. The hydrogen source to operate the PEMFC system is methanol, which needs two parts of methanol reforming reaction and preferential oxidation (PROX) for the hydrogen fuel process in the combined operation PEMFC system. With the optimized methanol steam reforming condition, we tested PROX reactions in various operation temperature from 170 to 270 ℃ to investigate CO concentration data in the reformed gases. Using these different CO concentration, PEMFC performances are achieved at the combined system. Pt/C and Ru promoted Pt/C were catalysts were used for the anode to compare the stability in CO contained gases. The alloy catalyst of PtRu/C shows higher performance and better resistance to CO than the Pt/C at even high CO amount of 200 ppm, indicating a promotion not only to the activity but also to the CO tolerance. Furthermore, in a system point of view, there is a fluctuation in the PEMFC operation due to the unstable fuel supply. Therefore, we also modified the methanol reforming by a scaled up reactor and pressurization to produce steady operation of PEMFC. The optimized system with the methanol reformer and PEMFC shows a stable performance for a long time, which is providing a valuable data for the PEMFC commercialization.

Consolidation of Protection for Lessees by Improvement of Opposing Power System of the Unregistered Housing Leases (미등기 주택임대차의 대항력 관련 제도개선을 통한 임차인보호 강화)

  • According to the Housing Lease Protection Act, even though it is not registered, if the lessee has completed delivery of a house and the resident registration, the lease shall take effect against the third person from the following day thereof. Any lessee who has met the requirements for opposing power and obtained the fixed date on the lease contract document, shall be entitled to receive the repayment of the deposit from the converted price of the leased house, in preference to any junior obligors and other creditors, at the time of an auction as provided by the Civil Execution Act and a public sale as prescribed by the National Tax Collection Act. The lessee shall be entitled to receive a repayment of a specified amount of the deposit in preference to other persons having the security rights in the leased house. However those provisions give rise to many problems because the Housing Lease Protection Act allows the opposing power and the right of preferential payment from the following date of fulfillment of the requirement. For the purpose of solving the problems, this study suggests that the Housing Lease Protection Act need to be amended as follows. The fixed date should be added to the requirement of opposing power and the preferential right of specified deposit repayment. In addition, the commencement of opposing power and preferential right of deposit repayment need to be taken effect from the day that the requirement is fulfilled.

Recrystallization Topology : a Scale-free Power-law Network (재결정 위상 : 척도 없는 거듭제곱 법칙 망)

  • Recently the distributed topology control algorithm for constructing the Recrystallization Topology in the unstructured peer-to-peer network was proposed. In this paper, we prove that such a hierarchical topology is a scale-free power-law network. We present a model of a construction process of the distributed protocol, and analyze it based on a mean-field approximation and the continuum theory, so that we show that the constructed Recrystallization Topology is a scale-free network. In the proposed model, all nodes are born with some initial attractiveness and the system incorporates the rewiring of some links at every time step. Some old links are removed with the anti-preferential probability, and some new links are added with preferential probability. In other words, according to the distributed algorithm, each node makes connections to the more-preferential nodes having higher hit-ratio than other nodes, while it disconnects the anti-preferential nodes having lesser hit-ratio. This gives a realistic description of the local processes forming the recrystallization topology in unstructured peer-to-peer network. We calculate analytically the degree distribution. The analytic result indicates that the constructed network is a scale-free network, of which the scaling exponent is 3.

A New Dynamic Routing Algorithm for Multiple AGV Systems : Nonstop Preferential Detour Algorithm (다중무인운반차 시스템의 새로운 동적경로계획 알고리즘 : 비정지우선 우회 알고리즘)

  • We present a new dynamic routing scheme for multiple autonomous guided vehicles (AGVs) systems. There have been so many results concerned with scheduling and routing of multiple AGV systems; however, most of them are only applicable to systems with a small number of AGVs under a low degree of concurrency. With an increased number of AGVs in recent applications, these AGV systems are faced with another problem that has never been occurred in a system with a small number AGVs. This is the stop propagation problem. That is, if a leading AGV stops then all the following AGVs must stop to avoid any collision. In order to resolve this problem, we propose a nonstop preferential detour (NPD) algorithm which is a new dynamic routing scheme employing an election algorithm. For real time computation, we introduce two stage control scheme and propose a new path searching scheme, k-via shortest path scheme for an efficient dynamic routing algorithm. Finally, the proposed new dynamic routing scheme is illustrated by an example.
