This study was conducted to investigate use possibility on waste water sludges of water disposal plant as raw materials of organic compost at Fertilizer Official Regulation of Fertilizer Management Law in 2002. In heavy metal contents, some water service sludges were discovered a little over than the standard levels of raw material regulated in organic compost and most of them were not reached the levels. But they were difficult for using the raw materials of organic compost owing to shortage of the organic content. It was judged that the fiber and leather sludges were much in the heavy metal contents and they couldn't use as the raw materials of organic compost. There was afraid that a little heavy metal contents of cosmetic sludge were less than the levels, but it was possible to use selectively as a raw material.

This study was conducted to investigate use possibility of pharmaceutical byproducts(process sludge) and waste water sludges as raw materials of organic compost at Fertilizer Official Regulation of Fertilizer Management Law in 2002. All pharmaceutical byproducts were satisfied the standard levels of raw material regulated in organic compost, some waste water sludges were deficient in the level. The content of n-hexane extractable material(HEM) was in byproduct higher than in waste water sludge. This was presumed that the sludge with containing a lot of organic matter was high in HEM content. Of the whole microorganism flora, bacteria was mainly detected, and yeast and filamentous fungi took up less population which was fluctuated depending on the source of sludges. Most dominated bacteria were identified into Genus of Pseudomonas. Pseudomonas syringae and Rathayibacter bathayi was classified as plant pathogenic bacteria.
The loss of biodiversity has become a global issue. In order to cope with this problem, national biodiversity strategies and action plan (NBSAP) at national level as well as local biodiversity strategies and action plan (LBSAP) at local level have been established in many countries. In this study, we analyzed 8 domestic LBSAPs and 41 foreign LBSAPs through semantic network analysis to investigate the characteristics of domestic and foreign LBSAPs. The results showed that conservation and management were the most used keywords in both domestic and foreign LBSAPs but the ranking of other keywords used in vision, goal, strategy, and action plan sector was different. Thus, it has been found that there is a difference between domestic and foreign practical approaches to conservation and management of biodiversity. Results of the network analysis showed that the domestic network has a more detailed distributed network, while the foreign network has a more comprehensive and integrally configured dense network. These differences may be due to differences of threats to biodiversity, problem recognition, or differences in local circumstances. These results are expected to help establish LBSAP in other region or to assess the local roles to achieve the strategic goals of the Convention on Biological Diversity.
This study is to propose the improvement of security related regulations to reinforce security activity and actualize constitutionalism in the National Assembly. For the purpose, some improvements could be considered as followings; First, legislating of regulations including some articles on the scope of security activity such as order preservation at assembly hall, facility security, security agents' right and protection of personal is necessary. Second, changing the organization and command system of security management is necessary for the unification of security activity and efficiency of the job. Also clear definition of terminology on the security job is need. For the shake of above object, one officer in charge of situation management and three section such as the personal protection section, facility security section and order preservation section could be substructured under security department. Third, elimination of unnecessary article on the arrest of red handed criminal in the assembly hall and on the physical checkup of audience by security agent is need. Also legislating of regulations on the hoarding of person who could disorder is necessary. Forth, legislating of regulations on the cooperation with government branch, judicial police power, carry and use of weapon and uniform and equipment to reinforce practical efficiency of security activity. For the proper legislating of the regulations, comparition with other public organizations such as presidential security Service, police, private security could be considered.
Weed is one of the problems in the crop land as well as in uncultivated land, raising the farm management costs. Therefore, the weed control is essential for effective agricultural management. The cost for weed control in Korea occupies on the average 27.6% of the total labor cost required. Agricultural policies since 1960 were transferring from yield increase due to land productivities to increase of income due to labor productivities. Therefore, the weed control by hand is also changed to weed control by chemicals. The weed control by chemicals has also brought about some side-effects and needs better, improved weed control methods. The present weed control situation and related problems were studied to present new approaches for agricultural development in the future. There were 458 species of weeds in 82 families which were growing in the crop land. The weeds to control, however, are 12 in paddy field and 9 in upland. So far weeds in paddy field are well under control, while weeds in upland are poorly controlled due to change in chemical efficiency and chemical damage in the upland. The administration, research and extension work for the efficient use of agricultural chemicals have been done by various institutions, such as Office of Rural Development, Office of Forestry, and chemical companies. The courses for agricultural chemicals were offered in the agricultural colleges. However, the efficiency of chemicals could not be maximized due to the poor relationships among related institutes. The newly established Agricultural Chemical Research Center at the Office of Rural Development and the Korean Weed Science Association are expected to contribute toward improving weed control in Korea. The Korean agriculture in the future will eventually be mechanized and the varieties resistant to high nitrogen application and to high plant density will be required for high yields. The rice will be transplanted earlier and the whole growing period will be extended. The application of organic matter will be increased for increasing soil fertility, and the use of agricultural chemicals will be continued. Under such a condition, the studies on the weed occurrence and its integrated control measures will be needed. Also weed controls in the newly exclaimed land, crop varieties, horticultural varieties, forage crops, and forests are also needed to study. Basic and practical researches for the weed control to improve the labor productivity will be also needed. In order to meet the all requirements for efficient weed control, weed control systems including all the academics, research and extension workers, administratives, farmers and companies should be established. Also securing researchers and education of personnels are pre-required and research funds for the chemical studies should be provided efficiently and timely.
Assuming that we introduced integration of medical insurance society for self-employed, this study was conducted to examine effects and results after the integration and to research more effective method for integration. To assess effects and results of the finacial status of 266 insurance societies after intergration, the data were obtained from "The Medical Insurance Program for Self-Employeds Statistical Yearbook in 1992". The major finding are as follows : 1. Three alternative integration proposals were made. First alternative proposal was consisted of 232 medical insurance societies, second was 187, and third was 115. 2. As the results of average number of the insured per insurance societies of medical insurance program for self-employed every alternative proposal, first was 88, 119 persons, second was 108, 576, and third was 178, 967 from 76, 576 persons of present socienties. 3. It was true that the more average size of societies increased, the more average administration expenditure per 1, 000 insured reduced. 4. The average size of societies grew bigger, the rate of general expenditure to general revenue more improved. Also, the rate of benefits to contributions was changed for better. But if not to have had correct analysis and precise preparation for integration, effects and results of integration were always not optiized. 5. According to results of simple regression formulas, it was proved that the more the average size of societies was increased, the more result was advantaged. 6. The law of majority and the economy of scale were applied in this study, and it was necessary to analyze and assess effectiveness and efficiency of integration. Therefore, when the integration of medical insurance societies for self-employeds will be performed, it must be taken into consideration. Among three alternative proposals, third was showed more effective alternative than anothe, second was presented more ineffective result than present system. To achieve more effective and efficient integration of regional medical insurance societies throughout the result of the regression formula on present cost curve, it is necessary to operate well-integrated societies and to know appropriative countermeasures of present situation of each societies. Also, for integrating regional medical insurance societies, it is necessary to continue more deep research through practical model activity and to investigate the effective size and managed method of the societies.societies.
The purpose of this study was to identify the problems related to the purchasing processes of school foodservices that should be corrected for the food service safety, by examining the purchasing processes and the status of supplier selection. A questionnaire was given to 300 dietitians working at self-operated food services. Ninety-eight responses, excluding incomplete answers, were used for the statistical analysis. The survey consisted of three parts: the general characteristics of the school foodservice and dietitian, purchasing processes and supplier selection, and the purchase specifications. We found that 84% of the contract was made by informal purchasing, and the contract period was 6 months or one year. For supplier selection, problems related to the document screening systems were the superficiality of the content(45.7%) and the absence or lack of clarity of the appraisal criteria(34.8%). The important factors for the facility and equipment standards of suppliers were included unclear evaluation methods for content(41.1%) and inappropriate appraisal lists(21.1%), while unclear evaluation methods for content(41.9%) and absence or lack of clarity of the appraisal criteria(20.4%) were the problems pertaining to the supplier evaluation checklist. When using the Food Labeling Standards to select suppliers, confirmation of the sell-by date and the storage method had the highest score at 3.85 out of 5. For supplier selection, only 25% of the contract was made by using the purchase specifications. The levels of satisfaction of with Kimchi and rice cakes suppliers were significantly different according to employment type and educational background, respectively. Depending on working experiences, satisfaction was significantly different for the use of document screening, as a standard for the selection and management of suppliers, and for the facility and equipment standards of suppliers, The use of purchase specifications was different by employment type, while the use of purchase specifications for contracts was different by working experience. These results imply that the specialization of suppliers is necessary to unsure food safety. Therefore, the objective methods to evaluate the suppliers should be developed by the government, and appropriate education programs for dietitians should be prepared to enhance the utilization of purchase specifications.
As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.

The systematic analysis and evaluation of required energy in the processes of drinking water production and supply have attracted considerable interest considering the need to overcome electricity shortage and control greenhouse gas emissions. On the basis of a review of existing research results, a practical method is developed in this study for evaluating energy in water supply networks. The proposed method can be applied to real water supply systems. A model based on the proposed method is developed by combining the hydraulic analysis results that are obtained using the EPANET2 software with a mathematical energy model on the MATLAB platform. It is suggested that performance indicators can evaluate the inherent efficiency of water supply facilities as well as their operational efficiency depending on the pipeline layout, pipe condition, and leakage level. The developed model is validated by applying it to virtual and real water supply systems. It is expected that the management of electric power demand on the peak time of water supply and the planning of an energy-efficient water supply system can be effectively achieved by the optimal management of energy by the proposed method in this study.
Changing social conditions have resulted in a situation where elderly patients are no longer cared for by family and where medical care hospitals play a more prominent role. In this study, the unique elements of the medical service required from a long term care hospital were identified using conventional and exploratory analysis, and the causal relationship between medical service quality, relationship quality, and Revist intent was confirmed. The intermediary role and the quantitative importance of relationship quality (including trust and commitment) were also characterized. This study identifies the key points and indicators that the administrators of a long term care hospital can use to effectively plan their medical service offering in order to secure the commitment of customers through relationship quality. The theoretical indications of this study are set out below. First, four factors are selected as being the key elements determining service quality: medics, administrative service, healthcare environment, and subsidiary facilities. Second, it seems that medics, administration service, and the healthcare environment have some effect on the evaluations made in relation to trust and satisfaction (subsidiary facilities are not considered to be a key element). Third, patient satisfaction has a positive impact on trust and commitment and can be regarded as a key element for establishing connections. Fourth, commitment is likely to be strengthened when trust is significant. Fifth, as trust and commitment increase, revist intent strengthens. Lastly, this study illustrates how the levels of trust and commitment play a modulating role between patient satisfaction and revist intention. There are many practical indications from the findings of this study. First, the influences of medics, the administrative service, and the healthcare environment on trust and satisfaction vary. Especially, the healthcare environment is likely to be more important than medics. Accordingly, it is essential to establish an elderly-friendly environment, to improve a hospital's structure, and to maintain a clean environment. Second, medics must show compassion to their patients and be patient when providing explanations to elderly patients who often lack powers of concentration. Third, in order to establish patient trust, it is essential that medics provide an excellent medical service. Ultimately, these elements of relationship quality may strengthen the revist intention of elderly patients.
