Recently, despite the presence of a large number of people with disabilities, facilities and services for the disabled are insufficient in comparison with the advanced countries. Especially, unmanned facilities and devices are not available for disabled people without help. As interest in disabled people increased, the convenient facilities for the disabled person should be legally installed in the public places. Moreover, social consensus formation and technical approaches are being actively pursued. In this paper, we propose a five-step scenario to use an unmanned post office. Based on the proposed scenario, we present the method to improve the accessibility of the user interface of the unmanned facilities. And we present a plan for establishing the short- and medium-term service models. This plan is expected to be highly practicable because it reflects the current situations of Korea Post and analysis result of the domestic and oversea cases.

In this paper, we propose a framework for synchronization of spatial data between mobile devices and a server by using SyncML(Synchronization Markup Language) that is standard specification for synchronization protocol. We used GML (Geographic Markup Language) to support interoperability of spatial data between various data sources. We also used metadata and catalog service to access and integrate distributed spatial data, considering relationships of spatial data and non-spatial data.

우정업무는 발송인으로부터 우편물을 접수하여 수취인에게 배달하기 위해 소요되는 인력 의존도가 80%인 노동 집약적인 업무이다. 이에 따라, 우편고객에게 고품질의 우편서비스를 제공하기 위한 목적으로 우편물 자동구분 처리시스템을 개발하여 적용하고 있다. 본 고에서는 우편서비스의 질을 향상시키기 위한 노력의 일환으로 고객 바코드의 활용사례를 분석하고, 우편고객에게 부가서비스를 제공하기 위한 방법을 제시한 내용이다.

Faster, safer and cheaper mailing of the postal matter is essential for surviving in the competitive market of home-delivery service. The Steiner tree connects points minimally in geometrical way and has been used in the distribution system optimization and optimal routing of the transmission lines of the electric power system. This paper proposes a method to select the optimal location of mail distribution center that minimally connect the local mail center of some major cities using the Steiner tree theorem.

Considering a trend of logistics and transport industry in these days, it can be said that international express courier service is one of the most familiar transport type to the general public. Especially in Korea, due to development of electronic commercial transaction and the popularity of television home shopping, it can easily anticipated that express courier business will continuously grown in the future. However, the legal basis for international express courier is not properly set up so far. The only clause about this can be found on Korean Aviation Law said as 'commercial documents delivery business'. The origin of the commercial documents delivery business in Aviation Law is to make exception from public postal services which has been exclusive status as monopoly based on the Korean Postal Law. Basically, according to this regulation, all the private postal delivery is prohibited except some sort of commercial documents such as consignment notes, packing list, invoice etc. Thus, those documents could be delivered not only by public postal services but also by private courier company according to the Korean Postal Law. This waiver has probably come from under developing condition of Korean postal circumstances, however it should be revised according to the modernized business practice. Reflecting these revisions, the articles of Korean Postal Law adopted 'international express courier document' as the exception of postal service. Therefore, Korean Aviation Law also needs to be revised as Postal Law in due course. In addition to revision of Korean Aviation Law, some sort of new legislation is required to govern the private legal aspects such as legal liabilities, duties and rights of each parties on international express courier. This should be governed by 'law' not by 'terms and conditions' provided by business operators. Furthermore, to support and develop the current domestic logistics companies as international express courier company, it is required to regulate with the separate express courier law.

우편 서비스는 사람과 조직간을 이어주어 실물 배달과 의사 소통을 위한 중요 네트워크 중의 하나이다. 2000 년에 출범한 인터넷 기반의 우체국 서비스인 ePOST 는 전통적인 우편 서비스와 농수산물 중심의 쇼핑몰에서 전자고지납부 및 에스크로 등으로 서비스를 확장하고 있다. 하지만 기존의 ePOST 가 B2C 형식을 기반으로 일반 고객을 위주로 서비스해 왔으며, 웹서비스 기술을 통해 기업 고객과 같은 B2B 서비스에 대한 새로운 시장기회를 추구할 수 있는 강력한 도구로서 활용될 수 있음을 의미한다. 따라서 이 논문에서는 기업 고객을 대상으로 우편서비스를 원활하게 지원하기 위한 방안으로 웹서비스의 도입 전략과 효과에 대하여 제시하고자 한다.

인터넷 기반의 e-비즈니스의 출현은 기업의 정보 시스템의 패러다임에 변화를 가져왔다. 단순한 형태의 데이터/정보의 통합에서 기업간 정보 시스템의 연계 및 연동을 위한 개념 및 요소기술들이 기업중심의 표준화를 통해 다양하게 제안되었다. 전문분석가에 의하면 향후 $3{\sim}5$ 년 이내에 기업의 정보 시스템간 통합/연동을 기반으로 전략적 제휴가 일상화 될 것으로 예상한다. 따라서 이 논문에서는 개발된 시스템 통합 및 연동에 대한 기본적인 개념과 특징을 소개하고, 우편물류통합정보시스템의 구성과 특성을 분석하며, 차세대 우편물류정보서비스를 지원하는 시스템 플랫폼 시스템의 모델을 제시하고자 한다.

우편 서비스는 사람과 조직간을 이어주어 실물 배달과 의사 소통을 위한 중요 네트워크 중의 하나이다. 정보통신의 발달로 우편 서비스의 대표적인 형태인 서장이 전자메일로 대치되고 있으나, 전자상거래의 급속한 확장에 힘입어 소포 등과 같은 새로운 우편 서비스 영역의 중요성이 동반 확대되고 있는 실정이다. 2000년에 출범한 인터넷 기반의 우체국 서비스인 ePOST는 전통적인 우편서비스와 농수산물 중심의 쇼핑몰에서 전자고지납부 및 에스크로 서비스 등으로 확대되고 있다. 한편 우리나라의 휴대전화의 보급율은 2004년 현재 $75\%$에 이르고 있으며, 이제 ePOST도 휴대전화상에서 새로운 서비스를 제공하기 위한 준비가 필요하다. 따라서 이 논문에서는 대국민 서비스와 효과적인 비즈니스를 동시에 지원하기 위한 모바일 우편 서비스(mPOST) 방안을 제시하고자 한다.

This paper designs and implements an integrated map server to produce an integrated map. Two requirements for the proposed map server are as follows. First, the system should support a customization of metadata to meet user's requirements. The map server designed here will predefine information such as representations, regions required for client-side processing in the metadata. This will allow users easily acquire an integrated map in the required form of clients. Second, the system should be able to support not only the integration of spatial data but also their non-spatial data. Fusion service is realized by using the concept of linking. The integrated map server suggested in this paper can improve the quality of the fusion service by integrating the results of the map servers according to user's requests. Our experiments shows that the integrated map server reduces the response time in web mapping environments.

This paper presents a landscape design for the citizen plaza around the ˝Woojeongchongkuk˝(the 1st Korean postal building) where the ˝Gapsinjeongbyeon˝(1844 coup d´etat) occurred and which was once used as the ˝Jeoneoigam˝(a palace hospital). The site is located in 39 Kyeonji-dong, Jongno-gu, Seoul, and of which area is about 2,013$m^2$. The landscape design goals are to build traditional spaces which fit the traditional buildings and where people feel the old atmosphere; to build interesting spaces where people can learn the post and telegraphic history; and to build nature-friendly green rest spaces in the city. To achieve these goals, symbolic, traditional, educational, historical, and environmentally-friendly concepts are developed. With this concept the space is divided into two axis of the pst and telegraph of Korea. Along the two axis the Postage Stamp ˝Madang˝(yard), the Letter Garden, the Telegraphic ˝Ddeul˝(garden), the Communication Plaza, and the ˝Jeoneoigam˝(old palace hospital) and the ˝Gapsinjeongbyeon˝(1884 coup d´etat) Memorial Place are arranged. The Postal Stamp Madang which symbolizes the first Korean postage stamp is a space for studying history and evolution of stamps in Korea. The Letter Garden which symbolizes and formalizes a letter paper is composed with white bamboo trees which are planted linearly and long granite benches on which famous letters are carved. In the Telegraphic Ddeul which symbolizes the telegraph, the history of the telegraphic instrument and the telephone is exhibited. In the Communication Plaze which symbolizes future post and telegraph service extending to the world, the images of satellite communication, internet, webmail etc. are exhibited. The Jeoneoigan, and the Gapsinjeongbyeon Memorial Place is for memorializing the historic place and events. Throughout the whole place, various models and ceramic picture tiles about the post and telegraph and exhibited for effective education. In conclusion, sustainable management schemes for the site are suggested.
