Korea has very strong shipbuilding industry in the world, so many new ships are constructed in Korean shipyards. These built vessels are carrying out sea trial at sea before delivering to shipowner, and sea trial ships cause navigation risk to other passing vessels to accomplish sea trial tests as quick turning, zigzag maneuvering and crash astern etc. in traffic congestion conditions. It occurred more than 1 collision accident related sea trial for recent 5 years. It has been increased about 30% of risk because of navigation of sea trial vessel by marine traffic flow simulation. This paper analyzed marine traffic density surveyed by AIS data for 7 days, and investigated position of marine accidents for 5 years in Korean coastal waterway, it established the sea trial prohibition areas as 10/100 level of total marine traffic volume, which is considered no danger for ship operator. This analyzed maritime safety law for setting of the prohibition waters to propose the basic legal system. It makes contribution to marine pollution prevention by setting of the sea trial prohibition water to improve the ship's navigation safety.

An information management system for a solid waste landfill site was developed, in this study, to optimize the operation and management of solid waste landfill in real time in addition to provide the information of landfill status to the landfill operator, public official concerned and local residents. The landfill information management system is composed of two systems (Solid waste landfill history management system and landfill operation and performance management system). The solid waste landfill history management system based on automated RFID/LPR system allows landfill operators to provide information of waste collection vehicles and received waste. In addition, the system aids in the identification of 3-dimensional (3D) position for landfilled solid wastes. Using the landfill operation and performance management system based on 3D laser scanner delivers information about landfill volume, settlement, landfill density, and current landfill capacity to landfill operators in real time, resulting in optimum space utilization. Ultimately, this system would dramatically reduce exposure of landfill operators to hazardous materials and improve the productivity of landfill operations.

This paper was studied in two ways with respect to the information received from the video signal separation technique of PPI Scop radar device. The proposed technique consists in generating an image signal through the video signal separation and synthesis, symbol generation, the residual image signal generation process. This technology can greatly improve the operating convenience with improved ease of discrimination, screen readability for the operator in analyzing radar information. The first proposed method was constructed for high-speed FPGA-based information processing systems for high speed operation stability of the system. The second proposed method was implemented intelligent algorithms and a software algorithm function curve associated resources.This was required to meet the constraints on the radar information, analysis system. Existing radar systems have not the frame data analysis unit image. However, this study was designed to image data stored in the frame-by-frame analysis of radar images with express information MPEG4 video. Key research content is to highlight the key observations expresses the target, the object-specific monitoring information to the positive image processing algorithm and the function curve delays. For high-definition video, high-speed to implement data analysis and expressing a variety of information was applied to the ARM Processor Support in Pro ASIC3.
This study is aimed at developing an index and indicator in the light of social factors by analyzing the basic materials on Korean working conditions survey to make it possible to grasp various working environment factors consequent on business type and to judge the industrial safety & health policy of the related area. For the purpose of developing an index, this study was conducted by benchmarking the OECD-suggested index development guidelines and overseas cases of index development. This study suggested indexes related to health by benchmarking OECD's press-state-response model. The press-state health-related indexes specified in Korean working condtions survey were found to consist of physical risk environment, working hours, business environment, and social environment, and its consequent 'state' items were comprised of mental health, physical health, absence from work due to health problems and work satisfaction as health-related items. As a result, it was found that the 'press-state index' for wage worker, regular employee, manager, clerks, expert & related personnel involved, and workers aged under 50 was relatively good; in contrast, the 'press-state index' for people aged over 50, owner-operator, daily job, skilled position in agriculture & fisheries, simple labor service, and apparatus & machines assembly worker was found to be relatively vulnerable.
We evaluated the overall setup accuracy for the On-Board Imager (OBI, Varian Medical Systems Inc., Palo Alto, CA, USA), with attention to the laser, the gantry, and operator performance. We let experienced technicians place the marker block on the couch using a lock bar system, with alignment to the isocenter of the laser, every morning. A pair of radiographic images of the marker block was acquired at $0^{\circ}$ and $270^{\circ}$ angles to the kV arm to correct the position using a 2D/2D matching technique. Once the desired match was achieved, the couch was moved remotely to correct the setup error and the parameters were saved. The average for the vertical and the longitudinal displacements were 0.65 mm and 0.66 mm, and 0.01 mm for the lateral displacement. The average for the vertical and longitudinal displacements were statistically significant at the 0.05 level (p value=0.000 for both), while the p value for the lateral direction was 0.829. These results show that the tendencies to displacement in vertical and longitudinal directions occur through systematic error, while systematic error was not found in the lateral displacement. This daily overall evaluation is practical and easy to find the systematic and random errors in the setup system; however, a daily QA for laser and OBI alignment is still needed to minimize the systematic error in aligning patients.

Since Chinese cabbages weigh 3 to 5kgf and are big in size at the time of harvest, handling operations such as harvesting, loading and unloading including transportation require the highest labor demand among all other cultivation processes. Recently, though several cabbage harvesters were developed in Japan and Europe, those harvesters were not suitable for Chinese cabbages cultivated in Korea because of the size and shape. The cabbage harvester is almost meaningless without any proper cabbage piling and pallet unloading mechanism. Most harvesters developed so far adopted a sort of slide and free falling way in collecting cabbages into the pallet. Three or four labors are usually required for cleaning incoming cabbages and loading those in the pallet. Because of the required time for piling cabbages without severe damage and the required space capacity to carry empty and loaded pallets, harvesting speed should be adjusted in accordance with time required for consecutive operations. Up to now, any automatic or semi-automatic collecting device has not been developed in the world to pile cabbages on the layer one by one into the pallet in the ordered way with little damage and to unload pallet from the harvester continuously during the harvest process. To compromise system expenses and function, Semi-automatic cabbage piling and pallet unloading mechanism was devised and it required one labor. The foldable mesh pallet with a size of 1050mm x 1050mm x 1000mm and holding capacity of around 70 cabbages was utilized. The prototype for piling and unloading mechanism was composed of three parts such as feeding device, automatic piling device with retractable bellows, and pallet unloading device. Prior to developing the prototype, the geometric properties and the amount of the damage of the cabbage caused during the piling operation were investigated. Considering the height of the pallet, a series of cabbage carrying plates were mounted to the bracket chain to lift and to carry cabbages to the loading device. Indoor laboratory experiments showed that the cabbage carrying chain conveyor worked successfully. Considering the conveying speed 0.46m/sec of the pull up belt from the cabbages on the ground, the speed of cabbage carrying chain conveyor worked property in the range of 0.26m/sec to 0.36m/sec. The system allowed the operator to modify the position of cabbage slightly. Overall system worked successfully resulting into almost same capacity without severe damage to the cabbage as human did.
Purpose: Zygomaticomaxillary complex (ZMC) fracture is one of the most common facial injuries after facial trauma. As ZMC composes major facial buttress, it is a key element of the facial contour. So, when we treat these fractures, the operator should have a concern with the symmetry to restore normal appearance and function. But sometimes, unfavorable results may occur. The aim of this study is to analyze the unsatisfied midfacial contour after ZMC fractures reduction retrospectively and to point out the notandum. Methods: 369 patients, treated for fractures of the ZMC were included in the study. After the operation, such as open reduction and internal fixation (ORIF with titanium or absorbable materials), open reduction, and closed reduction, midfacial contour was evaluated with plain films and 3-dimensional computed tomography. And unfavorable asymmetric midfacial contours were correcterd by secondary correction and re-evaluated. Gross photographs were obtained at outpatient clinic. Results: Total of 38 patients had got a facial asymmetry and among of them 24 patients were treated secondary revisional ORIF operations for correction of unfavorable result of after primary reduction. Two of them had received tertiary operations, three patients had got osteotomy more than after one year and six patients had got minor procedures. The etiology of asymmetry were lateral displaced simple fracture of arch (n=2), lateral displaced comminuted fracture of arch (n=6), comminuted arch fracture combined posterior root fracture (n=9), and communited arch and body fracture (n=12), severely contused soft tissue (n=9). After the manipulations outcomes were acceptable. Conclusion: To prevent the asymmetry in ZMC fracture reduction, complete analysis of fracture, choice of appropriate operation technique, consider soft tissue, and secure of zygoma position are important. Especially, we should be more careful about communited fracture of zygomatic body and lateral displacement, root fracture of zygomatic arch. Because they are commom causes that make facial asymmetry. To get optimal result, ensure the definite bony reduction.
The purpose of our study was to retrospectively evaluate the cause of a decreased calcium score of follow-up studies on coronary artery calcium scores (CACs) computed tomography (CT). The subjects were healthy 100 people(85 males $60.6{\pm}6.9$ years, 15 females $67.2{\pm}7.3$ years). The subjects decreased CACs were divided into 4 subgroups depending on Agatston classification, minimal (1-10), mild (11-100), moderate (101-400), severe (400<). As a result of decreased CACs were scan location disagreement 51%, motion artifact 26%, equipment changes 14%, operator mistakes 5%, input miss 2%, image loss 1%, arrhythmia 1%. In the mild group, the most common decreased CACs were 49 people. In the minimal group, the most significant variation reduction has occurred to 6 people. Scan location disagreement was considered a partial volume effects due to the scan starting position. It showed less than 100 CACs a high variation (19.7%) in more than 100 CACs, a lower variation (2.2%), these could be seen that the variation range is different that can be tolerated according to the calcification score. Motion artifact factor was found in 26%, which is so closely related to the preceding tests that affect the higher heart rate like this pulmonary function test, exercise stress test.

COSPAS-SARSAT is the search and rescue system for providing a distress alarm and a position identification using an international satellite and ground facilities. Aviators, mariners and land users worldwide are equipped with COSPAS-SARSAT distress beacons, which could help save their in emergency situations anywhere in the world. As the existing COSPAS-SARSAT system is generally operated by LEO(Low-altitude Earth Orbit) Satellite System, the time from the distress beacon to the rescue is more than 1 hour with average and the accuracy of the distress location is about 5 Km. Therefore, in order to overcome this problem, the development for the next generation SAR(search and rescue) system which uses the MEO(middle-altitude Earth Orbit) satellites is going on the Galileo project. EU is developing this project for the full operation capability in 2011, and this project will have SAR payloads and support to the Search and Rescue service-herein called SAR/Galileo. SAR/Galileo will have the performance of a few meter accuracy, within 10 minutes to rescue from reception of distress messages, and Return Link Service(from the SAR operator to the distress emitting beacon), thereby facilitating more efficient rescue operations and helping to reduce the rate of false alerts. As the disaster is larger every year, the ground station, MEOLUT for next generation ASR/Galileo is urgently needed for the lifesaving for the larger disaster, the research for beacon and the ground station such as MEOLUT for introducing the next generation SAR/Galileo in Korea is very timely and is important. This paper presents the procedures and the strategies for the participation, the area to develop reasonably, and the propulsion organization for developing the SAR/Galileo ground system in Korea.

Safety is built in to the activities of the prudent ship operator. Ant investment made towards this end is likely to have a measurable payback in positive terms. That there must be an investment is inevitable, because the industry at large has let things slip too far too long. Those who have not allowed it to slip too far and who are the first to recognize that safety, far from costing money, in the long term actually preserves it, will be wieners. Too many seem to have lost sight of the fact that every one hundred pennies saved is a full one hundred pennies profit. Every hundred pennies of additional revenue contributes no more then fifteen pence to profit. Environmental protection is not so simple, nor so financially attractive. Man needs the minerals of the Earth as well as the products of the soil and sea survive. We(the human race) are still not in the position, politically or financially to manage the Earth's assets without causing damage. The evidence of our damage is evident in many different parts of the Glove and will in some cases haunt several generations still to come. We have learned a lot, and continue to learn, but despite the best intentions some Government needs for their people will be at the expense of people in another region for the foreseeable future. We sailors ply the seas with the raw materials of commerce as well as the finished and part finished goods. It does not always sit well to consider too deeply what effect the ship and the cargo it carries is having, or may have, on some communities, or on the sea through which sail. None my generation can hold up his head and claim to be without blame in the pollution of the seas. Times are changing though, and Governments are turning their attention more to the protection of our planet and its precious resources. This will not be without cost. The investment will have to be made not for our benefit, but for the benefit of generations yet to come, however the cost will have to be borne by society as a whole, not by the shipping community alone. The debate surrounding the choice between engineering our way to a better tomorrow, or adapting our working practices will continue. Each method has the same goal as its target and as long as we attain the goal does it really matter how we get there?
