우리나라의 현행 항만개발제도는 장래 항만물동량을 기준으로 항만시설의 완공 시기와 규모를 조정한다. 물동량 연동 항만개발제도라 불리는 현행 항만개발제도는 효율적으로 한정된 예산을 집행했다는 긍정적인 평가를 받았다. 그러나 최근 국내 항만시설의 노후화가 가속화 되면서 국내 항만시설의 서비스 수준저하에 대한 우려가 커지고 있다. 하지만 현재 우리나라 항만개발제도에는 서비스 수준을 평가하고 개발 결정지표로 활용할 수 있는 기준이 마련되어 있지 않다. 이에 본 논문의 목적은 항만의 서비스 수준을 측정하기 위한 지표를 선택하고 지표 간 가중치를 도출하여 현재의 '물동량 연동 항만개발제도'과 연계될 수 있는 항만서비스 지수(PSI)를 개발하는 것이다. 다양한 선행연구 분석 결과를 바탕으로 선박 대기율, 선석 생산성, 선박 재항 시간, 선박 생산성을 항만 서비스 지수를 구성하는 4가지 지표로 선정하였다. AHP 및 엔트로피 방법론을 통해 도출된 네 개 지표의 가중치를 종합하여 적용하였으며 항만서비스 지수(PSI) 산식을 도출하고, 이를 바탕으로 국내 컨테이너 및 벌크터미널의 서비스 수준을 평가하였다. 다음으로 본 논문에서는 측정 결과를 6개 등급으로 범주화 하여 각 등급의 서비스 수준을 정의하였다. 마지막으로 물동량이라는 정량적 지표와 "서비스" 수준이라는 정성적 지표를 연계시킬 수 있는 항만개발제도의 개선 방안을 도출하여 제시하였다.

The aims of this study is to suggest how the port specialists think the priority of container feeder port development in Korea. To illustrate the ideas regarding a container feeder port development, 56 detailed attributes were identified both from the previous studies and from brainstorming port professionals. And these were grouped into 5 criteria by 'KJ method' and made into 4 levels hierarchy structure. AHP technique identifies the relative weights of each levels and trends of the preference of port specialists from 6 alternatives. As a result, a feeder port development priority in Korea has been proposed.

In port management, the scale of facilities and port layouts are major factors characterizing the port, which influence port economics and productivities continuously through the port operation. Grouping ports in certain region by their characteristics could be used as the principal informations to establish national policy for port development or investment and also to analyze the competitiveness between ports. Currently Korean ports are divided into two groups such as the local port and the designated port containing foreign trade port and coastal port under the Korean port law. These divisions seem to be used for port administration as the matter of convenience but some qualitative grouping is needed for research of port problems. In this paper, 20 major Korean ports were clustered by the similar characteristics using Fuzzy C-Means and found to be classified 8 qualitative groups.

This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, several problems on port administration and management have occurred. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning the various operation authorities the low productivity of port and the lack of port sales activities etc. In addition to solving the above mentioned problems to diversify the function of port the following measures are to be taken for the port of Pusan ; the transfer from port administration system to port management system, the introduction of Port Authority with a board, and the conversion of the management system from production-oriented to marketing-oriented.

With the rapid development of global economic and trade, the ports in the North-east Asia region have developed rapidly. Ocean shipping plays an irreplaceable role in China's foreign trade. Improvement of China's economy and continuous increase of trade in North-East Asia have made China as the number one in the world in container transport. Tianjin port which is the biggest international trade port in North-east China. Tianjin Binhai New District has incorporated in (CPC Central Committee on the outline of the Eleventh Five-Year Plan for national economic and social development proposals) which had adopted by The Fifth Plenary Session of the 16th CPC Central Committee. However, the competitions between ports are getting intense, the construction of Northeast Asia shipping center is in the ascendant, which bring new opportunity and challenge to the development of Tianjin port logistics. Therefore, Tianjin should according to its characteristics, integrating port resources, exert great efforts in developing port logistics, thus promoting regional economic development. Therefore, it is necessary to make the main study on the development strategy of Tianjin port logistics.

본 연구의 목적은 남한과 북한간의 화물운송을 위한 해상운송과 항만서비스를 위한 협력적인 관리계획을 수립하고 한강하구와 서해접경지역에 해상운송과 항만개발의 번영을 신속히 실현하는 방안을 제공하는 것이다. 특히 해상평화공원을 둘러싼 환경을 보존하기 위한 노력을 개발계획에 반영하는 것이다. 본 연구의 취지는 한강하구지역의 번영은 보존을 병행한 해상운송과 항만서비스의 개발을 통해서 가능하다는 것을 보이는 것이다.

기존의 항만개발방식은 관리청 주도하에 비관리청사업과 민간투자사업이 중심을 이루었다. 그러나 항만공사체제가 등장하면서 이들 상호간에 역할 및 기능분담체계를 명확히 정리하고 기존의 항만개발방식과 더불어 항만공사가 효율적으로 민간자본을 활용할 수 있는 방안을 모색해야 한다. 이에 따라 항만시설의 개발 및 관리 운영에 관한 업무의 전문성과 효율성을 제고하기 위하여 항만공사를 단일 창구로 하는 항만개발사업을 수행하고 항만개발방식의 시설공사를 항만공사로 이관하여 종합적인 관리기반을 구축하는 것이 필요하다. 이를 위하여 해양수산부가 민간자본활용 방식을 항만법과 민간투자법에 의한 방식으로 구분하듯이 항만공사가 항만법 원용방식과 민간투자법 원용방식을 통하여 민간자본을 활용한다면 항만공사는 독립채산제에 의한 운영이 가능하고 불필요한 절차 없이 항만시설을 소유할 수 있다. 또한 항만법 민자방식의 시설공사에서 해양수산부가 민간사업자에게 시달한 사업허가서를 실시협약으로 전환하고 민간투자법 민자방식의 시설공사에서는 실시협약의 당사자를 해양수산부에서 항만공사로 점진적으로 전환하는 것이 필요하다.

The container throughput of China, after the joining in the WTO, has begun to increase notably. As a result, China is busy building new ports continuously. In accordance with China's situation Korea promote the development plans of ports and marketing strategy to attract the increasing cargo traffics with China, including transhipment cargoes. To build the competition strategy and the panning port for trading cargoes with China, an analysis on origin/destination is necessary. The cargo volume from/to the particular port(Korea/China) and origin/destination of traffic are important factors in the requirement for the port development. Therefore, in the era that trading with China is rapidly increasing, this study is performed to analyze the port's usage of transporting the cargos and the origin/destination of trading cargoes with china. Also this paper suggests to the competitive strategies of Pyungtaek Port to attract cargoes particularly from/to China.
