항만수변도시 재생계획의 스마트 성장원칙 활용에 관한 연구 - 제주시 제주항을 중심으로 - (A Study on the Adaptation of Smart Growth Principles for the Port Waterfront city Regeneration Planning - Focused on the Jeju Port Center -)

  • 항만수변도시 재생계획에 스마트 성장원칙을 적용하기 위해 도시계획요소와 성장원칙에 대한 연관성을 분석한 결과 적용 가능성이 높은 것으로 나타났다. 연관성 분석에서 도출된 스마트 성장원칙을 제주시 탑동 재생계획에 적용할 수 있는 디자인 가이드라인 요소는 ⯈ 걷기에 적합한 커뮤니티 조성, ⯈ 확실한 장소성을 가진 차별화되고 매력적인 커뮤니티 조성, ⯈ 오픈스페이스, 바닷가, 아름다운 자연경관, 환경적으로 중요한 지역보존, ⯈ 기존커뮤니티를 위한 개발 강화와 유도, ⯈ 교통수단선택의 다양성 제공 등이다. 이를 기반으로 제주항 재개발계획에는 ⯈ 복합적 토지 이용 ⯈ 고밀설계방식의 이점활용, ⯈ 다양한 주거기회와 선택권 제공 등을 실시 설계 시 적용할 것을 제안하였으며 통합적인 항만수변도시 재생계획 시 스마트 성장원칙을 적용할 필요성이 높은 것으로 조사되었다.

  • In order to respond dynamic changes in the global distribution system, the City of Pyeongtaek hope to expand port facilities and its hinterlands. In specific, it plans to designate these areas as free economic zones(FEZ), synthesizing the whole procedures from the development proposals to the operation and management. This paper examines the proposed urban development strategies focused on Pyeongtaek port which still reveals critical weakness as a gateway port backed up by the Seoul Metropolitan Areas. In order to enhance the global competitiveness of Pyeongtaek port, theoretically it depends on Geo Coyle's ACTIFELD methods. In addition to the traditional quantitative data, Coyle's ACTIFELD methods emphasize qualitative approaches, all of which would facilitate structural and systemic analyses of complex social phenomena. Applying ACTIFELD methods, this paper proposes that the City of Pyeongtaek should focus on three alternatives. That is, Pyeongtaek's policy priority should be given to ts he port city based on the key concepts of Supply Chain Management(SCM), Co-opetition supporting city, and waterfront-initiated urban development.

19세기 말 요코하마 외국인거류지의 공간특성 연구 (A Study on the Spatial Characteristic of Yokohama Foreign Concession in the end of 19th Century)

  • The foreign concession of Yokohama was the first downtown formed through the open port of Yokohama. It became a stepping stone to the center of the market economy. Yokohama was regarded as the turning point of modernization in Japanese history and it reached the high light of modern city in Japan. In the nineteenth century the term "open port" which occurred in East Asia was directly connected with modernization. Nevertheless, there is not many researches on architectural history about the central space of the open port city. As the method of research, we examine the parcels and spatial changes that are based on the contents of maps and pictures in terms of architectural history. For the foreign concession that was set up in Yokohama and the first open port in Japan, the spatial scope was set for certain and the temporal range was also set from the setting of the concession in 1859 to the abolition in 1899. The purpose of this study is to consider the future research related to the study of the open port city from the perspective of comparative historical research.

Proposing Directions for Urban Design to Improve the Inclusiveness of the Port Hinterland

  • The port space can be considered to be the space in which the characteristics of the port city are best expressed. Also, since it acts as a representative gateway along with the airport, it can have a direct impact on the image of the region and country. However, the harbor hinterland has been a refuge during the war in the past, and it has been concentrating on development related to the port industry; hence, it has a poorer residential environment. Therefore, in this study, in order to ensure equal development in space and equal access to basic urban services, urban design directions were suggested for the harbor hinterland based on the concept of an inclusive city'. To this end, through factor analysis, urban planning elements that can be applied to urban design were derived, and through PLS(Partial Least Square)regression analysis, based on the opinions of residents and experts, urban design directions for the port hinterland were presented. The study site was Gamcheon Port, one of the Busan Ports in Korea, the hinterland of Gamcheon Port was a high slope, and the residential environment was relatively poor due to the dense concentration of older residential areas.

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore. Multi-Dimensional Selection Method of Port Logistics Location Based on Entropy Weight Method

  • In order to effectively relieve the traffic pressure of the city, ensure the smooth flow of freight and promote the development of the logistics industry, the selection of appropriate port logistics location is the basis of giving full play to the port logistics function. In order to better realize the selection of port logistics, this paper adopts the entropy weight method to set up a multi-dimensional evaluation index, and constructs the evaluation model of port logistics location. Then through the actual case, from the environmental dimension and economic competition dimension to make choices and analysis. The results show that port d has the largest logistics competitiveness and the highest relative proximity among the three indicators of hinterland city economic activity, hinterland economic structure, and port operation capacity of different port logistics locations, which has absolute advantages. It is hoped that the research results can provide a reference for the multi-dimensional selection of port logistics site selections.

부산항 물동량 처리를 위한 광역배후수송도로의 건설계획과 시행실태 분석 (Analysis of the Construction Plan and Enforcement Condition of the Port Circular Highway for Cargo Transportation of the Pusan Port)

  • Pusan the principal port of South Korea, has opened its door since 1876. Currently, the four-stage port construction project is under way to handle ever-growing marine transportation volume. While the port unloading capabilities are increasing the infrastructure to deal with all the transportation volume failed to catch up with them. Accordingly the city had to suffer from worst traffic congestion on due to the increasing container traffic volume causing logistical costs to rise. This study was designed to inspect the enforcement of infrastructure construction plan and suggest systematical and effective ways to improve the plan. The study focused on :\circled1The decision-making procedure, \circled2Financial resource for the plan, \circled3Effectiveness of the project enforcement, and \circled4Who will be in charge of the project. As a result from the study, these followings were suggested to improve the plan. First, Pusan Port Infrastructure consisting of (Inter-city Free way, Belt Highway and Outer Highway) should be immediately legally-regulation project. Second, the method to finance the project should be deter-mined and investment consultation among the central government the city government and private sector should be also made. Measures to make the central government budget allocation for the project mandatory should be discussed. Third, Effectiveness of the project can be doubled by gradually or partialyl opening the routes based on long-term or short-term operating plans. Fourth, The organizer of the project should be appointed, or a special task-force team in charge of the plan can be formed.

부산북항재개발사업에서 색채계획을 통한 경관조성방안 (Variation Landscape Enhancement Strategy through Coloring Plan in the Busan North Port Redevelopment)

  • 국내 최초로 대규모 항만재개발이 추진되고 있는 부산북항재개발 사업에서도 항만도시의 경쟁력을 위해 국가차원에서의 경관계획을 반영하고 있으며, 해양도시 이미지 개선 및 가치향상의 과정에서 고유의 자연, 역사, 문화적 자원과 함께 각종시설, 건축물, 상징물, 생태녹지대의 상황과 특성에 맞는 경관조성에 노력을 하고 있다. 본 연구에서는 먼저 부산의 경관의 특성을 분석하고, 부산시도시디자인계획(2010), 특히 색채계획과 해외의 경관색채계획의 사례조사를 수행하였다. 이를 통해 부산북항재개발 사업에서 색채계획을 반영한 경관조성방안을 다루었으며, 그 결과는 향후 다른 재개발사업에서 기초자료로 활용 할 수 있으리라 판단된다.

해항도시의 해양환경 관리실태 분석 - 부산광역시와 인천광역시를 중심으로 - (A Study on the Status of Marine Environment Management of Sea Port Cities - Focused on Busan Metropolitan City and Incheon metropolitan city -)

  • 본 연구는 우리나라의 대표적인 해항도시이며, 우리나라의 해양수도 및 동북아 관문항을 지향하는 부산광역시와 인천광역시의 해양환경 관리실태를 비교 분석하고 이의 제고방안을 모색하고자 하였다. 이러한 연구목적을 달성하기 위해 본 연구는 해양환경지표로서 수온(C), 염분(‰), 수소이온농도(PH), 용존산소(DO: mg/l), 화학적 산소요구량(COD: mg/l), 용존무기질소(DIN: mg/l), 총질소(T-N: mg/l), 용존무기인(DIP: mg/l), 총인(T-P: mgp/ml), 규산규소(Sio2-Si), 부유물질(mg/l), 클로로필(Chi-a: ${\mu}g/l$) 등의 총 12개 지표들을 사용하였다. 연구의 결과, 부산광역시와 인천광역시의 경우 2000년도부터 2003년도까지는 해양환경상태가 악화되는 것으로 나타났다. 또한 부산광역시 및 인천광역시의 해양환경상태를 악화시키고 있는 해양환경지표는 총질소, 용존무기인, 총인 등으로 나타났고, 이들 해양환경지표들은 해가 갈수록 악화되고 있는 것으로 분석되었다.

  • 포트 오소리티(항만공사)는 항만을 관리하는데 가장 유용한 형태이다. 우리나라는 이와 같은 항만공사를 곧 부산에 설립하려고 한다. 그러나 부산신항은 부산과 경상남도에 걸쳐 위치하고 있기 때문에 항만관리체계의 형태가 불투명하다. 따라서 이 연구에서는 AHP 방법을 이용하여 가장 선호되는 부산신항의 항만관리체계를 평가하였다.
