A Study on Maintenance Cost Model for Establishing a Strategies of Port Facility Maintenance (항만시설 유지관리 전략수립을 위한 비용모델연구)

  • Purpose: The construction history of domestic port facilities has been more than 100 years, and until recently, modern facilities have been continuously built and expanded. However, it is not easy to keep the required performance conditions at the time of initial construction due to changes in the marine environment and increase in volume. In particular, in the case of harbor structures that have a long service life, safety performance and function management are becoming very important due to the increase in the size of ships, the increasing frequency of use, and the increase in the scale of natural disasters. Method: Therefore, this study investigates the state change by structural type of port facilities and analyzes the rehabilitation activities and the history that contribute to the performance improvement and life extension activities. Result: Through this, we distinguished between performance improvement cost (CAPEX) and repair maintenance activity (OPEX) that can be used to establish port facility maintenance strategy, and suggested cost model that can be used to establish maintenance strategy. Conclusion: These studies are expected to contribute greatly to mid- to long-term investment decisions.

  • System establishment using a network may be a decisive factor both for creating a flexible production system and increasing reliability and serve as a basis for setting up of a management system that will make the designing, maintenance, and repair easier. It is therefore imperative to develop a protocol which is simple to use for communications and connections among different devices. The objectives of this study is to establish communications protocol stack that will enable to conduct an effective monitoring of production facilities and to secure flexibility of reduction control system, and to improve the working ratio of the production facilities by centralization of communications system through effective collecting and storing of the diversified data of multi-type and multi-device production facilities.

Land Based Test of Ballast Water Treatment System by Ozonation

  • This study is currently giving priority to developing the ship's ballast water treatment system using ozone (Ozone BWTS). The Ozone BWTS was tested in a full scale land-based mobile barge to evaluate performance according to the IMO G8 Guidelines. Test cycles using the mobile-barge were conducted in seawater and brackish water in the vicinity of the Port of Busan and Nakdong River, Republic of Korea. All tests were conducted according to the requirements of the G8 Guidelines. Test results show that the Ozone BWTS meets the Ballast Water Performance Standard contained in Regulation D-2 of the IMO Ballast Water Management Convention, as well as all of the operational, safety, and environmental testing requirements of the G8 Guidelines, as required for type approval of IMO. The study results show that the Ozone BWTS is capable of meeting the Ballast Water Performance Standard under Regulation D-2 of the International Convention for the Control and Management of Ships’ Ballast Water and Sediments, and also the more stringent standards being proposed under US legislation.

An Empirical Study on the Cadets' Satisfaction about Shipboard Training (항해계열 실습생의 승선실습 교육 만족도에 관한 실증연구)

  • It is one of the most important factors Seafarers Ducation Quality Assurance and Management in Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers(STCW), 1978. Actually above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for nautical part cadets by the group. In this paper, we carried out the questionnaire survey to study satisfactory value and the reason of dissatisfaction of 113 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University(K. M. U.). The results were calculated by frequency and percentage ; the significance of difference among Department groups like Maritime Transportation Science, Maritime Police and Ship Operating Systems Engineering was analysed by $X^2$ inspection. The major results of above analysis were as follows : First training chance for dadets was very little for being overflowed on board the training ship of the K. M. U. Second, special type of Training Ship HANBADA and HANNARA made the adaptability to merchant vessel's handling restricted. Third, cadets could not manage ratings directly, therefore the education in regard to seafaring management was limited to the theoretical instruction which leads to the low level of satisfaction. And lastly, low value of satisfaction for Drydocking Education in Shipyard was caused by cadet's leaving the Training Ship on account of the safety problems including ship and cadets.

  • To look at Korea trade environment, as increasing the quantity of goods transported in North-East Asia and deepening national competitive, information-oriented logistics environment is needed. That means it is automated work process and can provide value-added service. To do this, logistics business can be efficiently handled through "Electronic Means for the Clearance of Ships" and electronically data processing. Also, by increasing the risk of international terrorism, regulation regarding to logistics security has strengthened around the advanced country, such as USA and EU, etc. or international organization, such as IMO, ISO, etc.. Furthermore, because trade and logistics environment is changing and security becomes more important in logistics area, movement or status information of goods within the port or in entry in/out becomes more and more be needed in real time. In case cross-border logistics activities, international cooperation or agreement between countries is very important. However, different opinions much happened on defining the interface. If to follow one format or type using at a specific country or organization, it was occurred to difficulty in respect of interoperability as well as additional costs or time. Therefore, this paper proposes common interface model to exchange information for the efficient global SCM for using by the output of Korea R&D project, "National Logistics Standardization System Development".

A Study on Securing a Stable GM for Each Ship Type Considering the Ship's Operating Status (선박의 운항 상태를 고려한 선종별 안정적인 GM 운용에 관한 연구)

  • Recently, the occurrence of a ship capsizing was analyzed as the main cause of the lack of stability or loss because of the improper management of the center of gravity, the movement of cargo or heavy weight when excessive steering occurs or when navigating during bad weather. Thus, to prevent a ship from capsizing, it is necessary to secure stability to enable the ship's return to its upright position, even if a dangerous heel occurs. The GM is a crucial evaluation factor regarding stability, which the navigation officer uses to preserve stability. In this study, based on the stability data collected from the operating of ships for five years, The GM by ship's type according to the operating status was analyzed specifically such as a ship's length, breadth, and gross tonnage. The feature of the GM distribution according to a ship's length was confirmed, and after performing the correlation analysis between the breadth and the GM, the ratio of the GM to breadth was calculated, and the result was compared with the previous ratio. Additionally, a simple approximation formula and minimum GM for the estimation of the GM by ship type were proposed by the regression analysis of the GM using the gross tonnage (GT)/breadth (B) to reflect the trend of larger ships being built. The results of this study are expected to be used as data for the review of securing a stable GM on ships.

  • A Nautical Publication is a special purpose book, or a specially compiled database, that is issued officially by or on the authority of a Government, authorized Hydrographic Office or other elevant ogvernment institution and is designed to meet the requirements of marine navigation Nautical publications include list of lights, Buoys, Beacons, Radio Siganals, Sailing directions. The SNPWG(Standardization Nautical Publications Working Group) from the IHO is working to implement in computer systems all those elements of interest for Hydrography and Navigation Concerning the nautical publications digitization process, the SNPWG has defined three types of nautical publication: Type 1 : Hard copy(NP1), Type 2 : Digital version, A slight modification of type 1(NP2), Type 3 : Digital version for ECDIS(NP3). Nautical Publication is essential with nautical charts as refrerence information to navigation. Development of digital nautical publication is needed for liaison with charts production system, up-to-dateness of hydrographic information, improvement of service. But, korea's status is positioned in NP1. In our study, we surveyed the present status of nautical publciation for strategy of digital nautical publication development. Also, we build database of south coast of sailing direction and develp a program for compilation and management of sailing direction.

Ventilation Corridor Characteristics Analysis and Management Strategy to Improve Urban Thermal Environment - A Case Study of the Busan, South Korea - (도시 열환경 개선을 위한 바람길 특성 분석 및 관리 전략 - 부산광역시를 사례로 -)

  • The purpose of this study is to propose a ventilation corridor management plan to improve the thermal environment for Busan Metropolitan City. To this end, the characteristics of hot and cool spots in Busan were identified by conducting spatial statistical analysis, and thermal image data from Landsat-7 satellites and major ventilation corridors were analyzed through WRF meteorological simulation. The results showed the areas requiring thermal environment improvement among hot spot areas were Busanjin-gu, Dongnae-gu, industrial areas in Yeonje-gu and Sasang-gu, and Busan Port piers in large-scale facilities. The main ventilation corridor was identified as Geumjeongsan Mountain-Baekyangsan Mountain-Gudeoksan Mountain Valley. Based on the results, the ventilation corridor management strategy is suggested as follows. Industrial facilities and the Busan Port area are factors that increase the air temperature and worsen the thermal environment of the surrounding area. Therefore, urban and architectural plans are required to reduce the facility's temperature and consider the ventilation corridor. Areas requiring ventilation corridor management were Mandeok-dong and Sajik-dong, and they should be managed to prevent further damage to the forests. Since large-scale, high-rise apartment complexes in areas adjacent to forests interfere with the flow of cold and fresh air generated by forests, the construction of high-rise apartment complexes near Geumjeongsan Mountain with the new redevelopment of Type 3 general residential area should be avoided. It is expected that the results of this study can be used as basic data for urban planning and environmental planning in response to climate change in Busan Metropolitan City.

A Study on Safety Assessment for Low-flashpoint and Eco-friendly Fueled Ship (친환경연료 선박의 가스누출 피해저감을 위한 연구)

  • To limit greenhouse gas emissions from ships, numerous environmental regulations and standards have been taken into effect. As a result, alternative fuels such as liquefied natural gas (LNG), liquefied petroleum gas (LPG), ammonia, and biofuels have been applied to ships. Most of these alternative fuels are low flashpoint fuels in the form of liquefied gas. Their use is predicted to continue to increase. Thus, management regulations for using low flash point fuel as a ship fuel are required. However, they are currently insufficient. In the case of LNG, ISO standards have been prepared in relation to bunkering. The Society for Gas as a Marine Fuel (SGMF), a non-governmental organization (NGO), has also prepared and published a guideline on LNG bunkering. The classification society also requires safety management areas to be designated according to bunkering methods and procedures for safe bunkering. Therefore, it is necessary to establish a procedure for setting a safety management area according to the type of fuel, environmental conditions, and leakage scenarios and verify it with a numerical method. In this study, as a feasibility study for establishing these procedures, application status and standards of the industry were reviewed. Classification guidelines and existing preceding studies were analyzed and investigated. Based on results of this study, a procedure for establishing a safety management area for bunkering in domestic ports of Korea can be prepared.

An Empirical Study on the Quality of Working Life in Merchant Ships (선박의 QWL(근염생활의 질)에 관한 실증연구)

  • A major change occuring in the workplace is the willingness of union leaders, managers, and workers to experiment with various work schedules and to work toward the improvement in the QWL(quality of work life). In this study, the writer measures the level of QWL, embodies components of QWL, testifies the difference of QWL according to the demographical traits, and develops some scales to measure QWL in merchant ships. To achieve objectives of the paper, 11 hypotheses were established and a questionnaire was used, 894 proper data was obtained from 2, 910 Korean seamen working in merchant ships. Results of analyses are as follows : 1) The components of QWL in merchant ships are job, employee satisfaction, wage, welfare, working condition, supervise, colleague relations, initiative, and organization management. 2) Seamen of merchant ships are satisfied with job, supervise, colleague relations, and organization management. They are dissatisfied employee satisfaction, wage, welfare, and working condition. 3) According to demographical traits, the number of the factors significant difference(P<0.05) among components of QWL are 9 for type of ships, 8 ages of seamen, 7 for married or single, nationality of ships, and education level respectively, 5 for seamen career, for 4 rank on board and trading route of ships respectively, 2 for whether union or not and whether union involvement or not respectively, and 1 for department on board. 4) Results which tested hypotheses are as follows : For the components of QWL, married men are more satisfactory than an unmarried men, officers are more dissatisfactory than ratings, old men are more satisfactory than young men, men in high education level are more dissatisfactory than men in low education level, those who are much careers as a seaman are more satisfactory than those who are little careers as a seaman. There are significant differences in the components of QWL according to nationality and type of ships. There are insignificant differences in the components of QWL according to the shipboard department, whether union is or not, whether union involvement is or not, and trading route of ships.
