  • When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. First, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

ON-DOCK 서비스 시스템이 부산항 경쟁력 향상에 미치는 영향 (On the Effect of ON-DOCK System to the Sharpening of Competitiveness Edge of the Pusan Port)

  • Port competition is generally classified into two type of inter-domestic ports and intermational ports and the latter is measured how to secure the function of intermediacy for foreign cargoes among competing parts. In the Northeast Asia top 20 world container ports such as Pusan, Kobe, Yokohama and Kaohsiung are struggling to induce transshipment containers generated in the North China region. This paper aims to analyze and evaluate the competitive factors of the said ports such as port site facilities expenses service level and flexibility of management and operations and suggest the feasible strategies that the Pusan Port to be viable transshipment center in the region. The evaluation is attempted twice. First attempt is evaluated by present conditions of each port and second attempt by upgraded conditions of evaluation value such as port service level and flexibility of port management and operations resulted from the implementation of the ON-DOCK service system. The results of evaluation are as follows; (1) Port competitiveness of first evaluation is ranked in Kobe=Kaohsiung >Pusan>Yokohama. (2) Second evaluation is resulted in Kobe> Pusan= Kaohsiung>Yokohama. According to this results the competitiveness edge of the Pusan Port is able to strengthen by implementation of the ON-DOCk system.

항만보안 인력의 전문화를 위한 교육시스템 개선방안 (A Study on Improvement Plan of Training System for the Specialization of Port Security Guard)

  • 우리나라는 3면이 바다이면서 북한의 대남도발의 가능성이 높기 때문에 항만보안의 중요성을 간과할 수 없으며, 국제범죄의 증가와 기법의 발달 등으로 인하여 외국으로부터 국내로의 위협요소의 유입을 차단하기 위한 실질적인 보안활동이 항만과 인접 해상구역에서 요구되고 있다. 이에 따라 항만보안의 실질적이며 효율적인 수행을 담보하기 위해서는 항만보안 담당 인력의 전문성이 담보되어야 하며, 이를 위해서는 항만보안 인력에 대한 교육시스템이 제대로 정립되어 있어야 한다. 항만 또한 국가중요시설로서 이에 대한 위협과 안전사고 방지 및 국가안보와 질서유지를 위한 실질적인 보안활동이 이루어져야 하며, 이를 위한 선결조건이 바로 보안인력의 전문화이며, 전문성을 확보한 인력의 배출은 바로 교육을 통해서 이루어지게 된다. 그러나 현행 항만보안 인력에 대한 교육체계는 일원화되어 있지 않으며, 항만보안의 특수성에 맞춘 교육은 시행되고 있지 않고 있으므로 항만보안 인력의 전문화를 확보하기 위한 교육시스템이 개선되어야 한다. 그 방안으로 첫째, 항만보안에 대한 일원화 체계화 된 입법이 이루어져야 하며, 이를 토대로 항만보안 교육지침이 수립되어야 하며, 둘째, 항만보안 인력의 업무별 특화된 교육이 이루어져야 한다. 그리고 마지막으로 항만보안 인력의 전문성을 갖추기 위한 관련 자격제도가 도입되어야 한다.

  • This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

  • 국내 주요항만도시의 효율적인 모니터링 시스템 구축을 위해서는 첫째, 관련 법 제도적 기반 구축 및 관리를 위한 담당기관, 지역항만청, 항만공사의 협력을 강화해야 한다. 둘째, 항만기인 대기 오염물질 배출의 관리를 위해서는 체계적인 배출원 목록(Inventory)과 실시간 감시체계 구축을 통해 관리체계를 확립해야 한다. 셋째, 선박, 항만하역장비, 트럭 등 배출원별 대기 오염물질 배출저감을 위한 적극적 대처방안을 수립해야 한다. 이를 통해 주요 항만도시의 대기질을 개선하고 청정항만도시로 나아갈 수 있다.

인천내항을 위한 시뮬레이션 모델 개발 (A Study on the Development of Simulation Model for Inchon Port)

  • Inchon Port is the second largest import-export port of Korea, and has the point at issue such as the excessive logistics cost because of the limits of handling capacity and the chronic demurrage. There are few research activities on the analysis and improvement of the whole port operation, because Inchon Port not only has the dual dock system and various facilities but also handles a various kind of cargo. The purpose of this paper is to develop the simulation program as a long-term strategic support tool, considering the dual dock system and the TU(Terminal Operation Company) system executed since March, 1997 in Inchon Port. The basic input parameters such as arrival intervals, cargo tons, service rates are analyzed and the probability density functions for these parameters are estimated. The main mechanism of simulation model is the discrete event-driven simulation and the next-event time advancing. The program is executed based on the knowledge base and database. From the simulation model, it is possible to estimate the demurrage status through analyzing various scenarios and to establish the long-term port strategic plan.

Study on the Relationship and Validity of the Management Evaluation Factors in Public Firms With a Focus on the Port Authorities

  • According to the results of the management evaluation of the nation's public firms over the past seven years, the rating of the port corporation is generally insufficient. According to the results of the seven-year study 2011-2017, the average debt ratio of the port corporation was 34.5%, two to three times lower than that of the general public company, the operating profit ratio of sales was three times higher, and the value added per person was 1.6-1.9 times better. However, the aggregate score and grade were generally low, with 4.1% of the total number of employees of the general public corporation, 10% of the average total assets, and 1% of the average sales volume. The distributed analysis results and panel return analysis results show that the size significantly impacts the overall score and grade. Additionally, major business standards such as port volume, not controlled by the port corporation, appear to have a decisive influence on the low grade of the port corporation. Thus, it appears that improvement and supplementation of key business indicators of port construction are urgently needed in the management evaluation system, which can be properly controlled.

해운.항만조직의 지식공유의도 영향요인이 지식관리시스템 사용정도에 미치는 영향에 관한 연구 (An Empirical Study on the Impacts of the Knowledge Sharing Intention on the Use of Knowledge Management System in Maritime and Port Organizations)

  • 본 연구에서는 지식공유와 지식관리시스템에 관한 이론과 선행연구를 통하여 해운 항만 공공부문과 해운기업을 대상으로 지식관리시스템 사용과 지식공유 의도에 영향을 주는 요인들을 추출하여 그 요인들의 상호 영향관계를 살펴보았다. 총 7개의 가설을 검증한 결과, 먼저 지식공유 의도의 영향요인들 중에서 최고 경영층의 지원, 자기 가치감, 신뢰가 지식공유 의도에 영향을 미치는 것으로 확인되었고, 또한 보상제도와 지식관리시스템의 사용과 관계, 지식공유 의도와 지식관리시스템 사용과의 관계 통계적으로 유의한 결과로 나타났다. 본 연구 결과는 앞으로 지식관리시스템 사용과 관련된 연구에 있어서 지식공유 의도의 영향력에 대학 실증적 근거로 제시될 수 있을 것이다. 또한 지식관리 시스템을 도입 사용하고 있는 기업의 실무자들에게 현재 자신들의 지식관리시스템 사용 현황을 재진단하고 문제점을 짚어봄으로써 향후 지식관리시스템을 통한 지식공유를 촉진하기 위한 방안을 모색하는데 기초 자료로 활용될 수 있을 것이다.

항만 경쟁력제고를 위한 항만물류기능과 항만품질수준간의 관련성 분석 (An Analysis of the Relationship between the Port-Logistics Function and Port-Quality for the Competitiveness of Port)

  • Since the mid 1980s, the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Therefore study on the service organization of the logistics system for customer’s satisfaction from the management’s point has been focused as one of the major subject in order to improve the logistics quality which would ultimately increase the value of logistics service. This study has been focused on what the port logistics functions and the factors of the port logistics quality are those Korean port managers acknowledge as important factor. And examins these port logistics quality levels and the port logistics value (port productivity, service results) obtained by the results of these activities while reviewing the relation of the custom value which the port managers evaluate in order to evaluate and promote the competitiveness of the Korean port. According to the study results the port logistics function which the Pusan Container Terminal managers recognized as important were customer service management the flexibility of the port facilities and curtailment of the original operation cost of the port. It also indicated that the managers recognized the importance of the customer-oriented terminal management as it showed a close relationship with the port quality level.

인천항 관세자유지역 지정시 당면과제 고찰 (Consideration of Urgent Facing Strategies for the Designation of Customs Free Zone of Incheon City)

  • This study is intended for the development of urgent facing strategies for the designation of a CFZ(Customs Free Zone) in Incheon city. First, it analyzes the current status of the Incheon CFZ. Next, it suggests several strategies for successfully growing the CFZ of Incheon City. Finally, it develops and proposes a method for establishing an integrated management system for the effective management of the CFZ. The key findings of this study are as follows: First, the CFZ should provide state-of-the-art movement of port logistics, create new added value caused by the movement of logistics, and provide other public support. The Incheon CFZ should be developed in three stages: an inducement stage in 2002-2005, a growth stage in 2005-2008, and an implementation stage in 2008-2011. Second, The parties responsible for the management of the CFZ would be as follows: for the port area, the Ministry of Maritime and Fisheries; for the back space of CFZ, Incheon City; and for port management, port management companies. However, a committee for CFZ management is strongly suggested for the improved efficiency and effectiveness of CFZ management. Furthermore, additional regulations ensuring the role of local government will likely be necessary for the sucessful designation and sustainable management of the CFZ. Third, For the creation of additional revenue, reformation of the current laws of the CFZ are recommended in the area of business administration. Fourth, A strategic marketing plan that supports the successful management of the companies of the CFZ will be a key component in the success of the CFZ. Thus, the new marketing plan should be developed in the near future based on case studies of other CFZs. Fifth A method for an integrated CFZ management system was developed and suggested for the comprehensive and transparent management of port logistics.
