Environmental protection and precaution are the most frequently considered issues in the recent research fields for our present and future surroundings. However, it seems that these environmental issues were less reflected in local-level development plans, and caused several cases of environmental pollution, therefore it became a major concern of local governments and the communities. The role of a 'Local EIA(Environment Impact Assessment)' can be a core issue for the positive preferences of the local-level development plans. Cases of Local EIA in Germany which have been implied successfully are reviewed to generate a local EIA movement and to produce a guideline for Korean local governments. The local EIA in Germany was broadly commenced in the middle of 1980s, and a decade later it was carried out for over 200 of local governments. To produce a better suggestion for Korean local EIA, comparison and analysis of detail data of the German local EIA was carried out, and tested for fourteen cities in Korea based on five categories: i) assessment subject, ii) assessment procedure, iii) main office for assessment, iv) assessment factor and v) assessment standard. Prior suggestions for greater preference of local EIA in Korea are: it is necessary that I) launch of a support system in central government to help the movement of local government; Ⅱ) a knowledge-based expert group in local government which has by all means of exclusive responsibility far any action(new application or performance of local EIA) : 111) establishment of 'environmental protection measure' in local government level for environmental precaution based on individual environmental character and values in their communities.
EIA has been developed as a tool for environmental protection into promulgation of the Environment Preservation Act in 1977, with the introduction of EIA concept in the Pollution Control Act amended in 1971. EIA system has been improved with the enlargement of project type, public participation, guiderline improvement, and amendment of Act and presidential decree. Also, this system has been developed to reduce adverse effects affecting environment and human beings for environmentally sound and sustainable development. This study is to analyze contents of Acts and regulations relative to Environmental Impact Assessment from 1971 to recently.
As concerns on the effects of soil contamination on human health have grown, more efforts have been made to quantify the effects. One of such efforts is the development of risk assessment methodology. The fundamental objectives of this approach is to investigate the alternative options that reduce the risk of hazardous chemicals results from environmental pollution, which will eventually lead to an accomplishment of removement of identified toxicants in polluted environment. The U.S. EPA Risk Assessment guidance for the superfund (RAGS) provides a methods for assessing the health risk of contaminated soils and determining the preliminary remediation goals (PRGs). Using this approach, we assessed the health risk and preliminary remediation goals of petroleum contaminated site in Kyounggi province.

Section 102(2) (c) of the National Environmental Policy Act of 1969 of the United States requires an environmental assessment of the major federal actions that could significantly a-ffect environmental quality. The review is known as the NEPA assessment process, and the resulting document is called an Environmental Impact Assessment (EIS). Article 5 of the En-vironmental Preservation Law of ROK also introduced this system to a cereain extent. The purpose of this paper is, therefore, to review the general impacts of environmental pollution caused by newly proposed actions on air quality, water resources, and land use as well as specific impacts from the disposal of radiation wastes, operation of petroleum and ru-bber industries, construction of highways and dams, location of power plants and industrial co-mplexes, etc., in order to fully understand the importance of this system. Differences between American and Korean system are also briefly studied and reached to a conclusion that this important system should be understood in such a way as to link and uti-lize all conceivable disciplines and human knowledge in order to protect our environment by all means for ourselves and our coming generations as well.
In generally speaking, the purpose of Environmental Impact Assessment(EIA) is to give the environment its due place in the decision-making process by clearly ealuating the environmental consequence of a proposed activity before action is taken. The introduction of conventional EIA is to be seen as an end product of a very long evolutionary process, starting with rudimentary but evolving pollution control measures for air, water, noise, land and chemicals, each governed by separate, and separately administered pieces of legislation. In EIA process, the measures of status, scoping, proposed mitigation and communication have not been very quantitative in their significancy. Of course, the determinations have uncertainity in the implications for significant impacts. To improve the determination of significant impacts, some more comprehensive methodologies of EIA has been proposed with the concepts of risk analysis in the proposed projects. The concepts of risk analysis has been introduced to the expression of human health impairment due to environmental pollutants since the early 1980's. The risk analysis being meant by the statistical significance of impact has a process quantitatively considering uncertainities and importances of ecological systems and human health as well. The process of risk analysis shows assessment, doseresponse in toxicity, exposure assessment and risk characterization. With the risk assessment, it could be suggested for the proper measurements against their anticipated risk in the EIA. This paper deals the priciples developing process and application of the risk-based analysis in EIA.
Purpose: The green building certification system in Korea was introduced in 2002 and developed as an improvement version of the G-SEED(Green Standard for Energy and Environmental Design) system in 2013. This study conducts surveys targeting architectural designers and users on significance of certification assessment criteria for apartment buildings on the G-SEED system and examines the differential views between the two groups on assessment criteria. Method: First, The AHP(Analytic Hierarchy Process) method was used to find importance of assessment criteria and then the importances were compared with weighted points on the certification standard. Second, the t-test was used to investigate differential views between designer and user groups on certification assessment criteria based on drawn importances. Result: (1) While designer group considered land use and transportation, energy and environmental pollution, and water circulation management as more important, user group did material and resource, maintenance management, ecological environment, and indoor environment as more important. (2) Based on t-test results, sustainable energy, water circulation system, site management, habitat, acoustical environment, and light environment were found to be different on importance between the two groups.
For the purpose of the comparative environmental estimation of the incineration processes for domestic wastes, environmental impacts for several incineration processes for one ton of domestic wastes have been estimated by employing life cycle assessment as the environmental impact assessment method. The scheme of minimum production of environmental pollutants has been considered for three different incineration processes. The evaluation for latent influence on environment was carried out by using CML(Center of Environmental Science) method which was developed by University of Leyden in Netherlands based on the equivalency factor suggested by Korea Accreditation Board. The result of life cycle assessment has showed that the total cost analysis according to the amount of incinerating waste was dependent on the operating conditions of incineration process. In addition, the annual running cost for the incineration of one ton of wastes was estimated to be negatively dependent on the amount of wastes. The degree of environmental pollution was mainly due to the kinds of the wastes rather than by the amount of wastes.

Environmental impact assessment (EIA) is a tool used in planning development strategies and projects, and its use has been adopted into planning regulations in a number of countries. EIA has progressed from the consideration of pollution assessment, through the wider range of ecological assessment. Now EIA is required to consider the textbook of university students. Students taking lesson on EIA textbook are generally majoring in a variety of subjects, including environmental engineering, environmental health, environmental science, city planning, civil engineering, public policy, economics, and applied earth sciences. However, substantiality program of teaching material on EIA textbook has not been studied at expert society in the meantime, though a number of EIA textbook have been published every year in Korea. In current study, we presented the point at issue and improvement method of teaching material of EIA for student using domestic and foreign teaching materials and papers.

Ecological Risk Assessment (ERA) supports a decision-making process such as establishment of environmental quality criteria. Soil quality criteria (SQC) are essential to protect soil organisms from the exposure to various soil contaminants. In this study, ERA methodologies of advanced countries for soil pollution were extensively compared to propose the ERA approach suitable for soil ecosystem in Korea. The soil ERAs in European Chemical Bureau(ECB), The Netherlands, and Canada can be classified as deterministic ecological risk assessment (DERA), and probabilistic ecological risk assessment (PERA) based on species sensitivity distribution (SSD). We propose three ERA methods according to abundance and reliability of soil ecotoxicity data. The method considered land use such as residential/agricultural, and industrial/commercial uses. The taxonomic groups of soil organism were classified as 'Class' level including different trophic levels (Magnoliopsida or Liliopsida, Clitellata, and Insecta or Secernentea). This study can be used to estimate the soil quality criteria to protect soil biota.

In order to provide fundamental data for developing high-grade(high-quality and low-pollution) Refuse Derived Fuel(RDF), we analyzed caloric value and HCl content by Municipal Solid Waste(MSW) type. The caloric value was analyzed using calorimeter and HCl content was analyzed using mercury(II) thiocyanate method. In case of paper type the caloric value was 3,060~3,608kcal/kg and the HCl content was 239~6,135ppm. In case of vinyl-plastics the caloric value was 5,946~9,888kcal/kg and the HCl content was 429~455,771ppm. According to the result of quality assessment by MSW type, the calroric value of vinyl-plastics type was showed higher than that of paper type and in case of HCl content the paper type was showed lower than vinyl-plastics type. So, We mixed paper and plastic wastes. The caloric value of mixed MSW(paper and plastics) was 5,046~9,125kcal/kg and the HCl content was 239~6,135ppm. Also, The caloric value of packaging waste(film-plastics) was 5,982~8,045kcal/kg. Therefore It is possible to develop high-grade Refuse Derived Fuel through suitable mixing of paper and plastic in municipal solid waste.
