This thesis reviews the process in which the regulation systems against ownership concentration of newspapers established with the opportunity of legislation of the periodical act in 1987 was reinforced as they were all amended to the newspaper act in 2005 and as they were again amended in 2009 it came to confront crisis in the aspect of press law legislation history. The regulation systems against ownership concentration of newspapers established based on the principle of legality of newspaper function in the Clause 3, the Article 21 of Constitution was reinforced as the newspaper act in 2005 and in 2006 they began to shrink following the Constitution Court decision against newspaper act. As newspaper act and broadcast act are revised in 2009, regulation against combining the management of newspapers with broadcast and regulation against owning multiple number of newspapers came not to exist. Because in this process, the opposition party also allowed limited cross-ownership of newspaper and broadcast, it can be said that the system of newspaper ownership regulation confronted the crisis of dissolution. The instruction of regulation alleviation in a short period of time in spite of the fact that regulation alleviation which allows cross-ownership of newspaper and broadcast is the matter of policy that should be decided after long-term review of the change of media environment and the progress of the power of domination of public opinion is dangerous. Newspapers are strong media with terrestrial broadcast in formation of public opinion on politics. It's because it is difficult to ignore the worry that the power of domination of public opinion of the newspapers which are in oligopoly of newspaper public opinion market can be spreaded to the territory of report broadcast. From the point of view that there is probability for democracy to be ultimately threatened due to the shrink of political Darwinism caused by concentration of media ownership, the alleviation of ownership concentration of newspapers should have premise of long-term social discussion.
Integration of Europe was started when European Union Treaty was concluded at Maastricht for the first time on December, 1991. Europe which may be called as a cradle of modern national state has realized a single Europe not only in the socio-economic integration field but also in the political field. Under this background, it is considered that life-long education policy for developing a new integrated growth engine of EU requires educational response that may get ready for socio-economic environmental transformation more than anything else. In particular, this policy is faced with an important task of having to achieve harmony of efficiency through diversity and mutual coordination in pursuing cooperation and integrated development of life-long education field. However, notwithstanding their efforts, since 2008, some countries of EU were faced with economic crisis due to economic recession and this situation starts to drive the whole Europe even to the point of their financial crisis at last. This crisis is currently shaking socio-economic integration of EU. This study intends to observe a status of establishing life-long education system and promoting a policy for socio-economic integration of EU and to analyze as to what kind of relevance adult participation rate of life-long learning among the countries belonged to EU has with per capita income and to explore as whether socio-economic integration among member countries could be sustained based on problems of integrative life-long education system under the economic crisis of EU. In addition, through this study, an implication required for presenting a new paradigm conversion, policy establishment and development direction for the life-long education of our country is intended to be deduced.
As a childcare program of TaeHwa Christian Women's Institution in 1921, the childcare system in Korea was incepted. Since then, the political foothold of childcare system has steadily been advancing to provide high quality services to young children. In almost a hundred-year-history of public childcare in Korea, depending on the changes enforced on the related laws and regulations and varying perspectives over time, the administration office accountable for childcare policies has been authorized to the Ministries of Health, Social Affairs, Education, Labor, Home Affairs, Rural Development Administration, and/or others. But as of 1991, under the enactment of Infant and Child Care Act, it was changed to be administered by the unified authority of the Health and Social Welfare Ministry. Then, in 2004 and 2007, its statutory authority, respectively, transferred to the Ministry of Gender Equality and Family and back to the Ministry of Health and Social Welfare. Staring of the Infant and Child Care Act in 1991, Korean childcare policies have been managed by the dual systems of the Education Ministry and the Health and Social Welfare Ministry each holding jurisdiction over kindergartens and childcare centers, respectively. Faced with the recent marked decline of birth rate, diverse childcare policies are currently implemented in the pursuit of finding means to enhance the quality of childcare and to develop policies for the restoration of the low birth rate. This study presented distinct features of current childcare policies and discussed about future directions and challenges of these policies.
The accident of the midair collision, passengers' falling or goods' dropping occurs or supersonic aircraft make a sonic boom during their conveying passengers or goods to the destination. The accident in transmit damages the their parties on the surface or their properties. In these cases, the third parties who were harmed to their lives or properties have the right to claim damages against the air carrier who caused them. These matters have become one of the important things since aircraft conveyed passengers and goods. Therefore, it is a great concern to settle these matters by law. But the Safety of the present aircraft has been much increased and the aircraft have become larger in size. Its flight altitude became higher than before. So the relationship of the aircraft to the third parties is much different from that of the earlier aircraft. The air transport is now indispensable to our life. It is not so easy to control these matters. In the early part of 20th century, when the third parties suffered the damage, many European countries made laws on the basis of the principle of liability without fault. But each country had a variety of its own law, and different kinds of difficulties have been brought about. Accordingly, the Rome Convention on Surface Damage (1933, 1952, 1978) has been made and revised. In spite of being revised, it contains many problems, and is not carried into effect world-wide. On the other hand, there are no regulations about the compensation of the third parties damaged in Korean existing laws. In case the damage is brought about to them, it is obviously true that the settlement of the liability of compensation for damage should be made by the general principle on the tort in domestic laws. At this point, it is urgent that we make a special law though the domestic legislation as a preliminary measure before we sign the international convention to save third damaged. It is desirable that we should, for the responsibility of the air carriage for the demage of the third parties on the surface, bring in the theory of the absolute liability in view of the legislation of many conutries. As the aircraft fly in the sky, their flight always contains some danger. It is very difficult to prove the fault, and the operator should suffer the principle of liability without fault or the similiar one. In case the liability without fault will be imposed upon the operator for the damage of the third parties, it is necessary to bring in the liability protection system for the protection and up upbringing of the air carriage. The Burden of danger of the air carriage will be reduced by introducing the system. A domestic legislation measure should be necessarily taken as soon as possible as a legal security measure on these matters.
As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.
When we extract a representative term from text for information retrieval system or a special information for information retrieval and text milling system, we often need to solve the anaphora resolution problem. The antecedent decision problem of a pronoun is one of the major issues for anaphora resolution. In this paper, we are suggesting a method of deciding an antecedent of the third personal pronouns, such as “he/she/they” to analyze the contents of documents precisely. Generally, the antecedent of the third personal Pronouns seem to be the subject of the current statement or previous statement, and also it occasionally happens more than twice. Based on these characteristics, we have found rules for deciding an antecedent, by investigating a case of being an antecedent from the personal pronouns, which appears in the current statement and the previous statements. Since the heuristic rule differs on the case of the third personal pronouns, we described it as subjective case, objective case, and possessive case based on the case of the pronouns. We collected 300 sentences that include a pronoun from the newspaper articles on political issues. The result of our experiment shows that the recall and precision ratio on deciding the antecedent of the third personal pronouns are 79.0% and 86.8%, respectively.

The study aims to evaluate the complexity of relationships between the riparian states - China, Myanmar, Laos, Thailand, Vietnam and Cambodia - in the Mekong River Basin since the mid-1990s with special reference to the discourse on hydropower development. A special emphasis will be put on the influence of China on hydropower development. Although a variety of issues on the river basin have been discussed among the riparian states, none of them has been effectively implemented owing to the lack of China's commitment to the discussions for sustainable water management. Now, a new turning point is observed in the region with emergence of the issue on hydropower development, not only in the upper basin but also in the lower basin. The discourse on hydropower in Mekong has quickly drawn attention of the public, accelerated by the onset of construction of the Xayabury Dam in Laos since November 2010. The influence of China as the upstream country with its political, economic, and military power has increasingly grown in the region over the last few decades, and such trend recently intensifies together with an expansion of Chinese commercial interests in the region. Since the establishment of the Mekong River Commission (MRC) in 1995, the four MRC members have striven to push forward a sustainable use of water resources in the basin. But the legitimacy of the MRC system has been eroded due to the lack of participation by Myanmar and China, and in particular, the Chinese absence has made the four riparian states blind about the change of water regime due to the Chinese dams upstream. Environmental damages due to hydropower development might be possible, including a drop of fish yields, crop production, and damages to the river's ecosystems. Vietnam and Cambodia have already expressed their concerns over the dam construction towards China as well as Laos by pointing out detrimental impacts of the dams to their economies. China's move to collaborate with the other riparian states since 2010 has given a positive signal in terms of sustainable water management in the river. However, this phenomenon never confirms China's proactive contribution to the cooperative activities within the framework of the MRC system. Laos' initiative to build a new dam in the lower basin alarms those who are opposed to dam construction in the fear of its far-reaching damages to the environment. The question goes back to the year-long debate on policy priorities given to economic growth or the environment. The riparian states require wisdom based on a consensus about sustainable water use rather than hydropower development based on individual growth dreams.
In the early days of human history, the governing groups of rulers needed to justify their rule. The cause of rule became the ruling ideology. In China, the backbone of the ruling ideology was originally referred to as 'Di(帝)' or 'Shangdi(上帝)', who was later replaced by 'Tian(天)', Heaven. So there was a claim that Heaven gave the cause of the rule. This idea is the 'Tianming (天命)' idea. When the Zhou(周) Dynasty took control of the central government, the 'Tianming' idea had had a relatively sophisticated form. It was the 'Zhouli(周禮)' that organized the systematic order of the Zhou Dynasty. After this system collapsed, those who recognized 'Zhouli' as a desirable social system considered the collapse of 'Zhouli' as a situation of turbulent age. It was Qin(秦) State that unified all of the states of the period. However, after the unification, the Qin Dynasty fell sharply. The next dynasty was the Han(漢) Dynasty. The new ruling powers of the Han Dynasty needed to justify their regime. That means that it was necessary to establish the ruling ideology of the Han Dynasty. The representative of the ruling ideology of the Han Dynasty was Dongzhongshu, whose thought was based on Confucianism. His thought was related to "Chunqiugongyangzhuan(春秋公羊傳)", an interpretation of "Chunqiu(春秋)". This interpretation perspective is based on the idea of religious Heaven. Dongzhongshu thought that there were co-communions between Heaven and humans. His thought has the meaning of political theology in which rulers hold the basis of the rulers' sovereignty.
The kitsch was emerged from the people's cultural desire in the conditions of the various duplicating technology, the capital economy system, and the civil revolution in the western modern mass society. But it is underestimated constantly because of the conspicious consumption and the aesthetic inadequacy. Even though some kitsches are elevated to the 'kitsch arts' in the historical description of the modern arts, still the most of kitsches are remained as 'just kitsches' and excluded from the aesthetic research according to the double standard. In this essay, I research for whether anti-kitsch theory is convincing theoretically and practically. Anti-kitsch theory criticizes the kitsch on the basis of the modernist aesthetics, in which the 'fine art' provokes the aesthetic pleasure in the disinterested contemplation. But kitsch purposes for the sensual gratification and the sentimentality. So the anti-kitish theorists conclude that the kitsch is the bad taste. In critically analyzing the argumentation of Greenberg's. Kaplan's and $C{\tilde{a}}linescu^{\prime}s$, I refute the privileged prejudice of the ideal critic. They don't justify the criteria of the classification of 'art'/ 'kitsch'. They supplement the economical and the political grounds for the evaluative theory of the kitsch. But the argumentation of the kitsch is consumed conspicuously and results in the unlettered masses is not sufficient. People produce and enjoy the kitsches in the various ways. People envelope the genres, styles and media of the kitsches and they try to suggest the new horizon of the popular aesthetics. So anti-kitsch theories cannot be accepted because they adhere to the elitism and formalism. The exclusion of the kitsch is the derogation for people's taste. Also they didn't reflect the contemporary cultural practice and the aesthetic needs in the system of post-art. The alternative aesthetics of the kitsch is the topic of my next essay.
The purpose of this study is to analyze the records of 8 people with mental disabilities who had participated in Research and Mutual Help of Bethel's House and to investigate the occurrence of mental crisis and process of self-help by using the grounded theory method. As a result of axial coding, the central phenomenon of crisis experience of the people with mental disabilities was derived as 'being overwhelmed by hardships in the life related to their symptoms'. In the self-help process of overcoming the crisis, Action-interaction strategies were derived as 'talking about the hardships', 'researching and practicing with peers', 'participating in various groups', etc. through the intervening conditions such as 'understanding patterns and meanings of hardships led by the person' and 'finding ways to overcome the hardships with the person'. These strategies were analyzed as a process in which the person with mental disabilities leads his/her life reassuming control over his/her crisis. The result of this study shows that it is necessary to expand the political crisis concept in the support system for the mental crisis of people with mental disabilities, and the self-help approach in which the persons participate autonomously can be useful.
