Background: The oil and gas industry is one of the riskiest industries for confined space injuries. This study aimed to understand an overall picture of the causal factors of confined space accidents through analyzing accident reports and the use of a qualitative approach. Methods: Twenty-one fatal occupational accidents were analyzed according to the Human Factors Analysis and Classification System approach. Furthermore, thirty-three semistructured interviews were conducted with employees in different roles to capture their experiences regarding the contributory factors. The content analyses of the interview transcripts were conducted using MAXQDA software. Results: Based on accident reports, the largest proportions of causal factors (77%) were attributed to the organizational and supervisory levels, with the predominant influence of the organizational process. We identified 25 contributory factors in confined space accidents that were causal factors outside of the original Human Factors Analysis and Classification System framework. Therefore, modifications were made to deal with factors outside the organization and newly explored causal factors at the organizational level. External Influences as the fifth level considered contributory factors beyond the organization including Laws, Regulations and Standards, Government Policies, Political Influences, and Economic Status categories. Moreover, Contracting/Contract Management and Emergency Management were two extra categories identified at the organizational level. Conclusions: Preventing confined space accidents requires addressing issues from the organizational to operator level and external influences beyond the organization. The recommended modifications provide a basis for accident investigation and risk analysis, which may be applicable across a broad range of industries and accident types.
The study seeks to widen the discussion from healthcare oriented 'health publicness' to human security oriented 'health publicness'. The shortcomings of previous literatures on health publicness are as follows: (1) the studies have confined the range of discussions to healthcare system, (2) lacked arguments from political perspectives, and (3) failed to provide actionable pathways to achieve the goal. Thereby, we suggest 'health publicness' based on the concept of human security to solve multidimensional healthcare problems. The health publicness based on human security, which aims to secure everybody's freedom from want and fear, enables not only to expand the scope of health problems that can be discussed but also to propose the procedures to achieve health publicness. More specifically, it consists of substantive and procedural health publicness. The former is about 'health security'-protecting, maintaining, and promoting individual's health-whereas, the latter is about 'social dialogue' guaranteeing participation of citizens, government, employers, and worker representatives. In conclusion, this study proposes the 'Regional Healthcare Quadripartite' as the incarnation of health publicness involving a variety of actors within and across the healthcare system.
When AIDS evolved into a narrative, there were lots of mythologies on AIDS. Among them, the one that AIDS is a gay plague was accepted without any special rejection. Now AIDS is no longer a gay-related disease. At the beginning of the epidemic, however, AIDS was said to be a gay plague and gays were blamed for their life styles. Although AIDS was new, it had been in the mind of people. That is, the truths about AIDS were distorted and misunderstood. The social aspects of AIDS were based not on real scientific facts but on the prejudice and the practices which heterosexual society had invented for homosexuals. Here the AIDS crisis is said to be politicized. The socio-political responses to AIDS were effected by the dominance of Reaganism. So this paper investigates the effects of AIDS on the gay community and the reactions of the Reagan administration through analyzing ten American AIDS plays. Four issues are discussed to develop the paper's main idea: the meaning of AIDS, the past to be remembered, the new family system, and the indifference of President Reagan and the silence of media. AIDS means death; the relation between homosexuality and AIDS cannot be separated. Under these social circumstances AIDS becomes a symbol for moral corruption and the person with AIDS is thought to be punished. But a gay person can overcome the fear of death through regaining promiscuous sex and confirming his identity as a gay. Also to survive in the heterosexual society a gay has to make a new family system. Finally the indifference of the Reagan administration and the virtual silence of the media make the crisis more serious. In the conclusion homosexuals are compared to the Jewish people and the responsibility of gay community is also discussed. The important thing is that facing the AIDS crisis, the gay community has spiritually grown up.
This study analyzed the driving factors of the enlargement process of ASEAN member countries from 1995 to 1999. The main research question is how can it explain the difference in the decision-making timing of countries wishing to join regional cooperation. This study focuses on why the countries that did not join ASEAN in the early years of ASEAN membership, since the mid - 1990s, and why they joined the different periods since the end of the Cold War. To this end, this study analyzed the accession process of Vietnam, Laos, Myanmar and Cambodia. The main argument of the study is that there is a time gap in the accession of ASEAN, but ultimately the regional cooperation is used to secure the legitimacy of maintaining the system. Most of the previous studies on the expansion of regional cooperation have discussed the expansion of regional cooperation in terms of macroeconomic changes such as international system change. However, this study focuses on the domestic political and economic situation of motivating individual member countries to join regional cooperation and this is complemented by a micro approach.
The March 2022 presidential election held at the peak of the COVID-19 pandemic drew flak for undermining the principle of universal suffrage by failing to guarantee properly the voting rights of confirmed and quarantined persons. Guaranteeing their voting rights requires thinking about e-voting that can fundamentally overcome the temporal and spatial limitations of current paper voting polling stations. The question is how to deal with the increased possibility of contradicting or violating the principles of equality and direct and secret suffrage due to the expansion of universal suffrage. In order to obtain implications for this, we looked at the case of Estonia, which has been holding 11 national elections without any problems since the introduction of e-voting in 2005. Estonia was successfully building trust in the system, government, and society through the institutionalization and routinization of the overall socio-technical system of e-voting, along with political and constitutional agreements on the principles of elections. Therefore, we should not only consider the possibility of e-voting in terms of technological development and level but also discuss the establishment of trust by mediating conflicts between election principles from a normative point of view to reach a social consensus.

This article identifies the problems and substantiates the directions for the development of distance learning technologies in the training of personnel. An example of using digital media to create a remote access laboratory is given. The article is devoted to the definition of the main aspects of the organization of distance education. Rapid digitization, economic, political and social changes taking place in Ukraine necessitate the reform of the education system. First of all, it concerns meeting the educational needs of citizens throughout their lives, providing access to educational and professional training for all who have the necessary abilities and adequate training. The most effective solution to the above-mentioned problems is facilitated by distance learning. The article analyzes the essence and methods of distance learning organization, reveals the features of the use of electronic platforms for the organization of this form of education in different countries of the world. The positive characteristics of distance learning are identified, namely: extraterritoriality; savings on transport costs; the interest of modern youth in the use of information tools in everyday life; increase in the number of students; simplicity and accessibility of training; convenient consultation system; democratic relations between the student and the teacher; convenience for organizations in training their employees without interrupting their regular work; low level of payment for distance education compared to traditional education; individual learning pace; new teacher status. Among the negative features of online education, the author refers to the following problems: authentication of users during knowledge verification, calculation of the teacher's methodological load and copyright of educational materials; the high labor intensity of developing high-quality educational content and the high cost of distance learning equipment; the need to provide users with a personal computer and access to the Internet; the need to find and use effective motivation mechanisms for education seekers.

The formation of a new world order is primarily caused by new conditions and military operations on the European continent. The intensification of military-political tension led to the formation of new centers of power and gravity, which in turn led to the concentration of weapons and general militarization. Changes in the world order as a result of military conflicts and an increase in hot spots in the world, an increase in threats and the formation of centers of military gravity, the inability of existing institutions to resolve the situation lead to the need to develop new security mechanisms. Studies show that in the current situation, the countries of the Baltic countries are especially actively increasing their level of technologization of the army and militarization in general. The creation of any alliance is always conditioned by the presence of external threats. Naturally, the increase in the number of threats creates preconditions for the development of new forms of cooperation within existing military alliances. It seems obvious that due to the current situation in the context of the military conflict and military aggression of Russia in Ukraine, as well as its constant threats, including to the Baltic countries, there is a need to form a certain alliance that can protect the eastern border of Europe and form a certain border between European countries and aggressor countries. The Baltic countries are actively involved in these processes, in addition, it is the Baltic countries that can enter the new military alliance proposed by Britain, which will unite Poland, Ukraine, the Baltic countries and, possibly, Great Britain.
In the East Asian region, the advancement of trade networks is being facilitated, which turns out that economic integration across borders is being advanced due to FTA expansion, freedom of business activity growing through the reform of regulatory system in each country, and the processing of division of labor between processes across borders. Trans-Pacific Partnership(TPP), which is a U.S. led multilateral FTA, was signed on February 4 2016 in Auckland, New Zealand by 12 countries, by which changes in the East Asia Trade Network are also expected. For this reason, this study examined the impact that TPP would have on East Asia Trade Network. According to the result of this study, it was determined that TPP, as the regulation and system which will lead globalization of the supply chain, will change Supply Chain structure and result in a positive effect on Value Chain. This will have a significant impact on the East Asian trade network, and connect to enhanced competitiveness of participating enterprises. In addition, TPP seems to be the basis for realization of FTAAP(Free Trade Area of the Asia-Pacific) in the future, Therefore, Korea who has high Degree of Dependence upon Foreign Trade will have to pay make political effort to effectively deal with this changing trading environment in East Asia.
China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.

Cultural heritage institutions need to construct a cooperative network beyond an organization and a region based on products that cultural experiences and _expressions of human beings. They should serve as primary social agencies which need to create various information services of cultural heritage through integrated system management that social members are accessible to cultural contents such as _document resources of holding libraries, rich inheritance of museums, and works of art museums. This study indicated acts and considerable facts that have clauses the cooperative background of cultural heritage institutions which are libraries, museums, art museums and archives, and also intro! duced the cases of cooperative networks as an integrated system of libraries, museums, and art museums in North America and EU. Based on the analysis, this study suggested cooperative plans of cultural heritage institutions for political and systemic aspects, technical aspects, and human resource aspects.
