  • In response to insurmountable pressure for a broad distribution of political power between the central government and local governments, the Korean Government pushes for the establishment of the local port authority as the optimum choice to achieve its goal. Starting with the Pusan and Incheon ports, the local port authority system is expected to setout the dramatic change in port management system throughout the Korean ports. However, this paper points out that the port reform choice should take into account the specific features of the society and country and some basic questions should be clearly answered beforehand. The fundamental questions are: whether institutional reform will markedly improve the ports managerial and operational efficiencies? and what will be the benefits and costs, compared to those of not changing? Without rigorous and comprehensive analysis on these issues in the institution transition, haphazard port reform will have the possibility to increase port users costs and disrupt the efficient port services. Experiences around the world clearly show that the indiscriminate copy of port reform found in other countries may be neither feasible nor practical presently in Korea. They also indicate that the port reform should be made on a gradual basis with full control of the pace.

  • This study emphasizes the necessity of implementing political supports for artists and suggests several details to develop related industries. For these objectives this study analyzes the trend in related researches and overhauls the aid system. It then comes up with results about how artists are aware of the supporting system by conducting a survey of 140 artists. The result of summarize as follows. First, most of the artists have severely limited access to government-funded or private aid programs. This signals the urgency of establishing an integrated portal site since the artists aren't evenly offered the information they need. Along with this, artists should note that the main purpose of this portal site is focused on providing information related to livelihoods. Secondly, the analysis shows the lack of infrastructure for supporting artists. Both governmental and private sectors should take charge of establishing art consulting agencies which can bring efforts to improve rights and interests of many artists via a number of channels. Supporting artists also presents its necessity about solving social problems besides the one suggested by previous studies. This study has its significance by implying the actual perspectives of artists while most of the related studies are rather theoretical.

  • The present multidisciplinary study, which is a nexus of engineering and political science, investigates how the modernization of Non-Strategic Nuclear Weapons (NSNWs) affects the IAEA safeguards system based on the likelihood of the use of nuclear weapons. To this end, this study examines the characteristics of modernized NSNWs using Monte Carlo techniques. The results thus obtained show that 10 kt NSNWs with a Circular Error Probability (CEP) of 10 m can destroy the target as effectively as a 500 kt weapon with a CEP of 100 m. The IAEA safeguards system shows that the Significant Quantity (SQ) of 1 of plutonium is 8 kg, a parameter that was established when strategic nuclear weapons were dominant. However, the results of this study indicate that in recent years, low-yield nuclear weapons such as NSNWs have been more strategically interesting than strategic nuclear weapons as NSNWs require less plutonium than strategic nuclear weapons. Therefore, we would like to conclude that reducing the SQ of plutonium can result in more robust safeguards and non-proliferation strategies.

  • The purpose of this study is to establish a novel system for on-site management of construction and demolition waste. Construction waste has always been one of largest waste in the world and has long lacked an effective management system. Although various countries have planned the disposal of waste at the political level, the real-time and effective management of construction sites has not been mentioned. Especially in China, the continuous development of the construction industry also generates a large amount of waste, and China is not prepared for a large amount of construction waste. In order to alleviate the huge impact of construction waste on society and the environment, this study proposes a waste management method that combines Building Information Modeling technology and Radio Frequency Identification technology. Through this research, by using information technology to manage the generation and discharge of construction waste, and record the amount and information of waste generation, also improve the management method of construction waste.

  • Investors aim to increase their profitability by investing in the stock market. An adroit strategy for minimizing related risk lies through diversifying portfolio operationalization. In this paper, we propose a six-step stocks portfolio selection model. This model is based on data mining clustering techniques that reflect the ensuing impact of the political, economic, legal, and corporate governance in Mongolia. As a dataset, we have selected stock exchange trading price, financial statements, and operational reports of top-20 highly capitalized stocks that were traded at the Mongolian Stock Exchange from 2013 to 2017. In order to cluster the stock returns and risks, we have used k-means clustering techniques. We have combined both k-means clustering with Markowitz's portfolio theory to create an optimal and efficient portfolio. We constructed an efficient frontier, creating 15 portfolios, and computed the weight of stocks in each portfolio. From these portfolio options, the investor is given a choice to choose any one option.

Although, preliminary studies focused on legal aspects related to Intellectual Property Right, from the perspective of trade, we conducted a study on economic aspects through parallel import, consumer welfare, etc. For this study, the parallel import system of the United States and Japan was compared with Korea and the domestic parallel import market status was analyzed by comparing market price. According to the study, the current parallel import system lacked the limits of government regulation and distribution market structure. It proposed practical plans such as political suggestions and changes in distribution structure. Method: To complete the research, this study used the survey data from in-service police and analyzed it based on regression analysis. Result: This study analyzed the influence of police's job satisfaction on expectation over introduction of municipal police system by dividing the police's job satisfaction into internal and external satisfaction. In the influence of police's job satisfaction on expectation toward physical environmental change, both internal and external satisfaction had significant negative influence. • It is urgent to systematically understand vocational training and qualification systems in advanced nations in order to evaluate and reform the Korean counterparts. In the British case, the system has been transformed from the market-led one to the state-led one while the German system is still classified as a corporatistic one. This structural difference is crucial to understand their performances and the German one won a relatively more positive evaluation in its performance. However, the structure and function of the German system has lately revealed numerous limitations in face of the political unification and long duration of economic recessions. This study shows that those differences in structural and functional features and recent developments of the systems in two nations are closely associated with their differences in educational philosophies and occupational cultures, roles of the state and employers, and operation mechanisms of training courses and vocational qualifications systems. Understanding those national differences raises a fundamental question on the hasty prescription of some domestic studies that a few policies in the foreign systems must be implanted to reform the Korean counterpart without understanding the fundamental difference between the domestic and those foreign systems.

  • Adult guardianship system is about to launch in July 2013 in South Korea. For its successful first step, this study examined social awareness on the adult guardianship system and compared the awareness of parents and the awareness of service providers in the handicapped adult guardianship program to draw political implications on how to improve the system. As a result, this study found that people had higher awareness on adult guardianship (78.9%) but their understanding was lower (35.2%). Secondly, prospected guardians were found to have stronger demand on hospital use and financial management than on their asset management. About 63.3% of them showed an intention to use the system in the future. Lastly, both parent group and service provider group were found to have awareness at a similar level to each other on civilian guardian types, cost, who to bear coat and how much, and details of the program.

  • The government enacted shutdown system in the fall of 2011. It was to secure a right to sleep for the youth and prevent them from being addicted to game. The opinion on the system was dichotomized: gamers were against it for the reason that shutdown system was not effective while non-gamers like parents thought that it was a measure to prevent game addiction. The trust of the public on the government is influenced by the factors of moral and competence. That is, if the policy chosen by the government is effective, the public come to trust their government more. Focusing on the factors of the government competence, this study examined to know how the effectiveness and efficiency of governmental policies have impact on the public trust on the government. Particularly this study looked carefully into what factors of political effectiveness have impact on the trust by group (group with and against the shutdown system). Through this study some implication could be obtained for the difference in trust between two groups.
