  • Every public agency governing infrastructure has to plan effectively for rehabilitation of existing facilities within the constraints of the capital program. Numerous technical, social, political, financial, and management constraints govern the decision to rehabilitate a facility. However, without a systematic procedure for selecting facilities for rehabilitation, within the prevailing constraints, it is possible that the funds available for rehabilitation might be suboptimized. Therefore, a decision support system that assists the user in selecting facilities for rehabilitation while considering the technical, social, financial, and political and management constraints will be useful in the decision-making process. This paper compares the Analytical Hierarchy Process (AHP) with the Swing Weight method used to prioritize functional criteria for suburban station rehabilitation. This paper also contains a brief discussion about the relevance of the Multi Attribute utility theory in developing a decision model for the problem at hand. The results of this paper provides the user with a decision support system that would prioritize the stations in order of their weights obtained by a systematic evaluation of various criteria and sub-criteria involved in the decision making process

An Experience of a Country in Transition and the Change of North Korea : An Adaptation of the 'Myanmar Model' (체제변동국가의 경험과 북한의 변화: '미얀마 모델'의 적용 가능성)

  • The purpose of this article is to examine whether Myanmar's experience in which dealing with the most exemplary change among rogue states or pariah state in the 21st century is feasible for North Korea's case. Recently, North Korea's willingness to dialogue, reform and open is similar to the precedent in which the Myanmar military junta dismantled its ruling system and turned over transition period through general elections in 2010 and 2015 each. The so-called 'Myanmar Model' refers to a country branded as a rogue state which has been under the international sanctions and pressure, and opening its political system and the market by choosing transformation. However, rapid changes in speed across the entire society after opening up are impossible because the political elite is only the leading role and implementation in the transition. In case of Myanmar, military culture has penetrated into society due to such a long-lasting military dictatorship, and even democratic bloc has become accustomed to authoritarian decision-making process. Furthermore, the "reserved area" of the old regime still exists in a deformed political structure that can not retrieve the interests of the military. Therefore there could not be achieved political development in term of qualification. North Korea also appears unlikely to achieve political and economic assessment in a short period of time, as civil society has not appeared due to its long dictatorship and very low economic development levels. Like Myanmar, North Korea is also likely to control the pace and direction of upcoming reforms and open, as the dictator or most powerful person chose to reform and open up. Therefore, if North Korea moves toward the 'Myanmar Model', there will be high expectations of new changes in the short term, but it could be delayed or stalled in the mid and long term.

  • When the study the costumes of Silla Dynasty, the only well-founded data is shown in the prohibition that is promulgated in the period of King Hungduk. In the prohibition, the social limitation according to the Silla Golpum system is closely described, now it is interesting researchers very much. Any times the promulgation of a ordinance has a proper reason. The ordinance of the period of King Hungduk also has no exceptions. It made a reason clear in the introduction - inaccordance with the social position, the list of articles is used with different, in spite of the strict regulation, the distinction of costumes was in disorder because of the trend of luxury and os we have to make right according to law. Some historian think that the prohibition assumes the character of an political innovation. The prohibition contains an social signification, the items of prohibition did not enumerate simply prohibiton items. Through away of research to analyze the hidden meaning contained in the prohibition, we can see the social phenomenon of Silla Dynasty. And compared with the type of clothing, the kinds of clothing mentioned in prohibiton have changed very much. I believe that we can find out political and social change in prohibition.

  • As local government is of great importance for the sake of advancement of the political system based on national participation in politics and recognition for autonomy, it is proper to appreciate the need and come up with strategies so that the local government can be successfully established and developed. Therefore, a survey was conducted among residents, civil officials, and local councils, who are the main bodies of local government. As a Jesuit, it turned out that there were problems in terms of specialty and integrity, that there are potential risks of local or group egoism, and that political indifference is getting intensified among some residents, and even they tend to avoid participation. This result indicates that there are needs for the establishment of the recognition and efforts for consistent reconsideration among participants.

The Effect of Community Characteristics on Establishment of Local Healthy Family Support Centers (지역사회 특성에 따른 건강가정지원센터 설치 결정요인 분석)

  • The purpose of this study is to examine a potential association between community factors and the establishment of Local Healthy Family Support Centers (LHFSCs). Community factors were population size, community size, local finance independency, number of workplaces per 1,000 people, number of colleges, political party affiliation of mayor, and political party affiliation of congressman. Data of this study were collected from the census indicators of 222 communities from 2004 to 2014 and analyzed by frequency, mean, geographical information system mapping, and the binary logit analysis. The results of this study are as follows. First, LHFSCs are less likely to be established in communities in the provinces of Gangwon, Chungbuk, and Gyeongbuk. Second, the population size was positively related to the establishment of LHFSCs. Third, finance independency was positively associated with the establishment of LHFSCs. Forth, a mayor was more likely to establish LHFSCs if they were affiliated with the ruling conservative political party. However, the establishment of LHFSCs was not affected by other factors such as community scale, number of workplaces per 1,000 people, the number of colleges, and party affiliation of congressman. Thus, the conclusion suggests family policy implications to improve the geographical imbalance of LHFSCs based on the analysis results.

Effect of Globalization on Coffee Exports in Producing Countries: A Dynamic Panel Data Analysis

  • The aim of this research is to examine how globalization affects coffee exports in the producing countries. This research used secondary data obtained from the International Coffee Organization, Pen World Table, World Bank, Food and Agricultural Organization, and KoF Globalization Index to achieve its goals. We used secondary data from 1990 to 2018 from various foreign databases. The research used a two-step system GMM (sys-GMM) to analyze the effect of globalization on coffee export in twenty-four producing countries. We found that export lag, gross domestic product (GDP), exchange rate, and the political globalization index (PGI) positively and significantly impact coffee exports. Meanwhile, coffee exports were unaffected by the level of export prices and the human capital index. Surprisingly, the trade globalization index has a negative impact on coffee exports. This demonstrates the unpreparedness of coffee-producing countries to face tough competition in trade globalization. The political globalization index, the final variable, has a positive impact on exports. With the opening up of world politics, it seems that the environment of democracy in producing countries is increasing. As a result, governments in these countries have adopted a policy of aggressively supporting coffee exports.

Paradoxical Rebellion Bound to Conformity: Isaac Watts's "Hurry of the Spirits, in a Fever and Nervous Disorders"

  • This paper focuses on eighteenth-century English pastor, poet, and hymnist, Isaac Watts (1674-1748), a significant yet neglected nonconformist dissenter, who defines a public religion and transforms poetry as a new literary political genre. During England's post-Revolutionary religio-political turmoil, Watts's poem, "The Hurry of the Spirits, in a Fever and Nervous Disorders" (1734), deliberately engages in a methodical refusal to settle upon a single system of images or terms for describing or referring to the speaker's identity or situation. Watts's, literal and metaphoric, refusal to identify with one religio-political approach to nonconformist dissent has been the very point of criticism that not only undermines the poet's monumental work on hymns but also the lasting impact that the poet had upon England's national consciousness. This study, therefore, questions why the poet refuses to choose one ideal path in his pursuit for religious freedom and, further, analyzes how the hymn writer defends his demotic aesthetics. This paper investigates Watts's comprehensive and detailed formulation of what a secularized "social religion" should entail and, further, explores its beneficial role in the pursuit for society's peace. In contrast to Milton's apocalyptic vengeance, Watts's nonconformist goal seeks to balance and locate authority in the individual with the ancient ideal of a "sacred order" that is represented in "The Hurry of the Spirits" through the means of poetic imagination.

  • This paper deals with the topic of quantification of soft power through emotional analysis. Sentiment analysis refers to the process of detecting and analyzing emotions or emotions in various data such as text, voice, and images. Therefore, in this paper, we explored the methodology and significance of how soft power can be quantified through emotional analysis. Soft power refers to the ability of a country or organization to influence the behavior of another country or organization in a desired direction. It is built by soft factors such as culture, values, and political system rather than military or economic means. Additionally, sentiment analysis is being used as a useful tool to measure and understand these soft areas.

  • This paper is to study dynamics of populations of religions. As human population is a crucial source of social dynamics, the religious population is a driving force that changes political and cultural landscape of society. Although many christian scholars have reported important causal factors in changing population of christian world, there are few studies on the dynamics of religious population in system dynamics. This paper interprets these dynamic mechanisms in terms of feedback loops and constructs a basic system dynamic model to forecast future trend of religious population in Korean society.

  • The purpose of this study lies in investigating the resent state and characteristics of monographs produced by Korea and Japan, which are the research products on each other's political and economic situations for the period of 1901-2000. To this end, we identified the major political and economic events and issues in the Korea-Japan relations, also collected comprehensively the monographs produced by each county regarding earth other, and analyzed the resent state md characteristics of the monographs with a special emphasis on the publication period, subject matter and producer. Also identified was the relationship between the production of monographs and the Korea-Japan political and economic relations from a historical perspective. Finally, we suggested the necessity of a knowledge and information system for both effective management and efficient control of such research products.
