The Analysis of Content Regulation on Social Network Service(SNS): Focusing on the Problem of Legal and Administrative Regulation (표현매체로서 SNS(Social Network Service)에 대한 내용규제의 문제점 분석: 법률적.행정적 규제를 중심으로)

  • Social Network Service(SNS), which are an emerging form of political architecture, have been a political means to promote civic engagement and shape pubic opinions on social issues. Along with the influence of SNSs, the governmental control on the dissemination of information over SNSs has increased more and more. It would be ideal if the autonomous governance regulates SNSs which facilitate the networks of the dispersed people. It is the fact, though, that compulsory regulations under which the government controls impose policy and legal restrictions on political expressions. The current study addresses expressive and participatory nature embedded in technological characteristics of SNSs and discusses the problems of content regulations of political expression over SNSs. First of all, it is analyzed that light touch regulation or light touch monitoring should be applied to regulating content on SNSs, particularly political expressions. Constitutional Court proclaimed that legal restrictions on the Internet could infringe basic rights of the people and thus under unambiguous standards, the Doctrine of Clear and Present Danger should be applied to its content. Second, it is found that clarifying the definition of illegality in the application of legal restrictions is necessary to minimize the excessive misleading. Third, it is required that Korea Communications Standards Commission under the government control needs to change in determining the scope of illegal information. In a domestic level, there needs to be safeguards for the protection of the self-regulatory organization such as KISO to guarantee voluntary and autonomous regulatory practices.

A Study on Ahn Hwak(安廓)'s Dualistic Perception of National History: Focusing on 『History of Joseon Literature』 and 『History of Joseon Civilization』 (자산 안확(自山 安廓)의 조선 민족사에 대한 이원적 접근 - 『조선문학사』와 『조선문명사』를 중심으로 -)

  • The purpose of this article is to understand Ahn Hwak(1886~1946)'s perception of national history through "History of Joseon Literature" and "History of Joseon Civilization". He presented the 'cultural history' of Joseon from a modern point of view, by exploring the mental and emotional aspects of the Korean people ingrained in the literary works from the various historical periods. He also reconstructed the national history from Gojoseon era to Joseon dynasty as a continuous 'political history'. For him, a nation was not merely a cultural community, but also a political community. His thought was that while 'culture' and 'politics' are dualistic, they should also be viewed as the two sides of the same coin. In "History of Joseon Literature", Ahn emphasized the mental 'Awakening(自覺)' of the nation. 'Awakening' is a process of universal progress in which the mind pursues freedom by freeing itself from the material bondage. In "History of Joseon Civilization", he finds history of 'Autonomy(自治)' as the characteristics of Joseon's 'history of politics'. He believes that Joseon was able evolve into 'self-aware and voluntary civilization' because of the tradition of 'Autonomy', a political system of reflecting and gathering of the will of the people. Through his two books, Ahn Hwak underlines the idea that the national history of Joseon was a history of 'Awakening', from a cultural perspective, and a history of 'Autonomy', from a political point of view. To him, 'Awakening' was a concept focused on the universality of the mind, while 'Autonomy' was a concept that emphasized the uniqueness of a nation. In sum, Ahn Hwak, through his works, tried to combine cultural universality and political identity.

Is Political Polarization Reinforced in the Online World?: Empirical Findings of Comments about News Articles (온라인 공간의 정치 양극화는 심화될 것인가?: 선거 기사 댓글에 대한 경험적 분석)

  • The purpose of this research is to investigate the attributes of the online world and to analyze their influence on democracy. The research focuses on the mayoral by-elections that were held in Seoul and Busan, South Korea, on April 4, 2021. The study demonstrates the characteristics of online spaces and the polarization of the online public through news articles and user comments from the Internet. The research includes topic modeling to measure the diversity of media reports, sentiment analysis to measure online public opinion, and interrupted time series analysis to understand how a particular event influences online attitudes. A combination of these methods is used to attempt to estimate the strength of political polarity in the online environment. The study shows diverse media reports by election region and candidate, where the online public repeatedly reveals high negative and low positive attitudes towards each candidate. Moreover, political polarity can differ based on the level of interest in an election. Although voters pay less attention to a by-election than a presidential election, there is a solid political polarity in the online world. Hence, the research recommends preparing measures to alleviate the polarization as politics requires significant online participation.

Developing a New Area Study Methodology Suitable to the Globalization Era : With Revision of the Regional Geography of World-Systems. (세계화시대에 적실한 지역연구방법론 모색 -세계체제론적 지역지리학의 보완을 중심으로-)

  • We now live in the new era of globalization which implies the functional integration or increase of inter-dependency between internationally dispersed economic activities. As globalization impacts our various activities and daily lives, social sciences, including, geography, attempt to approach social phenomena from a global perspective. From this point of view. new regional geography, which has been articulated in recent social theory since the 1980s, also must adjust to these new world realities. This paper aims to search for a suitable methodology or approach to area study or regional geography in the era of globalization and to suggest the field of area study that Korean geographers should be concerned with in the future. This paper has reviewed the existing various methodologies of regional geography such as the ecological approach, the landscape approach. the areal differentiation approach, the system approach, the structuration theory, the spatial division of labour, and the world-system, which have deviced in the traditional and new regional geography. Peter Taylor's regional geography of world systems among them has an appropriate rationale of area study in the globalization era, because world-systems theory explains well globalization. However the regional geography of world-systems must be revised to become more suitable to the area-study approach in the globalization era. Firstly, the regional geography of world-systems explains that regions(historical regions) are made by general mechanisms of the capitalist world-economy that operate through social, economic, and political agents within regions such as individuals, households, social classes, economic enterprises, states, political movements, and many other organizations. But these mechanisms can also act through other regional agents of geographical location, natural conditions, and cultural characteristics. Therefore, the generating process of regions needs to be explained by locational, natural, and cultural elements in addition to social, economic, and political elements within regions. Secondly, Taylor's world-systems approach does not express composite characteristics of regions, because it focuses on the economic characteristics or position of regions within the world-economy. Regions incorporated into world-economy systems are not only changed economically, but also changed spatially, socially, culturally, and politically. Hence the world-systems approach must try to analyze these composite characteristics and their change of regions. Thirdly, The world-system approach proposed that the geography of regions within world-systems could be divided and analyzed as three regional types at the geographical scale such as international regions, state regions, and intra-state regions. However such a regionalization is usually not identified distinctly, because the geographical range of regions in world-systems shaped by economic boundaries of the general mechanisms of the world-economy is fluid and also occasionally overlaps with other political regions. Hence I propose that the world-systems approach should choose political boundaries of states and local autonomies in addition to economic boundaries for objective regionalization and systematic areal study. The revised regional geography of world-systems that I have suggested in this paper can be more effectively and properly applied to regional geography or area study in the globalization era. Globalization intensifies competition between states and also between local autonomies in the world. Therefore we must make efforts to study such areas or regions through the revised regional geography of world-system.

  • This study explores the textual characteristics, more precisely the quantity and diversity of nouns, of Japanese prime ministers' Diet addresses. In the field of stylistics, textual characteristics independent of the content have been examined with the aim on detecting the authors, genres, and chronological variations of texts. This study focuses instead on textual characteristics related to the content of texts, namely the quantity and diversity of nouns, because our aim is to analyze texts to better understand two political phenomena: (a) the difference between the two types of Diet addresses delivered by Japanese prime ministers, and (b) the perceived changes made to these addresses by two powerful prime ministers. It is a case study of the microscopic characterization of texts, which has become more and more important with the expansion in the scope of stylistics and the production of a wide variety of new types of texts following the advent of the Web.

Bonds that Bind Shared Historical and Sociocultural Characteristics of Southeast Asia

  • The region between mainland China on the east and the Indian sub-continent on the west is referred to as Southeast Asia since the conclusion of the Pacific War (1941-1945). As a region, Southeast Asia appears as a hodgepodge of disparity and diversity, but a closer scrutiny reveals numerous common attributes and characteristics. This study attempts to identify and examine the cohesive and shared characteristics across the Southeast Asian region from a historical and sociocultural perspective. The intention is to differentiate an identity borne of the underlying commonalities of shared characteristics whether physical, experiential, emotive, and/or in terms of heritage. Subsequently, Southeast Asia has more grounds to claim itself as a distinct region, and an "area of study," besides the political expediency of ASEAN.

A study on the Judge's Robe (법복의 조형성에 대한 연구)

  • This study is focused on two things, on the matter of judge's robe(JR) which is worn in the court. First, Korean JR were examined from late 19th century through today(1997)to reveal the entity of the JR : characteristics of each JR has been changed according to the political or international influences. Second, JR from 92 countries were collected and analyzed to figure out the plastic characteristics of the JR among international society. The results are as follows : First, Korean JR were have changed many times according to the social, political influences. The Korean modern judicial system were proclaim in 1895 and JR were adapted in 1906. In 1920, Japanese style JR were worn until 1945 when Korean government have had her Independence. Korean Government have changed JR through which Korean identities were expressed through patterns such as national flower Mukungwha(Hibiscus) and Yang & Yin. In 1966 Korean JR were changed again and adopted western style JR until today (1997) which have many things in common with academic robe of university or clerical robe. Second, the analysis of the 92 international JR were summarized as follows : (1) The JR were consisted of three styles such as Gown style, Cape style and Jacket style. And Gown style has been found as the most popular style(86%) for JR among them. (2) As the main color of JR, black is used among 60% of countries and red is used in 33% of countries. Gold were matched for black JR and gray for red JR as their sub-color. (3) The most popular material were wool and satin were favored as its sub-materials. (4) Natural and Geometric Patterns were used to express the symbol of the country and the court. (5) Decorative items and details such as hat, gloves, shoes, wig, necklace, neck-tie, stole, tassels, rope, ruffles were used to express wearers dignity and symbolism. These results are expected to be adapted for the future design for new JR which has its identity and characteristics.

  • This study suggests the popular culture theory as a basic framework to find out the characteristics of contemporary fashion show meeting the popular culture, and describes that the show is the popular culture of this generation. The culture is the way of our life unifying the world at common area of human being. The popular culture is to subdivide it into the public culture that shares aesthetic taste, and to borrow each other and develop it mutually because of the collapse of dichotomous boundary with high quality culture, and to represent the people’s thought and behaviour expanding their areas. The author has examined the characteristics of popular culture of modern fashion show by four collections, that is, commercialism, mass media, political relationship and interaction, etc: Firstly, at the commercialism, the fashion show combines it with other genre organically to do mass production and sales and produces cultural consumption goods supplying a lot of sight-seeing. Secondly, at the mass media, the image of contemporary fashion show has been spread out with mass media such as fashion magazines, cable TV and Internet beyond time and space to produce advertisement effects and makes new fashion and bring democratic culture. Thirdly, at political relationship, the fashion in its peak can make a big stream of wealth, so that it plays important roles under governmental regulations in this era and governments make efforts to support and develop it. Lastly, at interaction, the fashion show shares media functions to let users participate in the program and to exchange information as a feedback to influence each other.

A Comparative Study on the Determinant of Fire Service Budget and Police Service Budget (소방예산과 경찰예산의 결정요인에 관한 비교연구)

  • In the fire and disaster prevention administration of which is not developed in comparison with any other administrative system, the systematic improvement is necessary. For system's more development, financial resource of fire service must be increased sufficiently. If fire service's budget is not allocated sufficiently, fire and disaster were not prevented effectively. This study set up hypothesis based on theoretical background and past research. In this study, dependent variables are fire service budget and police service budget per person Whereas independent variables include demand characteristics, economical characteristics, political characteristics, and previous fiscal year's budget. Statistical methods for the hypothesis's verification are regression analysis, correlation analysis and t-test. The major finding on this study are as follows: First, regression analysis showed that significant variable were past budget variable and economical variable. But political variable and demand variable were not significant except for a emergency medical variable. Second, fire service budget's average was not different significantly from police service budget's average. The above result are contingent upon the theory described in this research. A sustained research and development effort will be necessary if substantial and meaningful progress is to be made in fire service budget.

A Study on the Territoriality and the Socio-spatial Characteristics of a Commoner's Settlement in Modern Times (${\cdot}$현대 민촌의 사회공간적 성격과 영역성 - 부여군 장암면 장하리의 사례 -)

  • In this article, the author inquired the multi-layered sphere of a commoner's settlement of Jangha-ri in modem times to approach the territoriality and socio-spatial characteristics of it. This settlement has originated in a lineage settlement of Jinju-Gang, and has experienced socio-spatial cohesion since its making(the 17th Century). Especially, it is found that the territoriality of Jangha-ri has fluctuated in times and has obtained multi-layeredness according to the human-nature relationship, to the social relationship, and to the political relationship of villagers. As a result, it is interpreted that the socio-spatial characteristics and territoriality of Jangha-ri in modem times do not only have a physical reality, but also social, political, cultural one.
