This paper analyzes the contents and the effects of the UNSC 2270, and its implications to South Korea's defense strategy and navy. The UN Security Council passed strong sanctions against North Korea which punish North Korea's 4th nuclear test. The sanctions compared to the previous ones require international society to take practical actions such as comprehensive trade bans as well as diplomatic isolation which will put significant pains on North Korea. Especially, these measures would greatly hamper economic development policy of Kim Joung-un regime. Because Kim Jung-un regime has inherent legitimacy problems which stems from the third family succession of the power, economic difficulties may play an important cause on the regime instability in the long term. In fact, the United States sees this possibility as an option to coerce North Korea in which North Korea choose denuclearization for its regime survival. Nevertheless, the prospects of the UN sanctions are not so optimistic. Considering North Korea's willingness for nuclear development and its level of nuclear technology, North Korea will try to play a gambit with the US and South Korea by exploiting its strategic advantages. North Korea's response will have three following strategies. First, it would actively pursue political and economic survival strategy by using China's support for the regime, strengthening its power grip in the name of countering US hostile policy, and enhancing peace propaganda. Second, North Korea will accelerate efforts to position its status as a nuclear de facto state. For this purpose, it could create nuclear crisis on the peninsula. Third, it would exploit local provocations as an exit strategy to get over the current situation. In order to counter North Korea's actions and punish North Korea's behavior strongly, South Korea needs following strategies and efforts. It should first make all the efforts to implement the UN sanctions. Strong and practical nuclear deterrence strategy and capability with the U.S. should be developed. Effective strategy and capabilities for the prevention and deterrence of North Korea's provocation should be prepared. For this purpose, North Korea's provocation strategy should be thoroughly reviewed. Active international cooperation is needed to punish and coerce North Korea's behavior. Finally, South Korea should prepare for the possible occurrence of North Korea's contingency and make use of the situation as an opportunity to achieve unification. All these strategies and efforts demand the more active roles and missions of South Korea's navy and thus, nullify North Korea's intention militarily.
This paper examined some problems of media coverage of religion by analyzing a television documentary. The SBS-TV documentary "God's way Man's way" aired in 2008, critically presented the basic Christian doctrine. The producers of the program estimate that protestant churches in Korea have become an established power, which has influence on a societal and political level. Therefore the producers believe that they have the right to criticize that power, especially because its doctrine about salvation leads to serious conflict with other religions, for example, Islam. This program portrayed the doctrine of Jesus as a story borrowed from ancient myths. Consequently, there were harsh protests from the Korean Christian milieu, especially protestants. The author agrees that it is important for the media to critically cover the activities of religious institutions and the behaviors of religious people in the civil society. However, if producers of a documentary want to introduce controversial doctrines of one religion to an audience, they should present the orthodox ones with alternatives or opposing ones, according to the principle of objectivity and fairness of journalism. Since every religion has its mysterious doctrine that cannot be proven by science and reason, journalists should not criticize the sacred part of religion. This paper suggested some ethical points to the media, children of Enlightenment Age, when they cover the religion including its doctrine and mysterious parts.
Currently, dependency of natural and energy resources on world economy may not be more serious than any before increasing the uncertainty of Korea's national economy, especially as China uses unexpectedly fast glowing portion of world resources. Due to insufficient natural resources and unmatured renewable energy system, it is very important for Korea to secure the energy sources not only for national prosperity but also security for the future. In this regard, importance and necessity of nuclear energy as a major electric power source in Korea are in need to be emphasized. Korea currently imports all the necessary enriched uranium for fabrication of nuclear fuel from abroad. Thus, it is extremely important to establish a secured supply system for enriched uranium regardless of the global political unstability as well as economic fluctuation. In order to build the nuclear fuel procurement system, it is required to analyze the global market status, current enrichment service systems, and the future technology under development. For this purpose, this study comparatively analyzes the laser based advanced technology for uranium enrichment under development in the United States, which is assumed to be 2~3 times more economically viable than currently available technologies.
There have many research papers to see China's evolution of maritime strategy and naval modernization in terms of its naval mind-set. However, this article focuses on assessing how China uses its all sorts of maritime strength to achieve 'a building maritime great power.' The aim of the article is to introduce a new perspective to this debate by analysing China's diversified ma maritime capabilities and a new way of implementation in maritime security strategy. In recent years, China has been developing not only unpredictable maritime military capabilities but also maritime supporting forces - Coast Guard and Maritime Militia. And recently China adopted up-to-date operational concept aimed at gaining military superiority in Asia-Pacific waters. By taking salami slicing strategy, gray zone strategy and cabbage strategy, China has been trying to exercise surpassing influences in regional maritime area, also in western Pacific region. This article provides a stepping stone to comprehend the aspect of China's recent maritime strategic actions, especially in Yellow Sea. In conclusion, this article suggests some policy recommendations for countering China's coercive maritime strategy. First, Korea should make sure a strategic concept of maritime security, instead of land warfare focused strategic concept. Second, it is needed to set up suitable naval forces for actively responding to neighbor nation's offensive actions.
With the introduction and expansion of 'maker movement', maker culture captured attention and saw itself as an emerging culture. This study aims to analyze published books, policy report, columns and news articles related to maker culture through the perspective of critical discourse analysis. Maker movement led by the government gives meaning to the maker culture as the force of 'creative economy' that can overcome the economic crisis. Following this meaning making, one-man digital fabrication start-ups have been actively promoted by government policies. In the case of Seoul, it criticizes government led maker movement that only focuses on economy and institutionalizes maker movement by focusing on the maker culture's aspect as 'digital social innovation' that can resolve social problems. In the world of art, it tries to rediscover the value craft, that is, 'creative craftsman'. Moreover, resistance movement that tries to fight against dominant technology structure through constructing 'critical making' was also spotted. Nonetheless, it is rather untimely to definitely find dominant discourse's power effect in reality and sign of rupture in dominant structure as the result of resisting discourse's struggle. This thesis reviews the process in which the regulation systems against ownership concentration of newspapers established with the opportunity of legislation of the periodical act in 1987 was reinforced as they were all amended to the newspaper act in 2005 and as they were again amended in 2009 it came to confront crisis in the aspect of press law legislation history. The regulation systems against ownership concentration of newspapers established based on the principle of legality of newspaper function in the Clause 3, the Article 21 of Constitution was reinforced as the newspaper act in 2005 and in 2006 they began to shrink following the Constitution Court decision against newspaper act. As newspaper act and broadcast act are revised in 2009, regulation against combining the management of newspapers with broadcast and regulation against owning multiple number of newspapers came not to exist. Because in this process, the opposition party also allowed limited cross-ownership of newspaper and broadcast, it can be said that the system of newspaper ownership regulation confronted the crisis of dissolution. This study examines why follow-up investigative programs about the sinking of the Cheonan Patrol Combat Corvette(ROKS Cheonan) have not been produced, despite much speculation surrounding the cause of the sinking since November 2010, when KBS investigative program, In-Depth 60 Minutes which had covered the incident was aired. We have uncovered four reasons through a series of in-depth interviews with producers and reporters, as follows. First, Korean military authorities monopolized relevant information, while the producers could not prove or confirm the validity of the findings of the JIG(Joint Civilian-Military Investigation Group)'s report because the facts had been revealed partially and selectively by the authorities and the press' scientific investigation were rejected by the authorities. Second, the crew of In-Depth 60 Minutes was subjected to severe disciplinary action by the Korea Communications Commission. This caused a chilling effect, - it broke the producers' resolve to further explore the reason behind the sinking. Furthermore, the screening of the investigative documentary, Project Cheonan Ship was cancelled without prior notice, presumably by the power of the State and markets. Third, the reorganization and shake-up of personnel by broadcasting stations' presidents appointed by the power of the State crushed the spirit of PD Journalism. Finally, the "red purge" factions stigmatized by the political or military, or the mainstream press, caused the producers or broadcasters to engage in self-censorship. The idea has been used in Korea as a smoke screen to deflect public attention. Nevertheless, the producers hope to shed light on the Cheonan sinking incident and to prove reasonable doubts by pursuing follow-up investigations.
