China-ASEAN Trade Relations: A Study of Determinants and Potentials

  • The purpose of this study is to investigate the development and determinants of China-ASEAN trade relations over the period of 2000-2018. Employing both the qualitative and quantitative approaches, the results show that the trade relations between China and the Association of South East Asian Nations (ASEAN) have remarkably developed and rapidly grown over times, with a significantly important concentration on the segments of high technological and medium technological products. We also find that China's economic scale is crucially impacting on the China-ASEAN trade relations under both the aggregate and sub-sector level. It is interesting to notice that there is no evidence to support accession to the World Trade Organization (WTO) and officially forming of ASEAN-China Free Trade Agreement (ACFTA) to enhance trade relation between both sides. The findings also quantitatively indicate that there is much significant potential for the expansion of mutual trade between China and some members of ASEAN such as Brunei, Laos and Malaysia, while less potential is predicted for other members of ASEAN. It is strongly suggested that China and ASEAN should find a new proactive approach and make more efforts in improving the mutual political trusts to enhance trading activities in the coming years.

The Role of Economics, Politics and Institutions on Budget Deficit in ASEAN Countries

  • The paper examines the role of some determinants of economics, politics and institutions on the budget deficit volatility in some countries of the Association of South East Asian Nations (ASEAN) such as Indonesia, Thailand and Vietnam. The paper uses the fixed effects model (FEM) and the random effects model (REM) to investigate panel data of these countries in the period of 1990-2018. Moreover, the study also explores ordinary least square (OLS) to analyze time-series data for each country in the same period to make comparison among them. The economic data is collected from international financial statistics and world development indicators. The data on political variables are collected from International Country Risk Data Guide (ICRG). The empirical results both confirm that corruption and political stability are important indicators of budget deficit. Besides, the paper suggests authorities should pay more attention on improving the institutional setup of the economy in order to avoid high and unstable deficit. The findings offer new insight on the budget deficit in essence and suggest that the most important thing need to be done ahead is to strongly implement anti-corruption actions. By doing so, the status of budget deficit would be remarkably improved immediately.

  • In 1994 Korea government began to develop the healthcare industry, since then the government has tried to create opportunities to promote the industry through various political efforts and policies. The biggest achievement was attracting foreign patients from 2009 to 2016 with a cumulative 1.56 million and total revenue of 3 trillion won. But Korea still loses the opportunity to become a global leader in the health care industry due to regulations and various ideological disputes. Accordingly, it is necessary to facilitate policy understanding and present a practical road map so that Korea's healthcare industry become a new growth engine that will lead the trend of global market in the future. It also suggests a national economic development paradigm, the health economy as health and economic value are rotated through a shift in view of health care. At this point, 20 years after the beginning of the healthcare industry development, it is necessary to evaluate the related policies and discuss effective future directions. In this sense, the purpose of this study is to examine the policies and limitations of the healthcare industry by each government division, and based on it, to propose political tasks for the future.

  • Environment standards can be used as a foundation of environment administration (specific expression of political goals or quantitative evaluation standards of political effects). When environment adminstration improves severe air or water pollution rapidly, the environment standard can work effectively to show the goals specifically and clearly. The environment index which is designed to evaluate environment systems, should be established to express the environment system generally. To realize sustainable development, the sustainable indexes usually consisting of these three areas in that harmony of environment, economy and society are required. In this research, sustainable environmental indicators to understand the characteristics and to compare likes theme of environmental conditions in international and national level indicators, regional environmental management plan to promote the management by objectives are to provide the basic data. It is desirable for the environmental policies to work harmoniously with direct control, use of economic means and voluntary methods. Regarding the evaluation of environmental index, the action results of civilian's or individual's activities are needed to be reflected into the evaluation.

시장개방 도입기 부패 영향요인 연구 - 미얀마 기업을 대상으로 (A Study on the Factors Influencing Firm Cor ruption at the Beginning of Market Opening : The Case of Myanmar)

  • Corruption is a serious political factor that distorts economic structure and slows economic development. In particular, the transition to the market opening economy increases the corruption incentives due to the transitional situation. The purpose of this study is to investigate the influencing factors on corruption using 2013 Myanmar Enterprise Survey data provided by World Bank. As a result of the analysis, it was found that the manager's willingness to dealing the regulation and the necessity of licensing had a positive relationship with corruption at the level of 90% and 95%, respectively. In the competitive environment factor, the intensity of the competition showed a significant increase at the level of 90%. In the institutional environment, the perception of social corruption and the obstacle of the taxation authorities increased the corruption. On the other hand, the increase in the instability of the political environment and strict enforcement of laws has been shown to reduce corruption. However, there was no significant relationship between managerial capacity, corruption of competitors, tax rate, and administrative environment.

  • This study suggests that Korea - Russia economic cooperation, which has been sluggish in the meantime, should be revitalized as a small, medium sized business that can be practiced at the local level of both countries. Some large scales of national projects were difficult to realize due to some internal and external factors. Therefore, if Russia's Far East region of the complementary economic structure with the Korea's Gyeonggi Province of Korea could form the basis of cooperation by centering on SMEs, it further can be positive for promoting cooperation among South Korea, North Korea and Russia. The trilateral cooperation among two Koreas and Russia is necessary for the balance of political and economic powers in the East Asia. China's retaliation case regarding THAAD (Terminal High Altitude Area Defense) clearly showed that the greater the economic dependence on a particular country, the more threatening it could be. Therefore, it is important for the political and economic security to keep the balance by diversifying economic cooperation counterparts. As China's influence in the global economy grows, building value chains for mutual prosperity with various neighboring countries is gaining great importance. To this end, this paper examined Russia's Eurasian Strategy, New East Policy, and Far East Development Policy which were designed to seek the way to establish Russia's independent economic zone not absorbed by Europe and China.

조선후기 지방의 날씨, 농사.주민의 삶, 정책의 상호관계 : 오횡묵의 "고성총쇄록(固城叢瑣錄)"을 사례로 (Interrelation among Weather, Agriculture and People's Life, and Policy in a Local in the Late Choson : In Case of "Goseong Chongswaerok" by O Hoeng-muk)

  • 본 연구는 정치생태학(political ecology)의 개념적 틀을 이용하여 고성부사로 재직한 오횡묵이 기록한 "고성총쇄록"의 국역본을 분석하였다. 연구는 오횡묵이 날씨, 농사, 주민의 삶, 지방행정의 상호 관계를 어떻게 인식하고 기록했는지를 파악하는데 초점을 두었다. 연구 결과는 크게 네 가지로 요약될 수 있다. 첫째, 날씨는 크게 세 가지의 표현 방식, 단순 변동 농사 관련 방식으로 기록되었다. 날씨의 변동은 그 자체보다 백성의 삶과 사회 경제 정치와 연관시킬 때 보다 큰 의미와 중요성이 부각되었다. 둘째, 날씨와 중앙 지방의 정책은 특정한 조건, 즉 가뭄이 심할 경우에 충돌하여 사회 정치에 부정적 영향을 주었다. 셋째, 민요(民擾)를 일으킨 백성들의 행동은 일정한 제약 조건하에서 이루어졌다. 이러한 제한적 행위자의 모습은 오횡묵 부사의 공무집행, 즉 진휼, 기우제, 세금 징수 등에서도 잘 나타나고 있다. 넷째, 고성 지방의 날씨, 농사와 주민의 삶, 행정 간의 상호 관계는 개별 가구, 고을, 지방, 도, 국가의 중층적 규모 측면에서 이해되어야 한다.

Institutional Arrangement and Policy Context Underlying Sustainability Actions in the U.S.: Lessons for Asian Regions

  • This paper examines the actions and the factors driving those actions to reduce energy consumption and enhance energy efficiency taken by United States cities. While not much empirical evidence is available on why governments pursue practical sustainability actions, we attempt to shed more light on this important topic by empirically identifying factors that contribute to concrete actions toward sustainability policies. We adopt political market theory as a basic theoretical framework with policy-making applied to city energy consumption. Using the 2010 ICMA (local government sustainability policies and program) data, this study expands the focus of analyses to evaluate the effect of the form of government on energy consumption and energy efficiency by using multiple regression analysis. The findings show that at the city level, the mayor-council form of government are negatively associated with governments' efforts to reduce energy consumption. However, cities with at-large elections and municipal ownership are more likely to adopt sustainability actions. We also find that a large-scale economy has significant effects on the effort to reduce city energy consumption and improve energy efficiency. This shows that environmental policies are directly connected to locally relevant affairs, including housing, energy use, green transportation, and water. Thus, local level administrators could take an executive role to protect the environment, encourage the development of alternative energy, and reduce the use of fossil fuel and coal energy. These efforts can lead to important environmental ramifications and relevant actions by municipal governments.

중국의 대(對) 아프리카 경제정책 변화: 냉전과 탈냉전의 비교를 중심으로 (Study on China's Changing Economic Policy toward Africa: focusing on the Cold War and Post-Cold War Comparison)

  • 냉전기간 중국과 아프리카의 경제관계의 특징은 중국의 '순수한 이념적, 정치적 목적(purely ideological and political purpose)'으로 인하여 아프리카와의 상당한 무역규모에도 불구하고 경제관념이 전혀 대두되지 않았다. 냉전이라는 거대한 시대적 흐름으로 인해 '원조' 또는 '지원' 이라는 개념으로 대체되어 왔던 것이다. 그러나 탈냉전 이후 중국과 아프리카의 관계는 정치적, 이념적 목적이 퇴색하였거나 완전히 배제되는 특징을 보이고 있다. 1990년대 들어 철저한 경제관념, 즉 실용주의(pragmatism)에 입각한 중국에게 있어 아프리카는 안정된 에너지 공급원으로서의 역할뿐만 아니라 물품 수출 및 직접 투자가 가능한 '신흥시장'으로 부각되기에 이르렀기 때문이다. 본 연구는 중국과 아프리카의 냉전과 이후의 경제관계 비교를 통해 드러나는 명확한 차이점을 분석함으로써 중국의 변화된 대(對) 아프리카 경제정책을 이해하고자 한다. 이를 통해 현재 아프리카라는 신흥시장에서 투자와 수출입을 포함하는 통상 관계 전반에 걸쳐 영향력 확대를 위해 심혈을 기울이고 있는 한국에 시사점을 제공하는데 그 목적이 있다.

How Role Overload Affects Physical and Psychological Health of Low-ranking Government Employees at Different Ages: The Mediating Role of Burnout

  • Background: The public now imposes higher demands on the government than in the past, which has created the role overload faced by low-ranking government employees in China. This research investigates the relationship between role overload and health among low-ranking government employees and explores the mediating effects of burnout. Methods: It draws on a survey of 2064 low-ranking government employees by probability proportionate to size sampling in China's Shandong Province. Structural equation modeling (SEM) methods are used to analyze the data. Results: Both role overload and burnout were found to have negative effects on low-ranking government employees' health; however, the associations varied among the three age groups (less than 36, between 36 and 45, and over 45). Those over 45 reported the highest level of both physical and psychological health, while the youngest age group (less than 36) reported the lowest level of health. Role overload has a direct influence on health among government employees over 45 but not among those below 45. Burnout's mediating effects between role overload and health are significant among all age groups, but most significant among the youngest civil servants below 36. Conclusions: The findings evidenced that both role overload and burnout affect low-ranking government employees' self-reported physical and psychological health. In addition, the effect of age differences in coping with role stressors and burnout should be considered.
