자본주의 사회의 공간구조를 파악하기 위해서는 경제적, 사회적, 그리고 정치적 구 조에 대한 이해가 불가피하다. 내적인 경제, 사회, 정치 현상은 공간구조에 외적으로 그대로 반영되고 있으며, 표면적으로 드러난 공간구조 현상을 설명하기 위해서는 그것에 영향을 주 는 여러 과정들을 구조적으로 파악해야 한다. 자본주의 국가에서 국가는 직.간접으로 공간 경제에 작용하고 지역 불균등 발전에 일조하고 있다. 본 연구에서는 다음과 같은 문제점들 을 제기하고자 한다. 첫째, 경제구조에서의 국가의 역할은 무엇이고 국가 자체가 안고 있는 문제점은 무엇인가\ulcorner 둘째, 공간구조에서의 국가의 역할은 무엇인가\ulcorner 그리고 셋째, 공간형성 에 있어서 가장 직접적으로 영향을 미치고 있는 도시정부를 비롯한 지방정부에서의 도시개 발이나 지역개발정책들은 어떻게 형성되고, 그러한 정책들이 공간에 미치는 영향은 무엇인 가\ulcorner 자본주의 국가의 본질을 파악하기 위하여 국가이론에 관한 여러 쟁점들을 검토하여 보 고, 미국을 사례로 조절론자들의 논의를 배경으로 국가정책과 관련한 도시정책 변화와 그에 따른 도시 및 지역의 불균등 발전을 역사적으로 살펴보고자 하는 것이 본 연구의 목적이다.

최근, 세계적으로 에너지 소비 증가와 온난화 현상의 진행으로 정치, 경제, 사회 및 환경 부분에 직접적인 영향을 받는 글로벌 환경위기에 직면하고 있다. 이러한 문제를 해결하기 위해 세계 각 국에서는 그린 ICT 정책을 마련하고 있다. 국내에서도 환경 오염 문제를 해결하고, 에너지 효율을 높일 수 있는 그린 ICT 정책 도입을 통한 대책을 마련해야 한다. 따라서 본 연구의 목적은 국내 그린 ICT 정책 도입 후 효율을 최대화 하기 위해 고려해야 할 정책 목표의 우선순위를 전략적으로 도출하는 것이다. 이를 위해 '저탄소 녹색성장 기본법'을 바탕으로 경제성, 효율성, 환경성, 기술성, 안정성 등의 주요 변수를 도출하였고, 각각의 변수 별 세부 변수를 도출하였다. 도출된 변수들의 우선순위 분석을 위해 관련 정책 전문가를 대상으로 AHP 방법과 ANP 방법으로 각각 설문조사를 실시하였다. 설문 결과와 AHP 방법론으로 그린 ICT 정책의 우선순위를 도출한 결과 환경성, 기술성, 경제성, 효율성, 안정성의 순으로 도출되었고, ANP 방법론으로 결과를 도출한 결과 기술성, 효율성, 경제성, 환경성, 안정성의 순으로 도출되었다. 이와 같이 본 논문은 AHP와 ANP 방법론을 이용하여 그린 ICT 정책 목표의 우선순위를 학술적으로 분석하였다. 따라서 향후 관련 정책 수립 시 실용적인 가이드라인이 될 수 있다.

This study is to develop digital leadership in a field of national defense. Today, korean society is facing the crisis of national security. But national defense leadership is not show in the circumstance of national security crisis. As you know, national defense leadership is a process that make use of influence. Which means it converges people's interest and demands well and also show people the right vision of national defense and make them to comply the policy about national security. Because of the environmental change, our national defense leadership is having a new turning point. First, international order, which is under post-cold war, raises possibility of guarantee of peace and security in international society but also, cause the increase of multiple uncertainty and small size troubles in security circumstance. In addition, Korean society is rushing into democratization and localization period by success in peaceful change of political power went through about three times. The issue of political neutralization of military is stepping into settlement but still, negative inheritance of old military regime is worrying about it. In this situation, we can't expect rise in estimation about the importance of security and military's reason for being. So, military have to give their concern to not only internal maintenance of order and control and growth of soldiers but also developing external leadership to strength influence to society and military's the reason for being. So for these alternative I'm suggesting a digital leadership of national defense which fits digital era. This digital leadership is the leadership which can accept and understand digital technology and lead the digital organization. To construct digital national defense we need a practical leadership. The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.

The international transactions of capital goods such as industrial plant exports, overseas constructions, and shipbuilding exports, are so huge that tremendous amount of funds are required, and that most of the loans are long-term credits of over five years. In the export of huge capital goods, financing is more crucial than technology itself. Some of the importing countries are developing ones that are politically and economically unstable. Therefore the financing mechanism for these transactions is conclusive in winning these projects. Global financial market instability caused by US sub-prime mortgage financial crisis expanded all over the world, and the international transactions have been decreased due to global credit crisis. This indicates how much influential the financing market is in international transactions. The financing schemes are classified into supplier credit and buyer credit by who provides the financing. A supplier credit is a credit extended by an exporter(seller) to an importer(buyer) as part of an export contract. Cover for this transaction may be extended by an export credit agency('ECA') to the exporter. In a sales contract a seller shall provide fund required to manufacture goods, and in a construction contract a contractor shall provide fund required to complete a construction. A buyer credit is an arrangement in which an exporter enters into a contract with an importer, which is financed by means of a loan agreement A Comparative Study on a Supplier Credit and a Buyer Credit in International Transactions of Capital Goods 155 where the borrower is the importer. In a sales contract a buyer shall provide fund required to manufacture and procure the goods, and in a construction contract an owner shall provide fund required to complete a construction. Therefore an exporter is paid on progressive payment method. A supplier credit and a buyer credit have their own advantages and disadvantages in the respect of the parties respectively. These two financing methods are selectively used considering financing conditions such as funding cost, importer's and/or exporter's financial conditions, importing country's political risk.

남북간 정치 군사적 갈등과 충돌로 인해 취해진 2008년 12.1조치와 2010년 5.24조치로 남북경협의 핵심 사업 중 남북한 철도 도로 연결과 금강산 관광사업이 중단되었고 개성공단 사업 역시 앞날이 불투명하다. 이 글에서는 남북관계 경색의 경제적 피해와 협력사업의 현황, 남북 현안 관련 국민의식을 살펴보고 향후 남북 기업 간 경제협력 방안에 대해 제시한다. 한반도의 경제외적 불안요인 최소화, 남북간 상생의 경제협력 추진, 남북경협에 선행되어야 할 완벽한 여건보장의 중요성, 국민적 합의에 기초한 남북관계 개선, 끝으로 남북 경제협력에서 미래지향적인 기업가적 관점에서의 신사업기회 모색의 필요성에 대해 논의하였다.

유교 지식인 류성룡과 정치가 류성룡은 서로 분리될 수 없는 동전의 양면이다. 유교 지식인의 학문은 경국제세(經國濟世)의 실천을 지향하고, 역사의 선례와 현장에 대한 치밀한 연구는 정치가의 성패를 좌우한다. 류성룡이 위기에 처한 조선의 실질적인 구원자가 될 수 있었던 것도 그가 이론과 현장을 구분하지 않고 양자를 변증법적으로 종합했기 때문이다. 그러나 류성룡에 관한 기존의 연구들은 이러한 점들에 주목하지 않았다. 이 글에서는 먼저 류성룡이 주자 성리학에 안주하지 않고 양명학에 깊은 관심을 갖고 있었다는 점에서 출발하고자 한다. 그리고 이를 통해서 그가 정통 주자학자들과는 다른 실용주의적 경세관을 지니고 있었고, 그 결과 임진왜란이라는 사상 초유의 국란을 맞았을 때도 현실주의적 위기 대처 능력을 발휘할 수 있었다는 점을 강조하고자 한다. 요컨대 이 글은 학문과 실천의 균형을 추구한 류성룡의 삶을 실용주의와 현실주의라는 관점에서 재조명하고자 한다.

한국 사회에서 도덕, 윤리 교육의 위기는 학문적 정체성을 명확히 확립하지 못한 데에서 출발한다. 일제시대에는 식민지 의식을 고취하기 위해 '수신'과목으로 출발하여, 미군정기 이후에는 '국민윤리'로서 개칭되면서 순수한 의미의 도덕교육과 일종의 반공교육과 정치 이데올로기 교육을 결합시켜 정체불명의 교과목을 만들어 정권 선전의 의도와 역할을 공공연히 담당하도록 만들었다. 그러나 윤리교육의 학적 근거는 윤리학이며, 윤리학은 철학의 분과 학문이다. 이러한 명확한 사실을 피하기 위해서 일부 학자들은 도덕, 윤리 교과의 학제적 성격은 말하지만, 이것이 오히려 기존의 도덕, 윤리 교과의 학적 근거를 다른 학문에 나눠주는 예상치 못한 결과를 초래하여 교육학에 교사 자격을 허용하게 만들고, 나아가 사회학에 교과가 통합될 위기에 처할 빌미를 제공해버리고 말았다. 윤리학의 모학문인 철학은 이미 고대로부터 학제적 성격이 아닌 통합학문의 이념을 가지고 있었으므로 다른 학문들에서 학적 근거를 찾을 필요가 없다. 이제 도덕, 윤리 교육은 다시 순수한 의미의 도덕, 윤리의 역할을 되찾을 필요가 있다. 과거의 체제수호적인 반공교육이나 사회과학적 정치 교육은 해당 과목에 귀속시키고 윤리교육의 본래적 목적을 구현하여 현행 도덕 교과서의 학습 목표에 따라 다양한 도덕 문제들을 "합리적으로 해결할 수 있는 판단능력"과 "삶의 이상과 원리를 체계화하여 실천할 수 있는 도덕적 성향을 길러" 주는데 역점을 두어야 할 것이다.

This study is focused on the medical services market in china which would be the largest one in the world sooner or later. An empirical research has been performed on the country images and related buying attitudes of the Chinese potential consumers for foreign medical services of more higher level. Upon the basis of this research results, the components of a country image has been restructured and the country image effects on the process of a purchasing decision of the advanced foreign medical services in China has been investigated and analyzed. This research shows that the forming process and the dimensions of a country image in Chinese consumers are rather simplified than the former researches of the same kind in any other countries. In China the expectation and buying intension for foreign medical services is found to be affected directly by a country image. Furthermore among various components of a country image the expected service quality level of the Chinese is found to be mostly dependent on the social stability and safety rather than on the degree of economic developments. Recently breaking through the domestic medical market crisis, more and more hospitals consider to advance into Chinese medical market. This research shows that the reexamination and political concerns on the country image of Korea are needed in the level of government's public relations. Especially the proactive policy making and propaganda of political, social and economic stability and safety in Korea are thought to be more important for successful entry in Chinese medical services market.

중국의 부상으로 동아시아에서 헤게모니가 중국으로 이동하고 있다는 것은 현실화되었다. 시진핑 정부의 대외정책은 우리나라와 주변국, 전세계에 영향을 직 간접적으로 미치고 있는데 중국이 주창하는 신안보관과 실크로드 정책, 새로운 패러다임의 외교방식을 주장하고 있다. 중국은 아시아에서 새롭게 형성되는 강력한 국가로서 경제력을 이용하여 아시아 질서를 재정립하고 패권을 장악하려는 의도가 명확해지고 있다. 나아가 세계 패권에도 미국과 쌍두마차로 달리고자 하는 의도가 정치, 경제, 군사 및 외교 분야에서 나타나고 있다. 북한 핵 미사일 개발로 촉발되고 있는 한반도 위기상황을 제대로 극복하기 위해서는 우리는 한 미 일 공조와 나아가서 중국과의 관계 개선에도 최선의 노력을 경주해야 할 시점에 와 있다. 본 연구에서는 북한의 안보위협에 따른 한반도 주변의 역학관계를 벗어나 제2차세계대전 이후 냉전과 탈냉전 시기를 거치면서 중국이 구사해 온 동남아 정책에 대하여 거시적으로 분석하였다.

1967년 우주조약은 제1조에서 우주공간의 이용의 자유를 규정하고 있으나, 우주공간의 법적지위는 물론, 우주활동의 개념도 규정하고 있지 않다. 이에 우주공간에서 발생하는 활동에 대해서 우주공간의 이용의 자유가 적용된다는 법 규범은 엄격한 논리에서는 성립되지 않는다. 아울러 우주공간을 이용하는 행위, 즉 동 조약에서 사용하고 있는 우주활동의 개념도 정의되어 있지 않기에 어떠한 활동이 우주공간의 이용의 자유를 향유할 수 있는가에 대한 법 규범도 성립되지 않는다. 다만, 우주활동이 제반국제법 원칙 및 관련 우주법의 규정을 준수하여야 한다는 것만이 동 조약에 규정되어 있다. 이에 우주활동에의 적용 규범의 선택 문제는 법률적인 것이 아니라 정치적인 논리에 의하게 된다. 그 결과 우주공간의 군사적 이용을 규율할 수 있는 법규범은 법적안정성을 결여하고 있다고 판단된다.
