Policy Suggestions on Personal Data Utilization by Analyzing Domestic and International De-identification Policy (국내외 비식별화 현황 분석을 통한 개인정보 활용 정책 제언)

  • In the era of Internet of Things and Artificial Intelligence, it has become essential to digitize mass data, which leads 'data-driven economy'. Digitalized personal data can be easily collected, stored, duplicated and analyzed. As ICT technology is evolving the concept of traditional personal data has changed. The United States, the European Union, Japan, Korea and many countries have introduced new concept of personal data into law such as de-identification, anonymization, and pseudonymization to protect and utilize digitalized personal information. These concepts are distinguishable depending on countries. Therefore, this study will be done by researching and analyzing personal data related policies of several countries. Based on this study, this paper will suggest policy on di-identification to draw the right balance between personal data protection and use, which contributes to the development of digital economy.

  • There are two aspects of digital trade: the digitalisation of goods/services being traded and the digitalisation of the transactional act. Digital data (i.e. machine-readable industrial data and transactional data) is the major driving force for both aspects of digital trade. Digital data is a non-rivalrous input, whether for production or marketing activities, and is thus able to be used by many firms or government agencies without limiting the use of others. Digital platforms provide online infrastructure for the interactions between groups, for instance, consumers and producers. The externality effect refers to the situation in which prosperity in one group on a given platform will improve the returns of other groups on the same platform. In the era of the data-driven economy, strategic trade policy can involve data-related policies. The major objective of these policies is to improve the competitiveness of domestic firms. For instance, firms may be subsidised if they use cloud services provided by specific platforms. This strand of strategic trade policies might be useful for increasing the competitiveness of small-and medium-sized enterprises (SMEs) via the digitalisation of production/marketing processes. Alternatively, strategic trade policy may also exploit the externality effect via platform economy-related policies. Further, some countries may form data coalitions to facilitate cross-border data flow. This paper uses cases in Asian countries to illustrate which role these strategic trade policies can play in the digital economy.

Triple Helix for Social Innovation: The Saemaul Undong for Eradicating Poverty

  • This study aims to examine and develop a Triple Helix model for social innovation to eradicate pervasive poverty in developing countries. To do this, this study explores and analyzes the Rural Saemaul Undong (RSU), a rural community development movement for eradicating poverty that was driven by the South Korean government during the 1970s. First of all, this study explores the characteristics of the RSU and explains why the RSU was a social innovation. To support and explain why the RSU was a successful social innovation, this study analyzes the roles and activities of three distinct actor groups: the chief policymaker and his aides who presented the vision and purpose, or the "why" of the Saemaul Undong; central and local government officials who were the planners and managers who showed "how" to plan and drive it; and village Saemaul leaders as the drivers and coaches showing rural villagers "what" to do. Based on this analysis, this study develops an actor-based Triple Helix model for social innovation to eradicate poverty.

The Citizen Advisory Model for E-Government Service

  • This paper proposes a design of a citizen advisory model under the consideration of the unique characteristics of the government, namely complex structure of goals, predominance by laws, knowledge driven organization, and the good governance objectives. The legal knowledge-based technology is explored with the aims to facilitate citizens in accessing e-government services in five phases: search, intake, decision-making, explanations, and objection and appeal phases. The design of the citizen advisory model consists of four components: specific service advice, customized form fill-in service, decision-making services, and a statement of reasons service. The prototype of the citizen advisory model is illustrated using the Thai Anti Dumping and Countervailing Act 1999 as a legal domain and e-government services example.

  • So far, the water management have separately been accomplished by water supply, flood control, and environmental river management. In spite of sustainable policy of water resource development, flood & drought damage, poor water accident, and deterioration of river ecosystem have continuously occurred. It means that it is difficult to improve those problems with the present systems and institutions. So, it is time to discuss to change the present water management system of administrative sense into the one classified by the watershed in order to understand problems of water resource in the regional basis. First, a integration of similar branch office in organization and a work specialization should be driven in the government. Second, it is desirable to develop the water resources according to the inherent characteristics of the watershed.

  • This study was performed to apply the preventive management technique that is known for more economic and preventive for disaster than corrective technique to Repair & Improvement(R&I) Project policy of irrigational facilities. The appropriate periods of R&I Project had been driven to 40yrs, 24yrs, 27yrs, and 29yrs for reservoir, Pumping and drainage pumping station, Diversion weir and Irrigation & drainage canal respectively. The cost of R&I Project for 10 years had been estimated as 616.9 billion won per year including the 85 billion won for the project of 'Disaster prevention and Function continuity'. After the period of 'Improvement all at once', about 30yrs, 421.8 billion won was requested for 'Function continuity'.

A Process-Centered Knowledge Model for Analysis of Technology Innovation Procedures

  • Now, there are prodigiously expanding worldwide economic networks in the information society, which require their social structural changes through technology innovations. This paper so tries to formally define a process-centered knowledge model to be used to analyze policy-making procedures on technology innovations. The eventual goal of the proposed knowledge model is to apply itself to analyze a topic network based upon composite keywords from a document written in a natural language format during the technology innovation procedures. Knowledge model is created to topic network that compositing driven keyword through text mining from natural language in document. And we show that the way of analyzing knowledge model and automatically generating feature keyword and relation properties into topic networks.

  • The current downturn of BIPV sector has an enormous potential to rebound and expand into the PV sector for construction market in the foreseeable future. Solar technology has already gained a significant market due to lack of natural resources in the Korean domestic market. Given the technical infrastructure of state-of-the-art fusion technology, the competitiveness of software-driven BIPV market in the world can be ver attractive and have the potential to develop as a key national technology. To do this, from the viewpoint of complexity, technical R&D, national political aspect, social aspect, economic aspect and institutional support systems need to be parallelly formulated. A dedicated BIPV sector has not yet been established, especially policy and institutional framework have very crucial impact on the establishment of BIPV sector.

  • Delivery of a good quality of service in an efficient manner requires matching the supply of capacity with customer demand. Much research has employed queueing models that analyzed the service system on the basis of independent and stationary customer arrivals. However, the appointment system, which is widely used to facilitate customer access to service in many industries including healthcare, has significant influence on the customer arrival process so that the independent and stationary assumption does not hold in an appointment-based service system. In this regard, this paper aims to propose a model for accurate illustration of the appointment-based customer arrival process. The use of the proposed model allows us to evaluate the overall system performance such as mean waiting time and service level under various appointment policies instead of conducting simulation studies.

  • Grid provides integral ing system that enables to use distributed computing resource and services as adapts traditional infrastructures to overcome the distributed computing environments. But, computing today is moving away from a restriction of the desktop, becoming diffused into our surrounding and onto our personal digital devices. In such mobile computing environments, users expects to access resource and services at any time from anywhere in such Mobile-Grid computing. This expectation results security issues, since the computing environments is expanded. This paper describes the security challenges in Mobile-Grid computing, explaining why traditional security mechanism fail to meet the demands of these environments. This paper describes policy driven security mechanism enabled entity to use service and data in trust Mobile-Grid environments and a set of security service module that need to be realized in the Mobile-Grid security architecture presents a set of use pattern that show hew these modules can be used for billing service in a secure Mobile-Grid environments.
