A strategic R&D resource allocation and project selection based on R&D policy and objectives (정책목표와 연계한 전략적 R&D 투자재원배분 및 연구과제 선정방안연구)

  • We propose a strategic R&D resource allocation and project selection model based on national R&D policy and objectives. First, contributions to R&D policy and objectives for each R&D area are evaluated by using analytical hierarchy process (AHP). Second, fuzzy Delphi are proposed to estimate R&D budget for each R&D area. Then, a project selection grid is also introduced to implement two-phased evaluation for R&D project selection. We also discuss how to improve the consistency in AHP and how to reduce the pairwise comparison in AHP. The proposed model enables the decision makers to allocate R&D budget, and to evaluate and select the R&D proposals based on both the contribution to national R&D policy and objectives, and the size of each R&D area concurrently

  • With this as a momentum of approval Pfizer vaccine against coronavirus disease 2019 (COVID-2019), it is changed to the era of vaccine rapidly. Most countries are trying to reserve effective vaccines and inoculate vaccines into high-risk populations for achieving community immunity. I reviewed several vaccine-related issues to be confronted for moving up to the end of COVID-2019: the efficacy and effectiveness of the approved vaccines, the priorities for vaccination into target groups, side effects, and distrust towards COVID-2019 vaccines. Evidence-based decision-making in the policy process and collaboration with professional groups are the most effective strategies for driving successful vaccination policy.

Considering Read and Write Characteristics of Page Access Separately for Efficient Memory Management

  • With the recent proliferation of memory-intensive workloads such as deep learning, analyzing memory access characteristics for efficient memory management is becoming increasingly important. Since read and write operations in memory access have different characteristics, an efficient memory management policy should take into accountthe characteristics of thesetwo operationsseparately. Although some previous studies have considered the different characteristics of reads and writes, they require a modified hardware architecture supporting read bits and write bits. Unlike previous approaches, we propose a software-based management policy under the existing memory architecture for considering read/write characteristics. The proposed policy logically partitions memory space into the read/write area and the write area by making use of reference bits and dirty bits provided in modern paging systems. Simulation experiments with memory access traces show that our approach performs better than the CLOCK algorithm by 23% on average, and the effect is similar to the previous policy with hardware support.

  • Management for security product and application is becoming more difficult because they became more specialized. Most of research is focused on combining policies for information security management policy, security standard, and security tools. However, there are no researches for total solution for both application and security policy. Thereby, the purpose of this research is to propose a remote integrated management system based on linux. The system could efficiently manage data update for application and policy update for a server supporting the distinct configuration of each server. By using the remote integrated management system, system manager with poor secure knowledge also could easily manage their system securely.

  • This study is to suggest basic data for the policy on the energy demand and management of an U-based city compliant with characteristics of regions and districts in future city by conducting research on the energy consumption and management of an U-based city, considering city energy demand characteristics focused on the center district of Daegu metropolitan city. U-based city energy consumption and management solution is considered to be effective in establishing the guideline of environment-friendly urban architecture planning as well as the assessment of energy consumption characteristics in a city.

  • This research proposes the lateral transshipment policy that can deal efficiently with stockout in the two-echelon distribution network in supply chain. The lateral transshipment policy can be expected for retailers to response the change of customers' demands efficiently. Because of various factors, such as demand fluctuation, replenishment quantity, lead time, and so on, it is very difficult to decide optimal lateral transshipment time and quantity. We suggest the new lateral transshipment policy based on the service level in this research. The efficiency of this policy is proved by simulation experiments.

  • Purpose: This paper deals with establishing Korean national standardization policy through a comparative trend analysis of national standardization strategies and each nation's policy environment. It first investigates the standardization strategies including Korea, the United States, Japan and Germany which is currently leading the 4th Industrial Revolution. Methods: This study compares and analyzes national standardization policies that synthesize the determinants of national standard activities using the STEEP, PEST analysis used for policy environment analysis, and National Standardization Model Canvas(N-STD Model Canvas) applying business model canvas. Results: This study confirms the reasoning and operating system of establishing national standard strategy reflecting the social, economic and political situation and the direction of national standard strategy. Conclusion: Based on the results, this study summarized the policy decision factors necessary for establishing the national standard policy and suggested the management plan in the midpoint of view.
