Continuation and change of Taiwan's New Southbound Policy in the De-Sinicization: The dynamics of Balancing and Bandwagoning (탈중국을 위한 대만 남향정책의 지속과 변화: 균형과 편승의 동학)

  • This paper analyzes Taiwan's 「New Southbound Policy」 from the perspective of 'balancing' and 'bandwagoning' in international politics. Specifically, it examines the changes and characteristics of 'Southbound policies' that have continued since the period of the Lee Teng-hui(李登輝) administration, and examines the meaning of the New Southbound Policy promoted by the Tsai Ing-wen(蔡英文) administration. Taiwan's foreign policy has been strongly influenced by external variables such as U.S.-China relations. Previous Taiwanese governments have actively promoted Southbound policies to advance to Southeast Asian countries such as ASEAN with the aim of 'De-Sinicization', but have not achieved much results. This is because variables such as cooperative U.S.-China relations and strong checks from China played a role at the time. In this environment, Taiwan had to pursue an appropriate 'balancing' between the United States, China, and Southeast Asian countries. However, since the inauguration of the Trump administration, strategic competition between the U.S. and China has been maximized, creating a new space for Taiwan's foreign policy. This is because the U.S. valued cooperation with Taiwan in the process of embodying the 'Indo-Pacific Strategy' to curb China's rise. The New Southbound Policy promoted by the Tsai Ing-won administration is different from the existing Southbound policies in that it seeks to link with the U.S. India-Pacific Strategy and attempts to advance to South Asian countries such as India. From an international political point of view, the Tsai Ing-won administration's New Southbound Policy can be interpreted as a 'bandwagoning' to the United States, not a balanced strategy between the U.S. and China. Strategic competition between the U.S. and China is expected to intensify for a considerable period of time in the future, and honeymoon between Taiwan and the U.S. are also expected to continue. Taiwan's bandwagoning strategy, which actively pursues a link between the New Southbound Policy and the India-Pacific Strategy, is also expected to be maintained.

  • In this study, We will find approach to improve the efficiency of business support policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, based on the customized needs of SMEs in strategic industries, we intend to find directions of the business support policy. we can use the decisions criteria(for example, business strategy, business portfolio, effective budget allocation, core business plans, etc.) by research results. To achieve the research objectives, we surveyed from 243 SMEs in regional strategic industry. we found the differences of industry characteristics, strategy and industry-specific by growth stages. Thus, this result implies the necessity of creating a customizing policy for SMEs. We found implications about the efficiency improvement of regional industrial policy. In conclusion, regional industrial policy must reflect the central government's policy direction of regional industries and the demand of SMEs.

  • Germany has carried out its environment friendly energy policy to prevent $CO_2$ emission that affects directly to the global warming phenomenon. Based on this direction, it has performed a sustainable development strategy through the R & D activities in environment and energy technologies. Accordingly, the core elements of German energy and sustainable development policies are renewable energy, ecological energy tax, and emission trading system. In particular, Germany has supported to develop renewable energy resources that prevents from consuming fossil energy resources. At the same time, it has set the ecological energy tax and initiated the emission trading system in order to support the renewable energy policy continuously. This paper analyze whether or not it is possible to generate an economic growth and a sustainable development while using renewable energy resources based on the renewable energy policy that minimize the negative effects on the environment. For that, the paper adopts Germany as a model country. In fact, it is possible to achieve the economic growth and the sustainable development if a nation can substitute increasing energy consumption for the economic growth to renewable energy resources that does not affect to the environment negatively. This model is the German energy policy and sustainable development strategy, and it is the purpose of the paper to prove it logically.

  • The government of the UK since the 1990, especially under the new Labour Party, has pursued sustainable development or carbon control as a core strategy for its national development. The seemingly prominent environmental policy for 'greening the government' of the UK as well as considerable achievements in energy and environment indices have attracted much attentions of policy makers and researchers for the 'low carbon green growth' in Korea. This paper tries to see the character of carbon control and environmental policy in the UK not merely as the integrating or mainstreaming policy but a new strategy for national development, that is, for the 'ecologically modernized' state, eco-state, or green state. It defines the environmental policy for carbon control in the UK as the strategy for the green state which has provided it as a principal guide for integrating national policies as a whole, and which has pursued it through market-dependent neoliberal measures. From this point of view, this paper introduces the development process of carbon control and environmental policy mainly under the new Labour Party government in the UK, and gives a reappraisal of both its policy and of energy-environment indices.

The Rise of Korean Innovation Policy for Social Problem-Solving: A Policy Niche for Transition?

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

  • Recently, it has been known that it need to be solved export marketing on expanding export of Small Business Commodity. Therefore, the purpose of this paper is to analyse on expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0. This study deals with the terms of three connection success factors on expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 which are a firm's subjective factors, a industrial environment factors, and a governmental policy factors. According to analysis results of the three success factors, a firm's subjective factors(4.13 score) are scored at the most ones of the three success factors, to be compared with a industrial environment factors(3.89 score), with a government policy factors(3.72 score). Therefore, first of all, it is important to expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 through as follows, a firm's subjective factors : (1) to procure concentrated market strategy and real market capacity, (2) to procure speedy satisfaction of customer needs and confidence, (3) to procure ability of export marketing through e-Trading Application, (4) to enhance export expanding strategy coincided in Industrie 4.0. And, the next, we have to expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 through considering a industrial environment factors and a government policy factors.

Study on Medicine Related Policies for Management Strategies and Performances of the Pharmaceutical Industry (제약산업의 경영전략, 경영성과에 의약품관련정책이 미치는 영향에 관한 연구)

  • Objectives : The aim of this study was to investigate the effect of various Republic of Korea policies, including the medicine cost rationalization policy implemented By investigating the management strategy/performance changes of the industry caused by such policies. Methods : Pharmaceutical companies listed on the national stock exchange and the KOSDAQ were examined for 10 years from 2004 to 2013. Their financial statements were collected and market changes before and after drug price policy implementations were compared. Results : From the result of this research, among the medicine related policies, the drug price rationalization policy was found to have a significant effect on business management strategies in terms of safety, profitability and growth potential after its implementation. After the drug pricing transparency policy was implemented, management strategies were affected significantly in terms of safety and profitability. Conclusions : As a result, all of the medicine related policies were found to have regulatory effects. Based on these findings, implications, research limitations and future study plans are presented.

Comparison of OECD Nations through a Comprehensive Evaluation Index for Low-Carbon Green Growth

  • This paper compares OECD nations by developing a comprehensive evaluation index that examines the efforts and achievements of countries toward Low-Carbon Green Growth. The input-process-output of a Low-Carbon Society system is in dynamic competition with that of a High-Carbon Society system. The model used in this study of the comprehensive evaluation index for Low-Carbon Green Growth was comprised of Large indices such as Input, Process, and Output. The Input and Output consisted of 'Social-economic' and 'Physical-ecological' Middle indices while the Process was made up of 'Stimulation mechanisms' and 'Participation of stakeholders and Knowledge flow' Middle indices. In order to calculate the comprehensive evaluation index, our model gave a weight to each indicator/index and applied a weighted arithmetic mean. Korea ranked $15^{th}$ out of 30 OECD nations in the comprehensive evaluation that analyzed Input ($14^{th}$), Process ($18^{th}$), and Output ($17^{th}$). The top five nations were Switzerland, Sweden, Denmark, Germany, and France; while Japan was $8^{th}$ and the USA $26^{th}$.

  • Although the social media plays leading role in the change the political, economic, social and cultural environment in all fields, it is not really understanded the overall management of social media in society. With understandings on the influence of social media, the purpose of this study is to investigate the characteristics of social media and to provide some suggestion to make use effectively of social media in society. To achieve th purpose of this study, the responsibility and the effort of government was examined. As a result, the Social Media Strategy Broad (tentative title 'Social Media Committee') suggests to protection of the users' rights and active support of the current utilization. This study is expected to show the meaningful implication of social media strategy and standard of the social media utilization in policy, education etc.

  • The purpose of this paper is to review China's perception on the U.S. power after the global financial crisis. Although economic power of U.S. was declined by the global financial crisis, U.S. hegemony in the international order still maintains. Gap of national power between U.S. and China may be narrow because of decline of U.S. economic power. It can be predicted China will push a policy that secures an initiative of reform in the global monetary system and is going to take a more cooperative policy without U.S. hegemony power harming China's core interests.
