  • As a popular mathematical framework for modeling decision making, Markov decision process (MDP) has been widely used to solve problem in many engineering fields. MDP consists of a set of discrete states, a finite set of actions, and rewards received after reaching a new state by taking action from the previous state. The objective of MDP is to find an optimal policy, that is, to find the best action to be taken in each state to maximize the expected discounted reward of policy (EDR). In practice, MDP is typically unknown, so simulation-based policy improvement (SBPI), which improves a given base policy sequentially by selecting the best action in each state depending on rewards observed via simulation, can be a practical way to find the optimal policy. However, the efficiency of SBPI is still a concern since many simulation samples are required to precisely estimate EDR for each action in each state. In this paper, we propose a method to select the best action accurately in each state using a small number of simulation samples, thereby improving the efficiency of SBPI. The proposed method accumulates the simulation samples observed in the previous states, so it is possible to precisely estimate EDR even with a small number of samples in the current state. The results of comparative experiments on the existing method demonstrate that the proposed method can improve the efficiency of SBPI.

건강보험정책심의위원회 가입자 단체의 의사결정 참여에 영향을 미치는 요인 (Factors Affecting the Insured Organizations Participation in Decision Making Process in Health Insurance Policy Committee)

  • Background: Due to the asymmetry of information and knowledge and the power of bureaucrats and medical professionals, it is not easy for citizens to participate in health care policy making. This study analyzes the case of the insured organization participating in the Health Insurance Policy Committee (HIPC) and provides a basis for discussing methods and conditions for better public participation. Methods: Qualitative analysis was conducted using the in-depth interviews with the participants and document data such as materials for HIPC meetings. Semi-structured interviews were conducted with purposively sampled six participants from organizations representing the insured in HIPC. The meanings related to the factors affecting participation were found and categorized into major categories. Results: The main factors affecting participating in the decision making process were trust and cooperation among the participants, structure and procedure of governance, representation and expertise of participants, and contents of issues. Due to limited cooperation, participants lacked influence in important decisions. There was an imbalance in power due to unreasonable procedures and criteria for governance. As the materials for meetings were provided inappropriate manner, it was difficult for participants to understand the contents and comments on the meeting. Due to weak accountability structure, opinions from external stakeholders have not been well received. The participation was made depending on the expertise of individual members. The degree of influence was different depending on the contents of the issues. Conclusion: In order to meet the values of democracy and realize the participation that the insured can demonstrate influence, it is necessary to have a fair and reasonable procedure and a sufficient learning environment. More deliberative structure which reflects citizen's public perspective is required, rather than current negotiating structure of HIPC.

기술위험 거버넌스에서의 역할분담: 영국과 한국의 방사성폐기물 관리 공론화 사례 (Division of Labour in Risk Governance: Cases of Public Deliberation for Radioactive Waste Management in the UK and Korea)

  • 과학기술 전문가가 근거를 제시하고 정책관료가 결정을 내리던 기존의 정책결정체계와는 달리, 불확실성과 이해관계 대립으로 특징지어지는 기술위험 영역에서 참여적 의사결정방법이 바람직한 모델로 상정되어왔다. 이어 여러 가지 정책실험이 이루어졌다. 그러나 의사결정과정에 있어서 '누가 어떤 역할을 할 것인가'에 대해서는 여전히 다양한 견해가 존재한다. 본 연구는 기술위험 거버넌스에 대한 사회적 배경이 다른 두 나라인 영국과 한국에서 각각 수행된 방사성폐기물 관리방안 모색을 위한 공론화 프로그램을 역할분담의 관점에서 분석한다. 본고는 영국과 한국의 공론화 프로그램이 전개되는 과정에서 다양한 참여자 그룹이 어떻게 정의되고, 어떠한 근거로 역할이 상정되며, 적용된 의사결정방법은 무엇인지에 관해 논의한다. 공론화과정의 사례연구를 통해 많은 기술선진 민주주의 사회에서 지지 받고 있는 '참여를 통한 의사결정'이라는 기술위험 거버넌스의 규범이자 방법론이 실제 각기 다른 정치사회 환경에서 어떻게 구현되는 지를 살펴본다. 방사성폐기물 관리와 공론화에 대한 오랜 경험을 가진 영국과의 비교분석은 한국의 방사성폐기물 관리정책과 나아가 기술위험 거버넌스를 위한 정책도구를 정교화 하는 데 기여할 것이다.

융합 R&D 부문의 표준정책 이해 및 정책 방향성 고찰 (Understanding and the Orientation of the Standardization Policy in the Field of R&D Convergence)

  • 본 연구는 일반적인 현상으로서의 표준정책을 과학기술 연구를 수행하는 과학자들의 입장에서 이해하고, 과학자들의 인식 및 행태 속에 투영 된 표준정책을 질적으로 탐구한다. (1) 융합 R&D 부문에서 표준정책의 방향성과 (2) 그러한 표준화 방향성을 위해 정부의 역할과 융합 R&D 연구자들의 역할을 탐색하였다. 15명의 융합 R&D 과학자들과의 인터뷰 분석 결과, 융합 R&D에서의 표준화는 분명 일반 R&D에서의 그것과는 차이가 있었고, 융합 R&D현장에서의 표준화 고민이 복합적이고 다양하다는 점을 엿볼 수 있었다. 융합 R&D와 표준의 관계에서 융합기술결과에 대한 낮은 예측가능성으로 인해, 기술의 경쟁력 및 객관성을 확보하기 위하여 R&D를 일정기간 수행한 다음, 기술의 표준화 업무가 진행되는 것이 일반적인 융합 R&D와 표준의 관계로 해석해 볼 수 있었다. 우리나라의 국가표준정책이 취해야 할 정책 방향성은 "민간(시장) 주도의 표준 리드"로 압축된다. 정부는 공공부문에 대한 것은 정부 주도의 표준화를 진행하고 민간 부문에 대한 것은 최대한 민간 자율에 맡겨 자연스럽게 글로벌 표준을 선도하도록 환경을 조성해 주는 것이 필요하다. 이렇듯, 국가표준정책에서 정부의 역할은 "조력자"의 역할로 요약된다.

국민기초생활보장법의 개정과정 연구: 맞춤형급여를 중심으로 (A Study on the Revision Process of the National Basic Livelihood Security Act Focusing on Customized Benefits)

  • 본 연구의 목적은 2014년 12월 30일 국민기초생활보장법 맞춤형급여 개정과정에서 나타난 정책결정요인이 무엇인지에 초점을 두어 설명하는 것이다. 구체적으로 복지제도 사각지대를 둘러싼 법 개정 요구에도 진전되지 않던 상황에서 왜 특정 시기에 급속한 개정으로 이루어질 수 있었는지 그 이유에 대해 분석하였다. 이를 위해 정책결정의 우연성을 강조하는 Kingdon의 정책흐름모형을 활용하여 문제의 흐름, 정치의 흐름, 정책대안의 흐름으로 나누어 검토하였고, 이러한 각 흐름이 흐르던 중 송파 세 모녀 자살사건이 정책결정과정에 커다란 역할을 하는 주요 매개체로 작용하면서 정책의 창이 열릴 수 있었다. 이 사건은 국민기초생활보장법에 관한 문제가 사회적, 정책적 관심을 촉발하는 계기가 되었고 사회적 이슈로 큰 파장을 불러일으키며 신속한 법 개정이 이루어진 것으로 파악되었다.

지속가능성 제고를 위한 표준화 교육 필요성 분석 및 정책적 제언 : 기업의 표준화 과정 저해요인을 중심으로 (An Analysis of Necessity of Standardized Education for Sustainability and Policy Implications : Focus on Impediments of Standardized Process)

  • As we enter the technology and knowledge-intensive era, standardization has become a key element to increase the sustainability of companies. However, standardization activities have not been proceeded well due to lack of relevant information, financial and human resources and complexity of the authentication process. Thus, in this paper, we analyze the effect of understanding the internal and external standard trends surrounding companies and recognizing the difficulties of standardization process on the needs of standard/standardization education. We suggest an experiment model and associated variables for analysis based on the previous studies. The analysis results from 1,000 companies that belong to telecommunication industry and electrical and electronics industry showed positive relationships among these three variables. Furthermore, we propose major policy directions for increasing standardization effect.

China's Roadmap for Fostering S&T and Catalyzing Innovation: Lessons for India

  • In the past three decades since the advent of market oriented reforms began in 1978, China has made rapid strides in catalyzing economic growth. The economic development coincides with the development of significant capabilities in several areas of science, technology, and innovation. China has recorded notable achievements in a number of emerging fields. This paper investigates the process that has catalyzed the developments in Science and Technology (S&T) and the key factors that have facilitated this process. The causality of dynamism of S&T in China points at targeted development, an emphasis on high growth industries and high technology, commensurate resource mobilization, ruthless restructuring of innovation actors, dynamic organization and management of R&D, continuously evolving policies with strict enforcement, and implementable instruments. This paper attempts to bring out the roadmap of the Chinese transformation process in S&T and derive policy lessons for India.

공간적 확률 과정 기반의 수율 정보를 이용한 번인과 신뢰성 검사 정책 (Differential Burn-in and Reliability Screening Policy Using Yield Information Based on Spatial Stochastic Processes)

  • Decisions on reliability screening rules and burn-in policies are determined based on the estimated reliability. The variability in a semiconductor manufacturing process does not only causes quality problems but it also makes reliability estimation more complicated. This study investigates the nonuniformity characteristics of integrated circuit reliability according to defect density distribution within a wafer and between wafers then develops optimal burn-in policy based on the estimated reliability. New reliability estimation model based on yield information is developed using a spatial stochastic process. Spatial defect density variation is reflected in the reliability estimation, and the defect densities of each die location are considered as input variables of the burn-in optimization. Reliability screening and optimal burn-in policy subject to the burn-in cost minimization is examined, and numerical experiments are conducted.

  • Tool shop of the‘D’Motor Co.(DMC) fabricates dies for producing automotive press panels. In order to increase the production capacity of the tool shop, DMC established an FMS that consists of high-speed machines and a CMM at the tool shop in 1997. Due to the difference in machine capability among the existing machines and the new FMS it is needed to find an optimal way of allocating workloads among machines to maximize the production. In a way to solve this, we model the die fabrication process of the tool shop and analyze its performance by computer simulation. In this study, we at first identify the bottleneck processes of the die fabrication process under the current operation policy. Then, we derive some alternative operating policies applicable to the tool shop, and analyze the optimal operation policy by comparing the performance of the tool shop following each alternative policy.
