The education policy for man power training and closing policy for small scale school not more than 100 students can't role in the rural development policy, coming farming and fishing villages. The reasons for thinking some application paradigm and closing schools have been important role in the point of education and culture parts. Of course, the application paradigm for closing school facility will get accomplished for a mood of local residents and a point of cultural deference, not keeping up unconditionally for closing a school. For accomplishing versatile purposes, initiative role of the organs of local education is very important. The organs of local education have an application paradigm that closing schools are the facilities for local organs of education will plan some specific facility to be matched for local special quality and connection quality of surrounding facility and environment. Before an application paradigm of closing school, it is very important that a fundamental factor for negligence the facility will be solved. Eventually, the organs of education have a plan for technical study of this paradigm and consider keeping and mending of closing facility, rent the facility for payment or not they want, and confer money problem not an unconditional scale.

  • Class has been the factor that affects welfare attitudes in western societies. But the results of the studies on affects of class in Korea are not consistent. This Study focuses on the relations between three class variables-income, status in employment, occupation-and the Korean attitudes on welfare policy and examines the regulating effects of education on that. Attitudes on welfare policy consist of 'reinforcement of established welfare programs', 'expansion into new welfare area' and 'universalism in welfare policy.' The result shows that all three class variables, education and age do not affect the attitudes to 'reinforcement of established welfare programs.' Age and class variables affects the attitudes to 'expansion into new welfare area' statistically, but education does not. Education explains largest parts of the attitudes to 'universalism in welfare policy.'

  • Objectives: While there have been many quantitative studies on the public's attitude towards mental illnesses, it is hard to find quantitative study which focused on the contextual effect on the public's attitude. The purpose of this study was to identify factors that affect the public's beliefs and attitudes including contextual effects. Methods: We analyzed survey on the public's beliefs and attitudes towards mental illness in Korea with multi-level analysis. We analyzed the public's beliefs and attitudes in terms of prejudice as an intermediate outcome and social distance as a final outcome. Then, we focused on the associations of factors, which were individual and regional socioeconomic factors, familiarity, and knowledge based on the comparison of the intermediate and final outcomes. Results: Prejudice was not explained by regional variables but was only correlated with individual factors. Prejudice increased with age and decreased by high education level. However, social distance controlling for prejudice increased in females, in people with a high education level, and in regions with a high education level and a high proportion of the old. Therefore, social distance without controlling for prejudice increased in females, in the elderly, in highly educated people, and in regions with a high education and aged community. Conclusions: The result of the multi-level analysis for the regional variables suggests that social distance for mental illness are not only determined by individual factors but also influenced by the surroundings so that it could be tackled sufficiently with appropriate considering of the relevant regional context with individual characteristics.

  • This study examined the effects of neoliberal educational policy on the appointment system of teachers to assess the impacts of this neoliberal education policy. Neoliberal education policy has led to increased private education cost, and strengthened the function of social stratum reproduction in the education system despite increasing the efficiency and flexibility. Since contracted employment was applied to the educational field, the number of regular teachers began to decrease, while that of contracted teachers increased. For example, the number of contracted teachers was 300 in the 1990, which increased to 42,042 in 2015. Neoliberal education policy contributed to teacher's quantitative demand; however, the increase in the number of contracted teachers is ultimately degrading the education quality. In an education market, the issues of balancing between supply and demand often occur. Therefore, it is necessary to strongly control the number of contracted teachers by limiting their contract period. Furthermore, an institutional device that can convert a contracted teacher to a regular one must be established.

To achieve the above aim, we used survey method to 390 teachers and analyzed 363 responses with SPSS program. The research findings are as follows. Most of teachers supported the intent and aim of the School Autonomy Policy, however, the respondents showed conflicting responses on the contents, process, core subject according to their interests. In other words, respondents who have more teaching career including principals answered positively on the policy and it's process than lower career teachers. Lower career teachers expressed very negative recognition and little understanding for the policy itself. From the result of the survey, it could be suggested that the teachers' cooperation, especially lower career teachers' conciliation, is very important to settle down the School Autonomy Policy successively.

  • Half a century has passed since the academic field of library and information science, which was born at the end of the 19th Century in the Western world, was introduced to Korea. Despite years of quantitative growth and qualitative maturation, the field has been facing the inconvenient truths of discrepancies in education levels arising from varying education providers, and weakened public confidence in librarian certification. Based on analysis of librarian training and education programs and the certification system, this research seeks to point out the limitations of the national librarian certification system, which is losing public confidence, and present a model for improvement. Library and information science education has expanded from universities to the academy of librarian education and lifelong education centers, and the librarian certification system has emerged as a target of reform. This research presents measures to improve the librarian certification system to government bodies and the Committee on Library and Information Policy with the purpose of providing grounds for policy enforcement.
