The most typical roles of libraries in their information societies are public access points to the networks, providing teaching and training, assisting in knowledge resource discovery, and knowledge providers. In order to fulfil these roles, libraries should be a ky element in national and local cultual policies. Effective policy making is the most important responsibility of libraries as well as national and local governments and one of library management tools for running the library. The purpose of this study is, therefore, to review the spectrum of the library and information policies in Korea and suggest some desirable directivities for library policy making.

'Health in All Policies' is a new strategy for governance for health in 21st century. The evolution of health promotion has affected the creation of the strategy through the efforts to tackle health inequalities by addressing social determinants of health. More concern about health inequalities, involving wider policy areas, and higher level of institutionalization distinguish the strategy from the old intersectoral collaboration such as intersectoral action for health and healthy public policy. Making intersectoral collaboration the mainstream of policy making is important to address integrated policy agendas such as 'Health in All Policies' and 'Sustainable Development Goals.' Political leadership and interpersonal skills are also required to strengthen the capacity of public health sector for implementing 'Health in All Policies' in local, national, and international circumstances.

Stochastic resource-constrained project scheduling problem is an extension of resource-constrained project scheduling problem such that activity duration has stochastic nature. In real situation where activity duration is not known until the activity is finished, open-loop based static policies such as activity-based policy and priority-based policy will not well cope with duration variability. Then, a dynamic policy based on closed-loop decision making will be regarded as an alternative toward achievement of minimal makespan. In this study, a dynamic policy designed to select activities to start at each decision time point is illustrated. The performance of static and dynamic policies based on variable neighborhood search is evaluated under the discrete-event simulation environment. Experiments with J120 sets in PSPLIB and several probability distributions of activity duration show that the dynamic policy is superior to static policies. Even when the variability is high, the dynamic policy provides stable and good solutions.

In the creative economy paradigm, motivation of the opportunity based startup is a continuous concern to policy-makers. Recently, bigdata anlalytics challenge traditional methods by providing efficient ways to identify social trend and hidden issues in the public sector. In this study the authors introduce a case study using social bigdata analytics for conducting policy analysis. A semantic network analysis was employed using textual data from social media including online news, blog, and private bulletin board which create buzz on the startup business. Results indicates that each media has been forming different discourses regarding government's policy on the startup business. Furthermore, semantic network structures from private bulletin board reveal unexpected social burden that hiders opening a startup, which has not been found in the traditional survey nor experts interview. Based on these results, the authors found the feasibility of using social bigdata analysis for policy-making. Methodological and practical implications are discussed.

This study aims to explore the difficulties of evidence-based pharmaceutical policy-making in the Korean context where several pharmaceutical policies were introduced within a short period. Semi-structured in-depth interviews were performed with eight experts in the Korean pharmaceutical arena. The key challenge in Korean situation might be the apparent lack of available evidence caused by the limited resources, the lack of policy consistency and coordination ability in the authorities and distrust across stakeholders. To build an evidence-based tradition, it is essential to resolve the tangible lack. At once, more fundamental changes seem to be required in the intangible policy environments.

The academic journal in health policy could be involved in all stages of the health policy process-agenda setting, policy making, policy implementing, and policy evaluating. 'Health Policy and Management' has been undertaking the role of an academic society in health policy. 'Health Policy and Management' will strengthen its role in health policy.

Recently, with the policy balance development in the country, Ministries of the government as managers related each of regional projects have prepared pan-governmental support system to achieve Making Livable Area Policy. This study is analysis result of investigation in 2007 authorized cases of MLCP(Making Livable City Project) which Ministry of Construction & Transportation have propelling from city and rural-urban area of town, myeon and dong, to rural area of small village size. Areas chosen for MLCP have the active participation of inhabitants, and to promote successfully project, need to support system and originality for area. Such projects will finally increase the life quality, and make life-spaces wanting to live in the area.

As a participant in the policy process, the role of the people is very large. Especially for the implementation of democracy, citizen participation has been recognized as one of the most important device. As local government institutions have lifted in the stabilization phase as compared to the past, several municipalities and the central government's initiatives very interested in the policy-making process has increased. So in actual real policy decisions and the active participation of local people do? In this study, regional imbalances, particularly with regard to how to relieve the public agency that is recognized as one of the previous decision with regard to the involvement of local residents and physicians meaningful results were measured. Lessons and implications of this study for management leadership are presented.

This study examines the collection policy of University Archives. The establishment of collection policy enables university archives to concentrate in which memories of university to remain and provide as archives. Accordingly, this study, making a model of university archives in early sage of establishment, intends to investigate the collection policy for collecting archives in university. The first chapter defines the fields and categories of collection of archives. In order to define the collection categories, it outlines the history of the university and set up the fields and categories for documentation. In the second chapter, this study examines about the factors which forms the document of the collection policy, such as a missions statement, a guide to collection, and a guide to acceptance by items. Then, this study, applying items mentioned above, suggests a plan for a collection policy. The model presented in this study may not represent the model of collection policy in the university archives. However, it is meaningful as a study of collection policy and has purpose and significance in making a stepping stone for more developmental collection policy.

This study analyzes the policy-making process to promote the artists' welfare. In the problems stream, the artists have been found to suffer without any governmental support. In the policy stream, there have been various alternatives but they were not actualized. Meanwhile, a writer died of illness and famine in 2011. In the political stream, the public opinion to require the promotion of the artists' welfare, was strengthened. It made the policy-window open and resulted in the legislation of the Artists Welfare Law. Based upon these analyses, this article concludes that Kingdon's model is applicable to this case. Especially, this study shows that this policy was made with accidental events and the roles of informal participants such as netizen were more critical. However, it should be noted that the content of this Law was modified and trimmed because there was no policy entrepreneur to persuade the dissenters. It could made the policy-making process of this Law distinguished from others.
